Banglarbhumi is the web portal for land records and reforms, launched by the West Bengal government. You can use the portal to look up data on land and property, such as the owner’s name, land area, plot number, value of the property, etc.

Banglarbhumi, also referred to as Banglabhumi, is West Bengal’s online portal for land and property records. It comes under the Land and Land Reforms and Refugee Relief and Rehabilitation Department of the state government and provides a host of services, such as West Bengal land record search by name, placing a record of rights, plot information request, plot mapping request, request for GRN, mutation,  among others. Information regarding the name of the owner, area/size of the property, plot number, value of the property and information related to the current owner of the property, is available on the Banglarbhumi website. The website has information regarding 42,159 mouzas (localities) and 4.30 crore khatians (plots). In short, all registered properties in West Bengal find a mention here. Therefore, it is advisable for every person with an interest or a stake in a property transaction, to check the relevant land records on this site, to ensure transparency.

 

How can I check my land record in West Bengal?

For any property transaction, an agreement should be signed between the buyer and the seller. Once this agreement is registered, it means that the property has a new legal owner. This agreement needs to be registered with the government by paying the requisite fees. Once all the formalities are complete, you will find all information about your property on the Banglarbhumi website.

To take benefit of the online citizen services on Banglarbhumi, citizens must register themselves on the portal. 

Step 1: If you have already used the Banglarbhumi website previously to avail of any citizen service, you will need to log in with your credentials. If not, proceed to sign up on banglarbhumi(dot)gov(dot)in. The sign up button is at the center of the page, on the top.  Create your profile and sign-in for ‘Citizen Services’ as a ‘Citizen’.

Step 2: The public registration form will appear now. Fill all the required fields in the form such as name, guardian’s name, address, municipality, PS, district, pin code, email address, OTP received on email ID and phone number, password and captcha details. Submit the form, to register successfully.

Khatian and plot information on banglarbhumi.gov.in

Plot-related information is available on the website. You will not be required to sign-up, to get this information. On the home page, you will find ‘Know Your Property’ on the right-hand side. Click on it and enter the details to identify the plot. You will be asked for district, block and mouza details. You could also search by khatian number or plot. All these are mandatory fields.

It is easy to check details about the property on the Banglarbhumi website. When you click on the ‘Know Your Property’ tab, you will be able to check khatian and plot information. All you need to do, is feed in the district, block and mouza details. You can also check details using the ‘Search by Khatian’ and ‘Search by Plot’ option. Simply enter the khatian number or your plot number and the captcha, which is case sensitive. Proceed to view the information.

 

How to check query status on Banglarbhumi website

You can also look up information pertaining to your query when you go to the ‘Query Search’ tab on the homepage. Simply key in the query number and query year. Proceed to see the details by entering the captcha.

Can I apply for online mutation via Banglarbhumi?

Yes, since March 2019, the website allows automatic mutation. Mutation allows the transfer of property from one person to another and is a legal process. However, you can avail of the online services, only if the property is registered, is transferable, its final publication is complete and the transfer of land is not done on the basis of holding number. After mutation, the new owner is liable to pay the property tax. For automatic property mutations through Banglarbhumi, you do not need to file an application. Note: Applications are mandatory, if you need to make any corrections to the papers or if any objection has been received within 30 days of sale of the land. Approach the Block Land and Land Reforms Office (BL&LRO), to file an application.

 Is the mutation form available online?

Yes, you can find the mutation form online on the website. You will be asked for the details of the applicant, particulars of the transfer and scanned copies of land and tax bills. An application number is generated, which can be used to check the status of your application. Complete the formalities by paying the fees, through debit card or net banking. Offline fee payment is also allowed. You can check the status of such payment through ‘Application- GRN Search’ from the ‘Online Application’ option.

 Does the mutation fee vary?

The mutation fee is different for agricultural, non-agricultural and non-commercial land or commercial and industrial land. It also varies, depending upon the location, rural area, municipal area other than the Kolkata Metropolitan Development Authority (KMDA) or municipal areas that are within the jurisdiction of the KMDA.

 

How do I go about obtaining a Record of Right (ROR) request?

A Record of Right (ROR) is an important document and it is mandatory for an owner to possess it. Use the ‘Know Your Property’ section on the website and fill in the required details. You will be asked for the ROR document. Enter your plot number and submit. Post this you will be able to see the complete details of your land, if such a record is available.

 

How do I request for certified copies?

This request will come under the ‘Service Delivery Option’. Select whether you want a certified copy of an ROR, plot map or plot information. It will ask you for your details and then redirect you to the payment page. Pay online and complete the process.

 

How do I apply for land conversion through Banglarbhumi?

Agricultural, commercial or industrial land can be converted and can be put to other use, provided you obtain permission to do so. The first step is to submit an application to the Land & Land Reforms and Refugee Relief and Rehabilitation Department, through the Banglarbhumi website. Keep copies of the registration deed, mutation certificate, receipt of the processing fee, fee acknowledgement number, copy of land and plot information and map of the land getting converted, as well as a map of the adjacent land handy, before proceeding. Also keep recent rent bills and electricity bills ready, because you may need them during the process. Under the ‘Citizen Services’ tab, select the conversion application and proceed. Upload all the enclosures required to convert the land. Make the online payment to complete the application.

Jomir Tothya is the West Bengal government’s official mobile app for land and land reform-related services. It is available in three languages-  Bengali, English and Devanagari for the ease of citizens. You can download this app from the Play Store.   • Plot: This includes information like khatian numbers of co-sharers of the plot, land classification, shared areas, tenant type, details about the owner, etc.
  • Hal land and sabek land (LR-RS): Information about convertible land. 
  • Payment details: You can also check the processing fee details for warish, conversion and mutation. 
  • Information about officers in charge: Get relevant information about who is posted in the sub-division and the block.
