Jammu and Kashmir DDC Election Results 2020 Live Updates: Counting of votes for the recently concluded Jammu and Kashmir District Development Council (DDC) elections is underway. The fate of nearly 2,181 candidates for the 280 District Development Council (DDC) seats in Jammu and Kashmir will be decided today. The elections, held in eight phases, began on November 28 and ended on December 19.

A day before the counting of votes, the PDP claimed detention of three of its senior leaders Monday. While the police were silent on the matter, PDP chief Mehbooba Mufti called the action “out and out gunda raj”, and said it showed the BJP was trying to “manipulate” the results. The PDP leaders reportedly detained were former minister and senior leader Naeem Akhtar, Mufti’s uncle Sartaj Madni, and her former political adviser Peerzada Mansoor Hussain. A senior PDP leader said they had no contact with its Ganderbal district president Bashir Ahmad Mir either, and his family had been informed that he too had been detained.

Seven political parties, including the National Conference and the Peoples Democratic Party, contested the polls in an alliance, under the banner of the Peoples Alliance for Gupkar Declaration (PAGD) formed for restoration of Article 370. The Congress was initially a part of the PAGD but distanced itself when the BJP targeted the opposition party for being in league with the ‘Gupkar Gang’.

DDC poll results: What do the trends suggest

  • In Reasi district’s Thuroo constituency, three-time former MLA and JKAP candidate Ajaz Ahmed Khan is trailing NC’s Mohammad Ashraf by a margin of 422 votes.
  • Ajaz’s brother Mumtaz Ahmed Khan, a former MLA and JKAP candidate is, however, leading in Mahore constituency by by a margin of 56 votes.
  • In Chasana constituency, Gula Bano of Congress is ahead of BJP’s Sajda Bano by a margin of 232 votes.
  • In Poonch district’s Lassana constituency, Congress’ Rukhsana Kausar is at lead.
  • In Jammu district’s Bhalwal Brahmana constituency, BJP’s Bushan Kumar is leading
  • BJP's Sharda Bahu is ahead in Akhnoor constituency.
  • In Udhampur’s Tikri constituency, BJP’s Ashu Sharma is at lead.

Pakistan army shells areas along LoC in Jammu and Kashmir's Poonch

As the counting of votes polled during the maiden District Development Council elections in Jammu and Kashmir began on Tuesday morning, Pakistani troops resorted to unprovoked mortar shelling and small arms fire along the Line of Control in Jammu and Kashmir’s Poonch district. Sources said the cross border shelling started around 9.30 am in Mankote area of Mendhar. The Indian troops were retaliating, sources said. (ENS)

What are DDCs?

The District Development Councils (DDCs) are set to become a new unit of governance in Jammu and Kashmir. A legislation to this effect was brought in by the Ministry of Home Affairs on October 16 through an amendment to the Jammu and Kashmir Panchayati Raj Act, 1989. This structure will include a DDC and a District Planning Committee (DPC).

The J&K administration has also amended the J&K Panchayati Raj Rules, 1996, to provide for establishment of elected District Development Councils in J&K.

DDC polls: Counting agents to follow all COVID protocols

State Election Commissioner KK Sharma has directed the deputy commissioners that COVID-19 protocols must be observed through mandatory masks and hand sanitiser at each table, besides all the counting staff and other officials should compulsorily wear masks before entering the counting halls. He had revied the preparedness at counting booths across the Union Territory on Sunday.

The elections to this third tier of the Panchayati Raj system were held for the first time in Jammu and Kashmir and were the first mass polls after the abrogation of provisions of Article 370 in August 2019.

Meanwhile, re-polling in four polling stations in Jammu and Kashmir’s Mendhar area of border Poonch district was held on Monday, with nearly 22 per cent of the electorate having cast their vote in the maiden DDC polls during the first two hours.

The UT’s State Election Commission had on Friday ordered re-polling in four polling stations following a report by the District Panchayat Election Officer, Poonch, Rahul Yadav, about incidents of “violence and unlawful activities” during the seventh phase held last Wednesday.

In the final phase, the UT recorded nearly 51 per cent voting, with three districts in the Valley recording under 10 per cent voting. In all districts of the Jammu division, voting averages remained above 60 per cent with Poonch noting the highest — 83.5 per cent. The highest voting average recorded for the 10 districts of the Valley was 40.6 per cent which dropped to 29.9 per cent in the final phase of the polls.

Jammu averaged above 60 per cent voting in all phases, noting its highest voting average of 72.7 per cent on Saturday.
