CBI to bring Hathras victim’s brother to Gujarat for forensic psychological tests
Based on the complainant’s test report and the BIOS and polygraph test reports of the four accused, DFS Gandhinagar will connect links in the controversial case and submit a final report to the premier agency

The Central Bureau of Investigation is set to bring the complainant in the Hathras case to Gujarat for forensic psychological tests. The premier investigating agency has sought dates from the Directorate of Forensic Science (DFS) so that they can carry out the psychological assessment of the victim’s brother who is the complainant in the case.

Last month, the CBI had brought the four accused lodged in Aligarh jail to DFS where they underwent polygraph tests and BIOS profiling. The reports of the tests were handed over to the CBI last Friday, highly placed sources told Mirror.

Now, based on the complainant’s psychological assessment and the BIOS and polygraph tests conducted on the accused, the forensic experts will connect the links and submit the final conclusion report to the CBI.

The Hathras police have unearthed a manufacturing unit making spurious and counterfeit spices of local brands using donkey dung and acid. The factory is located in Navipur area and the police raided it on a tip-off.


Psychological assessment involves recording responses of the complainant/accused to various hypothetical situations as well as direct and indirect questions related to the case. This is to gauge the psychological aspects, traits and motives based on the responses.

Sources said that the investigating agency finds it imperative to conduct the psychological assessment of the complainant because certain circumstances need to be corroborated. However, the method of assessment will be ascertained only after the forensic experts speak to the investigating officer of the case regarding the details and specifics required.

"CBI has already had a telephonic conversation with DFS officials regarding this matter. After the CBI sends an official letter in this regard, the DFS will send across the dates for the tests, sources said.

When this particular case was initially being investigated by the Uttar Pradesh police, several allegations and counter allegations were made by the cops and the victim's family members. "CBI wants to know the findings of the UP police's investigation. The agency wants a thorough probe, which is the reason it is also bringing the complainant for psychological assessment," a source said.

What did the complainant observe prima facie when the incident took place; what did he tell the cops and what does he think about the police's investigation and the forensic report - this is the information the agency is seeking to know, sources said. The agency also wants to know if any wrongdoing was committed by the UP police.

"CBI does not want anybody who is guilty to be spared. It wants justice delivered to the victim's family for which it wants to make this a watertight case," said sources.

Meanwhile, The Lucknow Bench of the Allahabad High Court on Wednesday fixed January 27 as the next date of hearing on the Hathras rape case after the CBI sought more time to conclude its investigation.

The case

A 19-year-old woman was allegedly gang-raped in Hathras district of UP by four men. After fighting for life for two weeks, the woman died in Delhi hospital on September 29. The police had registered a complaint on September 20 and recorded her statement on September 22.

The case has been mired in controversies. Earlier, the UP police claimed that the forensic report issued by FSL Agra establishes that the victim was not raped. This report too ran into controversy with doctors claiming that the forensic examination was done 11 days after the incident.

The UP police is also under scrutiny over alleged lapses in the case, their treatment of the victim's family and the way in which the victim's body was cremated without the family's presence.

The case was transferred to the CBI by the UP government on October 10. The Apex court had directed the Allahabad High Court to monitor the CBI probe.
