Centre-Bengal 'tussle' raises Constitutional 'queries'

New Delhi, Dec 15 (UNI) A 'relook' at the Centre-State relations, in line with the Constitution, seems urgent ahead of five Assembly elections next year with a state administration top brass 'ignoring' an MHA summon and a requisition and no official statement in this regard has come so far from the Centre.
This was observed by some political pandits here on Tuesday after Bengal's 'defiance' of central directives continued on Monday as both chief secretary Alapon Bandyopadhyay and DGP Sri Virendra did not turn up for a meeting on law and order in the state with Union Home Secretary Ajay Bhalla here.
The observers also pointed out that with reports of the Bengal government exploring legal avenues on the communication from the Centre regarding the three IPS officers it was "implied" that there was "no possibility" of their release on Tuesday, as requisitioned by the Centre.
"Such instances demand a relook at the Centre-State relations enshrined in the Constitution and make amendments, if necessary," the experts maintained.
The Union Home Ministry had last week directed the CS and the state police chief to meet the Union Home Secretary in his office on Monday to discuss law and order against the backdrop of the attacks on BJP national president J P Nadda's convoy near Kolkata on December 10.
A day later, the Centre directed that three IPS officers posted in Bengal-South Bengal IGP Rajeev Mishra, Presidency range DIG Praveen Kumar Tripathi and Diamond Harbour SP Bholanath Pandey be sent to Delhi on central deputation.
However, responding to the summons to him and the DGP for the meeting in Delhi, the chief secretary Mr Bandyopadhyay had requested that their "attendance" be "dispensed with" as the state government was "already addressing the situation" and that several people had been arrested.
The Bengal government, in another letter, intimated the Centre of its inability to release the three police officers for central deputation, citing the still continuing fight against the pandemic as a reason.
After bagging Bihar with the JD(U), the BJP led NDA is eyeing the 'crucial' Bengal Assembly elections. The 294-seat Bengal Assembly polls is scheduled to be held in April-May, 2021.
Apart from Bengal, four states-Assam, Kerala, Tamil Nadu and Puducherry will also go to polls during the same period.
