The United Kisan Morcha has rejected the talks and proposals received so far from the government. This 'talk' does not seem to be making any point at the moment. The government and the Kisan Morcha have put the ball in each other's court. There are signs of further expansion after the announcement of the movement on 12 and 14 December. Agitating farmers are now waiting for the government's new proposal for the last alternative path to become a talk in the midst of 'deadlock'. It is not easy for the government to get ready for the new proposal.
Talk: Ball in each other's court
Agriculture Minister Tomar clarified the situation on Thursday by press conference after describing 10 proposals of the government as 'misleading' by the Kisan Morcha. Tomar said that if these proposals are agreed then the doors of dialogue are always open. After Tomar's press conference, Kisan Morcha met and decided to continue the movement, rejecting the proposals. Obviously, the government is not ready to withdraw the law and the Samyukta Kisan Morcha continues to abrogate the law. In response to Tomar, Balveer Singh Rajewal of Congress advocator Bhakiu Rajewal said that agriculture and marketing is a matter of the state, so this law of the Center should be repealed. The Center has made it clear that it is not the case of the state.
Waiting for a new proposal to make things worse
Laying the foundation of the new Parliament, PM Modi indicated that there should be dialogue within or outside the Parliament. His reference was towards the peasant movement. Buta Singh Burjagil of Bhakuyu Dakonda indicated in a special conversation that now the option of negotiation is left in Parliament. This can open the way. PM Modi also spoke on Thursday morning of dialogue within and outside Parliament in democracy. In such a situation, the United Kisan Morcha is now expecting a new proposal. Earlier, the delegation of opposition has also called on the President to call for a Parliament session.
Please tell here that the government has made up its mind to postpone the winter session of Parliament. Wants a direct budget session. In such a situation, by calling a special session on the dispute arising out of the new agricultural law, the demand for discussion and the proposal is waiting for the agitating farmers along with the opposition parties. Now it will completely depend on the government and PM Modi whether the government prepares to discuss by calling a parliament session. It is not easy for the government to agree to an alternative path in the fight. However, the government is ready to amend the new laws by agreeing mostly on the farmers' disagreement. Even in the case of amendment, the seal of Parliament will be mandatory. In such a situation, to overcome the deadlock, the peasant groups will have to be a little soft on the insistence on ending the law, while the government will have to convene a discussion by calling a session of Parliament. This is an option whose buzzing started after the PM's appeal on Thursday.
Movement outline
Buta Singh Burjagil of Bhakuyu Daconda bluntly said that the United Kisan Morcha for amendment or discussion would now continue the struggle rather than wasting time. It is up to the government to make a new proposal. He said that on one hand, PM Modi advocates negotiation, on the other hand, Agriculture Minister Tomar says that the proposal should be approved only then the dialogue should come. Burjagil cautioned that the proposal is still not approved. A new proposal is awaited. If the matter is not made, trains will be stopped further. After this warning, the railways have decided to change and cancel the route of trains of Punjab. Bhakiyu has decided to continue the picket at all rail complexes in Punjab. As many tolls are not free in Punjab, they will be made free. Toll-free will be made across the country for a day on 12 December. On December 14, in addition to the sit-in demonstration at the Collectorate across the country, Delhi-Jaipur, Delhi-Agra Expressway will be jammed.
To ensure that there is no disturbance during the movement, a Steering Committee has been formed which will take charge of the movement sites running on the Singhu, Tikri, Shambhu border. The committee will have five provincial and two United Front (national level) members. Along with them, there will be 60 activists attached to all the jathabandis, who will supervise at two levels. Will prevent any political party or outsider from entering the movement. At the same time, we will prevent district-rural level workers from making 'mistakes or disturbances'. Farmers' organizations allege that farmers coming from Punjab and Uttarakhand are being stopped wherever they are.
