TDS deducted from commission which is received from Beedi contractor, but they have not filed tds for the FY 2019-20. Hence it is not reflected in 26AS. What should I do ? Can I make complaint ?

Yes, you can but better to you
Request to deductor to file TDS return after that you can claim TDS
