“The university cannot function without its governing body (Senate), not even for a day. All decisions taken in its absence are illegal,” said IS Chadha, former nominated Senate member, PU.
“No one including, the Chancellor, Vice-Chancellor or the UGC, has the right to interfere in the process of electing the new governing body as the PU follows its own Act,” he further added.
“The term of the House expired on October 31 and elections have not been held. The old Senate should be extended till the time a new is formed,” he said.
“The VC and the Chancellor have no power to govern the university. There are rumours on forming a Board of Governors, but even for that, new Act has to be brought in and only parliament has the authority for this,” he added.
“The PU has its own constitution and only Parliament can change it,” he added.
He, however, maintained that reforms were needed in the present governing structure. “Two year ago, a committee suggested some reforms in the governing structure of the PU. The report was submitted in the House, but no Senator considered it. More stakeholders such as teachers, students, Punjab Government and others have to be involved for the betterment,” he said. — TNS
