Punjabi University develops announcement System at Public places for Deaf and Dumb

PATIALA: In a move to assist the deaf and mute, the researchers at Punjabi University Patiala has developed an announcement system through which any English text can be converted into equivalent ISL (Indian Sign Language) animated video on the click of the button. The announcement system can prove helpful to the deaf and dumb at public places in understanding the message at public places like Railway stations and Airports in their own ISL.

The researchers said they faced a number of challenges for the implementation of this system such as no pre-defined grammar rules for conversion of complex and compound sentences into ISL, no SIGML dictionary, even very less human videos for words to be used for the translation system.

“It was challenging to work without any funding, but it is appreciable that this software has been extending without any financial help from anywhere. This system will help in converting the study material etc into ISL on the click of the button. Now, this system will be made public on Word Disability Day”, said Prof. Goyal.

The researchers also faced a lot of difficulties in collecting the list of announcements made at railway stations and airports. They divided announcements into two parts- static and dynamic. ‘Static’ announcements are those which are standard announcements like take care of your luggage from thieves, do not take food material from unknown person etc. while the ‘Dynamic announcement is related to arrival/departure of trains, change of platform etc.

“This will also be first such Make in India software for this community”. Our PhD research scholar Gurdeep Singh is also working for developing the translation system for Punjabi text to ISL synthetic animations. Another PhD. Scholar Annu rani has developed automatic telecast of news in ISL for deaf and dumb persons which is unique in itself”, said Goyal while recalling the part of the video of “Sugamaya Bharat Abhiyan” in which one deaf person is requesting some woman to tell what is being announced on the railway station as he cannot hear what is being announced.

He added, “Idea strike to our mind for such system and we converted this idea into reality. Now if the government implements this developed system on the railway stations and airports, it will be a boon for them as they would be able to understand what announcements are being made on the public places.


The announcement system has been developed by the Research Centre for Technology Development for Differently Abled Persons, Department of Computer Science Punjabi University Patiala.


This new research will be released on Thursday, on World disability day during the Cultural Evening celebration by Special Olympics Bharat Punjab Chapter. During this function Principal Secretary, Ministry of Social Justice and Welfare, Chandigarh and Director Sports, Punjab DPS Kharbanda will be releasing this system.


Recently, in March this year, two mobile applications – one on colour detection for blind and another on Child Assessment in Punjabi was released by the former VC of the university. Similarly, in December 2017, the Centre Coordinator Prof. Vishal Goyal and his research mate Lalit Goyal had released their Machine translation system for Simple English sentences to Synthetic animated ISL videos. Prof. Vishal said that his team of research scholars were working day and night for extending this system for complex and compound sentences.
