Greece starts new rules on fixed broadband speed transparency

Greek telecom authority EETT announced that the provisions of the National Open Internet Regulation (EKAD) covering fixed internet speeds came into force 25 November. As a result, ISPs must inform fixed network subscribers about the realistically expected connection speeds, and not just the nominal and advertised speeds. In particular, fixed access providers are required to inform subscribers of the minimum, maximum and normally available speed expected at their connection. The information concerns a provider's new and existing subscribers. 

New subscribers will be able, in the context of pre-contractual information, to receive information about their connection's speeds before signing the contract. The information will be provided both from the operator's stores and from its website or customer support lines. 

The information about the connection speeds is part of a contract's terms, giving the subscriber the right to compensation or corrections in case of continuous or repeated lower than promised speeds. 

The submission of complaints by subscribers for deviations from the minimum speed will be done through the customer service of each company and will start a complaint control process, which may include measurements by subscribers based on the measuring tools provided by each provider. Providers will also update the prices of the connection speeds at least once a year and the subscribers will have the right to terminate their contract if the already provided speeds are lower than those mentioned in the contract.

In addition, the providers will offer personalised information to existing subscribers about changes to the contract's terms through their account or via SMS or via e-mail.
