Freedom of navigation, security in Indian Ocean region crucial for global economy: Admiral Dhowan

New Delhi, Nov 25 (UNI) Former Chief of Naval Staff Admiral RK Dhowan said on Wednesday that maritime interests of the countries of the Indian Ocean region are intrinsically linked to free flow of oil and trade across the region.
He said, the unique feature of the Indian Ocean region is that the 80 per cent of oil and trade that emanates in the region is extra regional in nature, this implies that if there is any impediment to the free flow of oil and trade it will have a detrimental impact not just for the economies of the region but for the global economy as well.
Addressing a seminar on 'Post Pandemic Indian ocean Regional Economic Cooperation: Way Forward' in New Delhi, Admiral Dhowan favoured strengthening of the 'Quad' for ensuring peace and stability across the Indian Ocean region.
We must formalize the arrangement for cooperation between the navies of the Quad countries given the economic significance of the Indian Ocean region, he said adding that governments of the Quad countries need to have close cooperation besides their navies working closely.
Admiral Dhowan said that the countries of the Indian Ocean region have a great opportunity in terms of harnessing the benefits from the ocean through the 'blue economy' program but they must do it in a sustainable manner keeping the sustainable development goals in mind.

He felt that naval cooperation among the Indo Pacific region is required not only for meeting security challenges but also for meeting the challenges posed by climate change due to climate change in the ocean. Extreme climatic conditions raise the chances of natural disasters hence the navies and coast guards must be ready to provide humanitarian assistance.
He said "Oceans are rich in resources, they supply oil and oxygen and absorb carbon dioxide. With the depletion of resources on land, humankind has been indiscriminate in his exploitation of oceans, which has resulted in climate change and studies have indicated that nearly 80% of all pollution in oceans emanates from land and if the current rate of pollution continues unabated we would have more plastic in the ocean than fishes."
He felt that Prime Minister Narendra Modi's Swachh Bharat Abhiyan should be extended to the seas as Swachh Sagar Abhiyan.
