Odisha: 11,200 crore supplementary budget tabled in assembly

BHUBANESWAR: Finance minister Niranjan Pujari on Friday presented the supplementary budget worth Rs 11,200 crore for the current 2020-21 financial year with a focus on the state’s Covid response related to health, food and social security, livelihoods and employment generation.
“This year’s supplementary budget, which is an exercise of re-prioritization of the allocations made in the 2020-21 annual budget, has also stressed on boosting the domestic demand and revival of the state’s economy by allocating funds to infrastructure projects for their early completion,” Pujari said.
The packages announced by chief minister Naveen Patnaik such as the Covid-19 warrior special assistance, for the handlooms, textiles and handicrafts sector, the MSME sector and Mission Shakti have been fully funded in the supplementary budget, the finance minister said.
Also, all requirements in the health sector for Covid response like procurement of medicines, equipment and kits and sanitation measures are fully funded.
The supplementary provision of Rs 11,200 crore comprises Rs 2,273 crore towards administrative expenditure (salary and pension), Rs 1,484 crore towards disaster management funds, Rs 5 crore towards transfer to local bodies (panchayati raj institutions and urban local bodies) and Rs 7,438 crore towards programme expenditure (schemes and infrastructure projects).
As the Covid-related lockdown has severely affected the resource realization of the state, the state government has decided to finance the budget mainly through adjustment and surrender from the annual budget 2020-21.
According to official document, the allocations under the administrative expenditure and transfers to local bodies are to be financed against adjustment and surrender.
