Conducting local body poll in AP in Feb 2021 snowball into a controversy

Vijayawada, Nov 18 (UNI) The holding of local body election in Andhra Pradesh snowballed into a controversy as the state government expressed its inability to conduct the poll in February, 2021 while the State Election Commission was firm to hold it.
State Election Commissioner N Ramesh Kumar apprised the State government in an official communiqué on November 17 that the Commission had decided to conduct the election for Gram Panchayat and municipalities in February, 2021.
The SEC said that the election schedule would be released after consulting with the officials concerned.
Mr Kumar quoted about the holding of Assembly election in Bihar recently and issuing of notification for conducting GHMC poll in Telangana.
Chief Secretary Nilam Sawhney made it clear to the SEC that holding the local body poll by the Commission in February is not possible.
In a letter to the SEC, she said “It is not right to hold the election in February in view of the health and safety of the people of the state due to COVID pandemic.
She urged the SEC to reconsider its decision on conducting the election.
The Chief Secretary said that the State administrative staff and employees of various departments were busy with COVID- 19 duties and working towards containing the situation.
Ms Sawhney mentioned that it was not necessary to conduct a video conference with the ‘District Collectors’ at this juncture. The Chief Secretary also explained that there was a rise in Coronavirus positive cases in the state and it had spread to the rural areas as well.
She said that at this point in time it was not advisable to conduct election keeping in mind the health and welfare of the public.
The Chief Secretary also added that each state was following different strategies to combat the COVID-19 cases and it was not correct to compare one state with another.
The Government would inform the SEC about its preparedness and readiness in conducting the local body election as and when the situation becomes conducive for conducting it, she added.
In an interesting move, Mr Ramesh Kumar, ignoring the Chief Secretary’s opinion, met Governor Biswabhushan Harichandan on Wednesday and explained to him about the holding of local body election in February.
Official sources said that the SEC is holding a teleconference with the district collectors this evening in this regard.
Responding to the State government expressing inability to hold the local body poll in February, Senior Telugu Desam Party leader and Leader of the Opposition in the Legislative Council Yanamala Ramakrishnudu dared the government conduct the election in February.
Talking to the media here on Wednesday, he alleged that that the government is citing lame excuses to avoid conducting of the local body poll with fear of defeat.
The election for Gram Panchayat and Municipal corporations were, in fact, scheduled to be held in the last week of March this year, but were postponed due to Coronavirus pandemic.
The postponement of the local body poll by the SEC angered Chief Minister Y S Jagan Mohan Reddy.
