Local body polls to be conducted in February, 2021, in AP

Vijayawada, Nov 17 (UNI) State Election Commission (SEC) has decided to hold Gram Panchayats elections in the month of February, 2021 in Andhra Pradesh. The elections to the Gram Panchayats and municipal corporations were scheduled to be held during the last week of March this year but postponed due to the spread of Coronavirus.
The State Election Commissioner N Ramesh Kumar in an official communique to the AP government on Tuesday stated that the Election Commission had decided to hold the Gram Panchayat polls during February 2021.
“The Commission has decided to hold elections to Gram Panchayats in the month of February, 2021. The actual schedule will be finalized in due consultation with the State Government and the actual notification with schedules will be duly notified only thereafter”, the SEC said.
The SEC clarified that model code of conduct would not come into force at this juncture. In terms of norm & procedure, and the orders passed by the Supreme Court of India, the model code of conduct would come into effect 4 weeks prior to the announcement of actual dates which is a future contingency to be firmed up.
However, notwithstanding the above for reasons of administrative efficacy and convenience, the Government is requested to take the necessary preparatory action in every respect to hold elections in a risk free manner as well as freely and fairly, the SEC said.
Mr.Ramesh Kumar said the Health Department may study with a view to implement the best practices successfully adopted in the recent elections in the country and neighbouring State of Telangana in particular in case of GHMC elections.
"The Principal Secretary to Government, Panchayat Raj & Rural Development Department may firm up the list of Gram Panchayats with particular reference to exemption sought if any with valid reasons district-wise and may also look at the reservations already finalized by them understandably", Mr.Ramesh Kumar said.
The Police Department may take cognizance of sensitive polling stations in the context of changing ground situation with a view to hold peaceful and violence-free elections. All the District Collectors are to plan for poll contingencies with a view to have smooth violence-free elections, he said.
