Tshakhuma Tsha Madzivhandila say they could not register Gustavo Paez this season as he did not have his clearance.
The 30-year-old striker was last registered with Mineros de Guayana after having also spent time with Atletico Venezuela following his departure from Kaizer Chiefs in 2019.
He returned to South Africa ahead of the DStv Premiership season and looked to have signed for TTM before news of his exit.
It now appears that while Paez did present a clearance to the newly-formed top-fight side, but it was the incorrect document.
TTM CEO Sello Chokoe told KickOff: "He still has a contract somewhere, so that's why he doesn't have his clearance certificate.
"The only obstacle here is him not having a clearance certificate from his previous team.
"If he had a clearance we would have registered him by now. The one he's got, it's from the association of Venezuela not from the team."
