Odisha to bring second ordinance in OAPM ACT to benefit the farmers

Bhubaneswar, Nov 12 (UNI)The Odisha cabinet today decided to bring the Second Ordinance
in the name of Agricultural Produce and Livestock Marketing (Promotion and Facilitation) to
give immediate benefit to the farmers in the state .
Odisha was one of the few States in the Country which enacted legislation for regulation of
agricultural produce markets called the Odisha Agricultural Produce Market Act, 1956 (in short
the OAPM Act) which was enforced in the state since 1957.
The cabinet felt that in order to enable the farmer producers to realize the optimum value
return of their produce and realize enhanced farm income, there is an urgent need to revisit
the existing market structure as per the OAPM Act in a more competitive marketing
environment that can contribute to greater marketing efficiency which will drive agricultural
growth, farmer's welfare, employment and economic prosperity in rural areas.
The OAPM Act has been amended from time to time, but it was found that the intended
purpose of the Act has not been fully achieved.
Agricultural Marketing in Odisha still suffers from poor infrastructure, fragmented marketing
channel, operational inefficiency and wide gap between the price received by the producer
and price paid by the consumer.
The salient features of Abolition of fragmentation of market within the State by removing
the concept of notified market area in so far as enforcement of regulation by Agricultural
Produce and Livestock Market Committee (APLMC) is concerned.
It would create a conducive environment for setting up and operating private market yards
and farmer consumer market yards (Krushak Bazar) Sub-Market Yard and Market Sub yard,
so as to enhance competition among different markets and market players for the farmer's
produce, to the advantage of the farmers and formation of Agricultural Marketing Service in
the State for better management of the agricultural marketing and the market committees in
the State.

COVID-19: Toll in Bengal rises to 7,506, cases touch 4,20,840

Kolkata, Nov 12 (UNI) The COVID-19 toll in Bengal rose to 7,506 with the death of 54
persons on Thursday, while the tally touched 4,20,840 with 3,856 new confirmed cases.
According to the latest State Government Health bulletin, the active cases accounted
for 32,185, while the number of discharged cases stood at 3,81,149.
The percentage of discharged rose to 90.57 per cent.
