Justice SM Subramaniam made this observation while dismissing a plea wherein the petitioner, who failed to get his promotion as a road inspector grade-1 in 1999, approached the court after retiring in 2014.

“If at all the petitioner is aggrieved from and out of the inaction of the respondents in implementing GO Ms No. 856, PWD, dated June 1, 1977, in his favour, the petitioner ought to have approached the competent authorities and court of law during 1999 when the cause arose. However, he waited and continued as grade II road inspector, till his date of retirement and at the age of 60 years, he approached the court,” he said.

“Thus, the claim is lapsed and the persons, who left over their rights cannot wake up one fine morning and knock the doors of the court,” Justice Subramaniam said, adding that the courts cannot encourage such attitude of government employees more specifically for the redressal of their grievances.
