And white non-college educated voters (who constitute the hard core of Trump supporters) account for over 40% of the eligible voters in the USA. With Hispanic voters generally preferring the Democratic Party (barring the Cubans in Florida) and with the Blacks overwhelmingly supporting the Democratic Party, the Repulican strategy, as articulated by Trump's campaign manager Bill Stepien, was to focus, especially during the last phase of the campaign, on leveraging using the President's ability to generate crowds to create a surge of support by reaching "infrequent and low-propensity voters" in the key battleground states.
