Telangana CM launches revamped Dharani portal to end corruption during land registration

HYDERABAD: Telangana Chief Minister K Chandrasekhar Rao on Thursday commissioned the revamped Dharani portal, billed as a trendsetter in land management for the entire country, where land registration and the issuing of pattadar passbooks are done one after the other immediately, obviating the need for farmers to wait for months and grease the palms of revenue staff.

The Chief Minister after inaugurating the portal at Mudu Chintalapalli in Medchal-Malkajgiri district addressed a public meeting at nearby Lingapur where he described the initiative as path-breaking and that a lot of effort has gone into it before making it available to the people of Telangana. "The officials worked hard, sometimes till 2 a.m. in the morning, to build the portal," he said.

The Chief Minister, accompanied by Chief Secretary Somesh Kumar, arrived at the venue and offered special pooja to Goddess Lakshmi Devi before unveiling the portal which is expected to end all-pervasive corruption. Farmers, henceforth, need not visit the offices of the sub-registrar and tahsildar for registration of lands and then mutations.

The Chief Minister said that all the 141 sub-registrar offices in addition to 570 tahsildar offices have become sub-registrar offices where after booking a slot on Dharani, they can approach the office for registration and issue of passbooks. After the transfer, the buyer's passbook would have credit and the seller's passbook would have debit in respect of the land transaction. "At the most, it would not take more than 15 to 20 minutes for doing the entire work," the Chief Minister said.

KCR asked the people not to get frustrated if any technical glitches delay the transactions. "They would be very few but could not be ruled out. Technical teams have been deployed in all district headquarters who would address the problem the moment they get a complaint," he said and pointed out that the landowners could take a look at their land holdings regardless of where they are in India or abroad.

On several occasions, the naive farmers used to believe that once registration is over the purchase is done and did not bother to get mutation of the land in their favour. Now the tahsildars will act as sub-registrars as well as revenue officials to do both the jobs, increasing transparency and accountability.

To facilitate registration of lands and issue of passbooks, the new revenue Act -- The Telangana Rights in Land and Pttadar Passbooks Act 2020 -- came into force on Thursday.
