Bihar Assembly Election 2020 LIVE Updates: BJP in-charge for Bihar polls Devendra Fadnavis has tested positive for Covid-19 and gone into isolation days before the state votes in first phase of the assembly elections. Counting Fadnavis, a total of seven leaders from the NDA have tested positive in Bihar. The others are BJP leaders Sushil Modi, Shahnawaz Hussain, Rajeev Pratap Rudy, Mangal Pandey, and JD-U’s Vijay Kumar Manjhi.

Earlier in the day, RJD leader Tejashwi Yadav released his party manifesto for Bihar elections, promising 10 lakh government jobs, teachers’ recruitment on war footing, a new industrial policy for the state, fair MSPs for farm produce and plans to develop smart villages. Releasing the document, Yadav, the son of former chief minister Lalu Prasad Yadav also lashed out at Prime Minister Narendra Modi for selectively pointing out the issues of Bihar after the PM called the Rashtriya Janata Dal's erstwhile 15-year rule as lawless.

An exciting three-cornered contest is on the cards in the reserved Imamganj assembly segment where former Speaker of Bihar assembly Uday Narayan Choudhary seeks to wrest back the seat from ex-Chief Minister Jitan Ram Manjhi. The Lok Janshakti Party has queered the pitch for the main contenders by fielding a former legislators daughter-in-law in the fray. There are a total of 10 candidates in the fray on the seat which will go to vote in the first phase on October 28. Amid the opposition's criticism of the BJP's Bihar poll promise of free COVID vaccines, Finance Minister Nirmala Sitharaman asserted that the announcement was perfectly in order and a party can announce what it wants to do when it comes to power. Sitharaman had released the Bharatiya Janata Party's (BJP) manifesto for the Bihar polls on Thursday. A highlight of the promises made in the document was free COVID vaccines for the state's people if the saffron party comes back to power. The Election Commission (EC) has suspended two excise superintendents and transferred four others for not demonstrating 'alertness and effectiveness' in the seizure of liquor in poll-bound Bihar, an official said. The EC gave the directives in this regard during a review meeting held via video-conference with the observers of the 78 Assembly constituencies that are going to polls in the first round of the three-phase Bihar polls on October 28, Additional Chief Electoral Officer (ACEO) Sanjay Kumar Singh said. The poll panel noticed that the performance of some districts in terms of expenditure monitoring, including a control on excise activities, has been dismal, he said, quoting EC officials.

Bihar election date: Voting for Bihar assembly elections will be held in three phases on October 28, November 3 and November 7 in one of the biggest elections globally during the Covid-19 pandemic, followed by counting of votes on November 10.

Addressing three back to back rallies, Modi castigated the opposition over its stand on the abrogation of Article 370 and the Galwan Valley clash between Indian and Chinese troops in Eastern Ladakh, an emotive issue for the state as several soldiers of the Bihar regiment were killed in hand-to-hand combat. Appealing to the nationalistic zeal of the electorate, Modi raised the issue of annulment of Article 370 which bestowed special status on the erstwhile state of Jammu and Kashmir.

Referring to the Galwan Valley clash with Chinese troops, Modi said the sons of Bihar valiantly laid down their lives for the tricolour but did not let "Mother India bow her head". Rahul Gandhi hit back, accusing the prime minister of "insulting" the soldiers with his comments that there was no Chinese intrusion into India.

Addressing a rally in Hisua in Nawada district, Gandhi mounted a blistering assault on the prime minister over the intrusion by the Chinese military in Ladakh. In his speeches, the prime minister also took on the opposition over their agitation against the farm reform laws enacted by his government, saying the protests were, in fact, aimed at "saving" middlemen and brokers in the garb of backing the Minimum Support Price regime and agriculture 'mandis'.

Rahul Gandhi hit back again at a rally in Kahalgaon, saying prime minister Modi and Bihar Chief Minister Nitish Kumar had "broken the backbone" of the farmers, and medium and small businesses. He also flagged another emotive issue of migrant labourers who returned to the state in desperation after they were "chased away" from their places of work in other states during the lockdown.
