MOHALI: A local court on Tuesday issued non-bailable arrest warrants against former inspector Kanwal Inderpal Singh in the 1991 Multani case. Singh was station house officer (SHO) in Sector-17, Chandigarh, during the alleged custodial murder of Balwant Singh Multani, Citco junior engineer and son of an IAS officer, when Punjab was fighting Pakistan-sponsored Sikh terrorism and separatist movement. The SIT has until October 19 to produce the former SHO, who escaped to Canada.
Special public prosecutor Sartej Singh Narula said Singh played a significant role in Multani’s disappearance and elimination on the orders of then SSP Sumedh Singh Saini.
Mataur SHO Rajiv Kumar’s application for open warrants against Singh refers to the May-6 FIR that charges the former inspector under sections 302 (murder), 364 (picking some from home for murder), 201 (destruction of evidence), 344 (wrongful confinement for 10 or more days), 330 (police torture to get a confession), 219 (making a report contrary to law), and 120-B (criminal conspiracy) of the IPC.
Narula said the former inspector was nominated in the FIR but not found home during three raids. Later, it came out that he was in Canada. The counsel placed the October 9 flight details on record and asked for open warrants for the purpose of extradition.
