Victoria has recorded one new COVID-19 case and no new deaths.

The state's 14-day average is now 6.9.

There is one other case but the Health Department has clarified that this person, who has a Victorian address, is a returned traveller and is in fact quarantining interstate.

The metro average has fallen to 6.4 and the regional average is 0.5. The number of mystery cases in the 14 days to Saturday is 13.

Meanwhile, the Victorian government is considering using electronic monitoring devices for some returned travellers when the state opens up to international flights for the first time since early July.

A senior Health Department source told The Age that secret talks were under way at the highest levels of the Victorian government.

A government spokeswoman confirmed that the Justice Department and the Health Department were both assessing the merits of GPS-enabled electronic wristband tracking devices for some international travellers to make sure they were isolating at home.
