OPHWC to construct academic, administrative block of Rajendra University
Rajendra UniversityBHUBANESWAR: The higher education department has taken a decision to rope in Odisha State Police Housing and Welfare Corporation (OPHWC) as executing agency for construction of academic and administrative block of newly created Rajendra University Balangir.
The state government has selected OPHWC, a state government public sector undertaking, to be the sole executing agency for all types of civil and electrical infrastructure work (new work as well as repair/renovation/improvement/maintenance work) of all state public universities coming under the administrative control of the higher education department.
The department has asked principal of Rajendra Autonomous College Balangir and registrar of the Rajendra University to submit the plan and estimate for the academic and administrative block of the university prepared by the OPHWC.
The corporation shall initiate execution of work after advance deposit of 33 per cent of the project cost by the university as first installment. The balance 67 per cent should be released in two equal installments. Release of second and third installments will be subject to submission of utilization certificate of at least 75 per cent of the funds released earlier by the university.
The corporation will meet the cost of any cost overrun of the project except where such escalation is because of factors beyond the control of the corporation like delay in getting site clearance for the project, delay in finalization of a plan by the university, substantial modification to the plan requiring major structural changes and for all such reasons not attributable to the corporation.
Higher education department will review performance of the corporation from time to time and in case of unsatisfactory performance, the privilege of being the sole executing agency for the state universities may be considered to be withdrawn, said the official sources.
From now, all future works of the universities will be assigned to this corporation. However, ongoing works for which work order has already been issued to contractors will continue by the assigned executing agency till completion.
