GHB portal for e-auction of affordable housing projects: GEL invites bids

Panaji: Goa Electronics Ltd (GEL) has invited qualified bidders to submit their technical and financial bids for developing e-auction portal for Goa Housing Board (GHB) to conduct auction and allotment of plots and tenements in an online format.

GEL will be the monitoring agency for the entire project period of five years. During this tenure, GEL will monitor the execution of the project.

The overall intent is to ensure transparency in the auctioning process and paving way for online uploading of the document through GoaOnline portal, and allow interested parties to participate in the auction from the comfort of their homes through the auction link and an ID provided to eligible applicants (EA) by e-auction software.

In order to bring in IT intervention in its operations, GHB has nominated GEL to provide a complete secured end-to-end e-auction solution.

The RFP document containing “Technical bid” and “Financial bid”, complete in all respect should be uploaded on https://goaenivida.gov.in/ on or before October 23.

According to scope of work mentioned in the Request for Proposal document, the successful bidder should provide mobile/tablet user friendly e-auction portal. The portal should have provision to set the date and time in the system as per the created schedule, and subsequently conduct the LIVE e-auction at the set date and time.

The agency should design the portal in such a manner that bidding should be done per square metre and not the total amount of the unit. The EA should also be able to view the ‘bidding sequence history’ which has occurred till now.

The portal should send email and SMS reminder notification on start and end of auction, EA ID on email, winner’s bidding amount.

The selected agency must keep the bidders identity secret at any point of time, even during declaration of result.

The portal should import or create the entire inventory from GHBs existing application for every auction in real time so as to enable the GHB to select from the inventory, which units are to be put up for Auctioning, enter the base price for each unit, auction start and end date/time, their corresponding EMD, minimum incremental bidding amount.

GHB will put out an advertisement on newspapers displaying the schedule for the e-auction along with other relevant details. Simultaneously, GHB will also create a corresponding schedule for the e-auction in the portal. It will map which units will be put up for auction from the inventory of assets, auction timings for each unit, base prices etc.

Applicants will then apply for the same on eDistrict Portal of Goa that is www.goaonline.gov.in expressing their interest. Applicants will fill out their basic details and submit documents online through GoaOnline Portal.

Thereafter GHB will conduct scrutiny of the applicants on GoaOnline portal and will generate list of eligible applications and this list will be imported in e-auction software using API in real time.

The eligible applicants will be provided the auction link and an EA ID, by e-auction software. On login, the EA would see the schedule of the e-auction that is which unit (flats/shops etc) is scheduled at what date and time. The applicants will place their LIVE bids on the third party’s site, till the auction end time.

If the EA wins any unit among the watch-list, then the portal should have both the provision that is to mark the bidder as “Block from next bid” or “Allow next bid” and no two units to be auctioned at the same time or overlap in any manner.

Winner will be declared when the auction for a particular unit ends and the results of the auction and other reports will be posted on GoaOnline. The board will conduct allotment procedures with the winners through GoaOnline

portal.
