New Delhi, Oct 2 (UNI) The National investigation Agency (NIA) on has filed a charge sheet against 33 accused in BJP MLA Bhima Mandavi murder case in Chhattisgarh, an officials statement said here on Friday.

Out of 33 accused, only six have been arrested while 22 are absconding and five of them had died.

The arrested accused Madka Ram Tati, Bhima Ram Tati alias Bhima Tati, Linge Tati alias Kumari Linge Tati, Laxman Jaiswal,Ramesh Kumar Kashyap and Haripal Singh Chauhan are resident of south Baster in Dantewada in Chhattisgarh.

The case was related to an IED blast followed by indiscriminate firing on April 9, 2019 near Shyamgiri Village in Kuakonda Police Station of Dantewada district of Chhattisgarh in which Bhima Mandavi, the then sitting MLA of Dantewada, was killed by operatives of CPI (Maoist), along with four police personnel of Chhattisgarh Armed Force (CAF). The arms and ammunition of the martyred security personnel were also looted by the assailant naxalites.

A case was registered by the local police under sections 147,148,149,302,396,307 and 120B of IPC, sections 25 and 27 of Arms Act, section 3 and 5 of Explosive Substances Act, sections 13(1)(a),38 and 39 of UA(P) Act,1967 which was taken over by the NIA on May 17, 2019 but the actual investigation could start after March 17 this year due to certain legal issues raised by the state government.

The probe agency got a break-through in this blind case after examining several witnesses, surrendered naxal cadres and rigorous technical analysis and later arrested six accused persons Madka Ram Tati, Bhima Ram Tati alias Bhima Tati, Linge Tati alias Kumari Linge Tati, Laxman Jaiswal alias Laxman Sao, Ramesh Kumar Kashyap, and Haripal Singh Chauhan who had provided shelter, food, logistic support, electric wires and steel containers to the Naxalites.

“Investigation established that the decision to kill Bhima Mandavi, the then MLA of Dantewada, was taken at Dandakaranya Special Zonal Committee (DKSZC) level meeting held in December 2018 in West Bastar, Chhattisgarh and an another meeting at Darbha Division Committee level, was held in the end of February, 2019, in the Gonderas Forest area of South Bastar, Dantewada, chaired by DKSZC member and In-charge of Darbha Division Giri Reddy alias Shyam”, the probe agency said in the charge sheet.

During the meeting, as part of Tactical Counter Offensive Campaign (TCOC), it was decided to kill Bhima Mandavi, along with other political leaders, police personnel and disrupt the election process whereas Secretary of Darbha Division Committee Bada Deva alias Barse Sukka was made overall In-charge to carry out the objectives of TCOC, they added.

Under the leadership of terrorist Bada Deva, the cadres of CPI (Maoist) planted an IED on the Nakulnar- Bacheli road near Shyamgiri village where annual fair was being organized as the slain BJP MLA Mandavi was to attend the annual local fair on that ill fated day.

NIA investigation also established that top naxalite leadership of CPI (Maoist) namely Nambala Keshava Rao alias Gaganna alias Basavraj, the General Secretary of the CPI(Maoist) and Secretary of the Central Committee, was actively involved in the conspiracy along with Kattam Sudarshan alias Anand who is Secretary of Central Regional Bureau), Mallojulla Venugopal, Polit Bureau and Central Committee member, and many other office bearers of banned CPI (Maoist) including dreaded naxals Thippari Tirupati alias Devji,Roulla Srinivas, Hidma Ganesh Uike, the probing agency said, adding that further investigation in the case is under progress.
