Taking a dig at Rao, Chief Minister Kalyan said that when he has accepted the temple to the site concerned in a private conversation, then what is he avoiding. Solving the temple issue does not belong to the Ekta Parishad. The VHP said that Karseva would be the same place where it was closed on July 26, 1992, on Rao's assurance.

Kalyan gave affidavit

When Prime Minister Rao saw the opposite happening, he gave Prof. Sarkaryavah of the then Rashtriya Swayamsevak Sangh. Rajendra Singh spoke to Rajju Bhaiya. Rajju Bhaiya assured them to protect the structure. The Supreme Court also sought an assurance from the UP government not to allow any new construction to take place at the disputed site.

By filing an affidavit, the then Chief Minister Kalyan assured the Supreme Court that no permanent or temporary construction would be allowed at the disputed site. Karseva will be symbolic only. The Supreme Court then allowed Karseva. The Supreme Court did not accept the demand to appoint the center's receiver. However, Allahabad High Court was asked to appoint a district judge as a supervisor, who would monitor whether the state government was working as per the assurance given. The Allahabad High Court-appointed Tejshankar, the then Sessions Judge of Moradabad as a supervisor.
