The central government has given its officers a 'last chance' to submit their annual performance appraisal report, including the IAS and IPS, for all services that come under All India Services. Only those officers who have retired or are due to retire from June 30 to October 31 this year will be able to take advantage of this scheme. The DoPT has said in its letter to the Chief Secretaries of all states and various central ministries that the said officials will now be able to submit their annual performance evaluation report 'PAR' by 31 December. This exemption has been granted due to Kovid-19.
According to the DoPT, due to Kovid-19, All India Service officers could not submit their PARs on time. The rule is that any officer can give this report a month before his retirement. In some cases, the officers are given this opportunity until one month after their retirement. In this, the concerned officer has to prepare a performance evaluation report of his service for the last year.
During this period, the officer has done any such work that he feels entitled to an award, then can write about it in a detailed report. The officers also mention in their report what the department has benefited from the work or decisions made by it. The report then goes to the review authority. From here, that report reaches the acceptable authority.
The special thing is that this rebate will be available only once. Because, due to coronavirus infection and lockdown, many officials were not able to give this report on time. If an officer retires after October 31, he will not get this exemption. In such a case, the officer has to submit his PAR as per the rules already issued.
