
Parliament Monsoon Session Live Updates: The eight opposition Rajya Sabha MPs, who have been suspended over the ruckus on Sunday, are holding a sit-in protest near the Gandhi statue in Parliament. Rajya Sabha was adjourned for the fifth time, till tomorrow, on Monday due to incessant protests against the suspension of the MPs. Despite several requests, the suspended MPs refused to leave the premises, thereby halting further proceedings inside the House. The opposition parties are likely to meet the President in this regard.
With the eight members — Derek O Brien, Sanjay Singh, Rajiv Satav, KK Ragesh, Ripun Bora, Dola Sen, Syed Nazir Hussain and Elamaran Kareem — refusing to leave the House, the government said that the House cannot function unless the suspended Parliamentarians were removed.
Earlier in the day, Chairman Venkaiah Naidu expressed “deep pain” over yesterday’s incident, and passed a motion of suspension against eight opposition MPs over their “unruly behaviour”. Naidu also rejected the opposition’s no-confidence motion against Deputy Chairman Harivansh following the uproar yesterday.
On Sunday, the uproar in the Upper House broke out over the Deputy Chairman’s decision to extend the session beyond the scheduled 1 pm while overruling Opposition pleas to continue discussions on the contentious farm Bills the next day. The House witnessed tumultuous scenes during the passage of the contentious farm bills as members from Opposition parties snatched and threw papers from the table and even broke the chairman’s mic.
"When everybody including Supreme Court has said Aadhaar is compulsory, why Aadhaar is made compuslory in the bill? Why only State Bank of India is permitted to open an FCRA account?" asks Supriya Sule
"We know what happened in northeast, how things changed there in last 50 yrs & a particular religion rose. There's govt & intelligence report that how insurgency increased there with money under FCRA," said SP Singh, BJP while discussing Foreign Contribution (Regulation) Amendment Bill.
"Incidents of murders in police custody, in the form of police encounters are before us. Such murders are threat to a civilised society & have lowered trust of people in Police. Real culprits aren't nabbed. Those nabbed are Dalits, oppressed, OBCs & Muslims," said Ritesh Pandey, BSP MP. "Vikas Dubey should've been punished via a legal procedure so that people's trust in rule of law isn't weakened. I urge HM & Law Minister to take cognisance of this issue & make efforts to improve system so that police stop playing roles of judge, jury & executioner," he added.

Lok Sabha will take up a bill to amend the Factoring Regulation Act seeking to help micro, small and medium enterprises by providing additional avenues for getting credit facility. The Factoring Regulation (Amendment) Bill was introduced in Lok Sabha on September 14. The Factoring Regulation Act, 2011, was enacted to provide for regulating the assignment of receivables to factors, registration of factors carrying on factoring business and the rights and obligations of parties to the contract for assignment of receivables, PTI reported.
Kotagiri Sridhar, YSRCP MP said that although PM Modi had talked about a total ban of single-use plastic till 2022, so far there is no regulation to reach there. Villages in India still extensively burn single-use plastic, and this, according to Sridhar, is a long term pandemic.
Shiv Sena MP Arvind Sawant alleged that government did not keep the promise of starting 4G internet services for BSNL. He requested the government to help BSNL and MTNL to recover from their current crisis.

The Rajya Sabha standoff continued on Monday afternoon with opposition parties planning to meet President Ramnath Kovind in this regard.
Strongly reacting to the suspension of opposition MPs, West Bengal Chief Minister Mamata Banerjee tweeted: "Suspension of the 8 MPs who fought to protect farmers interests is unfortunate and reflective of this autocratic government’s mindset that doesn’t respect democratic norms and principles. We won't bow down and we'll fight this fascist govt in Parliament and on the streets."
The House was adjourned for the fifth time till Tuesday.
Bhubaneswar Kalita, who is presiding over the session, once again urged the suspended opposition MPs to leave the premises.

Unable to convince the opposition to stop their protests, the House was adjourned till 12 pm.
Chaotic scenes continued to be witnessed in the Upper House. Bhubaneswar Kalita took over the Chair to preside over the proceedings. Opposition leaders also surrounded the well of the House.

Despite assurances from the Pokhriyal that the Leader of Opposition will be allowed to speak once the suspended MPs leave, the opposition leaders continued to protest. The House was adjourned for the third time, till 11.07 am.
