MARKHAM, Ontario, Sept. 16, 2020 (GLOBE NEWSWIRE) -- Sienna Senior Living Inc. (“Sienna”) (TSX: SIA) announced today that it has agreed to issue $175 million aggregate principal amount of series B senior unsecured debentures (the “Debentures”). The Debentures will bear interest at a rate of 3.45% per annum and will mature on February 27, 2026. The Debentures are being offered (the “Offering”) on a best efforts agency basis by a syndicate of agents led by BMO Capital Markets and TD Securities, as joint lead bookrunners, and CIBC Capital Markets as additional joint lead. The Offering is expected to close on or about October 2, 2020, subject to satisfaction of customary closing conditions. DBRS Limited has assigned a provisional rating of “BBB” with a “Stable” trend to the Debentures. It is a condition to the closing of the Offering that DBRS Limited assign a final rating to the Debentures of “BBB” with a “Stable” trend.

Contemporaneous with the closing of the Offering, Sienna expects to enter into a $100 million secured term credit facility (the “Credit Facility”). It is expected that the Credit Facility will have an initial term of one year and may be extended for an additional one-year term, subject to certain conditions. The Credit Facility is expected to be secured by three retirement residences of Sienna.

Sienna intends to use the net proceeds from the Offering and the Credit Facility, together with other sources of liquidity, to repay existing indebtedness, including the redemption of all of the outstanding 3.474% Series B Senior Secured Debentures due February 3, 2021 (the “Series B Secured Debentures”) of Sienna’s wholly-owned subsidiary, Leisureworld Senior Care LP (“LSCLP”), and for general corporate purposes. Notice of the early redemption of the Series B Secured Debentures has been delivered by LSCLP. It is expected that the Series B Secured Debentures will be fully repaid on October 2, 2020.

The Offering is being made by way of a private placement in each of the provinces of Canada.

The Debentures have not been registered under the U.S. Securities Act of 1933, as amended, and may not be offered or sold in the United States absent registration or an applicable exemption from the registration requirements. According to the police, the gunfight broke out on a road leading to Delhi around 4 pm when the trio was approaching the National Capital on a motorcycle.

The three men who had allegedly looted a jewellery shop in Aligarh were arrested in Noida on Wednesday after an encounter with the police.

According to the police, the gunfight broke out on a road leading to Delhi around 4 pm when the trio was approaching the National Capital on a motorcycle. They were intercepted at a check-post set up by the Sector 39 police station. The injured have been taken to a hospital for treatment, police said.

The three accused have been identified as Saurabh, Mohit and Rohit. All three hail from Uttar Pradesh's Aligarh district. "Initial investigation revealed that the trio was behind the daylight robbery in the jewellery shop in Aligarh on September 11," said a senior police official.

Some stolen items have been recovered from them and their two-wheeler has been seized. Further details and their criminal history are being looked into by the police.

The robbery took place in Uttar Pradesh's Aligarh last week. Store workers assumed the men were customers and they were offered sanitisers. The robbers sanitised their hands and then pointed country-made guns at the store workers and escaped with the jewellery. The incident was caught on CCTV and went viral on social media.

Gold prices rose on Wednesday, helped by a subdued dollar as investors bet on dovish monetary cues from the U.S Federal Reserve when it announces its policy decision later today.

Spot gold was up 0.4% to $1,963.97 per ounce by 1131 GMT, while U.S. gold futures rose 0.4% to $1,973.50 per ounce.

“What we’re probably seeing building in gold here is the expectation that the Fed is going to be more dovish than in the past, and the realization that we’re seeing slightly more inflationary pressure than anticipated,” said OANDA analyst Craig Erlam.

While the Fed does not need to announce stimulus measures now, it will have to lay the groundwork for potential stimulus later, he added.

Making bullion more attractive for those buying the metal in other currencies, the dollar index fell in the run-up to the Fed decision at 1800 GMT.

The meeting is its first since the central bank took a more relaxed stance on inflation last month. The policy announcement will be followed by a news conference by Chairman Jerome Powell half an hour later.

“Markets will want to see if the Fed will modify its language as some expect, perhaps something to the effect that it will keep rates low for a period of time (say three years) or maybe do the same thing with its inflation language,” ED&F Man Capital Markets analyst Edward Meir said in a note.

“But, we doubt the Fed will lock itself into such a fixed language ahead of a potential turn in the U.S. economy.”

Lower U.S. interest rates tend to weigh on bond yields and the dollar, bolstering the appeal of non-yielding gold, which is also seen as hedge against inflation and currency debasement.

Elsewhere, silver rose 0.1% to $27.27 per ounce, while platinum fell 0.9%, to $969.83 and palladium slipped 1.2% to $2,381.82 per ounce.

Boeing 737 Max disasters that killed 346 people were the 'horrific culmination' of poor design and failed regulation, US report finds

Two Boeing plane crashes that killed 346 people in five months were the 'horrific culmination' of design flaws, poor government oversight and a lack of action by the planemaker, US investigators have said. 

Boeing and the Federal Aviation Administration were both criticized in a scathing report by the House Transportation Committee after the crashes in Indonesia in October 2018 and Ethiopia in March 2019. 

Both the stricken planes were Boeing 737 Max 8 jets - a model which met FAA requirements but was grounded around the world in the wake of the second disaster 18 months ago. 

'The fact that a compliant airplane suffered from two deadly crashes in less than five months is clear evidence that the current regulatory system is fundamentally flawed and needs to be repaired,' the report released early Wednesday said.

Regulators are testing planes with revamped flight control software, and Boeing hopes to get the Max flying again late this year or early in 2021. 

The investigators mainly focused on the reason Boeing was able to get the jet approved with minimal pilot training: It convinced the FAA that the Max was an updated version of previous generation 737s.  

But in fact, Boeing equipped the plane with software called MCAS, an acronym for Maneuvering Characteristics Augmentation System, which automatically lowers the plane's nose to prevent an aerodynamic stall. 

Initially, pilots worldwide were not told about the system, which Boeing said was needed because the Max had bigger, more powerful engines.

In both crashes, MCAS repeatedly pointed the nose down, forcing pilots into unsuccessful struggles to keep the planes aloft.

Committee investigators said they found several instances in which Boeing concealed information about MCAS from the FAA and airlines.

The Chicago-based company didn't disclose that MCAS worked off a single sensor called 'angle of attack,' which measures a plane's pitch. 

It also didn't disclose that a gauge that would have alerted pilots to a malfunctioning sensor didn't work on the vast majority of the jets.

Boeing also concealed that it took a company test pilot more than 10 seconds to determine that MCAS was operating and respond to it, a condition that the pilot found to be 'catastrophic,' according to the report. 

Federal guidelines assume pilots will respond to this condition within four seconds.

Four Boeing employees with permission to act on the FAA's behalf to validate aircraft systems knew about the test pilot's slow response, the report said -but there was no evidence that they reported this to the FAA, the report said.

Another representative raised concerns in 2016 about hazards of MCAS repeatedly pointing the plane's nose down, but the concerns never made it to the FAA.

Repeated MCAS activation and faulty sensors 'were the core contributing factors that led to the Lion Air and Ethiopian Airlines crashes more than two years later,' the report said. 

The committee identified many deficiencies in the FAA approval process for new jetliners. 

The report highlights the need for legislation to fix the approval, said committee chairman Peter DeFazio.

'Obviously the system is inadequate,' said DeFazio, a Democrat. 'We will be adopting significant reforms.'

DeFazio would not give details of possible changes, saying committee leaders are in talks with Republicans about legislation.  

Senators are today considering a bill introduced in June giving the FAA more control over picking company employees who sign off on safety decisions. 

One improvement may be that a plane with significant changes from previous models would need more FAA review.   

According to the report, Boeing wanted to keep details about MCAS from the FAA so it wouldn't require additional pilot training. 

Extra training would have ruined Boeing's sales pitch for the Max, that pilots of older 737s wouldn't have to go through extensive simulator training to fly the new planes.

Investigators found that Boeing had a financial incentive to avoid more pilot training. Under a 2011 contract with Southwest Airlines, Boeing would have had to knock $1 million off the price of each Max if simulator training was needed.

'That drove a whole lot of really bad decisions internally at Boeing, and also the FAA did not pick up on these things,' DeFazio said.

He added that Boeing had an internal meeting in 2013 and agreed never to talk about MCAS outside the company. 

At one point, MCAS was listed in pilot training manuals, but an authorized representative signed off on removing it, he said.

In a statement, Boeing said it has worked to strengthen its safety culture and has cooperated with the committee. The company has incorporated many recommendations from committees and experts who have examined Max issues.

Boeing said it has learned from mistakes.

'Change is always hard and requires a daily commitment, but we as a company are dedicated to doing the work,' the statement said.

The FAA said in a statement it looks forward to working with the committee to make improvements, and is already making changes based on internal and independent reviews. 

'These initiatives are focused on advancing overall aviation safety by improving our organization, processes, and culture,' the FAA said, adding that it is requiring a number of design changes to the Max before it can fly again.

When it came to FAA oversight, investigators said they found multiple examples of agency managers overruling technical and safety experts at the behest of Boeing. 

A draft FAA survey said that many in the FAA believe aviation officials 'are overly concerned with achieving the business oriented outcomes of industry stakeholders and are not held accountable for safety-related decisions,' the report stated.

In an interview with investigators, Keith Leverkuhn, former Boeing general manager for the Max who was promoted in the company, said he considered development of the Max a success despite the crashes.

'I do challenge the suggestion that the development was a failure,' the report quotes him as saying.

Investigators wrote that this raised doubts about Boeing's ability to change.

'Only a genuine, holistic, and assertive commitment to changing the cultural issues unearthed in the committee's investigation ... can enhance aviation safety and truly help both Boeing and the FAA learn from the dire lessons of the 737 Max tragedies,' the report said.

Australia's services exports have been experiencing a quiet tectonic shift over the past 18 months.

Australia's escalating tensions with Beijing have shown up its reliance on China trade and propelled a push to increase links with Asia's other giant economy, India.

New enrollments of international students from India expanded 32% in 2019 from a year earlier and it's the fastest growing major market for Australian services. India has overtaken China as the largest source of net migration to Australia, and its diaspora is the third largest Down Under, just behind China and the U.K.

India's swelling population -- set to overtake China's in 2027 -- suggests ongoing opportunities for Australia to diversify a trade portfolio that currently makes it the developed world's most China-dependent economy. The need to switch things up has accelerated as ties sank to their lowest ebb in 30 years after Canberra's calls for an international inquiry into Covid-19's origins was taken by Beijing as a political attack, with China imposing barriers on barley, beef and wine from Down Under.

This has Australia looking to its democratic, cricket-loving ally to fill the void. Prime Minister Scott Morrison held a virtual summit with his Indian counterpart Narendra Modi in June and the two signed a defense agreement and upgraded ties to a Comprehensive Strategic Partnership. The trade ministers of Japan, India and Australia recently agreed to work toward achieving supply chain resilience in the Indo-Pacific region.

"We can sell India education, health care, and there's potential in science and technology," said Ian Hall, a professor of international relations at Griffith University in Queensland. "It's much more the consumer market of India's growing middle class than goods."

Yet trade with India has its own challenges. Its government is wedded to economic nationalism, as showcased last year when it pulled out of the Regional Comprehensive Economic Partnership designed to free up trade.

Delhi wants to send lots of people to Australia on work visas and doesn't want to reduce tariffs, according to former Australian Trade Minister Craig Emerson, who initiated the Australia-India free trade negotiations in 2011, resulting in a two-way trade around just one tenth of China-Australia shipments.

"India is highly concerned about its trade deficit," said Lai-Ha Chan, a political scientist at the University of Technology in Sydney, who notes that after signing free trade agreements with South Korea and Japan, India's trade deficit with those nations ballooned. "It would be very worried about Australian farm products, like dairy, harming Indian farmers."

Australia's most valuable export -- iron ore -- hasn't been caught in China's cross hairs yet, perhaps due to a lack of alternative suppliers. Yet Beijing appears to be giving itself greater flexibility, with Emerson noting that China is buying ore carriers that improve the economics of long-distance shipping from Brazil and purchasing Guinea mines.

"It's entirely possible China, once it gets all three mineral provinces in a row -- Guinea, Brazil and Australia -- will play one off against the other to get a better price," he said. "If you're China, you'd say 'where's our vulnerability? Iron ore. So let's diversify, let's fix that.' They may never need to activate it, but it's there, it's available."

दिल्ली उच्च न्यायालय ने बुधवार को आव्रजन ब्यूरो और केंद्रीय पासपोर्ट संगठन से एक वरिष्ठ नागरिक की याचिका पर जवाब मांगा जिसमें दावा किया गया है कि 11 साल से जब भी वह (याचिकाकर्ता) विदेश यात्रा करते हैं तो उनके एक हमनाम के विरुद्ध ‘लुक आउट' नोटिस होने के कारण हवाई अड्डे पर उन्हें परेशान किया जाता है और पूछताछ की जाती है.

याचिकाकर्ता के अनुसार हर बार पूछताछ के बाद अधिकारी संतुष्ट हो जाते हैं कि यह वह व्यक्ति नहीं है जिसके विरुद्ध लुक आउट नोटिस जारी किया गया है और अगली बार याचिकाकर्ता के विदेश जाने पर फिर से पूरी प्रक्रिया दोहराई जाती है.

आव्रजन ब्यूरो और केंद्रीय पासपोर्ट संगठन को नोटिस जारी करते हुए न्यायमूर्ति नवीन चावला ने उनसे समस्या के समाधान के बारे में भी पूछा और मामले की अगली सुनवाई 20 अक्टूबर तक के लिए टाल दी. अदालत अशोक अग्रवाल की याचिका पर सुनवाई कर रही थी जिनका पक्ष वकील प्रांजल किशोर रख रहे थे.

अग्रवाल ने याचिका में कहा है कि उनके पासपोर्ट पर कोई भी प्रतिकूल टिप्पणी है तो उसे हटाया जाए ताकि हर बार जब वह विदेश जाएं तो उन्हें रोक कर पूछताछ न की जाए.

याचिका में कहा गया है कि अग्रवाल पर देश में कभी कोई मुकदमा नहीं चला लेकिन 2009 से जब भी वह विदेश यात्रा पर जाते हैं उनसे हवाई अड्डे पर पूछताछ की जाती है. याचिका में कहा गया, “ऐसी हर पूछताछ के बाद आव्रजन अधिकारी संतुष्ट हो जाते हैं कि उन्होंने गलत व्यक्ति को पकड़ा है और यह वह व्यक्ति नहीं है जिसके विरुद्ध लुक आउट नोटिस जारी है.”

याचिका में यह भी दावा किया गया कि 31 अगस्त 2017 और 14 मार्च 2018 को लिखे गए ईमेल के जरिये मुंबई और नयी दिल्ली के विदेशी क्षेत्रीय पंजीकरण कार्यालयों ने अग्रवाल को आश्वासन दिया था कि सुधार के कदम उठाए गए हैं ताकि विदेश यात्रा पर जाने के दौरान उन्हें तंग न किया जाए.
याचिका में कहा गया है, ‘‘लेकिन, आश्वासन के बावजूद, याचिकाकर्ता से पूछताछ और परेशान किया जाना जारी है.''

पासपोर्ट पर प्रतिकूल टिप्पणी को ठीक करने के अलावा अग्रवाल ने यह भी याचना की है कि उनके विरुद्ध यदि कोई लुक आउट नोटिस जारी है तो उसे निरस्त किया जाए और इतने वर्षों तक उन्हें जो बेवजह परेशानी झेलनी पड़ी, उसका हर्जाना दिया जाए.

There were 176 attempts of infiltration from across the border to Jammu and Kashmir from August 2019 to July 2020 and 111 of these were successful.

As many as 111 infiltration attempts from across the border to Jammu and Kashmir have been successful in the last one year, the Lok Sabha was informed on Tuesday. Union Minister of State for Home G Kishan Reddy also said 138 terrorists were killed by security forces between March and August this year.

There were 176 attempts of infiltration from across the border to Jammu and Kashmir from August 2019 to July 2020 and 111 of these were successful, he said in a written reply. Reddy said Jammu and Kashmir has been affected by terrorism, which is sponsored and supported from across the border, for more than the last three decades.

He said the government has adopted a policy of zero tolerance towards terrorism, and security forces are taking effective and continuous action in countering terrorism. "As a result, 138 terrorists have been neutralised in Jammu and Kashmir from March 1, 2020 to August 31, 2020. During this period of six months, 50 security force personnel attained martyrdom in terrorist-related incidents, ceasefire violations and cross border firings in Jammu and Kashmir," the minister added.

Indians love street food. But the times have changed for the worse. The ensuing pandemic and the ever-growing number of persons affected by the deadly infection of COVID-19 has pushed Indians (and the world) indoors. The need of the hour for those who venture out for work or otherwise is to stay covered and maintain distance from one another.

This unique and unfortunate situation has called for drastic measures to be taken especially by the eateries. Contactless food deliveries, for one. But what if we told you about an automatic pani puri that reduces contact and completely skips the step where the vendor dips their hand in the pani container?

Well, it's 2020 and anything's possible.

Recently IAS officer Awanish Sharan posted a video on microblogging site Twitter sharing the newest jugaad in town-- an automatic pani puri (gol gappe) machine that dispenses three varieties of water as per your liking.

Named "Touch Me Not Pani Puri", the stall is located in Raipur, Chattisgarh officer Sharan wrote in his tweet.

Needless to say, street food lovers on the Internet were impressed.

Some, however, raised questions about the safety and hygiene as the vendor wasn't wearing a mask in the now-viral video.

Back in July, a video did the rounds on social media showed that a man in Banaskantha district of Gujarat had developed an automatic pani puri machine which worked just like an ATM. The viral video also demonstrated how the machine worked.

One had to insert money into the machine, just like you did for a vending machine. Once you did, a plate of pani puri would come up on the conveyor belt.

A man paralyzed in a 2016 shooting at cookout in western Pennsylvania that killed five people and an unborn baby has died, officials said.

PITTSBURGH: A man paralyzed in a 2016 shooting at cookout in western Pennsylvania that killed five people and an unborn baby has died, officials said.

John Ellis, 51, died Tuesday at UPMC Mercy Hospital, where he was taken Friday for complications, according to the Allegheny County Medical Examiner’s Office.

Ellis lived next door to the Wilkinsburg home where the cookout was taking place on March 9, 2016, and was sitting at a backyard table when gunfire rang out.

Three siblings including one who was eight months pregnant and two cousins were killed. Ellis and two others were wounded.

Authorities charged two men in the shooting.

Charges were dismissed against one man, and a jury in February reached acquitted the other.
