Australia Pushes Trade With India As Row With China Exposes Dependence

Australia's services exports have been experiencing a quiet tectonic shift over the past 18 months.

Australia's escalating tensions with Beijing have shown up its reliance on China trade and propelled a push to increase links with Asia's other giant economy, India.

New enrollments of international students from India expanded 32% in 2019 from a year earlier and it's the fastest growing major market for Australian services. India has overtaken China as the largest source of net migration to Australia, and its diaspora is the third largest Down Under, just behind China and the U.K.

India's swelling population -- set to overtake China's in 2027 -- suggests ongoing opportunities for Australia to diversify a trade portfolio that currently makes it the developed world's most China-dependent economy. The need to switch things up has accelerated as ties sank to their lowest ebb in 30 years after Canberra's calls for an international inquiry into Covid-19's origins was taken by Beijing as a political attack, with China imposing barriers on barley, beef and wine from Down Under.

This has Australia looking to its democratic, cricket-loving ally to fill the void. Prime Minister Scott Morrison held a virtual summit with his Indian counterpart Narendra Modi in June and the two signed a defense agreement and upgraded ties to a Comprehensive Strategic Partnership. The trade ministers of Japan, India and Australia recently agreed to work toward achieving supply chain resilience in the Indo-Pacific region.

"We can sell India education, health care, and there's potential in science and technology," said Ian Hall, a professor of international relations at Griffith University in Queensland. "It's much more the consumer market of India's growing middle class than goods."

Yet trade with India has its own challenges. Its government is wedded to economic nationalism, as showcased last year when it pulled out of the Regional Comprehensive Economic Partnership designed to free up trade.

Delhi wants to send lots of people to Australia on work visas and doesn't want to reduce tariffs, according to former Australian Trade Minister Craig Emerson, who initiated the Australia-India free trade negotiations in 2011, resulting in a two-way trade around just one tenth of China-Australia shipments.

"India is highly concerned about its trade deficit," said Lai-Ha Chan, a political scientist at the University of Technology in Sydney, who notes that after signing free trade agreements with South Korea and Japan, India's trade deficit with those nations ballooned. "It would be very worried about Australian farm products, like dairy, harming Indian farmers."

Australia's most valuable export -- iron ore -- hasn't been caught in China's cross hairs yet, perhaps due to a lack of alternative suppliers. Yet Beijing appears to be giving itself greater flexibility, with Emerson noting that China is buying ore carriers that improve the economics of long-distance shipping from Brazil and purchasing Guinea mines.

"It's entirely possible China, once it gets all three mineral provinces in a row -- Guinea, Brazil and Australia -- will play one off against the other to get a better price," he said. "If you're China, you'd say 'where's our vulnerability? Iron ore. So let's diversify, let's fix that.' They may never need to activate it, but it's there, it's available."

What Bloomberg's Economists Say

Australia's services exports have been experiencing a quiet tectonic shift over the past 18 months. In education, growth in Indian enrollments has seen the number of Indian student visa holders eclipse Chinese students. While China's dominance of Australia's goods exports reflects commodities demand, in the employment-intensive services sector China's importance has been challenged by a doubling of services exports to India over the past two years.

Panic triggered by ‘fake news’ on lockdown responsible for migrants’ walk home, Centre tells Parliament

There was an exodus of a large number of migrant workers to their native places from different parts of the country during the lockdown.

The central government has blamed ‘fake news’ for the large-scale migration crisis during the coronavirus-induced lockdown. It also said that the global experience with Covid-19 and its highly infectious nature was the reason behind the decision to impose a nationwide lockdown on March 24 at a notice of four hours.

The government shared the information in Lok Sabha on Tuesday. Trinamool Congress MP Mala Roy had asked why migrant labourers had to walk miles to reach their homes.

In response to the question, MoS Home Affairs Nityanand Rai said, “The migration of large number of migrant workers was triggered by panic created by fake news regarding duration of lockdown, and people, especially migrant labourers, were worried about adequate supply of basic necessities like food, drinking water, health services and shelter.”

He said that the government was aware about this, and took all necessary measures to ensure that no citizen should be deprived of basic amenities of food, drinking water, medical facilities etc.

The second question was asked by Congress MP Manish Tewari. He had asked why the government had to resort to a nationwide lockdown at a notice of just four hours.

“Soon after the outbreak of novel coronavirus on 7th January, 2020, several measures like progressive tightening of international travel, issuing advisories for members of the public, setting up quarantine facilities etc. were taken by the Central Government to contain the spread of COVID-19,” Rai said in a written reply.

Rai said that the World Health Organization (WHO) declared COVID-19 as pandemic on March 11. Experts, he said, recommended that effective measures for social distancing should be taken to contain the spread of the virus.

From March 16 to 23, most of the state governments/UTs resorted to a partial or full lockdown based upon their assessment of the situation, he stated.

“Covid-19 is a highly infectious disease. Any mass movement of people would have spread the disease very fast amongst people in all parts of the country. Taking into consideration the above facts, the global experience and the need for consistency in the approach and implementation of various containment measures across the country, a nationwide lockdown was announced on 24th March, 2020 to contain the spread of COVID-19 in the country,” he said.

The Modi government had on March 24 announced a nationwide lockdown. There was an exodus of a large number of migrant workers to their native places from different parts of the country during the lockdown. The lockdown restrictions were eased from late May.

Earlier on Monday, Union Labour Minister Santosh Gangwar told the Lok Sabha that the government does not have data on the number of migrants who died or were injured while returning to their native places due to the lockdown.

TIMELESS owner and throttleman Gilson Smith is eagerly anticipating the staging of the TT Great Race on September 26, as the event will continue its streak of being one of the longest-running powerboat events in the world.

On Sunday, the new date was announced for the event after the Government gave their approval.

The TT Great Race was scheduled to speed off on August 22, but due to the covid19 pandemic it was postponed.

Smith is excited that the event got the green light from the Government.

“We are elated because it was almost cancelled…we really want to race because the TT Great Race has the heritage of being one of the longest consecutive running races in the world right now and the association really don’t want to break that streak, so they trying to push the race on.”

This year is the 52nd consecutive year the event will be held.

Timeless are sponsored by Schaeffer’s Racing Oil, Seecharan’s Auto Spares and Onboard Freights and Logistics Ltd.

Timeless will be competing alongside Matrix, Limitless, Powered by God II, Soul Rebel, Knot in Slow Motion, High Grade and Trident in the 60 miles per hour (mph) G class.

The TT Powerboat Association (TTPBA) asked that private and support vessels follow covid19 guidelines by limiting gatherings to five people.

The TT Police Service and the Coast Guard will be present to ensure people are adhering to all guidelines.

Smith urged spectators to listen to the TTPBA and refrain from gathering especially at the finish line at Store Bay, Tobago. “My message to spectators is it will be live-streamed. You could stay home in your bed and watch it, you could sit in your porch, in your joining room and look at it.”

The race will be streamed on the TTPBA Facebook page. Despite the uncertainty of the event for the past few months, Smith said Timeless were always ready for the event.

“My boat is ready, my boat was ready since then (August 22). My boat really did not need too much work. (We just had to do) small maintenance on my boat – changing the plugs, filters, make sure the wires not corroded and that kind of thing…the boat in order right now. Hopefully, with God’s grace on the 26th, everything holds together and the water isn’t too bad.”

Smith, who spent part of his childhood in Tobago, will be joined by driver Kamion George on board this year. Jose Navarro is also a driver for Timeless, but won’t be competing later this month.

Despite competing in the 60 mph class, Smith is hoping Timeless can give the 130 mph class boats competition especially if the waters are not too choppy. “If the water is favourable I could push it…hopefully if the water is good (in) our ten-minute (head start) we should be a good way up the course before Mr Solo and Cat Killer and those others catch up to us.”

It will be a staggered start with the 50 mph and 60 mph boats among the early starters, speeding off at 7.10 am and 7.20 am respectively. The 130 mph A Class boats will be the last category to start at 8 am.
