SA Postbank ready to be the country's 'future state bank'

The Postbank says it's ready to become South Africa's future state bank.

The bank said its deposit-taking capability and participation in the national payment system, was a powerful capability that existed within the state.

Postbank acting CEO Hannes van der Merwe said the bank's capability could be better leveraged to invest in socio-economic "developmental assets".

On Wednesday, Van der Merwe briefed the select committee on public enterprises and communication in a virtual sitting of the National Council of Provinces.

Van der Merwe said: 

"Utilisation of this deposit-taking capability coupled with its core retail banking infrastructure and reach, through the South African Post Office branch network and national payment system, to the benefit of wider development objectives of the future state bank, will lower the burden of further capital raising requirements in a fiscus already constrained by high debt levels to develop a state bank from scratch. Postbank's goal is to continue momentum on a gradual digitisation investment plan that will see Postbank broaden the current scale of operational activities, particularly in areas where the bank is better able to support government in its development agenda."

Although the bank's revenue took a knock, Van der Merwe said they were expecting better results in the next financial year.

At July, its net profit after tax was R213 million.

Van der Merwe said the bank's year-to-date net interest income (NII) was 13% below the same period in the prior year, despite increased cash and investment positions.

"This is mainly due to the subdued interest rate environment. The NII for the year is projected to be lower than [the] 2020 financial year for the same reason. [Our] year-to-date non-interest-revenue is flat year-on-year; however, it is projected to be higher than the 2020 financial year achievement due to new initiatives," he said.

Van der Merwe said a 3% increase in operating expenses was mainly driven by employee related expenditure.

"In line with the strategy to capacitate the bank with critical skills, the number of appointments led to an increase in employment related costs. Postbank paid tax for the first time as a separate company during the 2020 financial year. The 2021 first provisional tax is only due in September 2020," he said.

Deputy finance minister David Masondo, tasked with the establishment of a new state bank, said in February all the "quasi state banks" owned by government, including the Postbank and various provincial banks, would be consolidated to create a new state bank.

The new bank would help poor, rural people and small businesses to get access to finance, he added.

The Postbank waived fees chargeable to South African Social Security Agency (Sassa) beneficiaries in March 2020, resulting in a R9 million revenue loss.

DMK MP Tiruchi Siva said during the discussion on Wednesday that the government deliberately delayed the lockdown and 'the reason was Donald Trump.'

Participating in the discussion in the Rajya Sabha on the Covid-19 situation, the opposition alleged that the imposition of the nationwide lockdown was delayed because of the 'Namaste Trump' event and to bring down the elected government in Madhya Pradesh.

DMK MP Tiruchi Siva said during the discussion on Wednesday that "The government deliberately delayed the lockdown and the reason was Donald Trump." Rashtriya Janata Dal (RJD) MP Manoj Jha said the programme has cost the country dearly, and "later the government thought that the lockdown was the cure".

CPI-M MP E. Kareem alleged that the "lockdown was only announced when the government was toppled in MP."

The opposition was of the view that the lockdown was unplanned and the people suffered as a result.

JD(U) MP R.C.P. Singh said the 'migrant' word should be scrapped as "how a citizen of the country can be a migrant in another state".

Earlier on Wednesday, Congress leader Anand Sharma initiated the discussion on the statement of the Union Health Minister made on Tuesday. Sharma targeted the government over the "sudden lockdown". He said the government is claiming it prevented nearly 14 to 29 lakh Covid-19 infections and now the Centre is saying it does not have the data for migrant labourers.

"Yesterday, the health minister said that this decision (lockdown) could prevent approximately 14 to 29 lakh Covid-19 cases and 37,000-78,000 deaths. This House must be informed what is the scientific basis of this and how we have reached this conclusion," Sharma said. He said that there was a very wide gap.

Sharma also questioned why the government has no data on the migrant workers. He highlighted that had facilities like quarantine centres been in place in the cities for the migrant workers, their reverse migration could have been restricted and the pandemic could have been contained from spreading to the rural areas.

Earlier, Minister of State for Labour and Employment Santosh Kumar Gangwar had said that 'no such data is maintained' by the government, in reply to a written question in the Lok Sabha.

दिल्ली मेट्रो रेल निगम (DMRC) ने मंगलवार को कहा कि उसने सरकार की प्रमुख ''मेक इन इंडिया'' (Make in India) पहल के तहत मेट्रो ट्रेनों (Metro Train) के लिए स्वदेश निर्मित सिग्नल प्रौद्योगिकी (Signal technology)  के विकास की दिशा में एक बड़ा कदम उठाया है. डीएमआरसी ने कहा कि इसी के हिस्से के तौर पर आई-एटीएस (सिग्नल प्रणाली की उप प्रणाली) की मंगलवार को शुरुआत की.

अधिकारियों ने बताया कि आई-एटीएस स्वदेश में विकसित प्रौद्योगिकी है जिसकी सहायता से अब भारतीय मेट्रो ट्रेन की निर्भरता विदेशी आपूर्तिकर्ताओं पर से काफी हद तक कम हो जाएगी.

नई दिल्ली: पूर्वी लद्दाख में वास्तविक नियंत्रण रेखा (एलएसी) पर बढ़ते सैन्य तनाव के बीच भारतीय सेना ने चीन की गीदड़भभकी का मुंहतोड़ जवाब दिया है। चीनी मीडिया की ओर से भारतीय सेना की तैयारियों को आधी-अधूरी बताए जाने पर तीखी प्रतिक्रिया जताते हुए सेना की ओर से स्पष्ट किया गया है कि भारतीय सेना हर हालात का सामना करने के लिए पूरी तरह तैयार है। भारतीय सेना की ओर से यह भी स्पष्ट किया गया है कि अगर सर्दी के दिनों में चीन की ओर से कोई दुस्साहस किया गया तो उसका सामना ऐसी सेना से होगा जो उसे पूरी तरह मुंहतोड़ जवाब देने में सक्षम है।

चीनी मीडिया के दुष्प्रचार का जवाब

दरअसल चीन की मीडिया की ओर से ऐसा दुष्प्रचार किया जा रहा है कि भारतीय सेना की तैयारियां पूरी नहीं है और वह चीनी सेना के सामने नहीं ठहर पाएगी। चीनी मीडिया की ओर से किए जा रहे दुष्प्रचार का जवाब देते हुए भारतीय सेना ने स्पष्ट कर दिया है कि चीन की सेना को मैदानी इलाकों और ऊंची चोटियों पर जंग करने का कोई भी अनुभव नहीं है।

शहरी पृष्ठभूमि वाले चीनी जवान जमीनी हकीकत से पूरी तरह वाकिफ नहीं है। सेना की उत्तरी कमान के प्रवक्ता ने स्पष्ट किया कि यदि सर्दी के दिनों में भी जंग के हालात बनते हैं तो भारतीय सेना चीन को मुंहतोड़ जवाब देने के लिए पूरी तरह तैयार है।

बातचीत पहले मगर जंग के लिए भी तैयार

सेना के प्रवक्ता ने कहा कि भारत हमेशा शांति का पक्षधर रहा है और पड़ोसियों से बेहतर रिश्ते बनाने का इच्छुक है। हम किसी भी विवाद को बातचीत के जरिए हल करना चाहते हैं। कोई कारण है कि एलएसी पर विवाद का बातचीत के जरिए समाधान करने की कोशिश की जा रही है मगर यदि जंग के हालात बनते हैं और भारत दुश्मन सेना को जवाब देना पूरी तरह सक्षम और तैयार है।

बर्फबारी के दिनों में भी डटी रहेगी सेना

भारतीय सेना की ओर से स्पष्ट किया गया है कि लद्दाख के तमाम इलाके ऊंचे पर्वतीय क्षेत्र हैं और यहां सर्दी के दिनों में भारी बर्फबारी होती है और तापमान काफी नीचे चला जाता है।

ठंड के दिनों में लद्दाख को जोड़ने वाले कई रास्ते भी बर्फबारी की वजह से बंद कर दिए जाते हैं मगर मुश्किल स्थितियों में भी भारतीय सेना डटी रहेगी। सेना के प्रवक्ता ने कहा कि हमारे जवानों को ऐसे इलाकों में तैनाती का लंबा अनुभव है और हम शॉर्ट नोटिस पर भी किसी भी हालात से निपटने के लिए पूरी तरह तैयार हैं।

कोई मुगालता न पाले चीनी सेना

सेना के प्रवक्ता ने स्पष्ट किया कि भारतीय सेना की ताकत के बारे में चीन को किसी मुगालते में नहीं रहना चाहिए क्योंकि हमारे पास सियाचिन जैसे मुश्किल क्षेत्रों में भी काम करने का तजुर्बा है। भारतीय सेना का जवाब चीनी मीडिया की ओर से उठाए गए सवालों के बीच में आया है।

दुष्प्रचार से बाज आए चीनी मीडिया

चीन के सरकारी अखबार ग्लोबल टाइम्स की ओर से दावा किया गया था लद्दाख के हालातों को देखते हुए भारतीय सेना पूरी तरह तैयार नहीं है। ऐसे में भारतीय सेना की ओर से साफ किया गया है कि लद्दाख के मुश्किल हालात में सेना के जवानों के लिए राशन, हथियार, जरूरी उपकरण, कपड़ा और रहने की पूरी व्यवस्था कर ली गई है। इसलिए चीन को इस बाबत दुष्प्रचार करने से बाज आना चाहिए।

सेना की ओर से यह भी स्पष्ट किया गया है कि लद्दाख के ऊंचे इलाकों में पहुंचने के लिए सेना की ओर से वैकल्पिक मार्ग का भी निर्माण पूरा कर लिया गया है। जवानों और सामानों की आपूर्ति के लिए सड़क मार्ग के साथ एयरबेस भी मदद करने के लिए पूरी तरह तैयार हैं।

Queensland Premier Annastacia Palaszczuk has effectively banned Scott Morrison from entering the state under her strict coronavirus border closures. 

The prime minister is allowed in for work purposes but would have to quarantine for 14 days like other politicians, health officials have confirmed.

Mr Morrison, who last visited Queensland in July to announce funding for the film industry, has no plans to head north until the borders are relaxed. 

It means he will be unable to campaign locally for the Liberal-National party in the run-up to the state election on 31 October.

Even WA Premier Mark McGowan, who has the toughest border closures in the country, has said he would let Mr Morrison visit without having to quarantine. 

'I'd be more than happy to show him around,' the premier said earlier this month.

But Queensland has said no exception will be made for the country's leader.

A Queensland Health spokesman told news.com.au: '[Elected representatives] can enter Queensland from a declared COVID-19 hotspot, such as the ACT, to return to their electorate or to perform official duties.

'They must enter via air and will be required to quarantine for 14 days from the date of arrival as per global quarantine requirements.' 

Queensland's borders are closed to Canberra residents even though the city has not had a coronavirus case for 68 days.

Chief Health Officer Jeanette Young, who admitted she was extremely 'risk averse', has designated Canberra a hotspot because it is 'in the middle of NSW'. 

On Wednesday South Australia opened its borders to Canberra, allowing residents and tourists to enter by air without quarantine.

Mr Morrison has been urging Queensland to relax its border controls with the ACT and NSW, where case numbers are low. 

Last week he asked Ms Palaszczuk to let a 26-year-old nurse attend her father's funeral but the premier refused and accused him of 'bullying and intimidating' her. 

Sarah Caisip, who lives in coronavirus-free Canberra, applied for an exemption last month to visit her sick father Bernard Prendergast in Brisbane - but it took 20 days to get approved and he died of liver cancer two days before her flight. 

The young woman was banned from attending her father's funeral on Thursday and was instead only granted a private viewing of his body. 

Queensland's border madness: The heartbroken families

Mark Keans, from Brisbane, was diagnosed with inoperable brain and lung cancer in late July and the doctors believe he won't make it past Christmas.

Health authorities had initially said only one of Mr Keans' four Sydney-based children - all of whom are under the age of 13 - could cross the border to see him one last time.

Queensland Health did not at first respond to multiple requests for an exemption from the truck driver's family, but later told them they can drive into the state and pay for two weeks quarantine in a Brisbane hotel.

A fundraising page to pay for their quarantine has raised more than $200,000, including a $1,000 donation from Prime Minister Scott Morrison.

Some involve enormous personal risk and sacrifice, like the unidentified Chinese man who stood in front of a column of tanks leaving Tiananmen Square in 1989, the day after Chinese military had suppressed student-led demonstrations by brutal, lethal force.

Or like the willingness of Russian opposition leader Aleksei Navalny to defy Putin's goons and risk lethal poisoning at any moment.

Others involve rather less courage and rather more gigantic dollops of pathetically hypocritical virtue-signalling.

Today, a large number of celebrities are boycotting Facebook and Instagram, which Facebook now owns.

Reality TV wastrel Kim Kardashian West led the 'movement' by posting the following message to her gazillions of followers: 'I love that I can connect directly with you through Instagram and Facebook,' she wrote, 'but I can't sit by and stay silent while these platforms continue to allow the spreading of hate, propaganda and misinformation - created by groups to sow division and split America apart – only to take steps after people are killed. Misinformation shared on social media has a serious impact on our elections and undermines our democracy. Powerful words, and ones that were quickly embraced by scores of other famous names.

One of them was comedian Sarah Silverman who is also very keen to #StopHateForProfit.

Ms Silverman knows all about spreading hate on social media.

In the past few years she has tweeted that Donald Trump is a 'pathological nasty pig' and a 'c*nty fear monger', and called his father a 'racist c*nt.'

When the President mocked former democratic presidential candidate Amy Klouchar for talking about climate change while 'standing in a virtual blizzard of snow', Silverman tweeted him directly to say: 'No point in explaining how mind blowingly stupid this tweet is so I'm just gonna go with F*CK YOU, and also add that you are a smelly p*nis hole with balls that touch water. Eat sh*t, you greedy tw*t.'

She expanded on her thoughts about Trump's genitalia after he criticized his predecessor Barack Obama.

'I'd love to see Trump say any of this sh*t he's saying about Obama to his face,' she tweeted. 'There's no way he'd have the labs to even do just that. He's an oozing shriveled p*nis hole of a man.'

It's not just Trump who annoys Silverman.

'I don't mean this in a hateful way,' she once tweeted, hatefully, 'but the new bachelorette's a f*ggot.'

On another occasion she tweeted a photo of herself in blackface with the caption 'I'm having minstrel cramps.'

And she posted this 'joke': 'I used to go out with a guy who was half black who totally broke up with me because I'm a f*cking loser. I just heard myself say that. I'm such a pessimist. He's half-white.'

Perhaps the real reason Silverman wants to get rid of 'hate for profit' is because she herself is a nasty foul-mouthed homophobic racist?

Another of the stars to join the boycott is film director Judd Apatow, who is also very active on social media, and has repeatedly called Trump things like a 'malignant narcissist', and a 'pig'.

Apatow once tweeted – and then deleted after it sparked outrage - footage of left-wing activists rioting violently outside University of California-Berkeley to stop far-right political commentator Milo Yiannopoulos making a speech - and said: 'This is just the beginning. When will all the fools who are still supporting Trump realize what is at stake?'

It would appear that being a racist homophobe may be a specific requirement for stopping hate and division…

As for Ms Kardashian West, perhaps she should focus on the constant stream of hateful guff that spews from the unhinged Twitter mouth of her husband Kanye West (he was at it again all last night) before lecturing the rest of us?

Even by the standards of celebrity virtue-signalling during this pandemic-ridden year, the new Facebook/Instagram boycott seems particularly pointless and self-serving.

These valiant crusading heroes are all doing this for … one day.

Yes, their sacrifice will last precisely 24 hours.

CELEBRITY FACEBOOK AND INSTAGRAM BOYCOTT

Amy Schumer, Ashton Kutcher, Ed Helmes, Isla Fisher, Jamie Foxx, Jason Alexander, Jennifer Lawrence, Judd Apatow, Kate Hudson, Katy Perry, Kerry Washington, Kim Kardashian, Leonardo DiCaprio, Mark Ruffalo, Michael B. Jordan, Naomi Campbell, Olivia Wilde, Rosario Dawson, Sacha Baron Cohen, Sarah Silverman, Scooter Braun.

Then the fearless campaigners will go straight back to aggressively and cynically using Facebook and Instagram to boost their own profiles and profits, with many of them also going back to spewing the same vile hate that they profess to loathe in others.

Make no mistake, every single one of the big names taking part in this farce makes a fortune from those social platforms.

Kardashian-West has ruthlessly exploited it to such a successful extent that she can now charge firms up to $1 million for a single Instagram post.

A one-day boycott will thus have zero impact on her ability to keep coining it in from the very same people she claims are failing the American people so badly by causing so much hate and disunity.

If she and her famous pals REALLY believe Facebook is such a malevolent force, then they should quit its platforms completely.

But they won't, because that would cost them millions.

So, at the heart of this boycott lies an intellectual conceit based, in most cases, on pure commercial greed.

I also believe that their main target, Facebook owner Mark Zuckerberg, is not the enemy here.

His only real 'crime' is that he believes passionately in freedom of speech, for everyone of any political persuasion.

That doesn't mean he wants unacceptable hate contaminating his platform.

Facebook now employs 35,000 people whose only job it is to remove hateful material. They're not going to stop it all, because that would be impossible, but they certainly can't be accused of turning a blind eye to it.

But what these protesting liberal celebrities really want is all material removed that THEY hate, not any hate that comes from their own mouths.

They demand Trump and his supporters be censored, for example, whilst reserving the right to be as viciously hateful as they wish towards them without any censorship.

And by publicly boycotting Facebook and Instagram like this, they're trying to use their celebrity power to bully and shame a company that defends free speech a hell of a lot more than they do.

If I were Zuckerberg, I'd call their sanctimonious bluff and announce that any of the stars involved who don't start posting again by 6pm tonight will be permanently banned from Facebook and Instagram.

Trust me, they'd all come scuttling back faster than Kim Kardashian-West rakes in dollars by posting topless bird-flipping selfies.

Hurricane Sally creeps toward coast, threatening 'a ridiculous amount of rain'

Slow-moving Hurricane Sally was dumping heavy rainfall over parts of the Gulf Coast on Tuesday, hours before the storm was expected to bring an even greater deluge when it makes landfall as a Category 2 hurricane or strong tropical storm near Mobile, Alabama.

The National Hurricane Center warned of "extreme life-threatening" and "historic" flash flooding along the northern Gulf Coast. Sally was upgraded to a Category 2 hurricane at midnight, and the center said it had sustained winds of 100 mph.

The storm Tuesday night was 65 miles south of Mobile, whipping up maximum sustained winds of 85 mph. Landfall was expected between Mobile and Gulf Shores, Alabama, between 4 a.m. and 8 a.m. Wednesday, according to NBC News meteorologist Bill Karins.

The storm was only moving at 2 mph and wasn't expected to speed up much before making landfall with lingering rainfall that could last up to two days. In an update Tuesday night, the center described the hurricane's progress as "creeping."

Some areas from the western Florida Panhandle to far southeastern Mississippi could see up to 30 inches, according to the NHC. The center predicts water heights of 6 to 9 feet from Ocean Springs, Mississippi to Dauphin Island, Alabama, if peak surge coincides with high tide.

Rain fell sideways and rain began covering roads in Pensacola, Florida, and Mobile, Alabama. A curfew was ordered in the coastal Alabama city of Gulf Shores. President Donald Trump approved Florida's request for a federal disaster declaration, which will allow taxpayer assistance to go to victims in impacted counties.

Up to a foot of rain had fallen already on the coast by Tuesday night and Sally’s lumbering pace meant there would likely be extended deluges. More than 60,000 homes and businesses also lost power in coastal Alabama and western Florida Panhandle as conditions deteriorated.

“A hurricane moving at 2 mph is stalled for all intents and purposes,” said Brian McNoldy, a hurricane researcher at the University of Miami. “If they aren’t moving along and they just kind of sit there, you’re going to get a ridiculous amount of rain.”

“This is the real deal, and it deserves your attention,” Mississippi Gov. Tate Reeves wrote on Twitter. “Be smart. Prepare for worst. Pray for the best."

Louisiana Gov. John Bel Edwards on Tuesday said New Orleans was no longer a direct target of Sally.

"Good news to report today as it relates to hurricane Sally, and that is that the track has continued to shift eastward," he said. "That really has been the case, since Sunday morning when it looked like the Greater New Orleans metro area was in for a direct hit from Sally."

The city of New Orleans said in a statement, "Significant impacts from Hurricane Sally are no longer anticipated in the local area."

President Donald Trump tweeted late Monday that he was closely monitoring “extremely dangerous Hurricane Sally." Trump urged residents to “be ready and listen to State and Local Leaders!” Earlier Monday, the president issued an emergency declaration for parts of Louisiana, Mississippi and Alabama, an action that authorizes federal emergency officials to coordinate disaster relief efforts and provide emergency assistance to the affected areas.

Alabama Gov. Kay Ivey thanked the president "for approving our request so quickly."

"We will continue closely monitoring the developments today, and I urge everyone in the coastal areas south of I-10 and in low-lying areas to take all precautions and heed advice from weather experts and local officials. Please stay vigilant, Alabama," Ivey said.

"I urge you in the strongest way possible to evacuate and seek shelter as this storm makes landfall tonight," she urged residents Tuesday.

Mobile Mayor Sandy Stimpson pointed out that the grounds were already saturated from weeks of rain, which would increase flooding. He said damage from wind "is going to be unbelievable" since the languid storm would essentially be parked over areas.

In Florida, Gov. Ron DeSantis declared a state of emergency in the Panhandle's westernmost counties, Escambia and Santa Rosa, as the hurricane's outer bands began to lash the area.

Eric Gilmore, head of Escambia County's Division of Emergency Management, said evacuations in Pensacola Beach and other low lying areas were voluntary for now.

"Do what you need to do now to get out of harm’s way," he said at news conference on Tuesday afternoon. "We’re expecting 3 to 5 feet of storm surge now."

Escambia was one of 13 counties newly covered by the governor's expanding emergency declaration.

The Florida Department of Transportation closed Pensacola Bay Bridge, which connects Gulf Breeze to Pensacola, after a barge struck the crossing, according to state and local officials. State inspectors were expected to assess the damage when it's safe to do so.

Sally has lots of company during what has become one of the busiest hurricane seasons in history — so busy that forecasters have almost run through the alphabet of names with 2 1/2 months still to go.

For only the second time on record, forecasters said, five tropical cyclones swirled simultaneously in the Atlantic basin at one point on Monday. The last time that happened was in 1971.

संसद की नई बिल्डिंग (New Parliament Puilding)का निर्माण टाटा प्रोजेक्‍ट्स (Tata Projects)द्वारा 861.90 करोड़ रुपये की लागत से किया जाएगा. टाटा ने निर्माण के लिए लगाई गई बोली में लार्सन एंड टुब्रो (Larsen and Toubro)को पछाड़ा जिसने 865 करोड़ रुपये की बोली लगाई थी. केंद्रीय लोक निर्माण विभाग (CPWD) ने नए संसद भवन के निर्माण के लिए आई बोलियों को आज खोला जिसमें फैसला टाटा के पक्ष में आया. प्रोजेक्‍ट के एक वर्ष में पूरे होने की संभावना है. सीपीडब्‍ल्‍यूडी ने नए संसद भवन के निर्माण में 940 करोड़ रुपये की लागत आने का अनुमान जताया था.

जानकारी के अनुसार नई बिल्डिंग को त्रिकोणाकार में डिजाइन किया जाएगा. मौजूदा संसद की बिल्डिंग का निर्माण ब्रिटिशकाल में किया गया था और यह वृत्‍ताकार है.देश को आजाद हुए 75 साल होने वाले हैं और देश का संसद भवन (Parliament Building) अब काफी पुराना हो चुका है. उसमें अलग-अलग तरह की समस्याएं सामने आ रही हैं. मोदी सरकार का इरादा है कि जब देश 15 अगस्त 2022 को अपनी आजादी की 75 की वर्षगांठ मना रहा हो तब सांसद नए संसद भवन में बैठें. पूर्व लोकसभा अध्यक्ष सुमित्रा महाजन, मौजूदा लोकसभा अध्यक्ष ओम बिरला और उपराष्ट्रपति वेंकैया नायडू नए संसद भवन की जरूरत को लेकर वकालत कर चुके हैं. जानकारी  के अनुसार, मोदी सरकार (Modi Government) ने इस पर अपना एक ड्रीम प्लान तैयार कर लिया है. जिस पर अब वह तेजी से आगे बढ़ने की मंशा रखती है. इस प्लान के तहत केवल संसद नहीं बल्कि केंद्र दरकार के सारे मंत्रालय और दफ़्तर भी शामिल हैं.

गौरतलब है कि मौजूदा संसद भवन 1911 में बनना शुरू हुआ था. तब अंग्रेजों के शासन के दौर में दिल्ली राजधानी बनी थी. सन 1927 में संसद भवन का उद्घाटन हुआ था. लेकिन आज के समय के हिसाब से संसद भवन में काफी समस्याएं देखी जाने लगी हैं. सबसे बड़ी समस्या है कि संसद में मंत्रियों के बैठने के लिए तो चैम्बर हैं लेकिन सांसदों के लिए नहीं हैं. साथ ही बिजली सप्लाई का सिस्टम भी पुराना है, जिसके चलते शॉर्ट सर्किट की समस्या होती रहती है.

WASHINGTON: The United States plans to sell as many as seven major weapons systems, including mines, cruise missiles and drones to Taiwan, four people familiar with the discussions said, as the Trump administration ramps up pressure on China.

Pursuing seven sales at once is a rare departure from years of precedent in which U.S. military sales to the island were spaced out and carefully calibrated to minimize tensions with Beijing.

But the Trump administration has become more aggressive with China in 2020 and the sales would land as relations between Beijing and Washington are at their lowest point in decades over accusations of spying, a lingering trade war and disputes about the spread of the novel coronavirus.

At the same time Taiwan’s desire to buy weapons increased after President Tsai Ing-wen was re-elected https://www.reuters.com/article/idUSKBN1ZA009 in January and has made strengthening Taiwan’s defenses a top priority.

Taiwan is China’s most sensitive territorial issue. Beijing says it is a Chinese province, and has denounced the Trump administration’s support for the island.

Washington has been eager to create a military counterbalance to Chinese forces, building on an effort known within the Pentagon as “Fortress Taiwan”, as Beijing’s military makes increasingly aggressive moves in the region.

Taiwan’s Defense Ministry said the reported package was a “media assumption,” and that it handled weapons purchase talks and assessments in a low-key, confidential way, so could not offer public comment until there was a formal U.S. notification of any sales to Congress.

Taiwan’s military is well-trained and well-equipped with mostly U.S.-made hardware, but China has a huge numerical superiority and is adding advanced equipment of its own.

The weapons packages from Lockheed Martin Co, Boeing and General Atomics are moving their way through the export process, three people familiar with the status of the deals on Capitol Hill said, and a notification to Congress is expected within weeks.

One industry source said President Donald Trump was slated to be briefed on the packages this week by Secretary of State Mike Pompeo. Some of the deals had been requested by Taiwan more than a year ago, but are only now being moved through the approval process. A State Department spokesman declined comment.

A senior U.S. official, citing Chinese assertiveness in the Taiwan Strait, said: “There is no equilibrium today. It is out of balance. And I think that is dangerous.”

Other factors include Taiwan’s bigger defense budget, and the fear in Taiwan that if Trump loses, Biden would be less willing to sell the U.S.’s most advanced weapons to them.

Taiwan’s interest in U.S. weapons and equipment is not new. The island is bolstering its defenses in the face of what it sees as increasingly threatening moves by Beijing, such as regular Chinese air force and naval exercises near Taiwan.

The senior U.S. official said Taiwan’s increased defense spending was a good step, but it had to do more.

“Taiwan, frankly, needs to do more in order to ensure that they indigenously have an ability to deter Chinese aggression,” the official said.

DEALS

Drones that can see over the horizon for surveillance and targeting, coupled with advanced missiles and coastal defenses that include smart mines and anti-submarine capabilities to impede a sea invasion, have been discussed at the highest levels to make Taiwan more difficult to attack, like a “porcupine”, according to industry and congressional sources.

A Lockheed Martin-made High Mobility Artillery Rocket System (HIMARS), essentially a truck-based rocket launcher, is among the weapons Taiwan wants, people familiar with the negotiations said. Taiwan also seeks to buy sophisticated anti-tank missiles.

In early August, Reuters reported that Washington is negotiating the sale of at least four of its large sophisticated aerial drones to Taiwan for what could be about $600 million.

Also under discussion are land-based Boeing-made Harpoon anti-ship missiles to serve as a coastal defense against cruise missiles.

Coronavirus India Updates : भारत में कोरोना वायरस के संक्रमितों की संख्या 49 लाख के चिंताजनक आंकड़े को पार कर चुकी है. स्वास्थ्य मंत्रालय द्वारा जारी आंकड़ों के अनुसार सोमवार को सुबह से लेकर मंगलवार को सुबह तक 83,809 नए मामले सामने आए हैं. इसके साथ देश में कुल कोरोना संक्रमितों की संख्या 49,30,236 पर पहुंच गई है. देश में अब 9,90,061 मरीज एक्टिव अवस्था में हैं. यानी या तो इनका इलाज अस्पताल में चल रहा है या फिर वे डॉक्टरों के दिशा-निर्देशों पर होम आइसोलेशन में हैं. देश में कोरोना वायरस के हालात को लेकर केंद्रीय स्वास्थ्य मंत्रालय (Union Health Ministry) ने मंगलवार को बताया कि पूरी दुनिया में भारत में सबसे ज्यादा कोविड-19 टेस्ट (Covid-19 Tests) कराए जा रहे हैं. यहां तक कि पिछले एक हफ्ते में ही 76 लाख से ज्यादा टेस्ट हुए हैं. भारत में 38.5 लाख मरीज़ ठीक हो चुके हैं. भारत में अभी तक कुल 5.8 करोड़ टेस्ट हो चुके हैं, जो दुनिया में सबसे ज़्यादा हैं. भारत समेत दुनिया के 180 से ज्यादा देश कोरोना वायरस (Coronavirus) की चपेट में हैं. कोरोना 9.20 लाख से ज्यादा मरीजों की जिंदगी छीन चुका है.

झारखंड में संक्रमण के 1,702 नये मामले सामने आए
न्यूज एजेंसी भाषा के मुताबिक,  झारखंड में मंगलवार को कोविड-19 की वजह से 10 और मरीजों की मौत हो गयी जिन्हें मिलाकर राज्य में अबतक इस महमारी में 571 लोग अपनी जान गंवा चुके हैं. वहीं, इस अवधि में प्रदेश में कोरोना वायरस से संक्रमण के 1702 नये मामले दर्ज किए गए जिन्हें मिलाकर अबतक झारखंड में 64,439 लोग इस वायरस की चपेट आ चुके हैं.

तमिलनाडु में कोविड-19 से निपटने में 7,000 करोड़ से ज्यादा रुपये खर्च
न्यूज एजेंसी भाषा के मुताबिक,  तमिलनाडु के उप मुख्यमंत्री ओ पनीरसेल्वम ने मंगलवार को बताया कि कोरोना वायरस संक्रमण से निपटने में अब तक 7,167.97 करोड़ रुपये खर्च किए जा चुके हैं. वहीं राज्य में संक्रमण के 5,697 नए मामले सामने आए हैं तथा 68 और लोगों की मौत हुई है.

न्यूज एजेंसी भाषा के मुताबिक, भारतीय औषधि महानियंत्रक (डीसीजीआई) डॉ.वीजी सोमानी ने मंगलवार को सीरम इंस्टीट्यूट ऑफ इंडिया (एसआईआई) को ऑक्सफोर्ड के कोविड-19 टीके का उम्मीदवारों पर क्लीनिकल ट्रायल (चिकित्सकीय परीक्षण) फिर से शुरू करने की अनुमति दे दी.

BJP leader K C Ramamurthy on Tuesday demanded in the Rajya Sabha that the government ban online rummy saying many people have become addicted to it, particularly in south India.

There are four online accredited rummy operators, Ace2Three, Junglee Rummy, Rummy Circle, and Rummy Passion, accredited by The Rummy Federation, he said.

"Sir, it is a misnomer that rummy is a game of skill. It is gambling and betting money through rummy in the greed of getting more is illegal as it ruins families financially and otherwise.  It is unfortunate that many have become addicts, particularly in south India," he said during his special mention in the Upper House.

Online rummy is rapidly spreading its tentacles by luring all sections, more particularly youths, with attractive advertisements and promotions assuring lucrative returns which are totally false, he said.

Looking at these advertisements, youngsters, after losing money, resort to criminal and other activities to carry on with this addiction. Parents are worried about the future of their loved ones, he added.

Citing a KPMG report, the BJP leader said that the online real money gaming industry is estimated at Rs. 2,200 crore and is growing at 30 percent annually and will touch Rs. 12,000 crore by 2023.  

"I don''t see any industry that can grow at this pace in the world, including Apple, Amazon, etc. This clearly indicates the rapidity with which online real money gaming, which includes rummy, is spreading," he said.

The advertisements and endorsement to online rummy, be it in print or electronic media, by renowned celebrities, including cricketers like MS Dhoni and film stars, clearly indicate how rummy is gaining popularity, he said.

"In view of the above, I request the government of India to immediately declare online rummy as illegal and ban the same forthwith," he added.

Why US and India must pact, to thwart the Chinese dragon

China’s technological and military rise is not a fluke, but a meticulous strategy since 1980s, of usurping US leadership globally, while stifling India’s growth. Lack of long term vision in both, abetted its intent. The repeated western black swan events of dot com bust, 9/11 attacks and 2008 meltdown were all seized as opportunities by China.

To execute its game plan, China created two tiers of relationships. Tactical alliances with Russia, Israel and Iran to fuel its ambition and a strategic friendship with Pakistan, Myanmar and Bangladesh to ring fence and keep India preoccupied.

China-Russia tactical alliance began in 1949 with USSR providing China defence equipment, technologies and scientists to help build communist capabilities. China began to reverse engineer all its purchases. After the Sino-Soviet relationship soured, US and Europeans sold it arms in early 80s, to keep Soviets at bay. To keep its arsenal updated, China bought Soviet aircrafts and other weapons from its former ally, Egypt. In return, Egypt got cloned Chinese military spares to maintain Soviet equipment.

Simultaneously, China’s began arming both Iran and Iraq for their 1980-88 war. A US Congress study estimates that China sold over $8billion(bn) of arms to both between 1980-87. However, the 1991 Gulf War exposed the weakness of China’s cloned armoury, when it failed against western arms. This fuelled China’s appetite for western war technologies by means, fair or foul.

Luckily for China, the western arms embargo, post Tiananmen incident, was succeeded by Soviet breakup. From 1992-1994, China bought nearly $6bn of Russian arms on distress prices and barter terms. Its wide arsenal of purchases included combat aircrafts and helicopters, mobile air defence systems, aircraft carriers, submarines, guided missile destroyers and a wide range of missiles. China’s defence spine rests on its unique technological ability to copy, marry and improve upon weapons of Russian, American and EU origin competently.

In 1998, a Hong Kong businessman reportedly paid $20 million to Ukraine shipyard for a 70% completed, most advanced Soviet aircraft carrier, equipped with state of the art engines, for a floating casino. This by 2011, became China’s first aircraft carrier Liaoning. Chinese cloning capabilities were displayed when it cancelled a 1996 contract for 200 Russian CSu-27 war planes and announced its own cheaper version J11B, by 2007. Similarly, Russian S-300 missile system became HQ-9. The IP head of Government’s defence company Rostec complains that China has reverse engineered over 500 of Russia’s most advanced arms technologies.

Yet Russia cannot seriously reprimand China, as it has always financially bailed it out, especially after Ukraine crisis. China, as Russia’s largest, $110bn bilateral trade partner, has promised to double it by 2024.

Therefore, India’s defence dependence on Russia is inimical to its long-term security interests.

China-Israel tactical covert alliance began in 1979 to access western technologies, via Israel.  Israel admits having transferred over 60 defence technologies to China. Sunday Times reported that in 1987, Israeli military scientists were caught in Hong Kong, travelling on false passports to transfer missile technology to China. In 1988, Washington Post exposed how Israel abetted China, to produce US linked sea-launched missile. Israel has guided Chinese arms industry into technical manhood, helping it to marry diverse cloned processes into effective weapon systems. In 1993, CIA Director revealed that Israel, even without diplomatic relations, had been selling advanced US related defence technologies to China, violating its sanctions. US govt. sources discovered that its technology for shelved joint US Israeli jet fighter ‘Lavi’, became China’s warplane. In 2000, US vetoed Israeli supply of Phalcon AWACS, despite Israeli lobbying with US. China was sold Harpy Unmanned Aerial Vehicle(UAV) technology by Israel, in 1990s. Today it controls 70% of the global UAV market.

A US Govt. report shows that Saudi Arabia procured Israeli CSS2-class nuclear missiles through China. These were secretly operationalised by Israeli scientists in Saudi in 80s. Pakistan was rumoured to later arm them with nuclear heads. That led to the proximity between Riyadh and Pakistan that resulted in Wahhabi terror funding against India. Saudi defence minister, in 1999 visited Kahuta, Pakistan’s nuclear and China supported missile production facility. China has also supplied US- Israeli linked military hardware to Riyadh, ballistic missiles to Qatar and armed drones to UAE.

China’s $12bn plus investment in Israeli industry and key infrastructure projects, including Chinese state investments in sensitive Israeli technology sectors, remain a US heartburn. Four major Chinese funded infra projects include expansion of Israel’s largest military and US naval fleet base and joint military exercises port, Haifa. From 2021, for next 25 years Haifa port will be managed by China. China’s presence in Haifa with its proven track record in cyber espionage should give US sleepless nights.

Israel, despite US pressure, was a founding member of Chinese sponsored AII Bank, created to eclipse US driven World Bank and IMF. Increasing China-Israeli ties should worry India and USA.

China-Iran tactical alliance began due to common aversion to US hegemony. From 1985 to 1996, China fathered Iran’s nuclear programme; providing it with critical nuclear designs, technology and machinery. Iran’s uranium exploration, mining and use of lasers for uranium enrichment was China driven (Nuclear Threat Initiative, 03). It supplied Iran with diverse military hardware and aided their manufacturing of arms including tactical missiles, anti-ship mines and fast boats (Rand 2020). China also established roots of Iran’s oil refining self-sufficiency.

China in 2019 committed, under BRI, investments of $280bn in developing Iran’s oil, gas and petrochemicals sectors and another $120bn for updating Iranian infrastructure by building 100 projects including airports, high speed railway and free trade zones. Huawei will provide Iran with 5G networks. 5,000 Chinese security personnel stationed in Iran, will protect China’s investments. In return, China gets over 30% price discount on oil with 2 years’ payment terms in soft currencies. Iran, in return gets China and its ally Russia’s veto insurance against any UN sanctions.

Chinese entrenchment in Iran should cause both USA and India, deep anxiety.

Since 2008, over 60% of China’s defence exports have been to Pakistan, Myanmar and Bangladesh.

China-Pakistan strategic friendship began in 1959, after Khrushchev supported India against China, during a border spat. Karakoram highway till Aksai Chin, demarcation of a common border in 1961, Pakistan’s 1962 support for China’s seat in UN followed by China gaining 13,000 sq. miles of glacier border lands from Pakistan glued the bond. Beijing, to checkmate India’s growth, has armed Pakistan with nuclear weapons in 1980 and nuclear missiles in 1990, despite existing US sanctions. Pakistan, has brokered for China’s enhanced influence in Muslim middle east, while providing China an access to and oil pipeline route to Arabian Sea. China is also Pakistan’s military bank to keep engaging India through border skirmishes and terror.

China is co-producing with Pakistan, JF-17, a morphed, $15 million version, of US F-16 and MIG-21 aircrafts with Russian engines. China has helped Pakistan to export these to Myanmar and Nigeria. Pakistan manufactures a wider range of Chinese licenced military equipment. Pakistan is soon acquiring China’s most advanced guided missile combat frigate. To counter India’s missile Agni-V, Beijing equipped Pakistan with nuclear missiles with multiple warheads. China is arming Pakistan’s navy with eight new submarines; four each will be built in China and Karachi shipyards.

China has roped in Russia for a tripartite axis with Pakistan, to push American dominance out of Arabian Sea. Russia sold Pakistan Mi-35M assault helicopters in 2015 and another $9bn of Russian arms are under negotiation. China has promised $60bn for China-Pakistan Economic Corridor in 2015 and is helping construct its dams, trunk, rail infrastructure and energy projects.

China nurtures Pakistan to become a low-cost defence manufacturing hub to checkmate and disrupt India’s growth story.

China- Myanmar strategic friendship began in 1989 due to arms trade and training for weapons and combat. Over $21bn of approved Chinese FDI supports Myanmar jobs, while its insurgents have engaged India’s borders. China has secured access to Myanmar’s Indian Ocean naval bases, through a radar installation on Coco islands adjoining Indian base in Andaman. China has built a strategic Myanmar port, an alternate oil route to US dominated Malacca straits, for a pipeline to Chinese mainland.

Bangladesh’s admission into UN, as a new nation, was twice vetoed against by China. Yet, China-Bangladesh strategic friendship comes from its location on Indian Ocean. China is its biggest trade partner since 2015. Bangladesh as a BRI signatory, has benefitted from a $38bn Chinese investment. In 2017, two Chinese submarines were sold to Bangladesh for a friendship price of $100 million each.  Bangladesh accounts for 20% of China’s arms sales, as its biggest customer. China, post India-China recent standoff, announced a total duty exemption for 97% of Bangladesh products. This explains the deafening silence of Bangladesh during the current Indo-China border clash.

Both Myanmar and Bangladesh are China’s eyen on Indian ocean.

China’s military ascendency and current disruptionist stance, close to US elections, is caused by US and EU vulnerability to safeguard their economies from the greed of large corporates and lobbyists.

Despite US global embargo on China, post Tiananmen, sensitive defence companies were either acquired, partnered, compromised by adapting or stealing their designs and technologies for improving or building Chinese defence systems. Rhodium group’s research reveals that between 2000-12 significant Chinese investments were made in US and

EU sensitive technology sectors. EU has been on the forefront of defence transfers under the guise of aerospace exchanges, information technology engagements, collaborations in communication systems and joint cyber tech developments, academic engagements in material sciences and nuclear physics.

Hacking and stealing by Chinese private businesses, through investments, scientists, students, exchange programmes and diplomats has been underway, on a war like scale for many decades to access scientific, technological, medical, financial and chemical warfare research from the west. US Govt. has woken up to the fact that Chinese stole or hacked some of their most critical defence designs and technologies; including missiles, fighter jets, helicopters, warships, cyber and sonic weapons, their software, chemical weapons and medical research. Over a dozen cloud providers like Hewlett Packard and IBM, were hacked by Chinese Government spies to access intellectual property, technical and operations manuals, defence contracts and other data of private defence manufacturers. Today four of China’s arms companies are amongst the world’s top 20, with 3 being in top ten. SIPRI pegs China’s defence spending at over $260bn, 1.5 times its declared budget.

China’s naval power focus is aimed to oust US influence from Asian waters. International Institute of Strategic Studies data reveals that between 2014 and 2018, China’s navy added a bigger fleet than the combined navies of Germany, India, Spain and UK. China now has more operational naval ships than the US.

India-China latest border skirmishes are designed to convert old uninhabited common frontiers between the two, into Chinese borders. Such frontier lands are distinct and abut Indian and Chinese boundries. Decades of Chinese infrastructure investments in Tibet were a precursor to this design. The recent Chinese belligerence in the South China Sea and on India’s borders has exposed both USA and India, as being alone and friendless.  India’s jobless consumption economy stuns its combat potential. But for Trump’s hard line ‘America First’ stance, global vulnerability to China would have remained unexposed.

India’s misplaced defence strategy, premised on expectations and commitments from its partners, while retaining its policy autonomy and flexibility, has deeply damaged its security interests.

Its constant prevarication, amidst geopolitical, and strategic upheavals has lost India precious time and alliance opportunities. Now, western leaders and defence companies arrive in Delhi, hawking military wares, while blocking design and tech transfers, to help sustain thousands of their domestic jobs.

India urgently needs, not only advanced land based, aviation and maritime platforms to be procured for building locally, but it also is in dire need of a broad-based, multi sectoral and robust hi-tech manufacturing base with a technology spine consisting of advanced innovations in cyberspace, telecommunications and quantum communications, AI, IoT systems, 3D printing and new materials etc. India must immediately develop and fund a well-planned Military Industrial Complex (MIC), to be in a bargaining position for future technology collaborations and transfers; which would in turn enhance India’s technical skill quotient, while creating millions of jobs with the estimated, future $80bn arms import. DRDO, India’s hopelessly outdated and obtuse war research machine that consumes 20% of India’s R&D budget, conflicts with creation of an effective MIC.

The paradigm of war scape has shifted to engaging with the creators and reacting against inimical electronic intelligence. Invasive stealth capabilities, cyber, sonic and space warfare, artificial intelligence systems, and unmanned aerial attacks have shifted conventional war narrative from ‘feet on ground’ to ‘waves in the skies’. India lost a warplane due to Chinese cyber-attack before Doklam standoff. In such a future of war, India remains out of depth. Windows of opportunities are fast closing, with reducing room to manoeuvre amidst difficult choices of technology barriers and exorbitant prices.

More than the speed of change in technologies, there is the fundamental issue of comprehending and coping with redefined regional and multilateral regulations and standards in defence protocols platforms and equipment amongst allies and opponents. This limits interoperability of operations across platforms. India’s bouquet of different platforms from diverse sources makes their updating and service costly. With faster obsolescence in protocols and platforms, India’s defence budget, trapped in pensions and salaries, restrains its combat or defence potential.

India must immediately assemble an efficient MIC under a unified central command structure, which engages with this maze of shifting technology and platform narratives to create India’s long term security vision. Such MIC must combine India’s strategic interests with high end scientific talent, research and academic institutions, competing state and private defence design institutes, specialised skill enhancement labs backed by advanced production facilities where small and medium enterprises engage with, adapt and innovate futuristic technology partnerships.

America’s election to election policies and quarter to quarter focus has engineered its sudden and mindless withdrawal from Trans Pacific Partnership. This has destabilised Asian security balance while hurting US business interests in the world’s fastest growing market. To protect these very interests, US had lost 100,000 lives and trillions of dollars in three wars in Asia, including two against China in Korea and Vietnam. To retain a market for US products, technologies, defence systems and innovations, in Middle East and Asia, US needs to fashion a regional defence alliance headed by a local heavyweight.

Bound by democracy and economic mutuality, a US and India defence treaty and defence technology engagement is the obvious route to formation of a regional defence alliance, from Suez to Pacific, to checkmate China. The swiftest, deep impact plan would be to structure a joint naval base in Andaman, under quadrilateral security umbrella (QUAD), dominated by US and Indian fleets, while Japan and Australia’s fleets flank and curb Chinese naval enthusiasm. This will immediately restore global confidence in US commitment to thwart China, while a joint trade snub by EU and QUAD will hurt China’s economic gut. Only then can its communist party reconsider both, its current global combativeness and its current party’s leadership at its 100th founding anniversary, next year.

After three tumultuous years of marriage, superstar rapper Cardi B filed for divorce Tuesday from her husband, rapper Offset, according to court records. The couple, who married secretly in September 2017, had already been through a well-publicized rough patch that resulted in her announcing their break-up almost two years ago. "We got a lot of love for each other but things just haven't been working out between us for a long time," she said in a December 2018 video on Instagram, where she has some 75.5 million followers. "It's just like, I guess we just grew out of love, but we're not together anymore."

But by about a year later the pair had reconciled and Cardi B, whose real name is Belcalis Marlenis Almanzar, told Vogue at the time that the split was over her husband's infidelity.

"We have come to a clear understanding. For me, monogamy is the only way," she said.

Cardi B is seeking custody of 2-year-old daughter Kulture and child support from Offset, whose real name is Kiari Cephus.

A hearing is set for November 4, according to the Fulton County court in Georgia, which is Offset's home state.

Despite the turmoil in her personal life, Cardi B has rocketed to success from her humble origins in New York's Bronx.

Her 2017 hit Bodak Yellow brought her fame, and 2020 chart topper WAP brought her controversy.

The song is an unadulterated celebration of female desire brimming with graphic sexual metaphors that left American conservatives hot and bothered.

According to a report in Bloomberg, new enrollments of international students from India expanded 32% in 2019 from a year earlier and it's the fastest growing major market for Australian services.

After diplomatic tensions, Australia has decreased its reliance on China trade and has started increasing links with Asia's other giant economy, India.

According to a report in Bloomberg, new enrollments of international students from India expanded 32% in 2019 from a year earlier and it's the fastest growing major market for Australian services.

Prime Minister Scott Morrison held a virtual summit with his Indian counterpart Narendra Modi in June and the two signed a defence agreement and upgraded ties to a Comprehensive Strategic Partnership. The trade ministers of Japan, India and Australia recently agreed to work toward achieving supply chain resilience in the Indo-Pacific region.

Delhi wants to send lots of people to Australia on work visas and doesn't want to reduce tariffs, according to former Australian Trade Minister Craig Emerson, who initiated the Australia-India free trade negotiations in 2011, resulting in a two-way trade around just one tenth of China-Australia shipments.

Australia's most valuable export, iron ore, hasn't been caught in China's crosshairs yet, perhaps due to a lack of alternative suppliers.
