The demand uptick in China is at a time when demand elsewhere in the world is subdued.
China has turned into a net importer of steel, aluminium, copper and iron ore for the third consecutive month in August. This was the first time in 11 years since the country’s infrastructure binge in 2009 after the financial crisis. If sustained, the trend may boost India’s metals and mining sector which has been reeling under high debt amid volatile earnings.

Historically, Chinese demand has shown cascading effect on Indian metal companies. After the bout of strong demand in 2009 from China, the Nifty Metal index had more than tripled to 4800 in March 2010 within a year.

The demand uptick in China is at a time when demand elsewhere in the world is subdued. A major reason for the contrasting trend is the economic push in China. In May, the dragon country, which accounts for nearly half of the world’s commodity capacities and demand announced its largest ever economic rescue package worth four trillion yuan or $ 560 billion. In addition, it also announced that the local governments will be issuing $ 525 billion worth bonds to boost the infrastructure. Record low interest rate of 3.8% is also holding the property demand.

“China’s economic recovery post Covid-19 has turned out to be faster than expected. Growth in infrastructure is likely to accelerate in the coming quarters amid continued support from both central and local governments,” noted Qu Hongbin, chief China economist, HSBC in a recent report. “Macroeconomic policy will likely remain accommodative, with 25 basis points reduction in the reverse repo rate and 20 basis points drop in the loan prime rate expected for rest of the year,” he added.

The rising demand from the largest commodity consumer has also led to higher prices of steel, copper and aluminium, which have increased by 25%, 30% and 25% respectively since the time it announced the stimulus package. The Nifty Metal index has risen 41% during the period.

The Importance Of Foreign Language Courses For India

The Importance Of Foreign Language Courses For India

When we learn a language, we just don't gain the ability to read one more set of symbols or recognise one more set of meaningful sounds, we also gain access to a whole new world. A language is a passport to the world of accumulated knowledge of a community; a key to understand a different society; a lens with which to view the culture and history of a group of people.

From times immemorial, foreign language learning has played a significant role in strengthening trade, knowledge, and the military and diplomatic strength of nations. Even European colonial powers accorded a lot of importance to foreign language learning to strengthen their grip on the countries and people they colonised.

In today's world, foreign language as a communication tool is a force multiplier in the fields of trade, diplomacy, defence, etc. India must therefore give serious attention to setting up foreign language universities all over the country to boost the prospects of strengthening its interests globally.

India has the potential to become the leading supplier of global manpower. Traditionally, Indians are known for giving great importance to education and that has resulted in Indians being successful globally. In the US, for a long time, Indian Americans have been the most successful and richest of all the ethnicities. But this is a small percentage of the Indian population worldwide. India's population, with a considerably large percentage being very young, is a significant asset for the country. Apart from meeting our own demand for skilled manpower in various sectors, we can also aim to be the global hub of skilled manpower. Foreign language skills can catalyse this process to a considerably higher degree.

Indians have a natural tendency to be multilingual because of the many languages spoken throughout the country. Apart from the 22 officially-recognised languages, there are 122 other major languages, but the total number of mother tongues (languages and variants) spoken in India are more than 19,500. Most Indians are exposed to more than one language from childhood. Most Indians can converse in more than one language and picking up languages is not a very unusual task for them. Therefore, as far as learning foreign languages are concerned, Indians definitely have an advantage compared to many other nationalities. Research shows that after learning a language (other than the first language), learning more languages become a lot more easier.

Many countries in the world today are suffering from a population deficit and this has naturally resulted in a workforce deficit. Japan, for example is taking many steps to attract skilled manpower from other countries. Canada, Sweden, Germany, Norway, etc. are some other countries that are on the lookout for skilled global manpower for sectors including IT, Management, Hospitality, Agriculture. If Indians are fluent in foreign languages, they will become an even more attractive segment.

Various Indian languages have some similarities with other languages around the world. This makes it easier for certain Indian language speakers to learn certain foreign lanaguages. We can also capitalize on this aspect to produce foreign language experts in our country.

Foreign language fluency can also immensely help in tourism, hospitality in India.

There are several institutions in India that run various foreign language courses. But these are available largely in cities. The government must aggressively take up the mission of setting up foreign language universities all over the country that will prepare a formidable Indian workforce well-versed in global languages.

Apart from skill development and employability enhancement, foreign language expertise is important for strengthening pro-Indian narratives as well as countering anti-India narratives. Chinese radio stations continuously spread aggressive propaganda through powerful radio signals in strategic Indian territories. India, in recent times, has also stepped up such broadcasts in Mandarin but the effort is negligible compared to that if its most hostile neighbour. The Indian government should also encourage private players to broadcast foreign language content in order to strengthen the Indian narrative on various issues. Emphasising on foreign language learning has to be a major part of this strategy.

Apart from increasing global employment prospects and national narratives, foreign language training can boost foreign trade. It will help Indian businesses to penetrate foreign markets more easily. Learning foreign languages (or any language) has other benefits too. Research shows that multilingualism improves memory and brain-power. It also improves multi-tasking abilities and decision-making and keeps the mind sharper for longer period of time.

We need undergraduate and Master's courses in foreign languages, as also diploma and certificate courses. The importance of foreign language universities become more prominent because of this. While short-term courses can be relevant for professionals who need foreign languages to simply communicate in another environment, the in-depth study of a language and its literature is paramount if India wants to pursue global influence seriously.

The limitation in the battleground state is arbitrary and unreasonable, the court said.

COLUMBUS, Ohio — A directive that restricted Ohio counties to one ballot drop box in November was arbitrary and unreasonable, a county judge ruled Tuesday, delivering the Republican secretary of state in the presidential battleground another in a series of blows to his policies.

The office of Secretary of State Frank LaRose said he would soon appeal the decision by Franklin County Common Pleas Judge Richard Frye, assuming the judge follows through and invalidates the secretary’s drop-box order.

For now, Frye’s ruling doesn’t change anything, LaRose spokesperson Maggie Sheehan said in a written statement, “and the Secretary’s directive remains in place.”

Access to ballot drop boxes has become an urgent matter nationally, with in-person voting options restricted by the coronavirus pandemic and the efficiency and security of mail-in voting questioned amid cutbacks at the U.S. Postal Service.

It is often the largely Democratic urban counties — such as Cuyahoga, home to Cleveland — that look to expand the number of drop boxes. Cuyahoga must serve more than 860,000 registered voters with only a single drop box under LaRose’s order.

The Ohio Democratic Party and a coalition of voting rights group sued LaRose last month over the directive, calling it unconstitutional. It prohibited election boards from installing more than one drop box located at the county board of elections, effectively holding the boxes to the number lawmakers made available in Ohio’s presidential primary.

LaRose cited a state election law that says absentee ballots must be “delivered by mail or personally” to a voter’s county election director. He has said that he personally supports counties adding more drop boxes, but that he lacks the legal authority to expand the number beyond the one established in law.

But Frye said the wording of the law makes “deliver” ambiguous: “It does not squarely answer whether drop boxes are permitted, or if so how many boxes may be used, or where they may be located by a board of elections.”

Because the law is vague, Frye said, counties must be legally permitted to explore placing additional boxes.

“While the secretary has broad discretion to issue Directives and otherwise guide local boards of elections, his actions must be reasonable to be legally enforceable,” Frye wrote. “Wholly arbitrary rules are entitled to no deference.”

In response to the ruling, state Democratic Party Chairman David Pepper called for LaRose to rise to the occasion.

“It’s time for the Secretary of State to do what he has told the public and officials that he would do,” Pepper tweeted. “No more delays. No more appeals. No more wasted time.”

The drop box decision was the third issue to confront LaRose since Friday, when a county judge ordered him to allow voters to apply for absentee ballots for the November presidential election by electronic means, including by fax or email. That decision was stayed Saturday as an appeal proceeds.

On Monday, fellow Republicans on the powerful state Controlling Board voted against LaRose’s proposal to use funds from his office’s Business Services budget to pay for postage on every mail-in ballot in the state.

Meanwhile, in Wisconsin, election clerks across the presidential battleground state rushed to mail absentee ballots Tuesday, less than 24 hours after the state Supreme Court lifted a temporary freeze on sending them while it considered a legal challenge.

“Oh, we’re busy,” said Wendy Helgeson, the Town of Greenville clerk who also serves as president of the Wisconsin Municipal Clerks Association.

More than 1,850 clerks in municipalities big and small were working to meet a Thursday deadline in state law to mail ballots to the more than 1 million voters who had requested them so far. Absentee ballots can be requested until Oct. 29, but election officials have urged voters to act more quickly given the expected large numbers and delays with the mail.
