New Delhi: "No", said Minister of State for External Affairs V Muraleedharan in Lok Sabha in response to a written question on whether India's bilateral ties with neighbouring countries like Nepal, China, Bangladesh, Sri Lanka, Afghanistan and Myanmar have deteriorated recently.

The question was asked by Trinamool Congress member Sougata Ray.

The minister's response that relations with China and five other countries have not deteriorated came at a time when Indian and Chinese troops are locked in a bitter standoff in eastern Ladakh.

Ray also asked two other supplementary questions: whether China is keeping good relations with any of the five countries mentioned, and the steps taken for cordial relations with neighbouring countries of India.

Answering these questions, Muraleedharan said the government accords the "highest priority" to India's relations with its neighbouring countries.

"India is an active political and economic partner of its neighbours and is involved in various projects, including development projects with these countries," Muraleedharan said.

He further said India also has extensive education, culture, trade and investment linkages with neighbouring countries.

"India's relations with other countries stand on their own footing and are independent of the relations of those countries with third countries," he said.

Tatas to build new Parliament building: The government civic body estimated a cost of Rs 940 crore

New Delhi:

The new parliament building will be constructed by Tata Projects at a cost of Rs 861.90 crore.

The Tatas beat Larsen and Toubro, who had submitted a bid of Rs 865 crore.

The Central Public Works Department opened the financial bids for the construction of a new parliament building today.

The project is likely to be completed in a year.

The government civic body had estimated a cost of Rs 940 crore.

The new building is said to be designed as a triangle.

The current parliament building, built during the British-era, is circular. The building would be used for other purposes after it is repaired and renovated, say officials.

Earlier this year, the government had justified its decision to build a new parliament building saying the current structure was "showing signs of distress and over-use".

Also, the Lok Sabha was likely to have more numbers after the reorganization of constituencies, and the current building had no space for an extra member in the house, the government said in response to opposition questions.

The new parliament building is part of the centre's central vista beautification project that has provoked opposition protests and has also been challenged in court.

The parents of a missing teenage girl have appeared in court charged with her murder.
Bernadette Walker, 17, of Peterborough, was reported missing by her mother in July, the town's crown court heard.
She has not been found but her parents were arrested on Monday on suspicion of her murder by joint enterprise.
Sarah Walker, 37, and Scott Walker, 50, both of Century Square in Millfield, Peterborough, appeared in court on separate videolinks.
They will next attend court on 30 November for a plea hearing, with a trial set for 9 March.
Cambridgeshire Police said Bernadette's parents reported her missing on 21 July after she had not been seen for three days.
On Friday, the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit started a "no-body" murder investigation.

'Promising student'

Police searches for Bernadette are continuing, with officers scouring open farmland near the village of Cowbit in Lincolnshire on Tuesday.
Rachel Nicholls, the principal of Peterborough College, described Bernadette as a "promising student and we are deeply concerned to hear of her disappearance".
Ms Nicholls said: "Our specialised wellbeing team are providing the utmost support to Bernadette's friends, fellow students and staff at the college."
Peterborough College confirmed Mr Walker had also been a student there.

ICR study combines precision medicines to treat drug-resistant cancers - PharmaTimes

ICR study combines precision medicines to treat drug-resistant cancers

Image

Results from an early-stage trial demonstrate that using a combination of two precision medicines to target hard-to-treat cancers was safe and showed promise in a range of solid tumour types.

The trial, led by a team at the Institute of Cancer Research (ICR) in London and the Royal Marsden NHS Foundation Trust, combined AstraZeneca/Merck’s PARP inhibitor Lynparza (olaparib) with the investigational medicine capivasertib, an AKT Kinase inhibitor.

The researchers used the drug combination to target two weaknesses in cancer, namely a damaged system for repairing DNA and ‘addiction’ to the AKT molecule which fuels tumour growth.

In the Phase I trial, researchers gave 64 patients with advanced solid tumours, including those with breast cancer, ovarian cancer and prostate cancers, combinations of Lynparza and capivasertib.

The trial found that the drug combination was safe to use and also efficiently hit the specified targets, and showed promise against a variety of advanced cancers, including those that had become resistant to chemotherapy.

According to the ICR, many of the patients who responded to the treatment had mutations in the genes involved in repairing DNA, including the BRCA genes.

“This new clinical trial is a terrific example of how we can now translate scientific discoveries about the biology of cancer cells into innovative new cancer treatments with real benefits for patients,” said Professor Paul Workman, Chief Executive of the ICR.

“It’s also an example of the pioneering strategy we have adopted at the ICR of targeting cancer evolution and drug resistance – often through the use of combination treatments to hit multiple targets at once and block off escape routes, just as is done with diseases like HIV,” he added.

The trial was funded by AstraZeneca, with the backing of the Cancer Research UK Experimental Cancer Medicine Centre Combinations Alliance.

Following the promising early results, later-stage clinical trials are planned to assess the drug combination’s benefit and to study its effect in patients whose tumours do not have faults in the AKT gene or related to DNA repair.

Body Rots At Indore Hospital Mortuary, Kept On Stretcher For 11 Days

The body had been at the mortuary of Maharaja Yeshwantrao (MY) Hospital for 11 days

Indore:

A highly decomposed body of a man was found in the mortuary of government-run hospital in Madhya Pradesh's Indore on Tuesday. The body, with its skeleton, was found on a stretcher in the mortuary of Maharaja Yeshwantrao (MY) Hospital, the city's largest hospital.

The hospital said the unidentified man's body had been at the mortuary for 11 days and that it was kept on the stretcher to be handed over to an NGO or Indore's civic body employees to perform last rites.

A notice will be given to those responsible for the mortuary and a probe into the alleged lapse will be started, said Dr PS Thakur, superintendent of Maharaja Yeshwantrao Hospital.

"Since the COVID-19 outbreak in the district, the load on the mortuary has increased and many times, we ran out of freezers. At present, the mortuary has 16 freezers for preservation of the body. But it has been receiving bodies more than its capacity in a day, sometimes even 21 or 22. So we had requested the government earlier too about increasing the number of freezers," he said.

In July, a family cremated a different person instead of their son, who shared the same name, in an alleged mix-up by the same hospital. A complaint was filed accusing the hospital management of gross negligence.

Politics are hard to miss on YouTube this year.

Last month, Joe Biden made a splash when his campaign bought out YouTube's homepage with an ad about sports stadiums that had been left empty by the coronavirus pandemic. The ad got more than 10 million impressions, his most ever on the site.

President Donald Trump's campaign has purchased YouTube homepage ads, too, and he reserved the space again for early November as voting ends, Bloomberg News has reported. The ads are autoplay, making them all but unavoidable.

Beyond those ads, politics are popping up in all sorts of videos. A legion of well-practiced right-wing YouTube personalities, some with large followings, have been posting daily videos boosting Trump and launching attacks against Biden. And digital strategists for various political campaigns are exploring ways to seep political discussion deeper into YouTube's niche audiences, placing ads alongside cooking shows, for example. Others are working on campaigns that ask for donations, which used to be less common on the site.

YouTube, founded in 2005, has often been overshadowed by the likes of Facebook and Twitter as a place where political campaigning happens online, but this year is shaping up differently, and the fall promises to test YouTube's capacity to serve as a political referee.

"YouTube has come into its own. It has blossomed. It is incredibly effective," said Rebecca Donatelli, president of Campaign Solutions, a political consulting firm that works with Republican candidates. In the realm of politics, she said, "this is the year of YouTube."

Trump himself has more than tripled his YouTube following in five months, growing from 320,00 subscribers in April to more than 1 million now. Politico reported this month that the Trump campaign was trying to flood YouTube with content and leverage the site as a secret weapon, much as the Trump campaign did with Facebook in 2016.

But the Biden campaign says it has doubts. Megan Clasen, a Biden campaign adviser, tweeted that it had outspent Trump on YouTube at the start of September.

In a sense, it's about time YouTube got so much attention. It often ranks first or second on lists of most-visited websites, and it's the most widely used online platform among U.S. adults, a Pew Research Center survey found last year.

It may be that 2020 is an especially good year to match with YouTube as a medium. News about police shootings, Black Lives Matter protests and the coronavirus pandemic is often highly visual.

"That's where the electorate is this cycle, and if it doesn't have a video attached to it, it's not as real," Donatelli said.

But YouTube's emergence as a central political battleground is causing alarm among advocates for voting rights, as well as people who research disinformation online, who fear that the Google-owned service is underprepared for election season.

They point to a growing body of research that has identified YouTube as a primary way people learn to believe conspiracy theories or consume extreme commentary, sometimes fueled by YouTube's recommendation algorithm.

"I still think they really haven't figured out with YouTube how to stop those who are profiting off misinformation and disinformation from continuing to do it," said Joan Donovan, research director of the Shorenstein Center on Media, Politics and Public Policy at Harvard University.

YouTube said it is taking the challenge seriously. Leslie Miller, YouTube's vice president for public policy, wrote in a blog post last month that the service was committed to removing content that violates its rules, such as videos that encourage others to interfere with voting.

The company has outlined other steps to ensure a credible election, such as pledging to terminate channels that misrepresent their countries of origin or conceal their associations with government actors. YouTube has banned videos promoting Nazi ideology and promised a crackdown on "borderline content."

"Over the last few years, we have developed a systematic process to effectively remove violative videos, raise up authoritative content and reduce the spread of borderline content. We apply this framework to elections around the world, including the 2020 U.S. election," YouTube spokesperson Ivy Choi said in a statement.

The primary season saw at least one example of a political dirty trick carried out on YouTube. Last month, as polls opened in Florida, some voters received fake text messages and a YouTube video falsely claiming that Republican congressional candidate Byron Donalds had dropped out. YouTube removed the video, and Donalds prevailed in the primary.

But YouTube's policies still lag behind those at Facebook, Pinterest and Twitter, according to a report card from the Election Integrity Partnership, a group of academics and nonprofits tracking misinformation online. The group says YouTube's policy on voter intimidation, for example, isn't comprehensive enough.

It's not just Nazis and voter intimidation that worry people, however. It's also how YouTube shapes the broader information ecosystem.

More so than in 2016, YouTube is a home for livestreamers and social media celebrities who have built followings of thousands or millions of people. YouTube shares revenue with them and offers other opportunities to make money that other tech platforms don't match.

Donovan of Harvard said she expects some YouTube provocateurs to wield newfound media influence over the next two months, backing one candidate or another. "And we're not going to know if those influencers are being paid by companies, charities, dark money groups or super PACs," she said, because political operatives may be able to avoid disclosure requirements from the company, the government or both.

In February, the Democratic primary campaign of former New York Mayor Michael Bloomberg helped to popularize new marketing forms, such as endorsements from social media meme accounts.

"There's a shadow market for political advertising that is potentially going to be supercharged in the lead-up to the election," Donovan said. If YouTube can't keep up, she said, "the whole of society suffers."

Voting rights lawyers worry about the spread of false information about how to register or how to vote. In a report this month, the Brennan Center for Justice at New York University Law School urged tech companies to increase the visibility of reliable sources, such as election agencies.

When people search for voting information, "some video gamer shouldn't be the No. 1 result," said Ian Vandewalker, senior counsel at the Brennan Center.

Trump's courting of YouTube influencers was on show last year when he invited many of them to a social media summit at the White House. They now make up something like a YouTube cheering section, often popping up on the most-viewed list with a search for Biden's name.

Covid-19 has only added to the value of streaming services like YouTube, said Shannon Kowalczyk, chief marketing officer for Acronym, a group that's working to elect Democrats including Biden.

"People have more time on their hands at home. We've seen streaming numbers surge," Kowalczyk said. Acronym uses YouTube to target people, especially young people, who don't normally tune in to political discussions and may be in a position to be persuaded, she said.

YouTube and Google surprised many digital ad buyers last November when they said they wouldn't allow political campaigns to target ads based on public voter records or political affiliations. They said ads would be more widely available for public discussion.

That caused some money to shift to other platforms that allow narrow targeting, such as Roku, strategists said. But they're also finding YouTube useful in unexpected ways.

"We're using it a lot for fundraising, which is way different from what it has been in the past. It was mostly a persuasion play," said Eric Frenchman, chief marketing officer for Campaign Solutions, the Republican firm. He said the return on investment rivals that of Facebook, where campaigns have typically gone in the past to raise money.

Verdict

The Moto Turbo is by far the most powerful smartphone that we've tested so far. It outperforms the likes of the Galaxy Note 4 and lives up to its 'beast' monicker. If Motorola could just have given a flagship level camera, this would be the perfect phone for everyone.

Motorola Moto Turbo detailed review

There’s an inherent flaw in pricing Android phones above Rs. 40,000 nowadays. No matter how good the phone, it’s hard to argue against the likes of the OnePlus One, which cost about half of what Samsung, Motorola and others sell their flagships at, while seemingly making no compromise. So, if you’re going to price a phone at such premium amounts, the company better make sure it’s absolutely top notch.

That brings me to the Moto Turbo, also known as the Moto Maxx or Droid Turbo overseas. We, especially us geeks, have been waiting for this phone for a long time. We’ve read everything there is to read about it and watched every video that the Internet has to offer. There’s hardly a bad word that anyone’s said about it. Will we?

Build and Design

Take a brief look at the smartphone market and you’ll find two words that dominate — slim and light. These are also two words that Motorola has stayed away from, intentionally if I may say so. The Turbo is not a slim phone and at 169 grams, it’s not light either. Now I don’t know about you, but I would readily trade both of these for better battery life. Let’s face it, making phones slim as paper is stupid if you can’t deliver performance and battery life (think Gionee Elife S5.1, Vivo X5Max, Oppo R5).

The device is 8.3 mm thick, but despite the 169 grams on paper, it feels lighter than what I expected. This is because how snuggly it is in your hand. Motorola’s slightly curved back takes the shape of your hand and makes the phone fit right in, overruling both the thickness and lightness quotients.

That leaves me with the ballistic nylon back. It reminds me a lot of those super tough rugged smartphones made for the army and other tough conditions. The Ballistic Nylon is very new and gives the phone a very unique feel.

It’s not a design that looks very good, it’s a design that’s practical, fresh and just simply works. Personally, I still like the Moto X (2nd Gen) more (and the Moto X (1st Gen) even more), but that’s just me.

Tip: Try turning on the flashlight on the Turbo in a dark room. The dual-LED flash on the back looks like two bright eyes shining at you.

Display and UI

At this size, a 2k display is really not what you need, it’s something you want, perhaps for bragging rights. At 5.2 inch, it doesn’t make a very big difference. In fact, I found the Turbo’s display to be somewhat dimmer than many others in its category. In fact, the Honor 6 Plus, which I had alongside this, has a much brighter display.

I’m not complaining though. The 565 ppi pixel density makes this one of the sharpest displays you can find today and 5.2 inch coupled with Motorola’s design language makes for a compact beast in a world of phablets. It was a nightmare to use the Nexus 6 after this one.

While stock Android doesn't make a big difference on performance anymore, the Droid Turbo does a better job of exhibiting what Android Lollipop was meant to be than even the Nexus 6. That brings me to the next part of this review.

Performance

There’s a reason they call this phone the beast. The Moto Turbo performs better than any phone we’ve tested to far in terms of benchmarks, and this translates to the real word as well. As hard as I tried, I couldn’t get this phone to stutter even once. The only time it did so was when the 3G speeds dropped while playing Marvel: Contest of Champions (the game is heavily dependent on data). A better judge is Real Racing, which ran as smooth as butter on this phone, just like Asphalt 8 and Injustice: Gods Among Us did.

| Create infographics

Android Lollipop runs better on this than the Nexus 6, even if only barely. Having used the two phones side by side, I saw a split second difference on the Nexus 6 sometimes. The difference is very very small, but it’s there.

The performance that the Turbo gives is better than the Galaxy Note 4 and closer to the iPhone 6 than perhaps any other Android phone has achieved.

I’m not merely talking about the benchmarks scores here. Android Lollipop takes a lot of cues from Apple’s iOS, but the fragmentation in Android results in lack of fluidity in the UI, unlike iPhones. The Turbo achieves this fluidity to a higher degree than any other smartphone.

The only complaint I have in terms of performance is that the Turbo doesn't have the loudest sound output of all smartphones. It's nowhere near as bad as Huawei phones, but not the best either. It'll work for your alarms and stuff and music will be fine through headphones.

Camera

If there’s one area where the Turbo is weak then its the camera. While Motorola has got the spec sheet covered, with a 20.7MP camera, this isn’t anywhere close to what you can get in Sony or Samsung’s devices. The Moto Turbo’s camera is the best amongst Motorola devices right now, but it can’t provide the white balance and sharpness that the Sony Xperia Z3 and Samsung Galaxy Note 4 do. The low light performance isn’t anywhere close either.

Battery

What surprised me the most about the Moto Turbo was the battery life. The kind of performance it delivers is usually done by compromising on the battery life. That’s where the trade-off in the build pays off. The Turbo’s 3900 mAh battery excels like no other. With over two hours or gaming, more than three hours of music streaming and then browsing, calls, texts, social networking etc, the Moto Turbo lasted me for a good 21 hours.

| Create infographics

If the phone can do this with a QHD display, then a 1080p would perhaps have made it run over two days. What I mentioned above isn’t regular usage, it is very heavy usage, but the Turbo took it like a boss. On regular usage, you can easily get a day and a half out of this device.

Bottomline

Coming back to the point I made at the beginning. One has to make a mighty good argument to buy a phone above 40k nowadays and the Turbo makes that argument. Well almost, the camera is still a concern. If I’m going to spend on such a phone, I want no compromise anywhere. Nevertheless, Motorola's superior support service is a huge boost to the decision as well.

That said, here’s who should buy a Moto Turbo. If you want a battery or a performance beast, then this is the best that you can get today. On the other hand, if the camera matters to you, then you would be disappointed.

Kerala Chief Minister Pinarayi Vijayan on Tuesday lashed out at BJP state chief K Surendran, for raising "baseless allegations" against the former's family in the LIFE Mission (Livelihood Inclusion and Financial Empowerment) project "kickbacks" matter.

Mr Vijayan, when asked about the BJP chief's allegations, said K Surendran has "lost his mental stability" and, without any sense of decency, has been raising allegations without any basis.

"The party (BJP) should ponder as to why it has kept a mentally flawed person as its president. Surendran has lost his mental stability. It's as if he can say anything. Shouldn't there be a sense of basic decency? Shouldn't he say what his statements are based on? Should one just issue statements on a whim?," Mr Vijayan asked.

At a press meet on Monday, Mr Surendran alleged that the investigation agencies should probe and interrogate Mr Vijayan's daughter and said his family members were allegedly involved in securing kickbacks in the Life Mission project.

"Pinarayi Vijayan is not like Mr Surendran. I'm used to opposing corruption. That habit has helped me keep my head high whenever there are allegations against me.

When someone sees that I rule without corruption, such allegations will arise. Can my daughter or son or family be labelled corrupt because of pure allegations?" Mr Vijayan asked.

Life Mission project was envisaged by the state government for construction of free houses for homeless poor in the state and at least 2.26 lakh houses had been built and handed over to homeless people in the state under the project so far.

Mr Surendran has alleged that the fire incident at the state secretariat was intended to remove the evidence against the chief minister's office in the gold smuggling case.

However, the state government had rebutted this allegation and said none of the files were destroyed as the filing was under the e-filing system since long back.

The Opposition parties have been alleging that the prime accused in the gold smuggling case was involved in securing commissions with relation to the Life Mission project.

New Delhi:

Anupam Kher's photos with Robert De Niro always come with interesting anecdotes and he happened to add one more to the list. But this time, Anupam Kher's story had an added guest - veteran Hollywood actor Harvey Keitel, who featured in critically acclaimed films such as Taxi Driver, Reservoir Dogs, Pulp Fiction, The Grand Budapest Hotel and The Irishman, also starring Robert De Niro. Talking about one of his meetings with Robert De Niro in new York, Anupam Kher wrote: "Every meeting with him feels like a landmark. He met me in the lobby of the hotel wearing a black shirt. Secretly I was happy that I was also wearing a black shirt. He said 'Let's go for a walk'. For a walk? Just the two of us? Wow! After walking a couple of blocks he got a call and I heard him saying in the phone, 'Sure we will join you. Yes! It's me and Anupam!' He continued speaking in the phone."

Little did Anupam Kher know that he was going to be spending the evening in the company of not only Robert De Niro but also his Taxi Driver co-star Harvey Keitel: "I was thrilled. Then he asked me if I mind having a beer with him and his friend? On that day I realised what it actually means to be saying 'I have no mind to mind.' Then on a road side cafe I saw a gentleman waiting for us. Also wearing a black shirt. I am introduced to this familiar face behind the glasses by Mr De Niro. And it is the legendary actor Harvey Keitel. The rest of the evening for me was in slow motion," he wrote.

Story of this pic: I had an appointment with Mr Robert De Niro and he had asked me to meet him in his Greenwich Hotel in TriBeCa. I reached there half an hour before time! Excited! The amendment is aimed at transforming the farm sector and raising farmers' income, the government has said.

With the amendments, RBI will be able undertake a scheme of amalgamation of a bank without placing it under moratorium. Earlier, if a bank was placed under moratorium, it not only limited withdrawals by depositors, but also disrupted a bank’s lending operations.

The cooperative banks will also be allowed to raise money via public issue and private placement, of equity or preference shares as well as unsecured debentures, with the central’s bank’s nod. Currently, access to capital for cooperative banks is limited.

In March, finance minister Nirmala Sitharaman tabled in the Lok Sabha the amendments to the Banking Regulation Act, 1949. However, due to the outbreak of the covid-19, the Parliament could not approve the changes. Thereafter, on June 26, an ordinance was promulgated.

'Sickening': Swara Bhaskar On Kangana Ranaut's Jaya Bachchan Tweet

Swara Bhaskar had sharply criticised Kangana Ranaut for her tweet on Jaya Bachchan.

New Delhi:

Actor Swara Bhaskar today lashed out at Kangana Ranaut after the latter's attack on industry veteran Jaya Bachchan, who spoke out against allegations of drug abuse in the film industry related to the Sushant Singh Rajput death investigation. "Sickening" and "shameful" was how actor described the comments of Ms Ranaut, who had weaved in casting couch and item number in her tweet attack.

Ms Bhaskar, who starred alongside Ms Ranaut in "Tanu Weds Manu" tweeted: "Keep the dirt of your mind limited to yourself. If you want to abuse me, then please go-ahead... I will gladly listen to your nonsense and fight this mud wrestling with you. Respect for elders is the first lesson taught in Indian culture and you are a self-proclaimed nationalist."

Ms Bachchan, one of the iconic actors in the Bollywood of the '70s, had made a statement in parliament yesterday, refuting actor and fellow MP Ravi Kishan and Kangana Ranaut's claims of drug abuse in film industry.

Referring to Kangana Ranaut's "industry is a gutter" comment, she said. "People who have made a name in this industry have called it a gutter. I completely disagree"

The whole industry, she said, cannot be given a bad name because of a few people.

"I was really embarrassed and ashamed that yesterday one our members in the Lok Sabha, who is from the industry, spoke against the film industry. Jis thaali me khaate hain usi me chched karte hain," she said, quoting the Hindi version of the proverb "Biting the hand that feeds you".

Ms Ranaut had reacted sharply, questioning which plate Ms Bachchan was referring to. A thaali (plate), she tweeted, was offered in exchange for favours that involved only a "two-minute role, romantic scene and item number".

"I taught feminism to the film industry, decorated the 'thaali'' with patriotic films. This is my own plate Jaya ji, it is not yours," she tweeted in Hindi.

Filmmaker Alankrita Srivastava had also called out Kangana Ranaut for her tweet.

"There is nothing feminist about abusing generations of women who have cleared the way so we can enjoy the opportunities we do. Being abusive towards women like Indira Jaising and Jaya Bachchan is not okay. It is shameful. #JustSaying," she tweeted.

Kangana Ranaut, who has made her way back to hometown Manali in Himachal Pradesh, was the first to make allegations on drug use in Bollywood following the death of actor Sushant Singh Rajput in June.

Several prominent actors will be "behind the bars" if the Narcotics Control Bureau investigated the film industry, said the actor who has been involved in a huge row with the Maharashtra government over her Mumbai unsafe comment.

Her subsequent comparison of the city with Pakistan-Occupied Kashmir and attack on Chief Minister Uddhav Thackeray and Sena leaders escalated the matter.

The Centre, however, said yesterday that the Narcotics Control Bureau  has found no "actionable inputs" on any nexus between people in the film industry and drug traffickers.

Uttarakhand Hospital Issues Fake Covid-Free Certificates, Probe Ordered

The probe will seek to find out for how long the racket was going on at the hospital.

Rishikesh:

A government hospital in Uttarakhand allegedly issued OPD slips to people certifying that they have no symptoms of COVID-19, without conducting an RT-PCR test, prompting the administration to launch an inquiry into the matter.

Mostly such fake certificates were issued in violation of ICMR guidelines to migrant workers who wanted to go to other districts in search of work.

The matter came to light on Wednesday at SPS Government Hospital, Rishikesh where a doctor was doing this for money, officials at the hospital said requesting anonymity.

They also produced a sample of one such OPD slip issued by the doctor bearing his signature and the stamp of the hospital as a proof.

When contacted Uttarakhand Chief Secretary Om Prakash on Wednesday said a detailed enquiry is being ordered into the matter.

The probe will seek to find out for how long the racket was going on at the hospital and how many doctors were involved in it, he said.

Chief Medical Superintendent NS Tomar said as per the guidelines of the Centre and the Indian Council of Medical Research an RT-PCR test alone can certify whether or not a person is suffering from COVID-19.

No other document has any legal validity in this matter, he said.

n a written reply to a question in Lok Sabha, Minister of State for External Affairs V Muraleedharan gave a brief account of the four-month-long standoff and said the Chinese side attempted to transgress the Line of Actual (LAC) in several areas of the western sector since mid-May.

  • Last Updated: September 16, 2020, 10:11 PM IST

India and China are expected to continue military and diplomatic talks to implement the agreement reached between their foreign ministers last week to restore peace and tranquillity in the border areas, the government said on Wednesday on the standoff in eastern Ladakh. In a written reply to a question in Lok Sabha, Minister of State for External Affairs V Muraleedharan gave a brief account of the four-month-long standoff and said the Chinese side attempted to transgress the Line of Actual (LAC) in several areas of the western sector since mid-May.

"These attempts were invariably met with an appropriate response from us," he said. Muraleedharan said senior commanders of the two sides on June 6 had agreed on a process for disengagement, and subsequently, ground commanders held a series of meetings to implement the consensus reached.

"However, the Chinese side departed from this consensus to respect the LAC and tried to unilaterally change the status quo, as a result of which a violent face-off happened in the late evening and night June 15," he said referring to the Galwan Valley clashes. "Both sides suffered casualties that could have been avoided had the agreement at the Senior Commanders level been scrupulously followed by the Chinese side," the minister said.

Tension in eastern Ladakh increased manifold following the Galwan Valley clashes in which 20 Indian Army soldiers were killed. The Chinese side too suffered casualties, but it is yet to give out the details. Muraleedharan mentioned subsequent military and diplomatic talks between the two sides. He also referred to the talks between Defence Minister Rajnath Singh and his Chinese counterpart Gen. Wei Fenghe in Moscow on September 4 on the sidelines of a meeting of Shanghai Cooperation Organisation (SCO).

He also talked about the agreement reached between two countries following talks between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi on September 10 in Moscow. "Accordingly, it is expected that the two sides will continue to have meetings of military and diplomatic officials to implement the agreements reached between the two Foreign Ministers and ensure full restoration of peace and tranquillity in the border areas," Muraleedharan said.

The agreement included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC. In an address in Lok Sabha, Singh on Tuesday said the Chinese side has mobilised a large number of troops and armaments along the LAC as well as in the depth areas.

The situation eastern Ladakh deteriorated after China unsuccessfully attempted to occupy Indian territory in the southern bank of Pangong lake on the intervening night of August 29 and 30. India occupied a number of strategic heights on the southern bank of Pangong lake and strengthened its presence in Finger 2 and Finger 3 areas in the region to thwart any Chinese actions.

India has also rushed in additional troops and weapons to the sensitive region following China's transgression attempts. Following China's fresh attempts to change the status quo in the southern bank of Pangong lake, India has further bolstered its military presence in the region.

Replying to a separate question that whether MEA was aware of recent Chinese media reports that China supports Sikkim as an independent country. Muraleedharan said: "We are not aware of any such recent reports of China. It is a well known fact that Sikkim is a state of India and is an integral and inalienable part of India." .

ORCHARD PARK, N.Y.: Bills starting linebackers Matt Milano and Tremaine Edmunds missed practice Wednesday, and their availability is uncertain for Buffalos game at the Miami Dolphins on Sunday.

Coach Sean McDermott wouldnt provide an update on the players status other than to say they were receiving treatment after getting hurt in a season-opening 27-17 win against the New York Jets.

Milano, who hurt his hamstring, was not present for the portion of practice open to the media. He’s Buffalo’s starting weak-side linebacker, and had a leaping interception of Sam Darnold’s pass in the second quarter on Sunday.

Edmunds, a middle linebacker who hurt his right shoulder, wasnt wearing pads but took part in the stretching period.

Defensive coordinator Leslie Frazier on Monday indicated one of the two could be healthy to play, without specifying which player.

The status of backup linebacker DelShawn Phillips is also uncertain after he hurt his quadriceps. Phillips watched practice from the sideline.

The injuries thinned Buffalo’s depth at linebacker in finishing the game with A.J. Klein, Tyrel Dodson and Tyler Matakevich. Buffalo also has linebacker Andre Smith available for promotion off the practice squad.

Starting receiver John Brown also missed practice due to a foot injury. McDermott, who spoke before practice began, did not list Brown among the teams injured players.

Brown had six catches for 70 yards and a touchdown against the Jets.

BJP president Domu Veerraju meeting the Governor Biswa Bhushan Hari chandran today to complain and asking for detailed enquiry on the issues.

  • Last Updated: September 16, 2020, 10:15 AM IST

Three silver lion statues affixed to the chariot of Kanaka Durga temple in Vijayawada have gone missing, sources from the temple said.

According to the information of temple staff, each statues is made up of three kilograms of silver and out of four, 3 of the statues were found missing, although no one has officially confirmed this.

After the Antarvedi chariot burning incident, the local police had held a meeting with the authorities of Kanaka Durga temple to focus on the security measures in the temple. After the meeting, temple officials along with the police examined the silver chariot at the temple premises. It was then reported that statues of lions were not found.

The chariot was used during the Telugu New Year Ugadi festival last year but the celebrations were cancelled this year due to the COVID-19 pandemic. The chariot had been kept covered and not used ever since.

"The silver chariot has been kept in Mallikarjuna Mahamandapam for the last 18 months. How many lions are there in it? Have they been given for repairs or are they in the locker? We have to examine these issues and will come to a conclusion. There is an insurance facility for silver and gold items and vehicles in the temple." Executive Officer of the Temple Suresh Babu told the media.

The temple authorities refused to open the cover of the chariot and show it to the media. However, sources said the state's BJP unit is taking the issue very seriously. BJP president Somu Veerraju will be meeting the Governor Biswabhusan Harichandan today to complain and will seek detailed enquiry on the issue.

Ukraine And Belarus Argue Over Hasidic Jewish Pilgrims Stranded At Border

Ukraine accused Belarus on Wednesday of trying to escalate a row over 2,000 Hasidic Jewish pilgrims stranded at a border crossing after Ukrainian border guards did not allow them to enter due to coronavirus restrictions.

  • Last Updated: September 16, 2020, 10:18 PM IST

KYIV: Ukraine accused Belarus on Wednesday of trying to escalate a row over 2,000 Hasidic Jewish pilgrims stranded at a border crossing after Ukrainian border guards did not allow them to enter due to coronavirus restrictions.

Relations between Kyiv and Minsk soured after Ukraine joined the European Union in not recognising the result of last month’s election that handed Belarusian President Alexander Lukashenko a sixth term in office.

The crisis unfolding in Minsk has pushed Lukashenko back closer to traditional ally Moscow, which remains at loggerheads with Ukraine over Russia’s 2014 annexation of Crimea and the conflict in Ukraine’s eastern Donbass region.

Ukrainian President Volodymyr Zelenskiy’s office accused the Belarusian authorities of “deliberately or unintentionally” spreading rumours that the border between Belarus and Ukraine remained open and encouraging the pilgrims heading to Ukraine to try that route.

Every Jewish New Year, tens of thousands of Hasidic Jews make the pilgrimage to the central Ukrainian town of Uman to visit the grave of Rabbi Nachman of Breslov, who revived the Hasidic movement and died in 1810.

This year, Jewish New Year celebrations run from Sept 18-20.

Footage released by the Ukrainian government on Wednesday showed the pilgrims, including children, walking around or standing near a line of helmeted Ukrainian border guards at the Novi Yarylovychi checkpoint. Tents were pitched along the road.

“We call on the Belarusian authorities to stop creating additional tensions on the border with our country and spreading false and encouraging statements to pilgrims, which may give them the feeling that Ukraine’s border may still be open to foreigners,” Zelenskiy’s office said in a statement.

“We are also forced to state that the personal insult of certain persons in the de facto current Belarusian government extends today, unfortunately, to the plane of interstate relations,” it added, without elaborating.

Lukashenko on Tuesday offered to create a “green corridor” for the pilgrims to travel to Uman on buses and then ferry them back to Belarus, the state news agency Belta quoted his spokeswoman Natalya Eismont as saying.

Eismont could not be reached for comment on Ukraine’s statement.

Ukraine has imposed a temporary ban on foreigners entering the country to tackle a spike in coronavirus deaths, which hit a new record on Wednesday.

It said the ban was partly in response to a plea from Israel, where many of the pilgrims come from, to limit the event, for fear it would be a coronavirus hotspot.

  • CONS
  • Lack of screen protection
  • Needed to be priced lower

Verdict

The Micromax Canvas A1 is a very good smartphone and provides surprisingly good performance, but it needed to be priced a bit lower. The magic price point for these devices would have been lower than Rs. 5,000 in order to really make an impression in the Tier I markets. It is a godsend for Tier II and Tier III markets though and provides top of the line performance at a considerably low price point.

Micromax Canvas A1 detailed review

When Google announced the first three Android One devices, we all noticed how they were all practically the same. Still, out of Karbonn, Micromax and Spice, it is Micromax that boasts better brand recognition than the others, which is why we picked it first. But there’s more to it than just the brand.

The Android One project announced by Google at the I/O this year was important for India for a few reasons. Firstly, the first three manufacturers partnering with Google were all Indian. Secondly, the project would start in India. But third and perhaps most importantly, the competition in the smartphone market today has shifted from the flagships to the budget smartphones.

We have already reviewed several elements of the Android One devices, but here’s what we thought of the Micromax Canvas A1.

Build and Design

The build quality of this smartphone is what you would expect from an inexpensive smartphone. There are no creaks or unwanted crevices in the body and the phone is relatively light. The 4.5 inch screen makes it comfortable to use as well and the bar design, though uninspiring, is satisfactory.

There’s one problem though — the lack of screen protection. I’m not a fan of screen protectors, so I usually want my phones to have some kind of Gorilla Glass on it. In a budget smartphone I wouldn’t expect Gorilla Glass 3, but I would want at least the first generation Gorilla Glass. Actually, that is too generous. Motorola has proved with the Moto E that Gorilla Glass 3 is doable in this price range, so it isn’t much to ask. Even the Xiaomi Redmi 1S offers Dragontrail glass protection at a lower price point.

In fact, the lack of Gorilla Glass 3 or any other screen protection is the first thing that makes me question the price that Micromax is asking for this smartphone. I don’t have complaints about the body or the design and I actually quite like how the matte finish feels on the plastic back. But I’m constantly fussing over my screen, trying to protect it from any kind of scratch or impact.

If this is a smartphone that is aimed at the Tier II and Tier III markets, then I doubt a case is a viable option. It would have been though, had the device been priced at Rs. 4,999 instead of Rs. 6,499.

Display and UI

There's not much to say about the display on this smartphone. The 4.5 inch IPS display has 480p resolution, which is not exactly very impressive. But then again, there is only one other phone in this range that offers a 720p display and that is the Xiaomi Redmi 1S. Point in fact, the display on this one seemed much brighter and offered better sunlight visibility than both the Moto E and the Redmi 1S. The only concern I had with the display is the lack of Gorilla Glass as mentioned above.

The Canvas A1 runs stock Android, like the other two Android One devices. The UI is smooth and shows no lags whatsoever. Being a fan of stock Android, I quite enjoyed what I got on this device. In fact, the smoothness of the software is one of the reasons why I say Micromax hasn't made a better device in the budget segment before this.

Performance

There is where Google’s involvement in the Android One project becomes very apparent. The Micromax Canvas A1 runs on stock Android, but performs like no other device that Micromax has ever sold in this range. The stock UI is smooth and snappy and app response times are minimal. Also, there was absolutely no lag or sluggishness in navigating around the UI. In fact, you will wonder why this Android stock OS can't come on every smartphone.

The device has a 1.3 GHz MediaTek quad-core SoC inside, which warrants the performance, but I can think of many of the best devices that cost more and not deliver such performance with similar processors. I even tried playing Asphalt 8 and Injustice: Gods Among Us on the device, with no hassles and minimal heating.

The performance of the Micromax Canvas A1 was very impressive and at par with the Moto E. But that’s where the problem lies again, at Rs. 4,999, this would have been mighty impressive. But at the asking price, this isn’t exactly new now is it? I keep going back to the Moto E comparison because it asks for it.

Camera

The Canvas A1 has the same camera that the Moto E does, but this is one department where this phone outperforms the Moto E. The fixed focus camera on the Moto E is the weakest point of that smartphone. The Canvas A1 has the same 5 MP camera as the Moto E, but with auto-focus. Pictures taken are satisfactory and while they aren’t as good as what you get from a Xiaomi Redmi 1S, they are definitely better than the Moto E. I really like the colour reproduction and white balance on the pictures.

The camera UI is also fast and easy to understand. The shutter button for some reason takes up a substantial area at the bottom of the screen, but other than that, the UI is easy to use. You can swipe from the right to get Panorama, Lens Blur, Video and Photo Sphere modes, while there is also a small button to access settings.

There was one confusing aspect though. The camera doesn’t allow you to take pictures unless you insert a memory card into your smartphone. It means that the primary storage for the camera is your SD card, but more importantly, it means that you absolutely have to get a SD card. This essentially adds a few bucks to the smartphone’s price, taking it closer to the Moto E and further defeating its purpose.

We have done detailed benchmarks, camera performance and battery comparison on these devices before, which you can read here.

Bottomline

There’s absolutely no way that the Micromax Canvas A1 can be called a bad smartphone. What’s good about the Android One devices is that they are inexpensive despite the marketing efforts. I’m sure everyone has seen the full page advertisements in newspapers and the TV ad on YouTube. In Tier II and Tier III markets, they should do very well. Also, these would be some of the first devices to get the Android L update, which works in its favour. While the Moto E is expected to give timely updates, with Google directly involved, Android L would come much faster on these smartphones.

So, if you want an inexpensive smartphone that will get the Android L update even before the Moto E, then this is a good choice.

We need an affordable vaccine for everybody everywhere: UN chief on 75th anniversary

In a wide ranging-interview, just ahead of the unprecedented and mostly virtual UNGA75, Mr. Guterres outlines his priorities for the year ahead, with the unpredictable threat of the coronavirus that is still spreading, together with the opportunities that he sees to radically change course for the long-term benefit of all. The UN chief reiterates the imperative of silencing the guns through a global ceasefire so the world can truly unite against the virus; building true solidarity through the “global public good” of a vaccine for all, available to all; and making sure the world keeps global warming below 1.5 degrees and achieves carbon neutrality through climate action, by 2050.
