Delhi Police chief SN Shrivastava Tuesday said the force is serving its oath and the Constitution with conviction and integrity, asserting its investigations in criminal cases are guided by facts and evidence not by reputations and personalities.

Responding to former IPS officer Julio Ribeiro's recent letter in which he had questioned the police's investigation in the Delhi riots, Mr Shrivastava said there are several entities who have their reasons to weave a "web of deception" and push a "false narrative of bias and insensitivity" on the part of the police.

"The Delhi Police is serving the oath and the Constitution with conviction, integrity and sensitivity, without fear of any self-proclaimed 'true patriots' or favour towards any class, creed or community," Mr Shrivastava said in an e-mail reply to Mr Riberio.

The Delhi Police Commissioner said the force has so far arrested 1,571 people in connection with the riots without differentiating on the basis of caste or religion, and they are almost equally distributed among both the communities.

The police investigations in criminal cases are guided by facts and evidence, not by reputations and personalities, he said.

Mr Shrivastava said Ribeiro in his letter has correctly mentioned registration of 751 FIRs into the northeast riots, adding the very fact of registering of such a large number of FIRs signals the Delhi Police's intention of a fair dealing.

"While we do not differentiate a complainant on the basis of caste or religion, it may be mentioned solely for the purpose of clearing any doubt in the minds of people questioning our probe, that more than 410 FIRs were registered on the complaints of minority community," Mr Shrivastava said.

The other community accounted for over 190 FIRs, he said, adding the remaining were registered on the basis of Daily Diary entries.

"It is best that the criminal justice system, with its inherent checks and balances may be allowed to work, lest lending one's name inadvertently imparts a false aura of credibility and authenticity to these concocted and motivated stories," he said.

Also, anybody aggrieved with the investigation can always seek judicial remedies, he said.

The Delhi Police has examined a large majority of persons who either have a role in the northeast Delhi riots or have information that will help arrive at the truth, Mr Shrivastava said, adding the police have questioned persons without regard to their religion and party affiliation.

"It has collected documentary evidence, including scientific evidence, to support its case. The specific details, understandably, cannot be shared at this stage," he said.

"Chargesheets in many cases have been filed while investigation is continuing in many others. The above details have been given to dispel any impression that one may harbour," he said.

Ribeiro, a former Mumbai Police chief, has been among a select group of eminent citizens who have been raising various issues concerning law and justice.

"As a career police officer who has held numerous responsible positions, you (Ribeiro) are aware of the false perceptions that are often created by interested groups," Mr Shrivastava added.

On Monday, Mr Shrivastava had said a charge sheet will be filed by Thursday in connection with a conspiracy case in the northeast Delhi riots as the force is approaching towards the final league of investigation.

Deputy Commissioner of Police (Special Cell) Pramod Singh Kushwaha had also said the riots were result of a "planned conspiracy" because during the investigation, the police found a common pattern the anti-CAA protesters followed: block the road traffic.

"It was the first indicator that there was a conspiracy due to which it all started," he had said.

The Police chief had also said the some people with "good social media presence" were trying to "take away the sheen from the investigation".

"As we are approaching towards the final end of investigation, Umar Khalid (former JNU student) has also been arrested. So, there is more and more sort of a cry, especially in the social media and also on the TV channels. (They) are trying to take away the sheen from the investigation.

"You know that people whom we are investigating, many (of them) have a very good social media presence," the Commissioner had said.

SAN RAMON, Calif.: Apple introduced a cheaper version of its smartwatch, its latest attempt to broaden the appeal of its trend-setting products while many consumers are forced to scrimp during the coronavirus pandemic.

The scaled-down Apple Watch follows on the heels of a budget iPhone the company released five months ago as the economy cratered and unemployment rates rose above the levels reached during the Great Recession more than a decade ago.

Apple also took the wraps off a new high-end watch model, a next-generation iPad and a couple of new subscription services during a virtual event held Tuesday. The company normally also rolls out its new iPhones at this time of year, but production problems caused by the pandemic have delayed their release until at least October.

CEO Tim Cook didnt mention iPhones during Tuesdays one-hour presentation recorded at the company’s massive, but now mostly empty, headquarters in Cupertino, California.

The Apple Watch has never come close to rivaling the iPhone’s popularity, but it does dominate the market for smartwatches. Canaccord Genuity analyst T. Michael Walkley estimates about 51 million Apple Watches will be sold this year, a 5% increase from last year. The research firm GlobalData pegs Apple’s share of the $64 billion smartwatch market at roughly 60%.

The new discount model, called the Apple Watch SE, will sell for $279 and be available beginning Friday. The price is a markdown from the $399 that Apple is asking for the next version of its higher end watch, the Series 6. Apple watches have been selling for an average of $377, based on Walkleys calculations.

Apple added more features to help the watch monitor its owners health, including a sensor that can read blood oxygen levels. The feature, specific to the Series 6, could be timely, given that COVID-19 frequently attacks the lungs.

Apple also announced a new fitness subscription service tailored for its watches for $10 per month, as well as a new option that will bundle its existing music, video, news and gaming services into a package that will cost $15 to $30 per month.

Tens of millions of people already subscribe to Apple’s various services, helping the company double its revenue during the past four years within a division that creates products for the more than 1 billion iPhones, iPads, watches and other devices that the people already use.

The services division also includes Apples app store, which is under regulatory scrutiny for charging a commission of up to 30% for products sold through other companies who have no other option but to use the store to reach the mostly affluent consumers who buy iPhone products.

GURGAON: When students return to school, they could find themselves grouped into ‘bubbles’ instead of the familiar red, blue, green and yellow houses.
These protective bubbles, each consisting of groups of around 20 kids, have been introduced at the two government schools in Karnal and Sonipat that have opened for a trial run of Covid-19 safety protocols. The experience of these schools will determine how the bubble system is rolled out across schools in the state.
So, instead of wearing T-shirts or badges of the house colour, students are wearing masks with their assigned bubble colour code and ribbons on their sleeves. They are allowed to interact only with others within that bubble, institutionalising social distancing on campus and altering the school experience completely.
The same colour code has been used on the roll numbers pasted on their desks. No two bubbles can meet or cross paths so that students in one group don’t become contacts of another. Each bubble has to enter and leave the campus together and stays confined within the group during recesses as well.
Officials in the education department said this will make isolation easy in case a student tests positive for Covid-19. Schools in the UK and other European countries had conceived the idea earlier this year after the pandemic broke out.
For the trial run, the two schools have created five distinct student groups and assigned each a colour-coded bubble. “A bubble is an efficient mechanism of creating small groups of pupils and disciplining their activities inside school. It also makes monitoring and tracing their interactions easy. This is a pilot run and we wanted to test the efficacy of this arrangement. The experience in Karnal and Sonipat has been encouraging so far,” a senior education department official.
At the Karnal school, the bubble colours that have been assigned are red, royal blue, dark blue, yellow and green. After the mandatory thermal scanning and sanitisation at the gates, the school is holding separate morning assemblies for each bubble. The classroom is in a lobby to avoid putting students in an enclosed space. The joy of discovering a friend’s tiffin is another casualty of this system – no student is allowed to exchange tiffin, water bottles or books.
Dharampal, principal of the Karnal school (Government Senior Secondary School, Nigdhu), said, “This is the best way of contact-tracing in case somebody tests positive. In such a situation, all the students in that bubble can be isolated and tested. It’s otherwise difficult to segregate students in schools and monitor them, especially at a time when there has to be strict compliance with physical distancing.”
A student at the school this correspondent spoke to said she was happy to be able to see his friends again but nervous at the same time. “I was delighted to see my friends and teachers after six months. Teachers have eased us into the new bubble system. Everything feels new,” said Kajal. Another student of Class 12, who asked not to be named, added, “There is so much happening in the school that we can feel that things aren’t normal. There are so many rules now that it becomes very tiring to remember and abide by them. I also miss my friends as they are in other bubbles.”

    France's state-owned railway company SNCF, the GMR Group and the Adani Group are among 20 entities that have shown interest in redeveloping the New Delhi railway station into a world-class multimodal hub.

    At a pre-bid meeting on Tuesday, around 20 national and international firms -- such as the SNCF, the Arabian Construction Company, the GMR, the Adani Group, the JKB Infra, Anchorage Infrastructure -- participated.

    The project, being implemented by the Rail Land Development Authority (RLDA), is estimated to cost Rs 6,500 crore and will be completed in around four years.

    "The redevelopment of New Delhi Railway Station has attracted interest from leading global firms," RLDA Vice Chairman Ved Parkash Dudeja said.

    The objective of the ambitious project is to position the New Delhi railway station as a multimodal hub through upgradation of the infrastructure and provision of state-of-the-art amenities such as an elevated concourse, a multi-level car parking and much more facilities.

    The project would be developed on a Design-Build-Finance-Operate-Transfer (DBFOT) model for a concession period of 60 years.

    "The project aims to transform New Delhi Railway Station into a world-class transit hub, in line with the Prime Minister's vision of New India. This station will be a one-stop destination for retail, commercial and hospitality. It will also boost real estate and ensure cascading development of New Delhi and surrounding regions," Mr Dudeja said.

    The concessionaire will earn revenues from several components including passenger handling fees collected via ticket sales, revenues from passenger facilities within the station such as retail areas, lounges, parking, advertisement spaces, food and beverages, income from the development and lease of the commercial components to name a few, the RLDA said in a statement.

    The phased exercise encompasses redevelopment of station and associated infrastructure, relocation of social infrastructure as well as the refurbishment of offices and quarters.

    Other aspects include developing food courts and restrooms, an elevated concourse with segregation for arriving and departing passengers, and refurbished platforms with easy access from the concourse level.

    The redevelopment plan also envisions mezzanine level exclusively for passenger facilities such as lounges, an elevated road network with multiple entry and exit points.

    Green building provisions such as optimum use of natural ventilation and lighting will also be a key highlight of the redeveloped station.

    New Delhi Railway Station is the largest and second busiest station in the country and handles approximately 4.5 lakh passengers daily (approximately 160 -170 million passengers annually).

    The station handles 400 trains per day which are expected to increase due to higher operational efficiencies resulting from the redevelopment and better yard utilization.

    The RLDA is currently working on 62 stations in a phased manner while its subsidiary, IRSDC has taken up another 61 stations for redevelopment.

    In the first phase, the RLDA has prioritised prominent stations like New Delhi, Tirupati, Dehradun, Nellore, and Puducherry for redevelopment.

    Railway stations across the country will be redeveloped on a PPP Model as a part of Smart City Projects launched by the government.

    The RLDA is a statutory body under the Ministry of Railways for development of vacant railway land for commercial use in line with the objective to generate revenue by non-tariff measures.

    Currently, the approximately 43,000 hectares of Railways land are lying vacant.

    The RLDA has over 79 sites across India for leasing and the eligible developers for each will be selected through an open and transparent bid process.

    The RLDA is currently also handling 84 railway colony redevelopment projects and has recently leased out a railway colony in Guwahati for redevelopment.

    GENEVA: India on Tuesday said it has revived grass root democracy and provided a new momentum to social and economic development in Jammu and Kashmir despite persistent attempts by a neighbouring country to infiltrate terrorists to derail this process.
    Speaking during a debate at the 45th Session of the Human Rights Council, India's permanent representative Indra Mani Pandey also expressed regret over the UN human rights chief Michelle Bachelet 's reference to the region.
    Pandey said that India remains committed to upholding all human rights. He said the human rights agenda and discourse must be pursued in a transparent and impartial manner with respect for national sovereignty and territorial integrity and non-interference in internal affairs of States.
    Referring to the abrogation of the Article 370 in 2019 that revoked the special status of Jammu and Kashmir, Pandey said that since the changes, people in Union Territory of Jammu and Kashmir have been enjoying the same fundamental rights as people in other parts of India.
    “We have been able to revive grass root democracy and provide a new momentum to social and economic development, despite the challenge posed by COVID-19 pandemic and persistent attempts by one country to infiltrate terrorists to derail this process by all possible means,” he said, in a veiled reference to Pakistan.
    "Over the past one year, the Government's efforts aimed at socio-economic development and ensuring better governance have yielded unprecedented results.
    "By extending coverage of positive and affirmative federal legislations and repealing discriminatory or outdated local laws, the Government has reaffirmed its commitment to delivering socio-economic justice to disadvantaged people in the Union Territory of Jammu & Kashmir, including women, children, minorities and refugees,” he said.
    "We regret that the High Commissioner in her oral update made a reference to the situation in Union Territory of Jammu and Kashmir,” he added.
    He noted that as the largest and most vibrant democracy, India has been, since independence, an ardent supporter of human rights.
    “We have encouraged OHCHR to continue engaging States in a constructive manner, while emphasising the need to specifically avoid politicisation of the discourse on human rights, which is not conducive to achieving our collective goal of promoting and protecting human rights,” he said.
    "We urge the Office of the High Commissioner for Human Rights to recognise the enormity of challenges that we face due to our large and very diverse population of 1.3 billion and act as our partner in a cooperative and constructive spirit in our endeavour to secure for our people all their basic human rights,” he said.
    He added that India will continue its constructive engagement with the Council and OHCHR for the promotion and protection of human rights. PTI ZH AKJ
