SUNRISE, Fla.: Assistant coach Mike Kitchen will not return to the Florida Panthers next season among a series of staffing changes announced Tuesday.

Canadas TSN reported Kitchen kicked a Panthers player on the bench during a game in January and the team held an internal investigation. A team spokeswoman did not immediately respond to an email seeking confirmation.

Kitchen oped out of coaching in the NHL’s postseason for personal reasons, saying in July: It was a difficult decision to say the least but the right decision for me and my family. The 64-year-old rejoined coach Joel Quenneville behind the bench this season for the first time since 2016-17, and the two won the Stanley Cup together twice with Chicago.

TSN reported Quenneville and former general manager Dale Tallon were notified of the incident after the game. The team did not renew Tallon’s contract and last month hired Bill Zito as its new GM.

Beyond Kitchen’s departure, longtime NHL executives Rick Dudley and Paul Fenton were named senior advisers to the GM, and recently retired player Gregory Campbell is the new vice president of player personnel and development after four years in player development with Columbus. Blake Geoffrion was named assistant to the GM, and P.J. Fenton has joined the scouting staff.

The Tatas beat Larsen and Toubro, who had submitted a bid of Rs 865 crore.

The Central Public Works Department opened the financial bids for the construction of a new parliament building today.

The project is likely to be completed in a year.

The government civic body had estimated a cost of Rs 940 crore.

The new building is said to be designed as a triangle.

The current parliament building, built during the British-era, is circular. The building would be used for other purposes after it is repaired and renovated, say officials.

Earlier this year, the government had justified its decision to build a new parliament building saying the current structure was "showing signs of distress and over-use".

Also, the Lok Sabha was likely to have more numbers after the reorganization of constituencies, and the current building had no space for an extra member in the house, the government said in response to opposition questions.

The new parliament building is part of the centre's central vista beautification project that has provoked opposition protests and has also been challenged in court.

MONTREAL: A UN-led aviation task force aims to make a recommendation by late October on the use of COVID-19 testing to reduce long quarantine requirements that have decimated air travel, two sources said, following a meeting of the group on Tuesday.

Airlines and airports have asked the task force to recommend countries accept a negative polymerase chain reaction (PCR) test from passengers within 48 hours of traveling from countries with high COVID-19 infection rates as an alternative to 14-day quarantines.

The International Civil Aviation Organization-led CART task force plans to make a non-binding recommendation for countries on the use of testing at an October 29 meeting, although such efforts could be delayed, the sources said. It’s not yet clear what recommendation would be made over testing.

Australia, which has some of the world’s strictest COVID-19 travel and quarantine restrictions, has raised concerns over the proposal from airlines, a third source said.

Governments and industry groups are looking at options such as the use of bilateral agreements that would allow travellers to move between countries with similar infection rates without quarantines, or require testing in other cases.

The European Commission, for one, recently proposed a common traffic light system for EU member states to coordinate border controls.

And a plan proposed by the World Travel and Tourism Council (WTTC), to be discussed by G20 leaders in early October, would allow travellers from “low-risk” countries to avoid quarantine altogether with a negative test result, the London Telegraph reported on Tuesday.

Airlines are forecasting a 55% decline in 2020 air traffic, according to airline trade group IATA, which reported 85% of surveyed travelers expressed concerns about quarantine.

An Australia government spokesperson said the country is working on the international aviation response to the pandemic, while “noting different states are dealing with different levels of impact of COVID-19.”

ICAO said it would be premature to comment.

जौनपुर: आजमगढ़ विश्वविद्यालय के निर्माण के लिए पूर्वांचल विश्वविद्यालय से धनराशि दिये जाने का विरोध पूर्वांचल विश्वविद्यालय के कर्मचारी करते रहे है, लेकिन अब दबाव में पूर्वांचल विश्वविद्यालय के कार्य परिषद की बैठक में 50 करोड़ रुपए की धनराशि आजमगढ़ विश्वविद्यालय को दिये जाने का निर्णय लेना पड़ा है। पहले तो कार्य परिषद की बैठक में उपस्थिति सदस्यों ने विरोध जताया, लेकिन शासनदेश के आगे पैसा दिये जाने का निर्णय लेना पड़ा।

शासनदेश का अनुपालन

इस बैठक में कहा गया कि सेल फाइनेंस कार्यरत  शिक्षक एवं कर्मचारियों के वेतन भुगतान मे शासनदेश का अनुपालन किया जायेगा। आय से 75 फीसद वेतन में खर्च किया जायेगा और 25 फीसदी प्रशासनिक मद में खर्च किया जायेगा।

कुलपति  की बैठक में निर्णय

कुलपति प्रो निर्मला एस मौर्य ने बैठक की अध्यक्षता की, जिसमें मुख्य मुद्दों पर गहनता से विचार विमर्श के पश्चात निर्णय लिया गया। जिसमें सबसे अहम मुद्दा आजमगढ़ विश्वविद्यालय को पैसा दिये जाने का है। जिस पर लम्बे विचार विमर्श के बाद शासनदेश के निर्देशों के आगे विवश हो कर पैसा देने पर मुहर लगानी पड़ी है।पाठ्यक्रमों से होने वाली आय  का 75 फीसदी वेतन मद में खर्च किया जायेगा।

मुद्दों पर गहनता से विचार विमर्श

इसके अलावा राज्य विश्वविद्यालय एवं अशासकीय अनुदानित महाविद्यालयों में संचालित स्ववित्त पोषित पाठ्यक्रमों में कार्यरत शिक्षक शिक्षणेत्तर कर्मचारियों के वेतन एवं सेवा शर्तों पर गहनता से विचार विमर्श किया गया।

बता दें कि पूर्वांचल विश्वविद्यालय के कर्मचारी हितों का हवाला देते हुए लगातार आजमगढ़ विश्वविद्यालय को पैसा दिये जाने का विरोध कर रहे थे। कई बार धरना प्रदर्शन करते हुए आन्दोलन भी किया गया था।

The Oppo F3 is an average smartphone, except in terms of selfies, where it excels. It’s not the best phone overall, with the Moto G5 Plus, Xiaomi Redmi Note 4 and some others being better overall performers.

Oppo is increasing investments in India compared to what it was doing two or three years back. The company laid out big expansion plans back in 2016, and was reportedly investing $216 million in manufacturing facilities in India. Oppo wanted to eventually produce 100 million units in the country. In addition, the company has put its foot on the gas, advertising its new selfie centric phones on all kinds of platforms. Oppo even sponsors the Indian cricket team, starting next month. 


All this is done on the back of a few phones, of which, the Oppo F3 and F3 Plus seem to be the forerunners. There are other phones in the company’s arsenal as well, but at the moment the company’s focus seems to be on selfies. Not just Oppo, other Chinese OEMs such as Gionee and Vivo are also ringing the same selfie bell at the moment, with large and wide advertising campaigns. Now, whether you want a selfie centric phone is up to you, but in our books, a phone should be more than just selfies, and while the Oppo F3 Plus did impress us, we are yet to see whether the smaller Oppo F3 can retain the same charm.

Selfies: Dual-camera, doubly good?
The Oppo F3 Plus was the best selfie centric smartphone we tested this year and the Oppo F3 tries to imitate it. There is a similar 16MP + 8MP dual camera setup at the front for solo and group selfies respectively. Like the F3 Plus, the 16MP camera here has 76.4 degree FOV and the 8MP camera has 120 degree FOV. Even the f/2.0 aperture is kept the same. That said, there are differences in the camera quality. The F3 tends to shoot slightly oversaturated colours, whereas the colour captured by the F3 Plus are nearer to being neutral. However, quality of overall images, including details, dynamic range and depth of field, remains almost at par, with the F3 Plus edging ahead in some pictures.

 

On its own, the Oppo F3 has good details, colours are pleasantly oversaturated, and noise is kept to acceptable levels. Photos are slightly soft, to remove skin blemishes and make selfies look better, but whether you like that will be a subjective opinion.

Compared to the Gionee A1, which has been the best phone for selfie aficionados available under 20K, the F3 is better. The Oppo F3 not only captures better details and colours in normal lighting conditions, but does a better job overall in low light as well. Photography enthusiasts may still find images lacking proper details and softer focus is somewhat annoying. But, at the end of the day, the Oppo F3 is now best selfie smartphone in the sub-20K range. There are some niggles, like the camera occasionally takes a little time in post processing when you are taking bokeh images or when switching between various filters, but these things are not really deal breakers.

Primary camera: Good, not great
At the back, the Oppo F3 uses a tried and tested 13MP sensor, which takes good pictures for the most part. I observed decent colour reproduction and dynamic range, but softer photos, that seem to be produced by the same algorithm as the selfies. In the case of the rear camera, it’s more of an issue though.

This also means that while images look fine on the phone or even on a laptop display, one can easily see noise at native resolution (4160 x 3120). The noise levels rise further in low light, but images are good enough to share on Facebook. Yes, there are phones with better rear cameras at the same price, but this is amongst the better ones too.

Build and Design: Smaller, yet the same
Oppo has always followed a pretty decent design language and build quality, and that doesn't change with the Oppo F3. However, compared to the F3 Plus, the build quality does feel a bit inferior. The F3 Plus was built with more finesse and polish.

That being said, in the sub-20K smartphone bracket, there are only a few phones that are better built better, with the Xiaomi Redmi Note 4, Gionee A1 and Nubia M2 Lite being perfect examples. The Oppo F3 is slimmer and lighter than the older Oppo F1s, putting it at par with most selfie phones it competes with. Now, one may complain that the phone looks like the old F1s or like any other phone in the market, and they won’t be wrong. Unfortunately, Oppo seems to be unwilling to innovate on its design. The Oppo F3 is good looking, but not new.

Display: Nice!
The Oppo F3’s display is truly nice, and that’s about as vague as you can get about it. The fact is there’s nothing really special to be written about this display, but it’s not something to be trifled with either. In practical terms it has has vibrant colours, good touch response and very good viewing angles. If you want to go into numbers, it is a 1080p in-cell IPS panel, and it’s one of the best in the business. 

That being said, it could have been better too. The colours are not as vibrant as the Gionee A1’s AMOLED display, although it has higher resolution and at 765 Lux, feels brighter. I would also like to point out that the auto-brightness is well calibrated and there is a blue light filter as well for people who read or browse at night. 

UI: iOS inspired
Nothing has changed from the last time we saw this UI. It is the same ColorOS 3.0 as the one we saw on the Oppo F3 Plus. Layered on top of Android 6.0 Marshmallow, which is the first misstep anyway. After all, why is a phone in 2017 still using a two-year-old OS? Yes, the industry at large is doing it, but that’s only a sign of OEMs taking advantage of lack of consumer awareness.

  

Other than that, ColourOS looks and tries to function like iOS. It’s easy to understand and quite colourful. For the convenience of familiarity, the icons designs and the settings layout is very similar to iOS. However, the quick toggle menu is still a drop down from the top. Oppo has also included gestures and things like app cloning so that one can easily make use of dual SIMs to use dual Whatsapp accounts for example. There is a theme manager, a RAM booster app, lock-screen magazine feature, cloud backup and a secondary app store. The UI also offers a set of simple yet good looking apps for music, videos, clock, photos, weather, file manager and even email.

Performance: Lacking the punch
Under the hood, the phone is powered by a MediaTek MT6750T SoC, which is paired with 4GB of RAM. Now, this SoC has been around for more than two years and has been used by more than a dozen smartphones, some of which are as inexpensive as Rs. 8,000. The point is, it is not a very performance oriented SoC and that shows here. While the phone can handle almost all kinds of apps, one notices occasional stutters and sluggishness. This became quite apparent when I tried gaming on the phone. Games like Asphalt 8 ran at below 30 fps, while those that weren’t capped to 30fps, were usually getting as far as 40-45fps. It’s not particularly unplayable, but the experience is sub-par to say the least. You see lags and frame drops often. 

There were also occasional app crashes and the camera app sometimes takes a little more time to take a selfie, which is supposed to be the prime feature of this phone.

On the other hand, call quality is decent and audio volume via the single speaker at the bottom is adequate. But, like every other smartphone in the same price bracket, audio quality is nothing worth writing home about. Via headphones, the phone really shines and offers good overall output.

Battery: Just enough
The 3200mAh battery on the phone can keep up with even the heaviest users and would last a normal work day easily, with at max 30 minutes of gaming. If you are not into gaming or don’t use navigation that often, the phone will definitely last you more than 12-15 hours in a day. Once you put it on charge, the phone gets fully charged under two hours and does not support any kind of fast charging, including Oppo’s own VOOC charging technology. It seems VOOC is another feature the company is reserving for its flagship devices.

Bottomline: For selfies only
To sum it all, the Oppo F3 takes the best selfies of any phone under Rs. 20,000. However, it’s not a very good overall performer. Consider it for selfies, but the Moto G5 Plus, Xiaomi Redmi Note 4 and the Coolpad Cool 1 are better overall performers.

These clone trains will be fully reserved trains and will run on notified timings. According to the national transporter, these clone special train services will be in addition to the IRCTC special trains which are already in operation. Indian Railways has also announced that the reservation for these clone trains will start on 19 September 2020. What are Clone Trains?

  • The clone trains have been proposed based on the patronization of already operating IRCTC Special trains on the Indian Railways network with limited stoppages/halts and faster transit time. As the name suggests, these clone trains are a replica of the original trains on a route, aimed at meeting high demand by passengers.
  • Clone trains will be primarily 3 AC train services and will run ahead of the already operating Special trains by Indian Railways.
  • The national transporter has announced that these clone trains will be operationalized on the railway routes having high patronage and demand.
  • The speed of clone trains will be higher than the existing special trains.
  • The Advance Reservation Period (ARP) of these Clone Trains will be 10 days.

According to Indian Railways, 19 pairs of clone special trains will be operated by utilizing Indian Railways’ Humsafar rakes. While, one pair- train number 04251/04252 Lucknow – Delhi Clone Special train service will run as Jan Shatabdi Express. The train fare of Humsafar rake will be charged as per the fare of Humsafar trains, while for the Jan Shatabdi rake, the fare will be charged from passengers as per the fare of Jan Shatabdi Express.

Student slams supermarket 'Karen' after she tried to STEAL Ooshies from elderly man who was collecting them for his grandchildren

An Australian supermarket 'Karen' has tried to steal a grandfather's Disney+ Ooshies he was collecting for his grandchildren.

A 20-year-old male witness shared the 'disgusting' story on Reddit, saying that he felt the woman wanted to 'sell' the plastic figurines online for a profit.

The male student had been harmlessly shopping at Woolworths, spending a total of $60 and earning three Ooshies in the process. 

Not wanting to keep the toys for himself, the student decided to give them to someone who might appreciate them more. 

'I see an older gentleman and ask if he would like the Ooshies. He said yes and that his grandchildren would love them as the oldest one is only seven,' the man recalled.

'Perfect, so I hand them over and that's when I hear a troll clearing her throat. I turn around to see a Karen staring at me while standing next to her son, as he just looked at his phone. I wasn't in the way or anything so I just gave her a confused look.'

The woman proceeded to ask him why her son, who was 14, couldn't get a share of the Ooshies.  

'He's a little old. I wanted to give them to someone with young ones as kids love Disney,' the young shopper responded.

She asked if instead the man would be open to 'trading' with her, but the grandfather wanted his grandchildren to be the ones to open the packet because 'that was half the fun'.

This reportedly angered the 'Karen', who told the older gentleman to 'just give me the damn things' before she lunged forward to snatch them out of his cart.

'I see this coming so I grab her around the wrist stopping her from taking them. People started watching the incident,' the Reddit thread continued. 

'A manager from the store came running over and the old man started talking. I think that startled Karen because she then let go and walked off. 

'I'm still p**sed with how it panned out because Karen was only trying to get them in pursuit of the rare ones, most likely to sell. I seriously f**king hate Ooshies if you couldn't already tell.'

Plenty of commenters said the woman 'had some nerve' for harassing an elderly man in that way and that the country's love for Ooshies was 'getting out of control'.

Australian shoppers started collecting the themed figurines from Disney, Pixar, Marvel and Star Wars with every $30 they spent in store or online from August 26.

The collection features 36 Ooshies, which follows the success of last year's wildly popular Lion King Ooshies. 

There are silver, gold, colour changing, glow in the dark, and additional glitter edition Ooshies, which can all be kept in a special limited-edition box. 

'We know many Aussie families have had a challenging year, so we're partnering with Disney to give our customers something exciting to look forward to from their everyday shop,' Woolworths Chief Marketing Officer Andrew Hicks said.

The magical moment a pair of swimmers were joined by a playful pod of dolphins on Victoria's coast has been caught on camera.

The two swimmers were relaxing in the ocean off the coast of Lorne on the Great Ocean Road, 138km south-west of Melbourne.  

Since Melbourne has been in a hard lockdown since August 2, residents in regional Victoria, including Lorne, have been allowed to go outside to exercise without the strict one-hour time limit.

They are also allowed to undergo outdoor recreation but can only gather with one person from outside their household in public. 

But that is all due to change at 11.59pm Wednesday when regional parts of the state progress to the third step in Premier Daniel Andrews' lockdown reopening roadmap.

As they were floating a dolphin leapt out of the water, startling the two swimmers.

Footage of the encounter was posted on Facebook with the caption: 'this dolphin came out to play with the swimmers this morning...'.

The dolphin continued to be cheeky and swim between them while doing flips in the water.

One of the swimmers was even seen diving under the water the interact with the playful creatures. 

The video quickly received lots of attention with more than 600 likes and comments saying the dolphin has been a regular in the area.

'Far out!!!!! What an absolute blessing,' one Facebook user wrote.

'This is amazing this dolphin has been hanging around allot wanting to make friends with all that comes near. Soooo beautiful,' another said.

'That’s amazing footage, what a special place,' another person commented.

Gathering limits will also increase to 10 people outdoors and up to five nominated visitors from another household bubble.

Restaurants will operate with a cap of 10 seated patrons indoors and 50 outdoors.

Mr Andrews announced the eased restrictions for regional Victorians on Tuesday.

'There are no new cases in regional Victoria and that means there are just 43 active cases across regional Local Government Areas.

'I am absolutely delighted to be able to announce that regional Victoria from 11.59pm tomorrow night will be able to take the Third Step,' he said.

The premier commended regional Victorians for adhering to the tough lockdown.

'I am so, so pleased and proud of every single regional Victorian who has stayed the course, follow the rules and got tested.

'There is no greater evidence to the people of Melbourne that this strategy, getting numbers low, is essential,' Mr Andrews explained. 

WHAT REGIONAL VICTORIANS WILL BE ALLOWED TO DO UNDER EASED LOCKDOWN RULES

Outdoor gathering limits will increase to 10 people. That number does not include infants under the age of 12 months.

People in regional Victoria will also be able to leave their homes without restriction. 

Limits for outdoor religious gatherings and weddings will increase to 10 people, while funeral limits will rise to 20 mourners.

Five visitors are allowed in a home from a nominated household.

Schools will return to normal operation over the first two weeks of Term 4.  

Outdoor auctions will be allowed to have a maximum of 10 people in attendance.

Children can return to community sport and adults can take part in non-contact sport.  

Regional Victorians can travel and holiday within regional parts of the state - with tourist accommodation in those areas also opening up

Ishaan Khatter and Ananya Panday are true professionals when it comes to work. The actors can flash the brightest of smiles even after pulling off a 24-hour-long shift (atleast that's what Ishaan's caption says). On Wednesday, Ishaan shared a slightly blurred picture on his Instagram profile but we can clearly see the actor and his Khaali Peeli co-star Ananya Panday's bright grins. The picture appears to be a BTS from the song Tehas Nehas from their upcoming film, which released on Tuesday. Ishaan, tagging Ananya Panday in his post, wrote in his caption: "Mere kandhon ko tehas nehas kar diya tune." He added, "On our 24 hour shift to finish the song."

Khaali Peeli, which is slated to release on October 2, will stream on OTT platform ZeePlex. The film showcases the journey of a taxi driver named Blackie (Ishaan), who is released from jail after serving time for "committing a half murder" and a dancer (Ananya Panday), who runs away after stealing some money, They meet in Blackie's taxi.

Khaali Peeli marks Ishaan Khatter and Ananya Panday's first collaborative project. The film has been directed by Maqbool Khan and it has been jointly produced by Bharat director Ali Abbas Zafar, Zee Studios and Himanshu Mehra.

Ishaan Khatter, who stepped into the film industry with Beyond The Clouds, starred in the 2018 film Dhadak, opposite Janhvi Kapoor. He was also a part of Mira Nair's A Suitable Boy. The actor has also signed Phone Bhoot, alongside Katrina Kaif and Siddhant Chaturvedi.
