Difficulty in availability of experienced, skilled locals compel global firms in Singapore to hire foreigners: Report

For entry-level positions that require fewer than five years of professional experience, 47 per cent of the 127 companies said they had to hire a foreigner because the applicant lacked the technical skills essential for the job.

International companies in Singapore say they hire foreigners for specific expertise or language skills and are making efforts to hire more Singaporeans as they respond to the government’s recent initiatives to ensure that more local people are employed, it was reported on Wednesday.

Singapore’s Ministry of Manpower announced last month that for new Employment Pass holders, the minimum qualifying salary will go up by 600 Singapore dollars to 4,500 Singapore dollars in September, with a higher criteria for the financial services industry.

Heads of business chambers and analysts agreed that the recent changes to the labour policy are unlikely to alter the course of foreign companies in Singapore because the take-home pay is already above the minimum requirement.

Most foreign companies bring in foreigners when there are not enough local workers to perform a certain role or for a leadership position, said Lee Quane, ECA International’s regional director of Asia.

“These are generally critical roles where the employee adds value to the company’s existing Singapore workforce through skills or knowledge transfer or where they are creating business for the company, and adding to Singapore’s economy by performing a role where the company is not able to source a person with the requisite skills locally”, he said.

“These types of roles typically require the employee being relocated to Singapore to possess skills and experience which means that the salaries they will earn will generally be in excess of the minimum wage requirements.”

“It is the non-availability of the specific skills, experience and expertise that makes you go for an EP (Employment Pass), and not a case of salary economics”, the Channel News Asia reported quoting K V Rao, the Southeast Asia resident director of Tata Sons, which has 20 subsidiaries in Singapore.

For instance, in Tata’s Singapore subsidiaries NatSteel and Voltas, Rao said it is hard to find local people for jobs that require them to go out to the field, such as civil engineers, construction supervisors and maintenance workers.

Rao said that practically speaking, a company’s first choice is always to hire a local. Bringing in a foreigner always costs more, he emphasised, as the organisation has to provide them with allowance for housing, education for children, insurance and other living expenses.

Foreigners in Tata are here to take on senior positions that it cannot find locals to fill, he pointed out.

“To be at the senior level, you need somebody with a track record and relevant international experience”, he said, adding many Singapore residents have risen to senior positions in Tata subsidiaries as well. “The talent transfer is ongoing, but it is not overnight”, he added.

Apart from Tata Consultancy Services, where about 40 per cent of its employees are local people, the bulk of workers in its other businesses are mostly made up of Singaporeans and permanent residents, said Rao. He added that most of the company’s EP holders were already paid above the minimum salary threshold.

The Channel had companies saying the move will not affect their plans here, as many firms are already making an effort to hire local people.

Ravi Shastri, Southeast Asia and Taiwan managing director of Thermo Fisher Scientific, said that the company has “a good diverse talent pool which is primarily made up of local talent from various backgrounds”.

“A minority of the workforce is made up of global talent due to the nature of being an MNC (multinational corporation) and Singapore being a regional hub for Thermo Fisher Scientific”, the Channel quoted Shastri as saying. “Just as we have foreigners here on rotation, we have Singaporeans in other offices overseas as part of their career development plan”, Shastri said.

The medical technology giant has been in Singapore for more than 30 years. Thermo Fisher said it has 1,600 employees here and plans to expand its workforce by another 400 “very soon”.

Both Tata and Thermo Fisher did not give the breakdown of their foreign and local workforce.

According to Dr Hsien-Hsien Lei, chief executive of the American Chamber of Commerce (AmCham) in Singapore, American companies want to promote local talent but find it a challenge to do so right now.

Lei pointed to a manpower report that will be published by the chamber this month, which found that among half of the 127 companies surveyed, Singapore residents filled up only half or fewer of their senior level positions, that is, manager and above.

When asked what prevents them from hiring a local for these roles, 89 per cent of the companies said that the candidates lack necessary specialised skills or work experience.

For entry-level positions that require fewer than five years of professional experience, 47 per cent of the 127 companies said they had to hire a foreigner because the applicant lacked the technical skills essential for the job.

“But, definitely the conversation and this change is a reminder to our companies that we need to be more mindful of hiring practices, and overall workplace diversity,” Lei said.

Companies the Channel spoke to stressed that they are making significant efforts to hire and train local people.

Tata Consultancy Services has offered fresh graduate and mid-career jobs through the Infocomm Media Development Authority’s TechSkills Accelerator initiative, Rao said, and most recently, it made available another 100 traineeships to polytechnic and university graduates through the SGUnited jobs scheme.

Thermo Fisher said it has been part of Workforce Singapore’s professional conversion programmes and SkillsFuture’s work-study programme – formerly known as the earn and learn programme – since 2017.

    OPPO F3 Review

    OPPO F3 Review

    OPPO F3 Review
    • PROS
    • Best in class selfie camera
    • Decent rear camera
    • Nice display
    • CONS
    • Sluggish performer
    • No fast charging

    Verdict

The Oppo F3 is an average smartphone, except in terms of selfies, where it excels. It’s not the best phone overall, with the Moto G5 Plus, Xiaomi Redmi Note 4 and some others being better overall performers.

    OPPO F3 detailed review

Oppo is increasing investments in India compared to what it was doing two or three years back. The company laid out big expansion plans back in 2016, and was reportedly investing $216 million in manufacturing facilities in India. Oppo wanted to eventually produce 100 million units in the country. In addition, the company has put its foot on the gas, advertising its new selfie centric phones on all kinds of platforms. Oppo even sponsors the Indian cricket team, starting next month.

All this is done on the back of a few phones, of which, the Oppo F3 and F3 Plus seem to be the forerunners. There are other phones in the company’s arsenal as well, but at the moment the company’s focus seems to be on selfies. Not just Oppo, other Chinese OEMs such as Gionee and Vivo are also ringing the same selfie bell at the moment, with large and wide advertising campaigns. Now, whether you want a selfie centric phone is up to you, but in our books, a phone should be more than just selfies, and while the Oppo F3 Plus did impress us, we are yet to see whether the smaller Oppo F3 can retain the same charm.

    Selfies: Dual-camera, doubly good?
The Oppo F3 Plus was the best selfie centric smartphone we tested this year and the Oppo F3 tries to imitate it. There is a similar 16MP + 8MP dual camera setup at the front for solo and group selfies respectively. Like the F3 Plus, the 16MP camera here has 76.4 degree FOV and the 8MP camera has 120 degree FOV. Even the f/2.0 aperture is kept the same. That said, there are differences in the camera quality. The F3 tends to shoot slightly oversaturated colours, whereas the colour captured by the F3 Plus are nearer to being neutral. However, quality of overall images, including details, dynamic range and depth of field, remains almost at par, with the F3 Plus edging ahead in some pictures.

On its own, the Oppo F3 has good details, colours are pleasantly oversaturated, and noise is kept to acceptable levels. Photos are slightly soft, to remove skin blemishes and make selfies look better, but whether you like that will be a subjective opinion.

Compared to the Gionee A1, which has been the best phone for selfie aficionados available under 20K, the F3 is better. The Oppo F3 not only captures better details and colours in normal lighting conditions, but does a better job overall in low light as well. Photography enthusiasts may still find images lacking proper details and softer focus is somewhat annoying. But, at the end of the day, the Oppo F3 is now best selfie smartphone in the sub-20K range. There are some niggles, like the camera occasionally takes a little time in post processing when you are taking bokeh images or when switching between various filters, but these things are not really deal breakers.

    Primary camera: Good, not great
At the back, the Oppo F3 uses a tried and tested 13MP sensor, which takes good pictures for the most part. I observed decent colour reproduction and dynamic range, but softer photos, that seem to be produced by the same algorithm as the selfies. In the case of the rear camera, it’s more of an issue though.

This also means that while images look fine on the phone or even on a laptop display, one can easily see noise at native resolution (4160 x 3120). The noise levels rise further in low light, but images are good enough to share on Facebook. Yes, there are phones with better rear cameras at the same price, but this is amongst the better ones too.

Build and Design: Smaller, yet the same
Oppo has always followed a pretty decent design language and build quality, and that doesn't change with the Oppo F3. However, compared to the F3 Plus, the build quality does feel a bit inferior. The F3 Plus was built with more finesse and polish.

That being said, in the sub-20K smartphone bracket, there are only a few phones that are better built better, with the Xiaomi Redmi Note 4, Gionee A1 and Nubia M2 Lite being perfect examples. The Oppo F3 is slimmer and lighter than the older Oppo F1s, putting it at par with most selfie phones it competes with. Now, one may complain that the phone looks like the old F1s or like any other phone in the market, and they won’t be wrong. Unfortunately, Oppo seems to be unwilling to innovate on its design. The Oppo F3 is good looking, but not new.

    Display: Nice!
The Oppo F3’s display is truly nice, and that’s about as vague as you can get about it. The fact is there’s nothing really special to be written about this display, but it’s not something to be trifled with either. In practical terms it has has vibrant colours, good touch response and very good viewing angles. If you want to go into numbers, it is a 1080p in-cell IPS panel, and it’s one of the best in the business.

That being said, it could have been better too. The colours are not as vibrant as the Gionee A1’s AMOLED display, although it has higher resolution and at 765 Lux, feels brighter. I would also like to point out that the auto-brightness is well calibrated and there is a blue light filter as well for people who read or browse at night.

    UI: iOS inspired
Nothing has changed from the last time we saw this UI. It is the same ColorOS 3.0 as the one we saw on the Oppo F3 Plus. Layered on top of Android 6.0 Marshmallow, which is the first misstep anyway. After all, why is a phone in 2017 still using a two-year-old OS? Yes, the industry at large is doing it, but that’s only a sign of OEMs taking advantage of lack of consumer awareness.

Other than that, ColourOS looks and tries to function like iOS. It’s easy to understand and quite colourful. For the convenience of familiarity, the icons designs and the settings layout is very similar to iOS. However, the quick toggle menu is still a drop down from the top. Oppo has also included gestures and things like app cloning so that one can easily make use of dual SIMs to use dual Whatsapp accounts for example. There is a theme manager, a RAM booster app, lock-screen magazine feature, cloud backup and a secondary app store. The UI also offers a set of simple yet good looking apps for music, videos, clock, photos, weather, file manager and even email.

    Performance: Lacking the punch
Under the hood, the phone is powered by a MediaTek MT6750T SoC, which is paired with 4GB of RAM. Now, this SoC has been around for more than two years and has been used by more than a dozen smartphones, some of which are as inexpensive as Rs. 8,000. The point is, it is not a very performance oriented SoC and that shows here. While the phone can handle almost all kinds of apps, one notices occasional stutters and sluggishness. This became quite apparent when I tried gaming on the phone. Games like Asphalt 8 ran at below 30 fps, while those that weren’t capped to 30fps, were usually getting as far as 40-45fps. It’s not particularly unplayable, but the experience is sub-par to say the least. You see lags and frame drops often.

There were also occasional app crashes and the camera app sometimes takes a little more time to take a selfie, which is supposed to be the prime feature of this phone.

On the other hand, call quality is decent and audio volume via the single speaker at the bottom is adequate. But, like every other smartphone in the same price bracket, audio quality is nothing worth writing home about. Via headphones, the phone really shines and offers good overall output.

    Battery: Just enough
The 3200mAh battery on the phone can keep up with even the heaviest users and would last a normal work day easily, with at max 30 minutes of gaming. If you are not into gaming or don’t use navigation that often, the phone will definitely last you more than 12-15 hours in a day. Once you put it on charge, the phone gets fully charged under two hours and does not support any kind of fast charging, including Oppo’s own VOOC charging technology. It seems VOOC is another feature the company is reserving for its flagship devices.

    Bottomline: For selfies only
To sum it all, the Oppo F3 takes the best selfies of any phone under Rs. 20,000. However, it’s not a very good overall performer. Consider it for selfies, but the Moto G5 Plus, Xiaomi Redmi Note 4 and the Coolpad Cool 1 are better overall performers.

Supermarket 'Karen' tries to STEAL a grandfather's Ooshies | Daily Mail Online

Student slams supermarket 'Karen' after she tried to STEAL Ooshies from elderly man who was collecting them for his grandchildren

    • A supermarket 'Karen' has gone to great lengths to secure more Ooshies
    • According to 20-year-old male shopper she tried to steal them from an old man
    • The grandfather was hoping to collect them for his seven-year-old grandchild
    • Woolworths released new line of exclusive Disney+ Ooshies on August 26
    • Shoppers can collect one of the figurines with every $30 spent in store or online

An Australian supermarket 'Karen' has tried to steal a grandfather's Disney+ Ooshies he was collecting for his grandchildren.

A 20-year-old male witness shared the 'disgusting' story on Reddit, saying that he felt the woman wanted to 'sell' the plastic figurines online for a profit.

The male student had been harmlessly shopping at Woolworths, spending a total of $60 and earning three Ooshies in the process.

Not wanting to keep the toys for himself, the student decided to give them to someone who might appreciate them more.

'I see an older gentleman and ask if he would like the Ooshies. He said yes and that his grandchildren would love them as the oldest one is only seven,' the man recalled.

'Perfect, so I hand them over and that's when I hear a troll clearing her throat. I turn around to see a Karen staring at me while standing next to her son, as he just looked at his phone. I wasn't in the way or anything so I just gave her a confused look.'

The woman proceeded to ask him why her son, who was 14, couldn't get a share of the Ooshies.

'He's a little old. I wanted to give them to someone with young ones as kids love Disney,' the young shopper responded.

She asked if instead the man would be open to 'trading' with her, but the grandfather wanted his grandchildren to be the ones to open the packet because 'that was half the fun'.

This reportedly angered the 'Karen', who told the older gentleman to 'just give me the damn things' before she lunged forward to snatch them out of his cart.

The collection includes silver, gold, colour changing, glow in the dark, and additional glitter editions, which can all be kept in a special limited-edition Ooshies box

'I see this coming so I grab her around the wrist stopping her from taking them. People started watching the incident,' the Reddit thread continued.

'A manager from the store came running over and the old man started talking. I think that startled Karen because she then let go and walked off.

'I'm still p**sed with how it panned out because Karen was only trying to get them in pursuit of the rare ones, most likely to sell. I seriously f**king hate Ooshies if you couldn't already tell.'

Plenty of commenters said the woman 'had some nerve' for harassing an elderly man in that way and that the country's love for Ooshies was 'getting out of control'.

Pod of dolphins join two unsuspecting swimmers in Melbourne as they enjoy their free time outside | Daily Mail Online

Magical moment a pod of dolphins join two unsuspecting swimmers as they enjoy a dip in regional Victoria on the first day restrictions are eased

    • Pod of dolphins were seen jumping around two unsuspecting swimmers
    • The two swimmers were relaxing in Lorne in regional Victoria on Wednesday
    • Dolphins started swimming under and around them and playfully jumping out
    • Regional Victoria will move to stage three of easing of restrictions at 11.59pm

The magical moment a pair of swimmers were joined by a playful pod of dolphins on Victoria's coast has been caught on camera.

The two swimmers were relaxing in the ocean off the coast of Lorne on the Great Ocean Road, 138km south-west of Melbourne.

Since Melbourne has been in a hard lockdown since August 2, residents in regional Victoria, including Lorne, have been allowed to go outside to exercise without the strict one-hour time limit.

They are also allowed to undergo outdoor recreation but can only gather with one person from outside their household in public.

But that is all due to change at 11.59pm Wednesday when regional parts of the state progress to the third step in Premier Daniel Andrews' lockdown reopening roadmap.

RTI Reveals VK Sasikala May Be Released From Jail In Jaunary 2021: Report

RTI Reveals VK Sasikala May Be Released From Jail In Jaunary 2021: Report

"As per prison records, convict prisoner number 9234 Sasikala's 'probable date of release' is January 27, 2021, provided in-default fine amount is paid as awarded by the honourable court," Superintendent of Central Prison at Parappana Agrahara, R Latha said in response to an RTI query.

RTI Reveals VK Sasikala May Be Released From Jail In Jaunary 2021: Report

    Bengaluru:

Late Tamil Nadu Chief Minister J Jayalalithaa's aide VK Sasikala, serving a four-year term in a corruption case in Bengaluru, may be released from jail next January provided she paid the fine amount of Rs 10 crore, Karnataka Prison department has said.

VK Sasikala, lodged at the Parappana Agrahara Prison in Bengaluru, was convicted and sentenced in February 2017 in the Rs 66 crore disporportionate assets case.

The reply was to the query by activist T Narasimha Murthy on September 11.

Ms Latha added Sasikala's "probable date of release" would be February 27, 2022 if the fine is not paid.

The officer explained the probable date of release may vary if Sasikala utilises a parole facility.

She will have to pay Rs 10 crore to walk out of prison on January 27, 2021, else spend another 13 months behind bars.

After the Supreme Court restored the trial court judgement against Sasikala and two of her close relatives in the disproportionate assets case, (VN Sudhakaran and J Elavarasi), she surrendered before the court in Karnataka on February 15, 2017 and has been lodged in Parappana Agrahara Central Jail.

Her two relatives are also undergoing four years simple imprisonment and all three of them were slapped with a fine of Rs 10 crore each.

With the death of Jayalalithaa in 2016, who was the first accused in the case, the appeal by Karnataka against her stood abated.

Last week, Sasikala's counsel had expressed hope of her early release, possibly by the end of this month, citing remission for good conduct.

As per norms, three days of remission for good conduct is available for every month in jail and so far, she has completed 43 months, making her eligible for a reduction of 129 days in prison,

"The Karnataka Prison Manual does not have any provision barring remission to those convicted for offences under the Prevention of Corruption Act.

"As per the manual, I strongly believe that she will be released by the month end," her advocate N Raja Senthoor Pandian had said.

When the remission of 129 days is applied, the release will be during the month end and not the previously expected date of January 2021, he had said.

Sasikala has already spent a total of 35 days in jail in 1997 and 2014 and availed a 17 day parole in 2017, which is deducted from the period she already served, he had said.

Difficulty in availability of experienced\, skilled locals compel global firms in Singapore to hire foreigners: Report

    Deadline day for TTFA

    Deadline day for TTFA

    William Wallace -
    William Wallace -

AS THE threat looms of either a ban or a suspension from FIFA, the United TTFA team, led by ousted TTFA president William Wallace, is not backing down from FIFA’s suggestion that they withdraw their case, against the global governing body for football by today, September 16.

The United TTFA team of Wallace, his vice-presidents Clynt Taylor, Susan Joseph-Warrick and Joseph Sam Phillip, Northern Football Association (NFA) president Anthony Harford and Super League president Keith Look Loy are challenging FIFA’s decision, on March 17, to remove Wallace and his executive from office and install a normalisation committee, led by businessman Robert Hadad, due to the TTFA’s mounting debt of $50 million.

On Monday, Justice Carol Gobin, in the Port of Spain High Court, granted an injunction to the United TTFA to stop Tuesday’s proposed Extraordinary General Meeting (EGM), which was called by the normalisation committee to deal with United TTFA’s legal battle against FIFA.

FIFA, on August 26, gave the United TTFA a deadline of September 16 to withdraw their case from the High Court and have it heard at the Court of Arbitration for Sport (CAS), or face disciplinary action (either a ban or suspension) at the FIFA Congress, which will take place virtually on Friday.

Wallace said on Tuesday, “Our position at this time, at 4.42 (pm) on the 15th remains the same. We are going forward with our matter.”

He continued, “After that expose (on the local media about the Home of Football project) which actually was the evidence that we lacked, our primary action was based on knowing that this whole thing (installing of the normalisation committee) was a cover-up. This has reinforced our position.”

There is a view that this impending decision could be detrimental to the TT football hopefuls.

Wallace stated, “There is nothing to play for until 2021 March. That is the proposed (international) date that (Concacaf nations) may start back to play football because of covid19.

“They are talking about the youths being disenfranchised and all of that,” he continued. “One of the things that we’re overlooking is that domestic football can continue to play. Schools football can continue to play. The only thing what we’ll be banned from is FIFA-organised competitions.

“Where we are at the moment, over the last four years, if anyone can bring the evidence to me to show players going overseas or scholarships from clubs as against schools, if anyone can show me the real fall-out, let them show me. (Even) with this ban, players can still ply their trade. It doesn’t interfere with the individual players per se.”

Michael Awai, business development officer of Pro League club AC Port of Spain, and ex-national striker Ron La Forest, owner/coach of recently-formed Real West Fort United, are calling for United TTFA to withdraw from their legal battle against FIFA, for the good of TT football.

    Michael Awai -

“If they don’t withdraw, and the 18th comes upon us, either the Council or the Congress bans the TTFA,” said Awai. “If we are banned, I think we’re looking at between two to five years.

“On the good side, it gives an opportunity to clear the table and get a proper structure (for us) going forward,” Awai added. “The bad side is that we would not be playing international games.”

Awai pointed out that creditors will still be seeking monies owed from the TTFA.

“The possibility exists that one creditor, or creditors, can file for liquidation of the company, of the TTFA,” he said. “If that happens, nobody will get any money. I’m hoping that good sense will prevail. What we’re trying to do is save the football for the young players coming up.”

According to La Forest, “FIFA (is like) your daddy, and the way we were brought up, you obey your mother and father as you go along. If these people continue to fight FIFA, the young footballers of this country are going to suffer badly. (The Wallace) administration has no regards for the younger ones, (they) are looking at themselves.”

With regards to opting out of the legal challenge against FIFA, the former national Under-17 coach said, “Everybody’s saying that. There is something called common sense. I always tell my players they sell common sense in the drug stores.”
