Apple introduced a cheaper version of its smartwatch, its latest attempt to broaden the appeal of its trendsetting products while many consumers are forced to scrimp during the coronavirus pandemic.

SAN RAMON, Calif.: Apple introduced a cheaper version of its smartwatch, its latest attempt to broaden the appeal of its trend-setting products while many consumers are forced to scrimp during the coronavirus pandemic.

The scaled-down Apple Watch follows on the heels of a budget iPhone the company released five months ago as the economy cratered and unemployment rates rose above the levels reached during the Great Recession more than a decade ago.

Apple also took the wraps off a new high-end watch model, a next-generation iPad and a couple of new subscription services during a virtual event held Tuesday. The company normally also rolls out its new iPhones at this time of year, but production problems caused by the pandemic have delayed their release until at least October.

CEO Tim Cook didnt mention iPhones during Tuesdays one-hour presentation recorded at the company’s massive, but now mostly empty, headquarters in Cupertino, California.

The Apple Watch has never come close to rivaling the iPhone’s popularity, but it does dominate the market for smartwatches. Canaccord Genuity analyst T. Michael Walkley estimates about 51 million Apple Watches will be sold this year, a 5% increase from last year. The research firm GlobalData pegs Apple’s share of the $64 billion smartwatch market at roughly 60%.

The new discount model, called the Apple Watch SE, will sell for $279 and be available beginning Friday. The price is a markdown from the $399 that Apple is asking for the next version of its higher end watch, the Series 6. Apple watches have been selling for an average of $377, based on Walkleys calculations.

Apple added more features to help the watch monitor its owners health, including a sensor that can read blood oxygen levels. The feature, specific to the Series 6, could be timely, given that COVID-19 frequently attacks the lungs.

Apple also announced a new fitness subscription service tailored for its watches for $10 per month, as well as a new option that will bundle its existing music, video, news and gaming services into a package that will cost $15 to $30 per month.

Tens of millions of people already subscribe to Apple’s various services, helping the company double its revenue during the past four years within a division that creates products for the more than 1 billion iPhones, iPads, watches and other devices that the people already use.

The services division also includes Apples app store, which is under regulatory scrutiny for charging a commission of up to 30% for products sold through other companies who have no other option but to use the store to reach the mostly affluent consumers who buy iPhone products.

Verdict

The Blackberry Passport has great specs, a display of fantastic quality and solid build quality but it feels like a novelty device and not one for mainstream consumption. The Passport is uncomfortable to use and not meant for anyone apart from hardcore Blackberry fans.

Blackberry Passport detailed review

It will be very difficult to find someone who’s envious of Blackberry’s current state in the market. The former mobility giant is a shadow of its former self and has seen its market share erode almost continuously since the advent of touchscreen smartphones. However, one thing you can’t blame Blackberry of being is complacent. The Canadian phone manufacturer has constantly tried to innovate and experiment with device types, form factors and operating systems that try their very best to marry the best of the productivity world with the touchscreen world.


The Blackberry Passport is emblematic of the ‘new’ Blackberry’s strategy to pivot back to focusing on productivity users and to be ‘unconventional’ and ‘disruptive’. The Passport ignores what is now considered standard for smartphones- a candy bar design, a large 16:9 screen and no physical keyboard. As a result, the Passport is unlike any smartphone in the market both in terms of looks and usability.

Let’s see if the changes make sense.

The Design and Build

In an ocean of similar looking touchscreen smartphones, the Blackberry Passport stands out. As is evident from its photos, the Passport is not shaped like a candy bar but instead is almost a perfect square and emulates a real-world Passport. Blackberry’s explanation for this unorthodox design is that most business users are happy placing their phones and passports in their front jacket/blazer/coat pocket, so the Passport is perfectly suited for that. On that count, Blackberry is correct. The Passport fits snugly in the front pocket of both my jacket and shirt. The fit is very snug and there’s no way you’ll be able to ignore the phone as it sits against your chest but at least it’s comfortable. That comfort level drops when you put the Passport in your pants pocket, especially if you’re wearing trousers or jeans that themselves are a little tight.

The Passport is not slim and measures 9.3 mm in thickness which would be manageable if it wasn’t such a broad phone to begin with (3.56 inches across). In comparison, the Sony Xperia Z3 is 7.3 mm thick and 2.83 inches wide, the massive Samsung Galaxy Note 4 is 8.5 mm thick and 3.09 inches wide while the iPhone 6 Plus is a mere 7.1 mm thick and just over 3-inches wide. As a result, the Passport immediately culls a large portion of the prospective buyers market. While older Blackberry smartphones, still meant for business users, didn’t outright turn off non-business users, the Passport appears like it was built with the express intent to do so. The Passport also tilts the scales at 196 grams which is on the higher side when compared to modern high-end smartphones.

On the other hand, as we’ve come to expect from Blackberry, the Passport’s build quality is uniformly excellent. The smartphone is very solid and the materials used in its construction are very premium. The front of the phone is encased in glass and the bottom 1/4th has the plastic keyboard (which I’ll talk about below). The sides sport solid metal bands while the back is made up of a soft touch rubberized material with a matte finish.

Overall, the Passport is a very well built device but in terms of aesthetics, it will please only a few.

The Keyboard

What is a Blackberry phone without a keyboard? In the smartphone world that almost qualifies as a theological question and the Passport reaffirms Blackberry’s belief in the physical keyboard. The Passport’s three row keyboard, not exactly a classic smartphone keyboard, is very wide and doesn’t have any keys for numbers or symbols. For those keys, the Blackberry exploits its 4.5-in touchscreen to add virtual rows. This immediately becomes a problem especially if you’re used to typing at hypersonic speeds on a Blackberry keyboard because moving between virtual keys and physical ones is not a seamless affair and hampers speed. Also, I felt that the vertical space occupied by the physical keyboard was too little to afford typing comfortably. Whenever I used the Passport’s keyboard, my fingers felt too cramped and I ended up missing a taller touchscreen keyboard. To type comfortably, the Passport forces you to hold it closer to the bottom edge than near the middle which again does not let you do things quickly if you want to use the touchscreen.

The Passport’s keyboard is unique in the sense that it recognizes gestures. You can scroll through pages by swiping up or down on the keyboard, you can close any app by swiping up from the keyboard to the touchscreen and you can also select any word that the phone’s auto-correct dictionary suggests by swiping up on the keyboard under the word. However, chances are that the only reason you will use the gestures on the keyboard is because it’s a hassle to shift your grip to make the touchscreen accessible, and not because the keyboard gestures actually improve usability.

I realise that usability is a highly subjective matter and that others may have a different experience with the way Passport has been designed and can be used. However, in my opinion, ergonomics on the Passport is a big miss and the device does not make it comfortable for me to use either the touchscreen or the physical keyboard. I shudder to think how uncomfortable the phone will be for users with smaller hands than mine.

The Screen

Moving on to sunnier climes, the Passport’s 4.5-inch IPS display is very sharp and boasts of a resolution of 1440 x 1440 pixels and pixel density of 453 ppi. The display has excellent viewing angles and accurate colour reproduction. Outdoor visibility is also very good and at full brightness you will have no problems using the phone under bright sunlight. The sharpness also means that the Passport excels (no pun intended) at reproducing spreadsheets and word documents.

Unfortunately, the Passport’s unorthodox form factor again attempts to play spoilsport here. The screen’s 1:1 aspect ratio (something we saw in Blackberry’s Q5 and Q10 as well) means that black bars take up real estate when playing videos. This is particularly frustrating in the case of HD or full HD videos, both of which are in 16:9 aspect ratio. If you like watching videos and movies on your phone, you will feel disappointed by the fact that you can’t make optimal use of the Passport’s hi-res display.

Overall, the Passport’s screen is ideal for working on office docs and spreadsheets or browsing the Web but not so much for watching videos.

The Software

The Passport runs on Blackberry 10.3 OS which brings in some changes to BB10 but nothing that can be categorized as revolutionary. BB 10.3 still uses a combination of swipes and gestures to navigate the interface and includes the very useful Blackberry Hub, which is a central repository of all ‘communication’ on your phone including messages, social media updates, chats and emails. With BB 10.3, BB OS is now able to run Android 4.3 apps. The Amazon App Store comes pre-installed and you can also install some third party app stores like SlideME or AppBrain to get access to a larger collection of Android apps. While it’s great that you can install apps from both the Blackberry World App Store and Android stores, you should keep in mind that the Passport doesn’t get access to all Android apps. Popular games like Dead Trigger 2 are unavailable on the Passport. However, not finding a popular app to download is relatively rare and even if you don’t, there are quality alternatives available.

BB OS 10.3 also comes with some UI tweaks including the ability to pull down the quick settings menu from any screen (swipe down from the top of the screen with two fingers) and the presence of a permanent homescreen, which is essentially the multitasking window. The entire interface also features a flatter design which is in line with modern UI design principles.

Then there’s Blackberry Blend, a feature that lets you work on and access documents, emails, messages, notes and calendar entries synced to your Blackberry account on your PC. Once you install Blend on your PC you can reply to emails or continue drafting one from your phone on your PC and you will also get notifications on your PC. Blend is a handy feature especially if you get a lot of emails and don’t want to constantly check your phone. The Passport also comes pre-installed with the Docs to Go app.

The Performance

Although the Passport can run Android benchmarks, the fact that it runs them in a runtime environment means that the numbers don’t really represent accurate performance. However, just for comparison sake, take a look below at how the Passport did in some standard Android benchmarks:

 

 

In terms of real world performance, the Passport gave me nothing to complain about. Performance was smooth and lag-free and apps opened quickly. Browsing was also a good experience thanks to both the phone’s speed and the sharp screen.

Gaming on the Passport is a less than ideal experience mainly because of the display’s unorthodox aspect ratio. As a result, I saw parts of a game’s HUD getting cut off, or the entire game being stretched to fit the screen. Also, there was a clear performance difference between games downloaded from the Blackberry App World store and the Android games. Finally, the metal elements on the Passport (the sides, the BB logo at the back) heat up substantially after only a few minutes of gaming which is alarming.

Call quality on the Passport is undeniably fantastic. Voices during a call sounded crisp and clear without any static or echoing. The loudspeaker lives up to its name and delivers good volume without distortion.

The Passport has one of the most powerful batteries we’ve seen in a smartphone. In our test we played a full HD video on the phone with Wi-Fi on and brightness at max and the battery just dropped by 6% in an hour. This means that the phone will easily last more than a day of normal use on a single charge, which is exceptional.

The Passport is great at playing both music and video. Audio playback over earphones and the loudspeaker was very good and the quality was at par with any top of the line smartphone. Video playback was also really good and the Passport played all our 1080p and 720p test videos including popular formats such as MP4 and MKV. Of course, the 1:1 aspect ratio means that almost any new movie or TV show or Internet video will run with big black bars running on both the top and bottom of the screen.

The Camera

The Passport entered our labs with a reputation as the best Blackberry with respect to camera quality. I’m happy to report that the Passport lived up to the reputation. Unfortunately, since Blackberry phones haven’t exactly set the world on fire in the past with their imaging prowess, the Passport doesn’t need to do all that much to jump to top of the pile.

 

 

The Passport’s 13MP camera is good at shooting photos under good light both indoors and outdoors and the photos have decent sharpness and good colour levels. However, even under good lighting, the resulting photos have more than average noise. The Passport’s camera takes a good amount of time to focus as well and when shooting photos under poor light it was just unable to hold proper focus. The photos also showed overexposure issues especially in the white areas in scenes.

Videos shot with the Passport also exhibited the overexposure issues but on the whole, the videos looked good. The ‘Continuous Focus’ mode worked well and the sound recording was also up to the mark.

So, the Passport may be the best Blackberry yet for shooting photos but if you look at the universe outside Blackberry smartphones, it doesn’t really stand out.

The Bottomline

The Blackberry Passport has great specs, a display of fantastic quality and solid build quality but it feels like a novelty device and not one for mainstream consumption. The Passport’s design and size puts it alongside the many ‘Porsche’ branded smartphones or those made by Vertu as a device that’s too caught up with its own ‘uniqueness’ to actually want to please mainstream users.

It’s clear that Blackberry wants business users to buy the Passport but gone are the days when phone manufacturers could put consumers into neat little buckets like that. Chances are even if you like to wear a suit to work, you will change into more comfortable clothing at the end of the day but the Passport is a device that’s not made to follow your example. Instead it feels like it wants to only cater to you for only half of the day and in this day and age, and for a price of Rs. 49,990, that’s simply not enough.

SACRAMENTO, Calif./WASHINGTON, D.C.: Air quality in five major cities in Oregon was the worst on record as the state continues to be blanketed by thick smoke from wildfires ravaging nearly 5 million acres in the U.S. West, environmental officials in the heavily forested state said.

The fires have generated so much smoke that along with hazardous air from California to Washington state, skies above the U.S. capital have also taken on a hazy din, thanks in part to smoke wafting thousands of miles from the West Coast.

The unprecedented wildfires – burning across a total of some 4.5 million acres (1.8 million hectares) as of Tuesday – have burned through towns in Oregon while also devouring forests in California, Washington and Idaho. The resulting blanket of ash and smoke has made the region’s air quality among the worst in the world.

Hardest hit is Oregon, where tiny bits of smoke and ash known as particulates have reached the highest levels on record in Portland, Eugene, Bend, Medford and Klamath Falls, the state’s Department of Environmental Quality said on Tuesday.

Air this week in all five cities was rated “hazardous” according to air quality standards, and in Bend, the air quality index topped 500, exceeding the air quality scale altogether, the department said.

Satellite images show that some of the smoke from the fires, traveling on the jet stream at high altitude, has wafted east as far as New York and Washington, D.C., according to the National Weather Service.

That smoke is not necessarily reducing the air quality near the ground, though.

John Simko, a spokesman for the National Oceanic and Atmospheric Administration, said that generally, such particles are carried high on the wind and may not come close enough to earth to impact air quality.

He did not address air quality in a specific region of the country. But on Tuesday, measures of fine particulate matter, known as PM2.5, in New York and Washington, D.C., were within a range considered safe by U.S. standards.

With state resources stretched to their limit, President Donald Trump approved a request from Oregon’s governor for a federal disaster declaration, bolstering U.S. government assistance for emergency response and relief efforts.

Dozens of fires have charred some 4.5 million acres (1.8 million hectares) of tinder-dry brush, grass and woodlands in Oregon, California and Washington state since August, ravaging several small towns, destroying thousands of homes and killing at least 34 people.

Eight deaths have been confirmed during the past week in Oregon, which became the latest and most concentrated hot spot in a larger summer outbreak of fires across the entire western United States. The Pacific Northwest was hardest hit.

The conflagrations, which officials and scientists have described as unprecedented in scope and ferocity, have also filled the region’s skies with smoke and soot, compounding a public health crisis already posed by the coronavirus pandemic.

Satellite images showed high-altitude plumes of smoke from the fires drifting as far east as New York City and Washington, D.C., carried aloft by the jet stream.

The fires roared to life in California in mid-August, and erupted across Oregon and Washington around Labor Day last week, many of them sparked by catastrophic lightning storms and stoked by record-breaking heat waves and bouts of howling winds.

Weather conditions improved early this week, enabling firefighters to begin to make headway in efforts to contain and tamp down the blazes.

The California Department of Forestry and Fire Protection (CalFire) said 16,600 firefighters were still battling 25 major fires on Tuesday, after achieving full containment around the perimeter of other large blazes.

Firefighters in the San Gabriel Mountains just north of Los Angeles waged an all-out campaign to save the famed Mount Wilson Observatory and an adjacent complex of broadcast transmission towers from flames that crept to within 500 feet of the site.

RECORD ACREAGE LOST

At least 25 people have perished in California wildfires over the past four weeks, while more than 4,200 homes and other buildings have gone up in smoke, CalFire reported. Nearly 3 million acres (1.2 million hectares) in California alone have burned – more than in any single year in its history – and five of the 20 largest wildfires on record in the state have occurred during that time-frame.

One wildfire fatality has been confirmed in Washington state, where some 400 structures have been lost. Roughly 1 million acres (400,000 hectares) have been blackened in Oregon, double the state’s annual average over the past decade.

At the height of the crisis there, some 500,000 residents – at least 10% of the state’s population – were under some form of evacuation alert, many forced to flee their homes as swiftly advancing flames closed in on their neighborhoods. More than 1,700 structures, most of them dwellings, have been incinerated

At last count, some 16 people reported missing remained unaccounted for in Oregon, emergency management officials said. Last week, authorities said they were bracing for possible mass casualties as search teams began combing wreckage of homes destroyed during chaotic evacuations.

In the fire-stricken southwestern Oregon town of Phoenix, uprooted families, many with young children, were sleeping in their cars, huddling at a civic center or in churches, City Council member Sarah Westover said.

“It’s much more difficult to follow the COVID restrictions given the environment,” Westover said.

Marcus Welch, a food service director and youth soccer coach in Phoenix, said he was helping a group of high school students whose homes were spared to run a donation center set up to assist evacuees from a mobile-home park reduced to ash.

“Every day, I hear a sad story. Every day, I hear a family displaced. People are crying because high school kids are giving them food, water. … It’s been a total blessing,” Welch said. “Some people, they lost everything, so we encourage them to take everything they can.”

Westover said her community was in grief, while fearing a flareup might force them to flee again. Her house in Phoenix was spared, but others nearby were leveled.

“It’s like it cherry-picked – it burned down a house, then skipped two, then burned down another. I guess that’s the way they kind of work with the embers flying around,” Westover said.

Rhonda and Chuck Johnston, of Gates, Oregon, described celebrating their 32nd wedding anniversary outside their RV playing card games and eating barbecued chicken in the parking lot of a fairgrounds after a hasty evacuation.

“This is something you never think you’re going to go through,” Rhonda Johnston said. “We grabbed a couple days’ worth of clothes, pills, and two cars full of pictures and two dogs and a cat and our daughter.”

Black Widow might not release in November. Disney will likely delay the next Marvel Cinematic Universe chapter for a second time, owing to the ongoing coronavirus pandemic. That comes in the wake of Warner Bros. pushing Wonder Woman 1984 from early October to Christmas, on the back of Christopher Nolan's Tenet not delivering as expected for the studio at the American box office. Tenet has done better globally, but since the US is the single biggest contributor for Hollywood movies, studios — including Disney — are not confident about releasing big blockbuster movies such as Black Widow in theatres during the pandemic.

Variety brings word of Disney looking to delay the Black Widow release date for a second time. In mid-March, as coronavirus swept across the world and quarantine lockdowns were put in effect, Disney delayed Black Widow. Its current November release date was announced a couple of weeks later. This isn't the first we've heard of it though. When Warner Bros. was looking to delay Wonder Woman 1984 to November, Deadline had noted that Black Widow would move from that month. But WW84 instead jumped to Christmas. Disney still wishing to delay Black Widow suggests it's more due to the condition of the US box office.

Disney declined to comment on the potential new development. If Black Widow does end up getting delayed, that would leave the Bond film No Time to Die as the only major movie in November. No Time to Die is set to release November 12 in the UK and November 20 in the US. An exact release date in India has not been set but Universal Pictures is hoping to push No Time to Die in Indian cinemas in November too. Theatres remain shut till September 30, and though the government has yet to publicly discuss their reopening, the industry has been making a considerable push on social media under the hashtag “#UnlockCinemaSaveJobs”.

Additionally, Variety notes that Disney is also exploring options for Pixar's next movie, Soul. It's currently set to open opposite No Time to Die on November 20, but that's unlikely to happen, according to Variety. It will either be delayed or be moved to Disney+, as has been the case for Artemis Fowl, Hamilton, and The One and Only Ivan earlier this year. It's unclear if Pixar's Soul might take the Mulan approach, which involves an additional fee on top of the Disney+ subscription. If that happens, Soul won't be available on Disney+ Hotstar at launch.

There's no word on when Black Widow would move to. And it's unclear what that might mean for the rest of the MCU slate, which has planned for Eternals in February 2021, Shang-Chi and the Legend of the Ten Rings in May 2021, Spider-Man 3 in December 2021, Thor: Love and Thunder in February 2022, Doctor Strange in the Multiverse of Madness in March 2022, Black Panther II in May 2022, and Captain Marvel 2 in July 2022.

Automatic Pani Puri Machine? Twitter Loves This 'Jugaad'

Twitter is all for this automatic pani puri machine.

The demand for gadgets that reduce contact between people has soared during the coronavirus pandemic. Perhaps that is why Twitter is fascinated with a pani puri vending machine that minimises contact between the seller and the customer. Pani puri, puchka, golgappa or pani batasha is a beloved street food. However, with no-contact and social distancing being the new normal, many had been avoiding this snack which is usually assembled at the spot and served, rather than delivered home.

This vending machine may just be the answer to those challenges.

IAS officer Awanish Sharan took to the microblogging platform on Tuesday to share a video of a panipuri shop in Raipur, Chhattisgarh, which has deployed the machine to dispense flavoured water automatically.  

The video, filmed at the establishment which is aptly named 'Touch Me Not Pani Puri', shows a customer using the vending machine to sample different flavours of water - garlic, khatta meetha and dhaniya pudina. The machine uses sensors to dispense the flavoured water. Mr Sharan praised it as an amazing "jugaad" or hack in his tweet.

"Automatic Panipuri in Telibandha Raipur," he wrote in Hindi. "Awesome jugaad," he added. Watch the video below:

Since being posted on Twitter a day ago, the clip has garnered 24,000 views and dozens of impressed comments.

"Very nice, will surely visit this pani puri wala," wrote one person in the comments section. "Superb idea," another remarked.

This is not the first innovation that aims to reduce contact between pani puri sellers and their customers. A pani puri vending machine had also gone viral on social media recently.

Amazon unveiled plans Tuesday for a new online luxury "shopping experience" that will seek to connect well-heeled consumers and high-end brands.

The first partner for the new online "Luxury Stores" is Oscar de la Renta, the US fashion house that will show its 2020 collections, with more brands expected in the coming weeks, according to an Amazon statement.

The move is not Amazon's first foray into luxury goods but seeks to create a new online shopping portal with top brands and upgraded technology offering 360-degree views for shoppers.

Luxury Stores will operate on an invitation-only basis for Amazon Prime members.

Within the Amazon app, the new portal will offer improved graphics and visualisation, and allow brands to sell as a "store within a store," controlling their own inventory, selection and pricing.

"We are always listening to and learning from our customers, and we are inspired by feedback from Prime members who want the ability to shop their favorite luxury brands in Amazon's store," said Christine Beauchamp, president of Amazon Fashion.

"We are excited to offer luxury brands the services and technology to build an inspiring, elevated customer experience."

The move comes with Amazon having boosted online sales in many sectors in recent months during the coronavirus pandemic, which has closed many physical stores and kept consumers cautious about going out to shop.

When we learn a language, we just don't gain the ability to read one more set of symbols or recognise one more set of meaningful sounds, we also gain access to a whole new world. A language is a passport to the world of accumulated knowledge of a community; a key to understand a different society; a lens with which to view the culture and history of a group of people.

From times immemorial, foreign language learning has played a significant role in strengthening trade, knowledge, and the military and diplomatic strength of nations. Even European colonial powers accorded a lot of importance to foreign language learning to strengthen their grip on the countries and people they colonised.

In today's world, foreign language as a communication tool is a force multiplier in the fields of trade, diplomacy, defence, etc. India must therefore give serious attention to setting up foreign language universities all over the country to boost the prospects of strengthening its interests globally.

India has the potential to become the leading supplier of global manpower. Traditionally, Indians are known for giving great importance to education and that has resulted in Indians being successful globally. In the US, for a long time, Indian Americans have been the most successful and richest of all the ethnicities. But this is a small percentage of the Indian population worldwide. India's population, with a considerably large percentage being very young, is a significant asset for the country. Apart from meeting our own demand for skilled manpower in various sectors, we can also aim to be the global hub of skilled manpower. Foreign language skills can catalyse this process to a considerably higher degree.

Indians have a natural tendency to be multilingual because of the many languages spoken throughout the country. Apart from the 22 officially-recognised languages, there are 122 other major languages, but the total number of mother tongues (languages and variants) spoken in India are more than 19,500. Most Indians are exposed to more than one language from childhood. Most Indians can converse in more than one language and picking up languages is not a very unusual task for them. Therefore, as far as learning foreign languages are concerned, Indians definitely have an advantage compared to many other nationalities. Research shows that after learning a language (other than the first language), learning more languages become a lot more easier.

Many countries in the world today are suffering from a population deficit and this has naturally resulted in a workforce deficit. Japan, for example is taking many steps to attract skilled manpower from other countries. Canada, Sweden, Germany, Norway, etc. are some other countries that are on the lookout for skilled global manpower for sectors including IT, Management, Hospitality, Agriculture. If Indians are fluent in foreign languages, they will become an even more attractive segment.

Various Indian languages have some similarities with other languages around the world. This makes it easier for certain Indian language speakers to learn certain foreign lanaguages. We can also capitalize on this aspect to produce foreign language experts in our country.

Foreign language fluency can also immensely help in tourism, hospitality in India.

There are several institutions in India that run various foreign language courses. But these are available largely in cities. The government must aggressively take up the mission of setting up foreign language universities all over the country that will prepare a formidable Indian workforce well-versed in global languages.

Apart from skill development and employability enhancement, foreign language expertise is important for strengthening pro-Indian narratives as well as countering anti-India narratives. Chinese radio stations continuously spread aggressive propaganda through powerful radio signals in strategic Indian territories. India, in recent times, has also stepped up such broadcasts in Mandarin but the effort is negligible compared to that if its most hostile neighbour. The Indian government should also encourage private players to broadcast foreign language content in order to strengthen the Indian narrative on various issues. Emphasising on foreign language learning has to be a major part of this strategy.

Apart from increasing global employment prospects and national narratives, foreign language training can boost foreign trade. It will help Indian businesses to penetrate foreign markets more easily. Learning foreign languages (or any language) has other benefits too. Research shows that multilingualism improves memory and brain-power. It also improves multi-tasking abilities and decision-making and keeps the mind sharper for longer period of time. 

We need undergraduate and Master's courses in foreign languages, as also diploma and certificate courses. The importance of foreign language universities become more prominent because of this. While short-term courses can be relevant for professionals who need foreign languages to simply communicate in another environment, the in-depth study of a language and its literature is paramount if India wants to pursue global influence seriously.

The Ministry of External Affairs (MEA) in a written reply in the Lok Sabha on Wednesday said that ties with China have not worsened in the aftermath of the border tensions caused by the Galwan Valley clashes in eastern Ladakh in June. The government was replying to a question from Trinamool MP Sougata Roy.

The relationship between both countries has steadily deteriorated since May, when China ramped up troops along the Line of Actual Control (LAC) in Ladakh, leading to the clashes in Galwan in which 20 Indian Army personnel died. India, meanwhile, has banned hundreds of mobile apps linked to China, hoping to hit its neighbour with an economic blow.

Earlier, the Ministry of Home Affairs told the Rajya Sabha that no infiltration had taken place along the Indo-China Border in six months even as the standoff between the two countries continues in Ladakh.

Speaking in the Lok Sabha on Tuesday, Defence Minister Rajnath Singh had said the government has conveyed to China that any attempt to "unilaterally" change the status quo along the LAC is not at all acceptable, while acknowledging that India is facing a "challenge" in the region.

Singh had said there should be no doubt about the country's determination to protect its sovereignty and territorial integrity, and asserted that India's armed forces are ready to deal with "all contingencies" in the high-altitude region.

Referring to the Galwan Valley clashes on June 15, Singh had said Indian soldiers "inflicted costs including casualties on the Chinese side", adding the House should have "full confidence" that the armed forces will always rise to the challenge and make the country proud.

"I will not hesitate to share with this august House that we are facing a challenge in Ladakh and I urge the House to pass a resolution in support of our armed forces who have been defending our motherland at great heights and most inclement weather conditions," he had said, adding that although the situation this year is very different, both in terms of scale of troops involved and the number of friction points, India remains committed to the peaceful resolution of the current situation.

Verdict

Throughout our performance tests and subjective use, the Dell UltraSharp UP3214Q monitor performed admirably well on all counts, and it's very well built. If you’re looking for a 4K monitor for work or pleasure, it's really one of the best ones out there, no questions about that.  If you can afford it, just close your eyes and buy it.

Screen resolution is a curious thing; the Internet abounds with arguments both for and against 4K, but our experience with superlative Dell UltraSharp UP3214Q puts us very firmly in the court that says that 4K should be as compulsory as a fundamental right (only for PC users, in this context) and those who argue otherwise, really don’t know what they’re on about.

The Dell UltraSharp UP3214Q is the first IGZO display to grace our test centre and it created a bit of a stir when it arrived. For those not in the know, IGZO stands for Indium-Gallium-Zinc-Oxide, a semi-conducting compound “used in the TFT backplane” of flat-panel displays. Without going into technical details, this semi-conductor allows for a faster transmission of electric current and this matters as it allows manufacturers to build displays with higher pixel densities (or better refresh rates).



Ignoring use case for the moment, the monitor itself performs at par with any IPS panel in its class. As measured by our Spyder 3 calibration too, the contrast ratio came in at a very decent 545:1, the brightness was also good at about 300cd/m2. In fact, the monitor scored quite well in just about all our monitor tests, managing to score well above average in everything. 

One area where the monitor does stand out is with regards to build quality. It’s a very large and somewhat heavy monitor, but it’s exceptionally well built and very stable for its 32-inch frame. The Dell UltraSharp UP3214Q's OSD is also the easiest we’ve come across and was a joy to use (the buttons are touch sensitive). All the connectivity ports are neatly stacked on its back panel and hooking or unhooking wires to any of its peripheral ports isn't too cumbersome. One thing we did note is that the top of the monitor tends to get extremely hot but the screen itself doesn’t generate too much heat, which makes for a more pleasant viewing experience.



What we’re basically saying is that this monitor is great and if you’re looking for a 4K monitor for work or pleasure, it's really one of the best ones out there, no questions about that.  If you can afford it, buy it.

However, there are some serious issues with the technology that’s built around 4K that makes using it a bit of a pain if you’re the type who plays a lot of games or generally just switches resolution a lot. Our test rig consisted of an Intel Core i7 3960x, 32GB of DDR3 RAM running at 2400MHz and a GTX760 GPU. This rig was specifically chosen with the GPU as a bottleneck to showcase the effect of 4K on a very capable mid-range GPU. From our tests we observed that many games were playable (at about 25-35fps in games like Bioshock Infinite) but we had to drop settings to medium or lower to hit that holy grail of 60fps. Obviously you need a beefy rig if you’re going to game on this display.


While someone with a more powerful GPU (or multiple GPUs) would be able to work around this, the more important problem we faced was with regards to the way 4K is handled by Windows 8.1, the software on your PC and your GPU drivers. Firstly, you need a DisplayPort 1.2 ready GPU and cable if you want to have your display running at 60Hz (otherwise it defaults to 30Hz, which is painful). Secondly, almost every time your PC goes to sleep, half the panel doesn’t wake up and you’ll either be stuck with half the panel at one resolution and the other half at another, or half the panel switched off and the other, on (an artefact of the 4K manufacturing process).

Either way, it’s mighty frustrating to use a PC like that, especially if you have to spend a couple of minutes resetting your monitor every time your PC goes to sleep. The troubles don’t end here. Considering that most apps are designed for 1080p at most, font and graphics scaling doesn’t happen properly on a lot of third-party apps including uTorrent and even Chrome (till update 36).

Obviously, all the above “issues” are software issues that will be ironed out over time, but at the moment, these issues are a little frustrating to deal with when they pop up. That said, when it comes to doing real work, the true joy of a 4K display needs to be experienced to be believed.

Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress

In December 2016, the Navy released a force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-ship goal was made U.S. policy by Section 1025 of the FY2018 National Defense Authorization Act (H.R. 2810/P.L. 115-91 of December 12, 2017).

The Trump Administration has identified the achievement of a Navy of 355 or more ships within 10 years as a high priority. The Navy states that it is working as well as it can, within a Navy budget top line that is essentially flat in real (i.e., inflation-adjusted terms), toward achieving that goal while also adequately funding other Navy priorities, such as restoring eroded ship readiness and improving fleet lethality.

Navy officials state that while the 355-ship goal is a priority, they want to avoid creating a so-called hollow force, meaning a Navy that has an adequate number of ships but is unable to properly crew, arm, operate, and maintain those ships.

The Navy states that its proposed FY2021 budget requests the procurement of eight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship that Congress procured (i.e., authorized and appropriated procurement funding for) in FY2020. Excluding this ship, the Navy’s proposed FY2021 budget requests the procurement of seven new ships rather than eight.

A figure of 7 new ships is less than the 11 that the Navy requested for FY2020 (a figure that excludes CVN-81, an aircraft carrier that Congress authorized in FY2019) or the 13 that Congress procured in FY2020 (a figure that again excludes CVN-81, but includes the above-mentioned LPD-31 as well as an LHA amphibious assault ship that Congress also procured in FY2020). The figure of 7 new ships is also less than the 10 ships that the Navy projected under its FY2020 budget submission that it would request for FY2021, and less than the average ship procurement rate that would be needed over the long run, given current ship service lives, to achieve and maintain a 355-ship fleet.

In dollar terms, the Navy is requesting a total of about $19.9 billion for its shipbuilding account for FY2021. This is about $3.9 billion (16.3%) less than the Navy requested for the account for FY2020, about $4.1 billion (17.0%) less than Congress provided for the account for FY2020, and about $3.6 billion (15.3%) less than the $23.5 billion that the Navy projected under its FY2020 budget submission that it would request for the account for FY2021.

The Navy states that its FY2021 five-year (FY2021-FY2025) shipbuilding plan includes 44 new ships, but this figure includes the above-mentioned LPD-31 and LHA amphibious ships that Congress procured in FY2020. Excluding these two ships, the Navy’s FY2021 five-year shipbuilding plan includes 42 new ships, which is 13 less than the 55 that were included in the FY2020 (FY2020-FY2024) five-year plan and 12 less than the 54 that were projected for the period FY2021-FY2025 under the Navy’s FY2020 30-year shipbuilding plan.

The Navy’s 355-ship force-level goal is the result of a Force Structure Assessment (FSA) conducted by the Navy in 2016. A new FSA, referred to as the Integrated Naval FSA (INFSA), is to be published sometime during the spring of 2020. Statements from Department of the Navy (DON) officials suggest that the INFSA could result in a once-in-a-generation change in the Navy’s fleet architecture, meaning the mix of ships that make up the Navy.

DON officials suggest that the INFSA could shift the fleet to a more distributed architecture that includes a reduced proportion of larger ships, an increased proportion of smaller ships, and a newly created category of large unmanned surface vehicles (USVs) and large unmanned underwater vehicles (UUVs).

Such a change in fleet architecture could alter the mix of ships to be procured for the Navy and the distribution of Navy shipbuilding work among the nation’s shipyards.

The creative force behind one of Australia's hottest new apps met each other by accident in an Uber.  

David Wareing, Tim Nicholas and Silje Dreyer are the entrepreneurs behind GetReminded - a free digital platform dreamed up in a Sydney rideshare that reminds users when their bills, policies, mobile phone plans and insurance premiums are up for renewal. 

According to the trio, the simple idea is saving users thousands of dollars a year, they told Daily Mail Australia.

It all started when Mr Wareing returned from overseas after spending about a decade working in motor vehicle marketing. 

'The holy grail in automotive marketing was knowing when people wanted to change their car,' Mr Wareing said.

'I thought, instead of brands just spraying messages to people all the time, isn't it better to understand customers a little more, so they know what they need and when they need it?' 

He had returned to Sydney and was working as an Uber driver when he picked up Mr Nicholas in 2017 - a digital marketing and website development specialist who had the kind of expertise needed to raise money, promote the concept and get the idea of the ground.

But the pair were still one short when it came to technical experience and design capabilities.

Until the day Ms Dreyer showed up in the back of Mr Wareing's Uber.   

'I have a Master's in interactive design from the University of Sydney and had been working in the sector for a few years,' she said.

'When I met David I was very skeptical at first, but I was really intrigued and I just thought there might really be something here.

'We talked about the idea and I just had a gut feeling... I also had nothing to lose.'

In July 2017, the business went live. 

'We started it with a website only. In the tech world they call it a minimum viable product - just to see what the take up would be,' Mr Nicholas said.

'We discovered very quickly that most people were accessing it on their mobile so we knew we have to build this as an app.

'We build version one of our app in just a few months with seed funding, now we are on version three.'

Australia has been a hotbed of start up success with billion-dollar unicorns like Atlassian, Afterpay, Nearmap, Airwallex and 10x Genomics.

GetReminded already has over 23,000 users in Australia and New Zealand, and last month the company launched in the UK and Ireland.

In the near future, GetReminded plans to expand into the US and other markets after securing more funding to scale up and raise brand awareness.     

'There are some calendar apps and reminder services out there but nobody is replicating what we're doing,' Ms Dreyer said.

'What's unique is that it gives you a lot of reminders leading up expiry dates, most apps usually give you a reminder when it's too late and you don't have time to look for a better deal.'

'We are not trying to be a bill paying app, we are not a comparison site, we are not fintech, we are not lending money to people, we are just focused on giving users good consumer help,' Mr Wareing said.

The rate at which coronavirus cases is rising in Rajkot is alarming. With 2,180 total active cases as of Monday night, Rajkot has the third highest number of coronavirus cases in the State.

The number of daily cases in the city, which is also Chief Minister Vijay Rupani's hometown, has been hovering above 90 for the past three weeks. "Such is the situation in Rajkot that private hospitals are running out of Covid beds for patients," said businessman Brijesh Shah.

As per RMC Opposition leader Vashram Sagathiya, Rajkot death figures given by the State differs from that given by the Corporation. "This figure again does not match figures we get from crematoriums. On Monday, there were 39 deaths in Rajkot. But, State said there were only three," he said.

Meanwhile, Rajkot Collector Remya Mohan tested positive on Tuesday. She is under home quarantine.

As per IMA President Jay Dhirwani, at least 110 doctors have tested positive in Rajkot city. Another 37 doctors in Rajkot Rural have tested positive so far, said CDHO Mitesh Bhanderi.

Gujarat reports 1,349 cases

The coronavirus count in Gujarat rose to 1,16,345 on Tuesday with the addition of 1,349 new cases. With 17 more fatalities in the last 24 hours, the death toll increased to 3,247, the department said. Of total 17 fatalities, five took place in Surat, four occurred in Ahmedabad, three in Jamnagar, two in Vadodara, while one person died each in Gandhinagar, Mehsana and Rajkot.

At 277, Surat reported highest number of new cases in the state in a day.

Ahmedabad (172), Rajkot (141), Vadodara (129), and Jamnagar (123) are the four districts that reported more than 100 cases in the day in the state.

Elsewhere, Mehsana reported 49 new cases, Patan 45, Gandhinagar 43, Bhavnagar 38, Junagadh 35, Amreli 30, Panchmahal 29, Morbi 28, and Banaskantha 24. Kutch and Mahisagar added 19 patients each, followed by Surendranagar at 18, Dahod 17, Bharuch 16, Gir Somnath 14, and Botad 12, while Kheda and Sabarkantha added 10 cases each.

ACovid positive newborn with tracheo-oesophageal fistula was successfully operated upon by paediatric surgeons at Ahmedabad Civil. The 20-day-old baby girl was born in a private hospital on August 27. She was shifted to Civil after the abnormality was detected. What complicated the case was that the neonate was detected Covid positive S he was operated upon by Dr Jaishree Ramji, associate professor at Dept of Paediatric Surgery . Today, the baby is Covid-free and feeding properly.


Guj HC puts off physical hearing

The physical hearing of cases at HC scheduled to start from September 16 has been postponed. The decision was taken by the HC Standing Committee. “The judges presiding over the Benches of physical functioning will revert to virtual hearing as per appropriate orders,” an official communication stated. After a gap of 6 months, the HC had decided to start physical hearing of cases from September 16. It had also issued guidelines to lawyers, clerks, litigants and staff for entry to HC.

COVID-19: Ahmedabad crosses 34,000 mark; four deaths take toll to 1,781

The Covid-19 tally in Ahmedabad district crossed 34,000-mark on Tuesday and rose to 34,072 with addition of 172 new cases, Gujarat health department said. With four more deaths, the toll rose to 1,781, it said.
