Russia's sovereign wealth fund will supply 100 million doses of its potential coronavirus vaccine to Indian drug company Dr Reddy's Laboratories, the fund said on Wednesday, as Moscow speeds up plans to distribute its shot abroad.

MOSCOW: Russia’s sovereign wealth fund will supply 100 million doses of its potential coronavirus vaccine to Indian drug company Dr Reddy’s Laboratories, the fund said on Wednesday, as Moscow speeds up plans to distribute its shot abroad.

The deal for its Sputnik-V vaccine candidate comes after the Russian Direct Investment Fund (RDIF) reached agreements with Indian manufacturers to produce 300 million doses of the shot in India, also a major consumer of Russian oil and arms.

The agreement brings the total number of doses Russia has so far announced that it will supply abroad to just over 200 million – half to Latin America and half to India. RDIF has said it has received requests totalling 1 billion doses.

Deliveries to India, which has a population of more than 1.3 billion, could begin in late 2020, RDIF said, adding this was subject to the completion of trials and Sputnik-V’s registration by regulatory authorities in India.

Phase III trials, involving at least 40,000 people, are ongoing in Russia. Initial results are expected in October or November, RDIF head Kirill Dmitriev has said.

Dr Reddy’s, one of India’s top pharmaceutical companies, will carry out Phase III clinical trials of Sputnik-V in India, RDIF said. Following the news, Dr Reddy’s shares rallied to close 4.18% higher in India on Wednesday.

The Indian trials could start as early as next month, Dmitriev told Reuters, adding trial results could be followed soon after by domestic regulatory approval of Sputnik-V for mass use in India.

India said last week it was considering granting an emergency authorisation for a coronavirus vaccine, particularly for the elderly and people in high-risk workplaces.

EMERGENCY USE

Russia was the first country to grant regulatory approval for a novel coronavirus vaccine, and did so before large-scale trials were complete, stirring concern among scientists and doctors about the safety and efficacy of the shot.

Several countries are now considering adopting “emergency use authorisation” measures that would fast-track approval of a vaccine in a similar way, however.

“We expect emergency use authorisation for Sputnik-V vaccine in major markets,” Dmitriev said.

Results of early-stage clinical trials of the Russian shot, which were published in international medical journal The Lancet earlier this month, showed promise, G V Prasad, co-chairman of Dr Reddy’s, was cited in the RDIF statement as saying.

“Sputnik-V vaccine could provide a credible option in our fight against COVID-19 in India,” he said.

There was no detail about the price of Sputnik-V, but RDIF has said previously it was not aiming to make a profit, just to cover costs.

In a press briefing late on Tuesday, Balram Bhargava, who heads India’s clinical research agency, the Indian Council of Medical Research, said high-level talks between India and Russia around the vaccine had been ongoing.

“There is a high-level committee of the government of India for vaccines that is in dialogue with the Russians,” he said, adding Russia had a good track record in vaccine development and the early-stage overseas trials of Sputnik-V had been promising.

It was not immediately clear whether those talks had been instrumental in the deal between RDIF and Dr Reddy’s.

The agreement comes as India’s coronavirus cases surged past five million on Wednesday, piling pressure on hospitals grappling with unreliable supplies of oxygen that they need to treat tens of thousands of critically ill patients.

This is Dr Reddy’s first foray into a coronavirus vaccine. It has struck a licensing deal with Gilead Sciences Inc to make and sell COVID-19 treatment remdesivir in 127 countries, including India; launched its generic version of remdesivir under the brand name Redyx; and has also tied up with Fujifilm Holdings Corp to launch Fujifilm’s anti-flu drug Avigan (favipiravir) in India as a COVID-19 treatment.

The LA County Sheriff's SWAT team are in a standoff with a carjacking suspect who could be linked to the Compton gunman who shot two deputies in the head at the weekend, according to several law enforcement sources.  

A huge search is currently underway in a residential area of Lynwood where residents have been on lockdown for more than eight hours after an armed carjacker who led cops on a high speed chase Tuesday is thought to be connected to the ambush that left the LA cops fighting for their lives in hospital.  

Two officers - 31-year-old Claudia Apolinar and her 24-year-old male colleague – were shot multiple times as they sat inside their patrol car outside the Metro Blue Line station at Willowbrook Avenue and Oak Street Saturday night. 

Shocking surveillance footage captured the moment the black male suspect strolled up to the police cruiser and gunned the officers down at close range before fleeing the scene on foot.

Both officers survived and are said to be in a stable condition in hospital while a massive manhunt is underway for the gunman, who authorities said is between the ages of 28 and 30.

Villanueva, who challenged LeBron James to match a reward to find the suspect earlier this week, told several media outlets Tuesday the two incidents were unrelated and the search was for a carjacker.

However he provided no further details about the carjacker and there was a massive police presence in the area, including the bomb squad and two sheriff's helicopters.

Multiple sources confirmed to NBC the male suspect is wanted in connection with the weekend ambush but the sheriff's department is not yet ready to provide details to the public. 

Deputy Juanita Navarro-Suarez told City News Service he could not confirm whether the suspect was connected to the attack on her colleagues.

'At this time, it's just a carjacking suspect, but it's really important that we apprehend him and ID him to see if there's any nexus with the ambush,' she said.

Police are searching for two main suspects involved in Saturday's ambush - the gunman and a suspected getaway driver who was seen driving the gunman away from the scene in a dark Mercedes.

Apolinar, a mother of a six-year-old, and her colleague each sustained multiple gunshot wounds in Saturday's attack.

Video released by cops showed the suspect approaching an LACSD vehicle parked outside the Metro Blue Line station and opening fire before he fled.

Despite taking multiple bullets – one to the face and several to her upper torso – Apolinar managed to get her partner to safety, apply a tourniquet and radio for help.

On August 23, Jacob Blake was shot seven times in the back by a white cop in front of his three young children, leaving the father-of-six paralyzed from the waist down.      

A week later on August 30, Dijon Kizzee, 29, was gunned down in the street by LA cops who allegedly shot him 20 times and then handcuffed his dead body after trying to pull him over for an alleged bicycle code violation.   

In early September, footage was released by the family of Daniel Prude, 41, showing cops in Rochester, New York, putting a spit hood over his face and pushing his face into the ground for two minutes until he passed out and died on March 23.  

The Monroe County medical examiner listed the manner of death as homicide caused by 'complications of asphyxia in the setting of physical restraint' but no charges have been brought against any of the cops.

The row over the three Central agriculture bills in Punjab got intense today with both ruling Congress and the opposition Akali Dal  trying to placate the angry farmers. While Chief Minister Amarinder Singh met Governor VP Singh Badnore, the Akalis made a beeline for BJP chief JP Nadda.

Amarinder Singh submitted a memorandum to the Governor, seeking his intervention to stop the laws, which farmers say will hurt their interests.

Mr Singh told the Governor that any move to tinker with the current procurement system amid the coronavirus pandemic and the economic crisis, may increase the unrest among the farmers. He also said it "may not be conducive for the peace and development of the region, which faces serious challenges of public order due to a live international border".

He also termed the Shiromani Akali Dal's sudden U-turn over the laws, calling it a "farce". In face of the wrath of farmers, the Akalis claimed yesterday that they had not been consulted about the ordinances and the corresponding bills.

Farmers across Punjab and Haryana have been on the warpath against the ordinances brought on June 5 -- The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020; The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020; and The Essential Commodities (Amendment) Ordinance, 2020.

On Tuesday, the Lok Sabha passed the Essential Commodities (Amendment) Bill, 2020, which seeks to deregulate food items, including cereals, pulses and onion.

The farmers have warned that any MP from the state who support these bills will not be allowed to enter the villages.

The Karnataka government on Tuesday requested the government doctors to withdraw their agitation over salary hike as it has conceded to their demand,"despite the grim economic conditions." However, the Karnataka Government Medical Officers Association (KGMOA) said they would take a call on withdrawing their agitation after consulting their district units and holding a meeting with the government once again on Friday. Until then, as per their plan, they will boycott meetings and not share COVID-19 data, KGMOA said.

Though the tests and treatment to that infected are going on, the data was not being shared, they said, adding that "we need to see what happens tomorrow." Medical Education Minister K Sudhakar, terming the talks with KGMOA office-bearers as "fruitful", said the government has decided to give in to the demand "to uplift the hardworking doctors." "The doctors have been working hard day in and out.. in the light of this, the Chief Minister has given the nod to all the proposals by the Health Department in the past six months and this too will be fulfilled," he said.

The demand will be addressed and the Finance department has been briefed in this regard, Sudhakar was quoted as saying by his office in a release. "The revision in salaries will be made based on six-year,13-year, and 20-year promotions for the doctors and details on the same will be obtained from the medical officers," he said, adding that even though this was a burden on the government, it would be addressed on a priority basis.

Along with Sudhakar, Deputy Chief Minister C N Ashwath Narayan and Health Minister B Sriramulu was part of the meeting that was attended by senior health department officials. Over 4,900 government doctors working in various health facilities run by the Health and Family Welfare Department are on strike, demanding pay parity with their counterparts in the medical Education Department or pay revision as per theCentral Government Health Scheme (CGHS) scale.

They had decided not to share COVID data online or offline, and to boycott the meetings. KGMOA President Dr Srinivas G A Tuesday said the government had stated it would fulfill their demands.

"We will discuss with office bearers of all our district units tomorrow, and on Friday will hold a meeting with ministers once again and announce our decision." He said their agitation would continue till Friday.

The Chinese army fired a barrage of "warning shots" in the air at the North Bank of Pangong lake in eastern Ladakh last week to "intimidate" the Indian troops ahead of the talks between foreign ministers of the two countries in Moscow, official sources said on Wednesday.

The incident took place on the ridgeline of Finger 4 where the Indian Army has been significantly increasing its deployment after occupying several strategic peaks on the southern bank of the lake, they said.

The sources said a sizeable number of troops from the Chinese People's Liberation Army(PLA) aggressively approached towards an Indian position but they returned sometime later as alert Indian Army personnel held on to their ground with firmness.

While going back, the Chinese troops fired 100-200 rounds of warning shots primarily to intimidate the Indian Army personnel, they added.

The incident took place ahead of a meeting between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi last Thursday on the sidelines of a Shanghai Cooperation Organisation (SCO) conclave in Moscow.

The first incident of firing of shots was reported on the evening of September 7 near an Indian position in Mukhpari area of Rezang-La ridgeline on the southern bank of Pangong lake. Both sides accused each other of firing in the air.

The Chinese troops unsuccessfully attempted to close in on the Indian position and it was the first instance of shots being fired at the Line of Actual Control (LAC) in 45 years.

At the Jaishankar-Wang talks, both sides reached a five-point consensus to resolve the over four-month-long border standoff.

The agreement included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC.

In the Lok Sabha, Defence Minister Rajnath Singh on Tuesday said the Chinese side has mobilised a large number of troops and armaments along the LAC as well as in the depth areas.

He said there are several friction areas in eastern Ladakh including Gogra, Kongka La and North and South Banks of the Pangong Lake.

"In response to China’s actions, our armed forces have also made appropriate counter deployments in these areas to ensure that India’s security interests are fully protected," he added.

Meanwhile, both sides are yet to firm up a date for the sixth round of Corps commander-level talks.

Tension in eastern Ladakh increased manifold following the Galwan Valley clashes on June 15 in which 20 Indian Army soldiers were killed. The Chinese side too suffered casualties, but it is yet to give out the details.

The situation deteriorated again after China unsuccessfully attempted to occupy Indian territory in the southern bank of Pangong lake on the intervening night of August 29 and 30.

India occupied a number of strategic heights on the southern bank of Pangong lake and strengthened its presence in Finger 2 and Finger 3 areas in the region to thwart any Chinese actions.

China has been occupying the areas between Finger 4 and Finger 8. The mountain spurs in the area is called Fingers. China has strongly objected to India's move. However, India has maintained that the heights are on its side of the LAC.

India has also rushed in additional troops and weapons to the sensitive region following China's transgression attempts. Following China's fresh attempts to change the status quo in the southern bank of Pangong lake, India has further bolstered its military presence in the region.

Verdict

The RTX 2060 gets the performance part right but is nowhere close to being affordable, not at all for the Indian market. Even NVIDIA knows that which is why we’re going to see the GTX 1660 Ti in roughly a month’s time without any of the fancy RT cores. Another distinction with this new generation is that the RTX 2060 is very much closer to the RTX 2070 in spec. Moreover, it has the best price-to-performance ratio at the moment. This makes the RTX 2060 an excellent gateway card for those interested in experiencing hardware accelerated ray-tracing. For gamers who want an affordable and powerful card can wait a month for the GTX 1660 Ti launch.

NVIDIA GeForce RTX 2060 detailed review

The latest member of the new NVIDIA RTX family is the mid-tier RTX 2060. Having managed to incorporate a whole new paradigm with the hardware-accelerated Ray Tracing feature, the new Turing architecture based NVIDIA cards were marketed with a lot of emphasis on the ray tracing and DLSS features. While the graphics cards themselves were quite well received, the new features were most certainly not since no video games shipped with them at launch. Even now, it’s just Battlefield V that has ray tracing enabled while the others are yet to push the new feature out. Needless to say, ray tracing is seen purely as a luxury when it comes to your video gaming experience and that means most of the gamers are going to take the risk-averse approach and buy something in the 60-class or 50-class of graphics cards. It’s not just our opinion, even NVIDIA thinks so as is evidenced by the upcoming GTX 1660 Ti graphics card which will ship without the fancy RTX feature. Hopefully, with the second generation of RTX cards, the feature set will be better optimised and we’ll have more games that have RTX.


NVIDIA RTX 2060 Founders Edition specifications

The NVIDIA GeForce RTX 2060 is based on the same TU106 GPU that powers the RTX 2070. Up until now, with all previous generation of NVIDIA graphics cards, the 60-class of graphics cards always had a different GPU. This time around, it seams that we’re getting a cut down variant of the RTX 2060’s bigger brother. Since this is an RTX card, we get 30 RT cores which is only six cores lesser than the RTX 2070.

Another thing to note is the pricing, we are looking at a 60-class graphics card which is $150 dollars more expensive than its predecessor. That’s a huge jump especially given that the 60-class graphics cards are the sweet spot in NVIDIA’s lineup. This is why 15.39% of Steam users have the GTX 1060, a good 6% lead over the second most popular card. Suffice to say, the RTX 2060 is not going to end up as the favourite among gamers.

Given that the GPU is the same on the RTX 2060, it would be exciting to see if any of the new cards can be cross-flashed to unlock the disabled cores. This would only be possible if the disabled ones aren’t fused off. One can always hope.

Performance

Our test rig has been upgraded to keep up with the times and the new Windows releases. This means all our legacy scores are not comparable, specially given the fact that CPU performance has gone up by a significant margin. Here’s what we’re running at the moment.

We ran the usual set of synthetics on the RTX 2060 which includes a host of benchmarks from 3DMark, Unigine, Compubench and a few others. Here's how the RTX 2060 fared.

The part that stands out about this graph is the relative performance within the family and how it has scaled since Maxwell. Our old benchmarks peg the FireStrike scores of the GTX 960 to that of the GTX 980 at a ratio of 1.95. Which meant that the 80-class card would be roughly 2x better than the 60-class card in performance. Now if we are to see how the RTX 2060 compares with the RTX 2080, then the same metric produces a factor of 1.26. Essentially, the RTX 2060 is a lot closer to the RTX 2080 than how the previous generation of graphics cards used to be. This should tell you why the RTX 2060 is priced so much. It's not just about the new Turing cards being expensive to begin with but the relative performance also plays into the high pricing. However, gamers don't spend days and nights comparing 3DMark scores, so let's see how this fares in gaming.

We see a very linear scaling of performance across the RTX family of graphics cards. Please note that the benchmarks for the 10-series cards are from our older test rig which had a different HEDT CPU. The performance difference isn't much but we don't use the same in our scoring mechanism for the sake of consistency. For 1080p gaming, the RTX 2060 just about equals the GTX 1070 Ti in practically all DirectX 11 and DirectX 12 video games. The same trend can be seen even when the resolution is scaled higher. With the 10-series cards, we see quite a bit of frame rate drops at higher resolutions. Don't bother looking at the Far Cry 5 numbers since it's one of the least scaling video games we've come across. It's the only game where the GTX 1080 Ti still scores more than the RTX 2080 Ti. You can also see how the RTX 2060 frame rates are closer to the RTX 2070's frame rates. With the 10-series cards, this delta is much higher. What we're looking at is simply not a 60-class card.

Pricing

The NVIDIA RTX 2060 Founders Edition is priced at Rs.31,000 and is bundled with a free game. You can pick either Anthem or Battlefield V if you get the RTX 2060 FE. All partner cards don’t get the free games from NVIDIA though they are absolutely free to offer bundles themselves. There have been multiple threads wherein confused buyers end up not receiving the bundled game because the retailer isn’t participating in the bundle program. Pricing for the card on NVIDIA’s own store is lower than what their board partners are offering at the moment. So NVIDIA has a clear advantage and there’s practically no reason to get a partner card unless they have a value proposition that’s better than what NVIDIA is offering.

To better understand this, we’ve plotted a graph to showcase value for money based on 3DMark Ultra scores for each of these cards vs their current India pricing. With or without the video game bundle, the RTX 2060 currently offers really good value for your money. The AMD RX 590 comes second after which it’s the previous gen GTX 1070 Ti and GTX 1070 that seem better purchases. We’ve added an overlay of the curve indicating the relative benchmark scores in red to show performance with respect to each other. The performance of the RTX 2060 being very close to the GTX 1070 makes it really good but the GTX 1070 has the advantage of having 8 GB VRAM against the 6 GB that the RTX 2060 has. If we offset the cost of the additional memory then the GTX 1070 Ti appears as the better option. However, the two cards use different memory technologies. The RTX 2060 has the faster GDDR6 memory with a cumulative bandwidth of 336 GB/s while the GTX 1070 Ti tops out at 256 GB/s which means the RTX 2060 has more overhead and thus, lesser chances of bottlenecking. Please don’t get us started on SLI. TL;DR - The RTX 2060 gives you the best bang for your buck.

Verdict

NVIDIA’s RTX 2060 is a welcome addition to the RTX family of graphics cards. It’s got quite the performance upgrade over the previous generation GTX 1060 and comes with a price tag to match. One could argue that the premium is for the RT cores and they’d be right but the 60-class of graphics cards have always been about catering to the intersection of affordability and performance. The RTX 2060 gets the performance part right but is nowhere close to being affordable, not at all for the Indian market. Even NVIDIA knows that which is why we’re going to see the GTX 1660 Ti in roughly a month’s time without any of the fancy RT cores. Another distinction with this new generation is that the RTX 2060 is very much closer to the RTX 2070 in spec. They also share the same GPU although the RTX 2060 has six SMs disabled.

This is why we see the performance that is much higher than what we’re used to seeing. It feels somewhat like the second coming of Maxwell, but the price tag is what keeps it at bay. Performance wise, we have a card that equals (and sometimes betters) the GTX 1070 Ti in 1080p as well as 1440p gaming benchmarks. It’s even faster than the Radeon Vega 56. However, we don’t see it selling well compared to previous 60-class graphics cards. It will most certainly match sales of 70-class graphics cards. All of this makes the RTX 2060 an excellent gateway card for those interested in experiencing hardware accelerated ray-tracing. For gamers who want an affordable and powerful card can wait a month for the GTX 1660 Ti launch
