It’s certainly not a new phenomenon: Chinese companies copy models produced by other manufacturers around the world, slap a new name on them and sell them domestically. The method applies to watches, golf clubs, handbags…. and vehicles.

The practice has become somewhat less common in recent years, as the Chinese automotive industry has made efforts to create its own identity, but it still happens. Meet the Foton Big General, which will be presented officially at the Beijing auto show, and is a pretty flagrant copy of the Ford F-150 Raptor.

The images first published on the Ford Authority website show that the Big General (named the Da Jiang jun in China) features a front fascia with angular headlights mounted vertically, and a massive square grille, on which is mounted an oversized Foton logo. The resemblance with the F-150 Raptor is unmistakable. We’ve yet to see an image of the back end released, but we expect it’s the same story there.

Otherwise, the alloy wheels look strangely like those on the Lincoln Navigator. We presume the thinking was, why not kill two birds with one stone and ape not just Ford design elements but Lincoln’s as well. Ford Authority points out, however, that the Big General is not actually as big as the F-150. In fact its dimensions hew more closely to those of the Ford Ranger.

These Chinese-made copies are certainly good for a laugh or two, but the joke is frankly wearing a little thin. Yes, all automakers commonly take inspiration from what competitors do, but there’s a big leap from that to the outright plagiarism practiced here.

Most surprising about this case is that the Big General is made by a brand belonging to the BAIC group, one of the largest automotive groups in China, and a freq    uent collaborator of Hyundai and Daimler, parent company of Mercedes-Benz.

We would wager that these partners are a little disconcerted by the existence of the new Big General.

EU Chief Executive Calls For Unity To Get Europe Back On Its Feet

The EU's chief executive on Wednesday painted a sober picture of Europe grappling with a pandemic and its deepest recession in its history, but laid out ambitious goals to make the 27nation bloc more resilient and united to confront future crises.

  • Last Updated: September 16, 2020, 2:24 PM IST

BRUSSELS: The EU’s chief executive on Wednesday painted a sober picture of Europe grappling with a pandemic and its deepest recession in its history, but laid out ambitious goals to make the 27-nation bloc more resilient and united to confront future crises.

In her annual State of the Union address, European Commission President Ursula von der Leyen doubled down on the flagship goals she set out on taking office last December: urgent action to tackle climate change and a digital revolution.

She unveiled a plan to cut the European Union’s greenhouse gas emissions by at least 55% from 1990 levels by 2030, up from an existing target of 40%, and pledged to use green bonds to finance its climate goals.

“There is no more urgent need for acceleration than when it comes to the future of our fragile planet,” the former German cabinet minister told the European Parliament.

“While much of the world’s activity froze during lockdowns and shutdowns, the planet continued to get dangerously hotter.”

Von der Leyen also called for greater investment in technology for Europe to compete more keenly with China and the United States, and said the EU would invest 20% of a 750 billion euro economic recovery fund in digital projects.

Officials said that, far from backing off the plans she laid out at the beginning of her term because of the coronavirus crisis, von der Leyen believes they will be key to Europe’s long-term economic and political survival.

The EU has been buffeted for years by crises, from the financial meltdown of 2008 to feuds over migration and the protracted saga of Britain’s exit from the bloc.

Solidarity among the 27 member states frayed badly at the onset of the COVID-19 pandemic, when countries refused to share protective medical kit with those worst-affected and closed borders without consultation to prevent the spread of the virus.

The bloc’s leaders also jousted for months over a joint plan to rescue their coronavirus-throttled economies.

But in July they agreed on a stimulus plan that paved the way for the European Commission to raise billions of euros on capital markets on behalf of them all, an unprecedented act of solidarity in almost seven decades of European integration.

Von der Leyen told the EU assembly that “this is the moment for Europe” to trust each other and stand together.

“The moment for Europe to lead the way from this fragility towards a new vitality,” she said. “I say this because in the last months we have rediscovered the value of what we hold in common … We turned fear and division between Member States into confidence in our Union.”

CHANCES FOR A BREXIT DEAL FADING

Turning to the troubled talks with London on the future relationship between the world’s fifth-largest economy and biggest trading bloc, von der Leyen said every passing day reduces chances for sealing a new trade deal.

She stressed that both the EU and Britain negotiated and ratified their Brexit divorce deal and warned the UK, which has proposed a bill that would breach elements of the pact, that it “cannot be unilaterally changed, disregarded or dis-applied”.

“This is a matter of law, trust and good faith… Trust is the foundation of any strong partnership,” she said.

She said EU states must be quicker in their foreign policy to support pro-democracy protests in Belarus or to stand up to Russia and Turkey.

“Why are even simple statements on EU values delayed, watered down or held hostage for other motives?” she asked.

“When member states say Europe is too slow, I say to them be courageous and finally move to qualified majority voting,” she said, referring to blockages over finding unanimity among the EU’s 27 states.

Chris Woakes Says England Players May Face Pay Cuts as Cricket Feels Pinch

Chris Woakes Says England Players May Face Pay Cuts as Cricket Feels Pinch

Although the programme of 18 men's international matches scheduled for this season is set to be completed on Wednesday, the ECB has incurred heavy losses, with all games played behind closed doors.

Chris Woakes Says England Players May Face Pay Cuts as Cricket Feels Pinch

World Cup winner Chris Woakes admits players may be next to feel the pinch as England cricket chiefs on Tuesday announced 62 job cuts due to the impact of the coronavirus pandemic. England and Wales Cricket Board (ECB) chief executive Tom Harrison said such measures would have been "unthinkable" seven months ago but the global crisis had had a huge impact.

Harrison said English cricket had already lost more than £100 million ($129 million), a figure that could rise to £200 million next year if Covid-19 interrupts next season.

Proposals to reduce costs include a 20 percent cut to the workforce budget -- a move that equates to the loss of 62 positions.

England all-rounder Woakes expressed sympathy with those affected.

"It does resonate with the players," said Woakes, who added that losses would have been even greater had scheduled tours by the West Indies, Pakistan, Australia and Ireland not taken place.

In April, England's centrally contracted players made a donation of £500,000 to the ECB and selected good causes, the equivalent of a 20 percent reduction in their retainers for three months.

Woakes, with a new round of central contracts due this month, said players may have to take a pay cut.

"In the current climate, and with contracts round the corner, I think you just have to expect anything at the minute," he said.

"As players you're not going to sit here and say 'we're exempt from it'."

- Losses -

Although the programme of 18 men's international matches scheduled for this season is set to be completed on Wednesday, the ECB has incurred heavy losses, with all games played behind closed doors.

The ECB introduced pay cuts for staff in April but the reductions have not been enough to stave off job losses.

"The Covid-19 pandemic has left cricket facing its most significant challenge of the modern era," said Harrison.

"There is also deep uncertainty about the future, and it is vital we take more steps now to ensure the future financial sustainability of cricket in England and Wales."

Harrison added that the ECB would need to become a "leaner and more agile organisation", saying savings would only be possible "by reducing our headcount".

"These proposals include a 20 percent reduction in our workforce budget, which will equate to the removal of 62 roles from our structure."

ECB chiefs had hoped to capitalise on the boost to the game provided by England's World Cup win on home soil last year as well as a dramatic Ashes series.

"Seven months ago, sharing a message of this nature was unthinkable," said Harrison.

"Our ambition and energy are unchanged but how we get there now needs to look significantly different to what we originally planned for."

#YesWeHaveLegs: What started the social media campaign among Malayali actresses? | Vogue India

What's New

Why are Indian women posting images of their legs on social media?

Women across Kerala have adopted the viral campaign as a response to moral policing and online bullying

Months after the internet turned black-and-white with millions of “women supporting women”, for a campaign to raise awareness about femicide in Turkey, social media is now the platform for a joyous celebration of women flaunting their legs to fight objectification and societal double standards. Since September 15, various iterations of hashtags like #YesWeHaveLegs #WeHaveLegs and #WomenHaveLegs have led to a homegrown viral campaign that features body-positive images shared by thousands of women as a symbol of solidarity.

Started by Malayalam actor and dancer Rima Kallingal, the #YesWeHaveLegs campaign was launched as a response to internet trolls who harassed Anaswara Rajan, an 18-year-old actor, for wearing shorts. Rajan responded to netizens by posting another photo in the same outfit, with the caption: “Don't worry about what I'm doing. Worry about why you're worried about what I'm doing,” eliciting over 3,00,000 likes and garnering the support of many like Kallingal.

Hitting back at trolls, this micro revolution was adopted by common womxn folx as well as a fraternity of Malayali actresses such as Parvathy Thiruvothu, Nazriya Nazim, Ahaana Krishna, Ameya Mathew, Kani Kusruti and Poornima Indrajith, many of whom posted pictures that prove social media's dynamic ability to morph into a positive space. “The internet has opened up a space for slut-shaming and moral policing, which was otherwise directed to women at their homes, with their families or in their offices,” says Kallingal, “but the internet has also opened up a space for women to voice their opinions and speak freely about what they think.”

Incidents of online trolling, slut-shaming and moral policing in public spaces have been on the rise in India. Earlier this month, Kannada actor Samyuktha Hegde was harassed for wearing a sports bra in a Bengaluru park. Globally, influencers like Chrissy Teigen and Jameela Jamil have routinely been outspoken about body-shaming trolls on their feeds.

Hurling vitriol through hurtful comments, offensive name-calling, online bullying, moral policing, body-shaming, sexual harassment and threats, the cyber world has hardly been a safe space for women. But the internet, and social media in particular, has also empowered many to fuel movements like #MeToo and more recently, #ChallengeAccepted. “A viral campaign like this creates a bonding exercise, it’s a sisterhood of sorts,” says Kallingal. “The internet has given women a platform to understand that there are other women who think like them. And that’s amazing, and something we lacked. It shows us we are not alone.”

At least 11 pilgrims have died and three are reported missing after a boat capsized in Chambal river in Rajasthan's Kota district on Wednesday. Officials have rescued 20 people as per latest reports.

Around 45 passengers on the boat were on their way to a temple when the incident took place. Local villagers responded to the incident before the Disaster Response Force and the State Disaster Response Force reached the site.

Krishan Kumar, NDRF spokesperson, had said 22 pilgrims were rescued in the morning and search was continuing for another 10 people still unaccounted for. "Three bodies have been recovered. The rescue operation is underway," Ramavtar Barnala, SDM (Etawah), Kota was quoted as saying.

The death toll rose to 11 as per latest reports.

Chief Minister Ashok Gehlot expressed anguish at the death of the devotees and instructed officials to help the affected families. "Talked to Kota administration and got information about the incident. Along with quick relief and rescue, instructions have been given to find the missing people soon. Local police and administration are present at the scene. Instructed the affected families for help from the Chief Minister's Relief Fund." he said in a Tweet in Hindi.

He later announced an ex-gratia of Rs 1 Lakh each to the family members of the deceased.

Prime Minister Narendra Modi expressed grief over the incident. "Anguished by the capsizing of a boat in Kota, Rajasthan. My thoughts are with those who have lost their near and dear ones."

The incident took place a year after 12 people drowned when a sightseeing boat capsised on the swollen Godavari River in Andhra Pradesh. In May 2018, 30 people were killed when a similar boat carrying locals capsised in the same region.

Gold prices inched up on Wednesday on a weaker dollar, with investors awaiting the outcome of the Federal Reserve’s policy meeting for details of the U.S. central bank’s plans to balance interest rates against its inflation target.

Spot gold was up 0.2% at $1,959.38 per ounce by 0645 GMT. U.S. gold futures edged up 0.1% to $1,968.20.

Offering support to gold, the dollar index remained subdued against its rivals.

“People are keeping on the sidelines because of the Fed announcement coming up later today,” said Brian Lan, managing director at dealer GoldSilver Central in Singapore.

“People are awaiting for more clarity on what monetary tools the Fed is expected to use to support inflation above 2%.”

The Fed decision is due at 1800 GMT, followed by a news conference by Chairman Jerome Powell half an hour later.

The U.S. central bank last month adopted a more accommodative approach to inflation and pledged to keep interest rates low for longer.

“Markets will want to see if the Fed will modify its language as some expect, perhaps something to the effect that it will keep rates low for a period of time (say three years) or maybe do the same thing with its inflation language,” said Edward Meir, an analyst at ED&F Man Capital Markets, in a note.

“But, we doubt the Fed will lock itself into such a fixed language ahead of a potential turn in the U.S. economy.”

Lower U.S. interest rates put pressure on the dollar and bond yields, increasing the appeal of non-yielding bullion. Gold also is used as a hedge against inflation and currency debasement.

U.S. House of Representatives Speaker Nancy Pelosi said Democrats were open to delaying an October recess to get a deal with Republicans on a new coronavirus aid bill.

Elsewhere, silver rose 0.1% to $27.26 per ounce, while platinum dropped 0.6% to $971.96 and palladium slipped 1.5% to $2,373.76.

Frenchman Tsonga Ruled Out For Rest Of 2020 Due To Back Injury

A lingering lower back problem has forced JoWilfried Tsonga out of his home Grand Slam at the French Open and the rest of 2020, the former world number five said on Wednesday.

  • Last Updated: September 16, 2020, 6:43 PM IST

A lingering lower back problem has forced Jo-Wilfried Tsonga out of his home Grand Slam at the French Open and the rest of 2020, the former world number five said on Wednesday.

The 35-year-old Tsonga has not played since lower back pain forced him to retire from his first-round match at the Australian Open in January against Alexei Popyrin while trailing 6-7(5) 6-2 6-1.

Tsonga, the 2008 finalist in Melbourne, said the problems still persist and he will have to miss the French Open, which starts on Sept. 27, and the remaining tournaments in the year.

“But I still have the morale, the rage, the desire and the motivation to come back in 2021, hoping that things will develop for the better,” said the two-time French Open semi-finalist, who is ranked 52 in the world.

“Getting back to the courts and fighting against all these incredible players would be a dream.”

Sensex Rises Over 100 Points, Nifty Near 11,550 Amid Gains Across Sectors

Buying interest across most sectors pushed the markets higher

Domestic stock markets started Wednesday's session on a positive note amid cautious gains in global equities, ahead of the  outcome of a two-day policy meeting of the US central bank. The S&P BSE Sensex rose 117.05 points - or 0.30 per cent - to touch 39,161.40 at the strongest level in early trade, and the broader NSE Nifty 50 benchmark climbed to as high as 11,546.55, up 24.75 points - or 0.21 per cent - from its previous close. Buying interest across most sectors pushed the markets higher.

At 9:21 am, the Sensex traded 60.91 points - or 0.16 per cent - higher at 39,105.26, while the Nifty was up 17.25 points - or 0.15 per cent - at 11,539.05.

Analysts awaited a keynote address by Reserve Bank of India Governor Shaktikanta Das to members of industry body FICCI.

Official data earlier this week showed consumer inflation in the country eased slightly in August, but remained above the RBI's medium-term target range for a fifth straight week, supporting views that the central bank will avoid lowering key rates further in its upcoming review, in October.

Shares in other Asian markets moved higher on Wednesday, extending a rally driven by upbeat Chinese and US economic data, as investors awaited the Federal Reserve's view on the world's largest economy at its policy meeting.

Following robust industrial output and retail sales data from China and higher US factory production investors are focusing on the US central bank's policy statement due Wednesday, the first since Chair Jerome Powell announced an increased tolerance for higher inflation.

Government Backing 30 Covid Vaccine Candidates, Parliament Told

Home ministry detailed all steps taken by the government since January to check the coronavirus pandemic.

New Delhi:

More than 30 vaccines under trial have been supported by the government and three of them are in advance stages, the home ministry told the parliament on Wednesday. Four of these are at an advanced pre-clinical development stage, the government said.

Union Minister of State for Home Nityanand Rai also told the Rajya Sabha that 13 clinical trials of repurposed drugs have been undertaken to build a portfolio of therapeutic options for COVID-19 patients.

Mr Rai detailed all measures taken by the central government since January to check the spread of the pandemic while answering a question that sought an explanation for the surge in Covid numbers.

India's coronavirus tally has crossed the 50-lakh mark.

"More than 30 vaccine candidates, which are in different stages of development, have been supported (by the government); three (of these) candidates are at advanced stage of phases 1, 2 and 3 and more than four (candidates) are in advanced pre-clinical development stage," the home ministry said in a written reply.

A national expert group on vaccine administration for COVID-19 was also constituted on August 7 under the NITI Aayog, the statement added.

Vaccine development has five stages from pre-clinical testing to final approval. The number of subjects increases in each of the three phases of testing from a small group to hundreds and finally thousands of people.

The government also informed the Rajya Sabha that contact tracing is being conducting under the Integrated Disease Surveillance Programme, and that 40 lakh people were under surveillance.

"In the early stage of the pandemic this (contact tracing) was done for travel-related cases and subsequently for cases being reported from community (certain geographical pockets) as a part of containment strategy. As on September 10, a total of 40 lakh persons have been kept under surveillance," the ministry said.

The government also gave details about its per million testing, total number of Covid treatment facilities created, improvement in health infrastructure to fight the pandemic, guidelines for clinical management of COVID-19 and centre's logistical support to states.

GoPro Max detailed review

GoPro has had an incredibly strong two years, putting out solid cameras once again. The company was once rumoured to be up for sale, but then they launched the Hero 7 with its brand new Hypersmooth image stabilization. This new image stabilization finally brought near-gimbal like stabilization to a class of camera that was designed to be used in the roughest of terrains. All of a sudden, GoPro was back on the map. While the normal GoPro was once again gaining popularity, their 360-degree GoPro Fusion was on nobody’s mind. This year, we have the GoPro Max, a new 360-degree camera that brings the best of GoPro and more to the 360-camera. We’ve had our review unit for a while and here’s how it fared in our review process.

Shooting 360 – Degree Video

The HERO feature of the GoPro Max is its 360-degree video capture. The Max allows you to capture a 5.5K 360-degree video stream using its dual 180-degree cameras, but for the first time, brings Hypersmooth stabilization to the footage. One of the biggest problems with shooting 360-degree video on the older GoPros has been that when you walk around has been the shake that comes from hand-holding the GoPro. We walked around the CES show floor for days using the new GoPro Hero Max and came away with footage that was incredibly smooth. You can see numerous 360-degree videos shot on the GoPro Max on our YouTube page, a few of which are embedded below.

Besides the stabilization, another notable area where the GoPro Max ended up surprising us was with regards to its low light performance.  Traditionally, we’ve come to expect poor low light performance from action cameras. Honestly, you didn’t have to be in poor lighting conditions for these cameras to develop lots of noise, forget being in low light. With the GoPro Max, we shot in very poor lighting and did notice some noise, but nothing that would deem the footage unusable. If you look at our Lenovo Booth walkthrough, you notice that the video has noise only in deep shadows, leaving the rest of the frame clean. The lighting at the Lenovo booth was incredibly dim, with most of the area being lit simply by the monitors that were on display.

Overall, the quality of the 360-degree footage is surprisingly good, but the story doesn't simply end at capturing the video, which brings us to our next section.

Post Production

Okay, so you’ve shot the 360-degree video, how do you get it out to the world? There’s the easy way, prescribed by GoPro and then there’s the hard way. GoPro’s method of getting your videos “online-ready” is surprisingly simple. You could just transfer the video from your GoPro to your smartphone using the GoPro Quik app, which allows you to do quick perspective edits and then render out the final video as an MP4 file. There is also a desktop version of the app called GoPro Max Explorer, but that only allows you to covert the .360 video file into an mp4 one. You can also choose to re-encode the files to a different resolution.

In case you’re going to exercise full control over the output, then you’re going to have to use the desktop application to convert the .360 files to mp4 and then pull them into Adobe Premiere or FCP for a proper perspective edit. The files are easy to work with in all editing environments and we faced no problems editing and colour grading them. However, do note that if you’re editing the original 5.5K resolution files, you’re going to need a powerful system.

Build and Design

The GoPro Max isn’t just a new camera on the inside, but also on the outside. GoPro has integrated the mounting mechanism into the GoPro’s body, eliminating the need for an external frame. The mounting pads fold out of the body and fit into whatever clamp or mount you want to mate the GoPro Max with. While this is great, we fear for the sturdiness of these two pads. Any kind of over tightening, especially if you’re trying to house an unused thumb screw, be very careful. We found our GoPro’s mounting pads to be overbent due to over-tightening, but thankfully, they didn’t snap.

The accessory mounting pads are now integrated into the body

The best way to tell which way is front is to look for the display, which is housed on the backside. Above the display, you find one of the 180-degree fisheye lenses, mounted alongside a microphone. The shutter button is on the top and easy to access and use while the power button is on the left. What has changed with this year’s GoPros is the battery door assembly, which seems to be using a robust mechanism to lock out unwanted materials like water or salt deposits.

While the GoPro Max is obviously built for action and designed to take abuse, we’re not sure just how sturdy the lenses are. They protrude notably from the body and if the camera was to ever fall, the lens is definitely going to make contact with the ground. You do get protective lenses for the GoPro Max in the box, which is great and we strongly advise using them as there is no replacing a shattered lens on a GoPro Max.

Conclusion

The GoPro Max addresses a huge concern that made 360-degree cameras not a very viable option; image stabilization. The Hypersmooth stabilization makes the GoPro Max extremely usable when hand-held, or even when mounted on a handlebar or a helmet. The battery life on the GoPro Max is also decent, giving you roughly 30-45 minutes of continuous shooting of 5.5K 360-degree video. In photo time-lapse mode, you can expect the camera to last anywhere between 4-6 hours. Carrying spare batteries can’t hurt, especially if you’re getting impressive results. For a price tag of Rs 44,990 on Amazon, the camera does offer good value, especially if you’re looking to start shooting 360-degree videos on a budget.

parliament MPs told to wear face masks all the time after complaining about discomfort - सांसदों ने सदन में फेस मास्क पहनने को लेकर जताई दिक्कत, तो राज्यसभा चेयरमैन ने दिया यह जवाब | India News in Hindi

'Start Fight On Drugs From Your Own State': Urmila Matondkar To Kangana Ranaut

Actor-politician Urmila Matondkar took on Kangana Ranaut over her comments about Mumbai (File)

Mumbai:

Actor-politician Urmila Matondkar lashed out at Kangana Ranaut Wednesday over "insulting" remarks about Mumbai and claims of a link between the film industry and illegal drugs, urging the "Queen" star to look to her state - Himachal Pradesh - if she really wanted to do something about the situation.

Ms Matondkar, 46, a former Congress leader who contested the Lok Sabha polls last year, also pointed out that if Ms Ranaut did indeed have information about illegal drugs in Bollywood she would be better served by going to the authorities rather than tweeting about it.

"Entire country is facing menace of drugs. Does she know Himachal Pradesh is a stronghold of drug producers? She should start this fight from her state," Ms Matondkar told Aaj Tak, a Hindi news channel.

"This person who has been given Y-Plus security with taxpayers' money... Why does she not tell the police about this?" she continued, referring to the centre providing Ms Ranaut with a CRPF security detail.

Ms Matondkar also took on Ms Ranaut for comments criticising Mumbai and comparing it to Pakistan-occupied Kashmir (PoK), declaring she would "never tolerate any defamatory remark" about the city.

"There is no doubt that Mumbai belongs to everyone. Whoever has loved the city and have given back to it, it belongs to them. As a daughter of the city I will never tolerate any defamatory remark about it... when you make such comments you are not only insulting the city, but the people of the state," she asserted.

The subject of illegal drugs and banned substances in Bollywood made headlines after the Narcotics Bureau opened an investigation into actor Sushant Singh Rajput's death in June. The agency has so far only arrested his girlfriend, actor Rhea Chakraborty, in this matter.

Ms Ranaut, against whom the Maharashtra government has also launched a drugs investigation, alleged that prominent actors were involved. She seemed to be backed in that claim this week by another actor - Bhojpuri star and BJP MP Ravi Kishan, 51, who claimed that "drug addiction is in the film industry too".

Yesterday, however, the government told Parliament it has "no actionable input" in this matter.

Kangana Ranaut compared Mumbai to PoK

Ms Ranaut, 33, also made headlines after criticising Mumbai Police for their handling of the Sushant Rajput case and claiming that she no longer felt safe in Mumbai.

Her comments triggered a furious backlash from Maharashtra's ruling Shiv Sena, including a slur from senior leader Sanjay Raut, threats of violence and invitations to leave the city. She quickly also became embroiled in a row that included what she claimed was the demolition of her Mumbai office as revenge.

On that subject Ms Matondkar said she did not agree with the Mumbai civic body's actions.

Ms Ranaut, who on Monday left Mumbai to return to Himachal Pradesh, took a parting shot as she did so, saying she was leaving with a "heavy heart" after being "terrorised" with attempts to demolish her office.

"Must say my analogy about PoK was bang on," the actor said, in a sign the feud will likely rumble on.

Defending champion Egan Bernal withdrew from the Tour de France ahead of stage 17 without giving a reason for the same.

  • Last Updated: September 16, 2020, 2:59 PM IST

Defending champion Egan Bernal has withdrawn from the Tour de France ahead of stage 17, his Ineos Grenadiers team said on Wednesday. Bernal, whose hopes of winning the race fell away when he cracked in Sunday's 15th stage, was dropped from the main bunch in the ascent to Saint-Nizier, suffering from back pains in Tuesday's 16th stage won by Lennard Kaemna.

Bernal had said that compensating for his back led to some discomfort in his knee. "This is obviously not how I wanted my Tour de France to end, but I agree that it is the right decision for me in the circumstances," Bernal said in a statement.

"I have the greatest respect for this race and I am already looking forward to coming back in the years ahead."

The 23-year-old will focus on his recovery from the Tour, and reset his goals for the rest of the season, his team said. They did not specify the reason for his withdrawal.

"We've taken this decision with Egan's best interests at heart," Ineos team principal Dave Brailsford said. "Egan is a true champion who loves to race, but he is also a young rider, with many Tours ahead of him and at this point, on balance, we feel it is wiser for him to stop racing."

The Colombian had pulled out of the Criterium du Dauphine with back pains last month. Last year, Bernal became the youngest rider to win the Tour de France in 110 years.

Alibaba Group Opens China Factory As Part Of New Manufacturing Initiative

Alibaba Group Holding Ltd on Wednesday unveiled a pilot factory in the eastern Chinese city of Hangzhou as part of its "smart manufacturing" business initiative.

  • Last Updated: September 16, 2020, 12:39 PM IST

SHANGHAI: Alibaba Group Holding Ltd on Wednesday unveiled a pilot factory in the eastern Chinese city of Hangzhou as part of its “smart manufacturing” business initiative.

The announcement marks a continuation of Alibaba’s expansion beyond its core business of e-commerce and into sectors on other parts of the online retail supply chain.

In a statement, Alibaba said the factory, run by an internal division called Xunxi Digital Technology Company, at present will primarily work with apparel companies.

The company in an explanatory video said it will use data it garners from e-commerce traffic, searches and sales to help brands anticipate what items will be popular and bring them to market quickly.

In 2016, Alibaba founder Jack Ma identified “new manufacturing” as one of five trends he referred to as future business opportunities for Alibaba.

The others were “new retail,” “new technology,” “new finance” and “new energy”.

The move into manufacturing comes as China’s e-commerce players look for ways to work more closely with the country’s legions of factories.

Rival Pinduoduo Inc rose to prominence in China’s online retail sector by enticing manufacturers to sell directly to consumers.

Alibaba’s opening of the factory also marks another move into the offline realm for the e-commerce giant.

In 2016 the company opened its first Freshippo store, marking its foray into offline grocery retail. The chain now has hundreds of outlets across China.

Police identifies VIP, others involved in cultism, arms struggle in Rivers

Published

on

The Rivers State Command has uncovered very important personalities involved in the movement and proliferation of arms and cult related activities in the State.

Commissioner for Police in Rivers State, Joseph Mukan made the revelation during an interview on a Live radio show in Port Harcourt.

CP Mukan said the identities of the personalities will not be publicised until after investigations when they will be eventually arrested and brought to book.

He said the Command under his watch is mobilizing heavily to eradicate illegal arms and ammunition in Rivers State.

“We have shifted our operation to focus on one notorious cultist, kidnapper and even armed robber who goes by the name VIP. We are on his trail and although our strategies will not be made public, we will get him.

“The issue of cultism as we rightly observed is voluntary and unfortunately, some respectable members of the society are part of these cultists.

“I cannot mention names but they have been identified and we will take drastic actions to bring them to book,” Mukan said

Verdict

The Samsung Galaxy J7 Pro has excellent battery life, has a good display, is well designed, and has a decent camera. If Samsung made this fast and snappy, this would have certainly been a no brainer. Instead, it’s a good phone that would have made much more sense at a slightly lower price.

Samsung Galaxy J7 Pro detailed review

Smartphones are revolutionary, powerful and life changing, but literally no one uses their full potential, companies and consumers alike. A company can only do business if it can make profits, while consumers will only buy the product that covers all their requirements. For that, companies conduct market research to identify what buyers want, and find a skew of specs that allow maximum profits.

If you look at the Samsung Galaxy J7 Max and Galaxy J7 Pro side-by-side, they’ll seem illogical. Why does the more expensive phone (J7 Pro) have lesser RAM and a smaller screen? The short answer is because it has higher storage, a bigger battery and an sAMOLED panel. Samsung cut costs on one spec to provide the other, and it’s looking to hit consumers with specific needs, rather than going for the entire bunch. The question is, whether all these specs are married right to create a tight and balanced product.

Build and Design: Pretty, suave, yet Samsung...

Step one in impressive buyers is to make a phone that’s impressive to look at. You know that feeling you get when a phone just looks too good to say no to? That’s what Samsung’s going for. The Galaxy J7 Pro has a metallic design, but what makes it singular is how the antenna bands are placed on the back. Most choose to put them in a straight line on the top and bottom, or around the edges, but Samsung chose to display them in a sort of rectangular pattern.

It can look odd to some, but I must confess that I personally do like it. There’s also a oval camera plus flash module on the back that looks unique and nice. And all of this when combined with the unibody metallic design makes for one good looking smartphone. It has the familiar rounded corners of Samsung phones and slightly curved rear edges. The aluminium feels thick, sturdy and anodized. It might take bumps if you drop it, but should protect internal hardware easily. The Galaxy J7 Pro isn’t a perfectly ergonomic phone, but it’s easier to use than most of its competition.

Lastly, Samsung has trimmed the bezels to some extent, although this doesn’t have the tall form factor of 18:9 phones. I suspect it will be some time before Samsung brings one of those in the budget range. Yet, the Galaxy J7 Pro is a uniquely designed, attractive and sturdy phone. If design was the sole criteria, this is certainly one of my top choices.

Display: Best in class...

When I travel in public transport, I often find people watching TV Shows, movies and videos on their phones. For that, you need a high resolution display with good viewing angles and good colour reproduction. Samsung achieves all that with its 1080p sAMOLED panel here. Unless you’re a purist, the slightly oversaturated (some call it vivid) colours do look inviting, while viewing angles would accommodate you and a few of your friends.

If you’re streaming, Netflix and Amazon Prime’s high resolution content look excellent on this display. What’s more satisfying is that Samsung’s display is good at managing sunlight and regular outdoor viewing well. While most budget displays pass this test nowadays, Samsung’s AMOLED panel is better at it than most others. You won’t have to squint, or even shield the display with your hands. In my experience, that’s a characteristic of flagship-class devices. Most budget phones are categorised as “just fine” when it comes to outdoor viewing. The display on the Galaxy J7 Pro is bright, vivid and premium, and it’s certainly more advanced than the TFT panel on the Galaxy J7 Pro.

Samsung Pay: Future facing, but efficient...

I’m skipping the software part here, since I’ll just be repeating everything I wrote in the Galaxy J7 Max review. You get Samsung’s new social camera feature and the full version of Samsung Pay (the J7 Max has Samsung Pay Mini). The phone is obviously NFC-enabled, so you can use Samsung Pay to make contactless payments with this phone. It’s one of the few budget phones that have the feature, and though it’s hardly usable right now, it makes the phone future facing. I’ve been using the Galaxy S8+ and Note 8 for almost half a year now, but I’ve had only two opportunities to use Samsung Pay in my day-to-day activities.

Performance: Slow, but steady...

This is where things get tricky. The Galaxy J7 Pro has 64GB storage, which is plenty for almost everyone. That said, to provide that storage and some of the other specs, Samsung has compromised raw speed. The Exynos 7870 chipset on this one is an octa-core chipset with eight Cortex A53 cores, clocked at 1.6GHz. It also has 3GB RAM and all this doesn’t impress, neither on paper, nor practically.

The phone’s performance is enough for day-to-day stuff, but you can feel the sloth here. For instance, the fingerprint sensor takes a noticeable moment to register, while apps will also take slightly longer to load. The phone doesn’t qualify as snappy, though it will certainly do the job. Samsung uses lower bandwidth memory here, which does make a noticeable difference.

Overall, the Galaxy J7 Pro will not disappoint right away, but you can expect it to slow down after a few months. To be clear, that’s true for most Android phones, just that this one starts off slower than its competitors, hence its expected longevity is also shorter. If you’ve read the Galaxy J7 Pro review, you would know that that’s what I said about the Galaxy J7 Max as well.

Camera: Has its moments, but lacks dependability...

Performance isn’t the only similarity between the Galaxy J7 Pro and J7 Max. The phone has the same 13MP camera with Samsung’s own ISOCELL sensor and f/1.7 aperture. In fact, image quality here is identical to what we’ve seen on the J7 Pro. Which means this phone is amongst the best camera phones you can buy.

The Samsung Galaxy On Max is our favourite low light shooter in the budget segment today, and the J7 Pro is at par with it. It shoots good details in well lit conditions and white balance is quite good as well. Photos are bright when shooting in low light, but soft in some ways, with loss in details. All in all though, irrespective of the conditions, the Galaxy J7 Pro will certainly take photos adequate for social sharing.

The camera isn't always dependable

That said, the phone does take too long to focus, especially in low light. In fact, it sometimes completely failed to focus while shooting at night. That makes it difficult to depend on this camera and you may end up with blurry photos sometimes.

Battery: Amongst the best...

I started off this review by informing you that there’s a bigger battery on this phone. The Galaxy J7 Pro has a 3600 mAh battery that easily lasts more than a day. The PC Mark battery test takes 14 hours and 39 minutes to drop the battery from 80% to 20%. That’s amongst the highest you will find amongst budget phones today.

On regular usage, you can easily expect 16-18 hours on each charge. The the current (2017) crop of mid-ranged or budget phones, this is certainly amongst the best battery performers we have seen.

Bottomline: Beaten by price...

To sum up, the Galaxy J7 Pro has excellent battery life, an above average camera, pretty display and it’s well built. That would make a pretty good smartphone to buy, if it wasn’t priced at the absolute high-end of the budget range. The J7 Pro is priced at Rs. 20,990, that doesn’t really make it a value for money phone.

If Samsung had nailed the performance (like it did on the Galaxy C9 Pro), this could have been the best phone at this price.

How it compares: Not the best, but almost there...

I said the Galaxy J7 Pro is not particularly a value for money device. That’s because you can spend just about Rs. 4000 more to buy the OnePlus 3T (review), which is much more powerful and has a more dependable camera. If you want to stick to your budget, phones like the Moto G5 Plus (review) can give you almost everything this one can.

While the Galaxy J7 Pro has a good camera, it’s not particularly dependable. It’s well designed, but so is the Moto G5S Plus (review). It’s good looking too, but then again, so is the LG Q6 (review). Essentially, what I’m saying is that while the Galaxy J7 Pro is certainly a good phone, it’s not the best value for money. If you want Samsung’s brand name, excellent battery life, a decent camera and a good display, you should certainly consider this phone.

Google Meet will now allow users to see up to 49 people simultaneously, and the users can also blur their backgrounds during a video call, the company's G Suite team has announced. The rapid release of both the updates have started rolling out, and the scheduled release will be starting in the coming weeks. The Background Blur feature is currently available on Chrome browser on Windows and Mac. These features will be available to all G Suite customers and users with personal Google Accounts.

Google Meet 49 people grid

Users will now be able to see up to 49 people at the same time in the auto and tiled layout options in Google Meet. Google has also added a feature that allows the users to see themselves as a tile on the call. In case you choose to add yourself in the grid, hover over your thumbnail in the top right corner and add yourself. To remove yourself from the grid, follow the same steps. These changes are only visible to the user.

Google says that this feature is only available in Meet on the Web. By default, the maximum number of tiles is 9, and in tiled layouts, it is 16. Users will be allowed to increase or decrease the number of tiles with the help of a slider. The slider adjustments are specific to each meeting. The feature will be OFF by default, and users can go to Settings > Change Layout to adjust them.

Google Meet background Blur

If you have an untidy background while you are on a video call, Background Blur feature can be a lifesaver. When turned on, Meet will intelligently separate the users from the background by blurring the surroundings. Google recently launched a feature that filters out disruptive background noise in Meet. Both these features work in tandem to deliver a noise-free video call experience.

According to the company, the Google Meet Background Blur does not require an extension to work. Currently, it is supported on the Chrome browser on Windows and Mac devices. The company will soon roll out the feature to ChromeOS and Meet mobile apps. You can also cast your meetings to a TV.

On Wednesday, Ishaan shared a slightly blurred picture on his Instagram profile but we can clearly see the actor and his Khaali Peeli co-star Ananya Panday's bright grins. The picture appears to be a BTS from the song Tehas Nehas from their upcoming film, which released on Tuesday. Ishaan, tagging Ananya Panday in his post, wrote in his caption: "Mere kandhon ko tehas nehas kar diya tune." He added, "On our 24 hour shift to finish the song."

International enrolments will drop in practical oriented subjects, here is why

Representative imageRepresentative image
The COVID-19 pandemic will definitely take its toll on international student applications across all the subject areas in all countries. With online classes becoming the new normal across the world, the impact will be more on subjects which have lab-based practical classes.

“In that sense, subject areas like science and engineering may see some drop in international enrolments compared to humanities and liberal arts,” says South Korean Ambassador His Excellency Shin Bong-kil. The ongoing pandemic has also led to innovations and increased the role of technology in making international education more accessible to global students, he adds. “It is said that innovation and creativity often thrive in a crisis. COVID-19 has prompted educational institutions to innovate in their own little way to adapt to the new situation. This has given rise to the online teaching model. This enables students to pursue international educational courses from their home country without having to travel abroad thus enabling students with modest means who cannot afford the cost of in-campus study abroad to join international education,” Shin Bong-kil told Education Times.
India-South Korea ties

Despite the pandemic, Korea and India have managed to minimise its adverse effects on bilateral cooperation in the higher education sector. This year, the Korean government granted scholarship to some 50 Indian students to join master’s and PhD programmes, excluding undergraduate programme, up from 17 last year.“The embassy took special care in issuing timely visa to all the successful candidates. Thanks to these efforts, some 40 Indian students have entered Korea this August to start their studies. Very few students gave up their scholarship because of COVID-19 and only three students requested to defer their departure as their final exams for bachelor’s degree have been delayed,” adds the Ambassador.

Impact of travel restrictions

South Korea does not see travel restrictions as a major hurdle. “It is a temporary measure to fight COVID and will gradually be eased. Even though the scheduled flights between the two countries stands suspended as of now, we have been operating special flights since April. A total of 23 special flights have facilitated the travel of Indian students,” he adds. Currently, both the countries are negotiating an air bubble agreement, once this agreement is finalised, both India and Korea will be able to operate to and fro flights with some restrictions.

NEP 2020

The new National Education Policy (NEP) 2020 has paved the way for the top 100 foreign universities to set up operations in India. He believes that Korean universities such as SNU, KAIST, Korea University, POSTECH, Yonsei University and Sungkyunwan University will set up their campuses in India and likewise, prestigious Indian universities can open their campuses in Korea, boosting educational cooperation between the two countries. With the addition of Korean language as one of the foreign languages at the secondary level, the government is ready to support Korean language education in India. Towards this, a Korean Education Center will be set up sometime next year in Delhi. Additionally, discussion with the Ministry of Education is also underway to launch a joint education programme in order to train Indian people to teach the Korean language in schools.

Realising that there will be a spurt in demand for Korean language teachers in India, the Korean Cultural Center has already started an online language teacher training course. Students learning the Korean language can hope to have a bright future. There are more than 700 Korean companies doing business in India, says the ambassador.

“Indian students learning the language stand a better chance to get gainful employment in Korean companies. Further, there are also opportunities for Indians proficient in the language to join Korean multinationals in other countries in managerial positions,” he adds.

University support

In these trying times, the first and the foremost duty of universities is to ensure the health and safety of students. To this end, almost all Korean universities have embraced online learning as the new mantra and are putting in place plans and systems so that students do not lose one full academic year.To provide safe and secure study environment to all international students, Korean government and universities are offering free COIVD test, treatment, self-quarantine requirements, routine disinfection etc.

We Have Had Big Stars Being Caught But Rhea Chakraborty's Media Trial Very Shocking: Taapsee Pannu

Taapsee Pannu talked about why she felt compelled to speaking up for Rhea Chakraborty, who is accused of abetting the suicide of actor Sushant Singh Rajput.

    • Last Updated: September 16, 2020, 11:45 AM IST

Actor Taapsee Pannu feels that many have branded Rhea Chakraborty "the culprit" behind Sushant Singh Rajput’s death even before the court can pass its judgement. Taapsee has been vocal about the "unfair" treatment meted out to Rhea by the press and social media users.

In an interview with India Today, Taapsee talked about why she felt compelled to speaking up for Rhea Chakraborty, who is accused of abetting the suicide of actor Sushant Singh Rajput and supporting Jaya Bachchan's Parliament speech.

"In this particular case, as I have always maintained, I really didn’t know her at all. I still don’t know her. The only problem I had was the kind of unfair trial that was happening and the kind of judgement that was passed on her. It’s not that before we haven’t had criminals from other industries or people being caught for doing something wrong from other industries. Even in our industry, for that matter. We have had a couple of big stars being caught but the way this girl went through the media trial and physical harassment at some places, it was something very shocking and something I couldn’t hold back. I had to speak up without even knowing anything about her," Taapsee said.

“There are people who support this point of view and there are people who probably have just written her off in their mind before the court or the investigative agencies have given their verdict. They want to force this opinion in everyone’s head. So, I think that is wrong.”

Taapsee also shared her thoughts on veteran actor and Rajya Sabha MP Jaya Bachchan’s speech in the Parliament on Bollywood’s image being "tarnished." Jaya said in the Parliament on Tuesday, “Just because of a few people, you cannot tarnish the whole industry... I was really embarrassed and ashamed that yesterday one our members in the Lok Sabha, who is from the industry, spoke against the film industry.”

"Hats off to madam. She has just hit the nail on the head. What we couldn't put in words, she has said each and every words so precisely with facts," Taapsee said.

China’s PLA Builds up Presence Near Arunachal Pradesh Border, India Strengthens Vigilance

Government sources said PLA troop movement has been seen opposite Arunachal Pradesh's Asaphila and Fishtail-2 sectors, nearly 20 km from the Indian territory.

    • Last Updated: September 16, 2020, 9:11 AM IST

India has moved its troops to the eastern part of the border with China in Ladakh after noticing Chinese troop movement at least two locations across the Line of Actual Control in Arunachal Pradesh.

Government sources told CNN-News18 the People’s Liberation Army has built ups its presence opposite Arunachal Pradesh's Asaphila and Fishtail-2 sectors, nearly 20 km from the Indian territory.

Officials said that Indian troops are fully prepared to thwart any attempts by China to make incursions and the forces have strengthened vigilance all along the LAC, from Ladakh to Arunachal Pradesh.

News agency Reuters had recently reported that India had sent additional troops to the eastern district of Anjaw in Arunachal Pradesh, which China also claims as its territory, raising the prospect of a wider face-off.

“The military presence has surely increased, but as far as incursions are concerned, there are no verified reports as such,” Ayushi Sudan, Anjaw's chief civil servant, had told Reuers, adding that several Indian army battalions were stationed there.

Arunachal Pradesh, which China calls South Tibet, was at the centre of a full-scale border war between India and China in 1962, and security analysts have warned that it could become a flash-point again.

Earlier this month, China’s PLA had allegedly kidnapped five Indian villagers from Arunachal Pradesh. The five were reportedly taken away by a team of the PLA from a jungle where they were hunting.

China also asserted that they do not recognise Arunachal Pradesh to be Indian territory.

“China’s position on the eastern section of the China and India boundary and China’s southern Tibet is consistent and clear,” Chinese Foreign Ministry spokesperson Zhao Lijian said at a press briefing. “We have never recognised the so-called Arunachal Pradesh illegally established on the Chinese territory,” he said.

The five Indian men were returned to India after 12 days. The army said three such incidents, including the latest one, had taken place this year in Upper Subansiri and West Siang districts of Arunachal Pradesh and that all have been brought back home.

Delhi Riots 2020: 15 Named In 17,500-Page Chargesheet Filed By Police

Delhi Riots: 15 Named In 17,500-Page Chargesheet Filed By Police

Delhi Riots Case: The Delhi Police, which reports to the central government, is also under scrutiny for its role during the clashes.

Delhi riots in Feburary this year left 53 dead, 200 injured and hundreds homeless.

    New Delhi:

Fifteen people have been named by the police in a vast chargesheet filed over the Delhi riots that raged through the capital city in February this year, leaving more than 50 people dead and property worth crores damaged.

The 17,500-page filing in two steel trunks included more than 2,600 pages detailing the charges against the accused and thousands of pages of annexures. Charges include those under the tough anti-terror Unlawful Activities (Prevention) Act.

The police also said that their investigation in the case is ongoing and it expects to file a supplementary chargesheet against the accused who have not been named so far.

"These conspirators were in direct touch with the foot soldiers that resulted in the riots in North East Delhi in February," the police told the court, adding two WhatsApp groups were used to engineer the riots in Seelampur and Jafrabad that saw some of the worst violence.

"Conspirators planned the riots while middle ring of leaders at the area level executed the plan through the foot soldiers," the police said.

Communal violence over the centre's controversial Citizenship Amendment Act (CAA) had erupted in Delhi between groups supporting and opposing the law that promised citizenship to non-Muslim refugees from three neighbouring countries, widely seen as discriminatory.

While Prime Minister Narendra Modi held meetings with US President Donald Trump just a few kilometres away, parts of the city descended into violence that saw widespread clashes, arson and stone-throwing leaving 53 dead, at least 200 injured and hundreds homeless.

The Delhi Police, which reports to the central government and whose role during the riots is also under scrutiny, has been criticised for arresting only members linked to one side of the clash while contesting reports that claimed that policemen were seen actively helping the other side during the riots.

PM Modi’s defining statement of April 2017 attracted a fair share of praise for his pro-poor vision “Main Hawai Chappal Walo Ko Hawai Jahaaz Main Safar Karte Dekhna Chahata hu” and cut to 2020, multiple visuals from highways during the pandemic induced lockdown showed, poor labours died awaiting services of basic modes of transportation to reach home in their own country. The closed state borders shoeing migrants away were some of the many chilling testimonies of the stark rich-poor divide that will keep on haunting this government forever. Now, Labour Minister Santosh Kumar Gangwar’s clarification in the parliament yesterday which is facing a lot of backlash has already made the government's failure public by saying that the government is not having any data of the migrant’s death and no data of migrant workers under ISMW Act.

As per the census of 2011, there are roughly around 450 million internal migrants in India, which is a significant jump by roughly 30 per cent in comparison to the census of 2001. And this particular case of reverse migration has already uncovered, how wide fissures and cracks are entrenched in our administrative system, how well-oiled law and order system went for a toss even in this perilous situation, and how states disowned their people?

There is not an iota of doubt that India has never run short of its laws but always scrambled and struggled to have proper implementation of them, and the case of reverse migration had shown that this crisis was a by-product of ignorance of the laws dealing with migrant workers from ages. Inter-state Migrant Workman (Regulation of Employment and Condition of Service Act 1979) is a few among many laws dealing with migrant workers. ISMW Act 1979 is an act of the parliament of India enacted to regulate the condition of interstate labourers in Indian labour law. Both laws are aimed at proper documentation of all inter-state migrants but that intended objective always remained a utopian dream. ISMW Act 1979 applies to every establishment in which five or more interstate migrant workmen are employed on any day of the preceding twelve-month and every contractor who employs five or more inter-state migrant workers. Thus with this act, it is mandatory for the employer to make an application to the registering officer for the registration of establishment and to maintain the registers indicating the details of interstate workers and make them available for scrutiny by the statutory authorities.

In March this year, Union Labour Minister Santosh Singh Gangwar replied to a question and said, “The government neither has an estimate for internal migrants nor has it conducted any study to assess the living standard, health, safety of migrant workers.” The question asked was about the number of migrant workers in India and is the implementation of the ISMW Act of 1979 monitored by the centre?

But Gangwar’s reply was not to anyone’s amazement because If all states would have implemented ISMW act in letter and spirit, then the chief labour commissioner would have had full data of immigrant workers at district and state level and then those unfortunate accidents, which claimed lives of more than 200 migrant labours would have been avoided and some lives would have been saved. But these laws just remained confined to the law books and did not see the light of the day.

As per the Standing Committee Report of 2011, on Interstate Migrant Workman Act presented in Lok Sabha has put forward some astounding numbers. According to this report, in Maharashtra, the number of principle employer registered under ISMW act stands at 10 while no of contractors registered was 17. On the flip side, according to a report based on Annual Survey of Industries 2008-2009 & 2009 -2010, which covers all factories registered under Factories Act of 1948 and Bidi and Cigar workers act of 1966, reveals that there were 23,430 factories in Maharashtra employing 14.44 lakh people and in 2009-10 there were 20,838 factories functional in Maharashtra. So, the gap of factories registered under ISMW Act as per the standing committee report of 2011, and functional factories on the ground as per the annual survey of industries in Maharashtra is so wide that lays bare the poor implementation of ISMW act by the states and with no data of labours working there.

This Standing Committee Report also has data of several other states such as Tamil Nadu which had only 6 registered employers and 23 registered contractors, Andhra Pradesh had 46 registered principal employer and 7 contractors and state with maximum industrial output like Gujarat had only 20 contractors registered with no data of principle employer. Orissa had 5 principle employers registered with 9 contractors registered under this act in 2011. The number of factories and contractors registered in these states also raises doubt over the numbers.

On April 8, 2020, after the country was put under 21 day nationwide lockdown and when migrant workers started travelling to their state, the office of Chief Labour Commissioner issued a circular to its regional heads in 20 centres across the country to collect data about every stranded migrant worker in every district and state. That circular in itself stipulated the template for capturing data. The regional heads were given three days to gather data. On April 21, after 13 days of the circular, RTI activist Venkatesh Nayak submitted an RTI seeking the state-wise data of stranded labours received from regional labour departments. And on May 5, in an answer to this RTI, CPIO’s reply came in, which said: “As per stat section is concerned, no such details are available based on requisite information.” So, that one-liner reply raised serious questions about the enumerated exercise.

To clarify further, in April, we spoke to the Joint Labour Commissioner, Bihar, who accepted the fact that the department as of now have no data about migrant workers employed in various states and they are compiling it now. We also reached out to the Additional Labour Commissioner, Madhya Pradesh, who said that he is not authorized to answer any of our questions. We tried reaching out to Central Labour Commissioner, but our request did not elicit any response. However, one factory owner based out in Haryana, on the condition of anonymity, said that the majority of factories do not register under ISMW Act, 1979 and he also added that the factories never employ migrant labors on payroll with the condition of paying the laborers some extra bucks. Thus he said that is how the gap between actual factories on the ground under the Factories Act of 1947 and ISMW act of 1979 comes in. This phenomenon is quite evident in the data gathered by Stranded Workers Action Network (SWAN), the network of 70 volunteers interacted with 11,159 stranded workers which were split into 640 groups since March 27. SWAN report says: “Millions of migrant workers are not on any official payroll, 89 per cent of those surveyed have not been paid by their employer at all during the lockdown.”

Throwing light on its implementation, Pooja Ramchandani, who heads the labour and employment practice of the firm, Shardul Amarchand Mangaldas & Co, New Delhi, said: “Interstate Migrant workmen act has many good provision that includes displacement allowances and others but the current migrant's crisis is indicative that the act is not implemented well, otherwise we would have all important data related to the migrant workers. Another problem is of the awareness, as of now, migrant workers are not aware of their rights. Any law would play its role if people would know when to invoke it. So, the law would have come to serve justice if it would have been compiled and the migrant workers had the means to implement their rights.”

GMR, Adani Among 20 Firms Keen In Redeveloping New Delhi Railway Station

Objective of the ambitious project is to position New Delhi railway station as a multimodal hub (File)

France's state-owned railway company SNCF, the GMR Group and the Adani Group are among 20 entities that have shown interest in redeveloping the New Delhi railway station into a world-class multimodal hub.

At a pre-bid meeting on Tuesday, around 20 national and international firms -- such as the SNCF, the Arabian Construction Company, the GMR, the Adani Group, the JKB Infra, Anchorage Infrastructure -- participated.

The project, being implemented by the Rail Land Development Authority (RLDA), is estimated to cost Rs 6,500 crore and will be completed in around four years.

"The redevelopment of New Delhi Railway Station has attracted interest from leading global firms," RLDA Vice Chairman Ved Parkash Dudeja said.

The objective of the ambitious project is to position the New Delhi railway station as a multimodal hub through upgradation of the infrastructure and provision of state-of-the-art amenities such as an elevated concourse, a multi-level car parking and much more facilities.

The project would be developed on a Design-Build-Finance-Operate-Transfer (DBFOT) model for a concession period of 60 years.

"The project aims to transform New Delhi Railway Station into a world-class transit hub, in line with the Prime Minister's vision of New India. This station will be a one-stop destination for retail, commercial and hospitality. It will also boost real estate and ensure cascading development of New Delhi and surrounding regions," Mr Dudeja said.

The concessionaire will earn revenues from several components including passenger handling fees collected via ticket sales, revenues from passenger facilities within the station such as retail areas, lounges, parking, advertisement spaces, food and beverages, income from the development and lease of the commercial components to name a few, the RLDA said in a statement.

The phased exercise encompasses redevelopment of station and associated infrastructure, relocation of social infrastructure as well as the refurbishment of offices and quarters.

Other aspects include developing food courts and restrooms, an elevated concourse with segregation for arriving and departing passengers, and refurbished platforms with easy access from the concourse level.

The redevelopment plan also envisions mezzanine level exclusively for passenger facilities such as lounges, an elevated road network with multiple entry and exit points.

Green building provisions such as optimum use of natural ventilation and lighting will also be a key highlight of the redeveloped station.

New Delhi Railway Station is the largest and second busiest station in the country and handles approximately 4.5 lakh passengers daily (approximately 160 -170 million passengers annually).

The station handles 400 trains per day which are expected to increase due to higher operational efficiencies resulting from the redevelopment and better yard utilization.

The RLDA is currently working on 62 stations in a phased manner while its subsidiary, IRSDC has taken up another 61 stations for redevelopment.

In the first phase, the RLDA has prioritised prominent stations like New Delhi, Tirupati, Dehradun, Nellore, and Puducherry for redevelopment.

Railway stations across the country will be redeveloped on a PPP Model as a part of Smart City Projects launched by the government.

The RLDA is a statutory body under the Ministry of Railways for development of vacant railway land for commercial use in line with the objective to generate revenue by non-tariff measures.

Currently, the approximately 43,000 hectares of Railways land are lying vacant.

The RLDA has over 79 sites across India for leasing and the eligible developers for each will be selected through an open and transparent bid process.

The RLDA is currently also handling 84 railway colony redevelopment projects and has recently leased out a railway colony in Guwahati for redevelopment.

    New Delhi:

Drugs Controller General of India (DCGI) Dr VG Somani on Tuesday gave permission to Serum Institute of India to resume clinical trial of the Oxford COVID-19 vaccine candidate in the country while revoking its earlier order of suspending any new recruitment for phase two and three trial.

The DCGI, however, put certain conditions like taking extra care during screening, providing additional information in informed consent and close monitoring for adverse events during follow-up of the study which have to be "scrupulously" followed by Serum Institute of India (SII).

SII has also been asked to submit to the DCGI's office details of medication used in accordance with the protocol for management of adverse events.

The DCGI had on September 11 directed Serum Institute of India to suspend any new recruitment in the phase two and three clinical trial of the Oxford COVID-19 vaccine candidate till further orders in the backdrop of pharma giant AstraZeneca pausing the clinical trials in other countries because of "an unexplained illness" in a participant in the study.

On Saturday, British-Swedish biopharmaceutical giant AstraZeneca and the University of Oxford said clinical trials for their coronavirus vaccine have resumed in the UK after the Medicines Health Regulatory Authority's (MHRA) confirmed that the trials were safe.

SII, which has partnered with AstraZeneca for manufacturing the vaccine candidate for COVID-19, on Tuesday submitted the recommendations of the Data and Safety Monitoring Board (DSMB), UK and DSMB, India, and requested for permission to restart enrolment in the clinical trial.

According to Tuesday's order issued by DCGI, the DSMB, UK, recommended that the investigators recommence all immunization in their clinical trials subject to certain conditions.

DSMB, India, also has recommended to continue the study and enroll the remaining participants in the clinical trial as per protocol subject to certain conditions.

According to the order, SII has submitted revised participant information sheet, revised informed consent form and additional safety monitoring plan for the evolved participants.

The Pune-based firm has also submitted a summary of safety follow up of seven days post first vaccination, stating that no serious adverse events were experienced by any of the subjects till the date of the reporting, and the reported adverse events were stated to be mild, resolved on their own and did not have any sequale.

"In view of the above, I Dr V G Somani, Drugs Controller General of India, Central Licensing Authority, after careful examination of your reply and the recommendations of the DSMB in India and in UK revoke herewith the order dated September 11 issued under Rule 30 of the New Drugs and Clinical Trials Rules, 2019.

"You may recommence the clinical trial as recommended by DSMB, India, as per already approved protocol and the provisions laid down under the New Drugs and Clinical Trial Rules, 2019, subject to the conditions mentioned," the order said.
