NEW DELHI: A vaccine for Covid-19 is expected early next year and of the six leading ones which are undergoing trials probably three of them will work, billionaire philanthropist Bill Gates has said asserting that India has a huge role to play in scaling up manufacturing for these.
“If they succeed in their phase three, which is still underway, we want to be able to ramp up that manufacturing capacity,” Gates, who is the co-founder of the Bill and Melinda Gates Foundation told TOI in an interview over Skype.
Gates said India will play a major role in manufacturing these vaccines in high numbers as several vaccine companies in the country have the capacity to ramp up production.
“And, of course, India has a huge role to play in that. Because the highest volume vaccine manufacturers in the world, who have done a fantastic job, and partnered with us on many of these life-saving vaccines — including Serum, BioE, Bharat (Biotech) — they have capacity. We have been in lots of conversations with the companies, with the vaccines that look like they will be low-cost and very scalable, including AstraZeneca, Novavax — Sanofi — and Johnson and Johnson,” said Gates.
He said the progress on reducing poverty across the world would be set back by a few years due to the pandemic and if all countries cooperate and the world is lucky to have some good vaccines health systems could recover fast.
“If we do a brilliant job, we end the pandemic in 2022 — if we are lucky to have a lot of good vaccines that are made in volume, I am sure the health system should be able to get back fairly quickly.
“We’ll have to do catch up vaccination. But the economic damage — particularly in countries that couldn’t borrow huge additional sums, like some of the rich countries — will have big setbacks. ...Some of the extreme poverty type things could take us five to ten years to get back to where we were at the start of 2020,” said Gates.

    5 Covid deaths in Yavatmal, 64 new cases

    Yavatmal: The district recorded 5 deaths on Tuesday. The deceased include a 49-year-old man and a 30-year-old woman from Yavatmal, 66-year-old man from Pandharkawda, 65-year-old man from Darwha and a 60-year-old woman from Pusad. There are 245 new positive patients of which 165 are men and 80 women.
    Yavatmal alone has reported 64 new positive patients of whom 46 are men and 18 women. According to GMC sources, there are 306 patients in isolation wards. Total 63,444 swab samples have been sent to the lab so far of which 62,014 reports were received.

      I am 61 and do not have any regular income. I did not file ITR for FY 2018-19 as interest income was Rs 2.20 lakh. I want to sell my house and buy a new one. Should I file a nil ITR for FY 2019-20? The house will be sold for around Rs 85 lakh while the new one will cost around Rs 1.10 crore. How do I get refund of TDS on sale of my house?

      Obligation to furnish an ITR arises when total income (without giving effect to exemptions under section 54/54F or deduction under chapter VI A) exceeds maximum amount not chargeable to income tax. For filing ITR for FY19-20, you have to compute income from all sources and if it exceeds basic exemption limit of Rs 3 lakh, you have to furnish ITR, giving the particulars of your income. If the house is sold in November 2020, capital gains arising on sale would arise in FY 2020-21, in respect of which you shall be required to file an ITR on or before July 31, 2021. You have to deduct cost of acquisition from the sale consideration to arrive at the taxable capital gains. If the property is held for more than 24 months then the result-ant capital gains would be classified as ‘long-term’ and if the same are invested for purchase of another house, then you claim exemption under Section 54. At the end of the financial year, while filing ITR, final tax liability has to be determined by including income from all sources. TDS can then be claimed as credit from this final tax liability. Excess of TDS over the final tax liability shall be refunded by credit to your bank account. If income is correctly disclosed in the ITR, the income tax department may not raise a query.

      Assuming that the shares were received from a ‘relative’ as defined under I-T Act, the FMV shall not be chargeable to tax. However, the same shall form a part of your total income and shall have to be disclosed in Schedule EI of the ITR form. Upon sale, the capital gains shall be computed by deducting the cost of acquisition from the sale consideration. The cost of acquisition shall be deemed to be the cost at which the immediate previous owner of the shares acquired it.

      Railway unions protest privatisation

      Coimbatore: Around 50 members from railway unions here on Tuesday protested at the loco shed on Goodshed Road against privatization of the railways. Sporting black coloured masks, members Southern Railway Mazdoor Union (SRMU) and All India Railwaymen's Federation (AIRF) decided to create public awareness on how privatization will affect them through social media. Union members requested the public to switch off all their lights for 10 minutes from 8pm on September 19 in support of their demands.
      The SRMU and AIRF are protesting, primarily, multiple decisions taken by the railways such as surrendering or abolishing vacancies, privatization of 150 trains across 109 routes, abolishing dearness allowance and implementation of any of Bibek Debroy committee’s recommendations. “We are against privatization of the 150 trains, because this is just the beginning. They will increase the number of trains every year, covering all 22,000 trains eventually,” said M Govindan, divisional secretary, Salem, SRMU. TNN

        Chandigarh:

        Punjab Chief Minister Amarinder Singh on Tuesday said the state Congress will challenge the Essential Commodities (Amendment) Act 2020 in the court of law.

        He described the legislation "a direct and deliberate assault" by the Centre on the farmers' interests.

        Lok Sabha on Tuesday passed the Essential Commodities (Amendment) Bill, 2020 which seeks to deregulate food items, including cereals, pulses and onion, a move aimed at transforming the farm sector and raising farmers' income.

        Riding roughshod over the farmers' concerns, the central government, of which the Shiromani Akali Dal (SAD) is a constituent, has imposed a central law on a state subject, thus "eroding" the federal structure of the country, said the CM.

        "We will challenge it in court," he said in a statement.

        Asserting that he will not allow the farmers' interests to be compromised in this "shameless manner", Mr Singh said the enactment of the legislation is a step towards the "abolition" of the MSP (minimum support price) regime.

        "It is a conspiracy on the part of the BJP-led NDA government to destroy Punjab and its farmers," he alleged and declared that the Congress will fight this "attack" on the state's interests tooth and nail.

        "The legislation talks of encouraging competition among farmers. Do they really expect poor farmers, who are only competing with themselves for survival every day, to rival big corporates for protecting their interests?" asked the CM.

        Noting that the enactment, along with the other two farm ordinances that the Centre has already tabled in the Lok Sabha, was in line with the recommendations of the Shanta Kumar committee, Mr Singh said.

        The same committee had also suggested dismantling of the MSP regime. It is evident that the NDA government is now moving towards the "elimination" of the MSP system, he alleged.

        The CM also took on Shiromani Akali Dal chief Sukhbir Badal, accusing him of failing to protect the interests of Punjab's farmers.

        Sukhbir and his SAD were clearly a party to the "treachery" of the Union government, which has paved the way for "taking away" the rights of the farmers, he alleged.

        "Will you quit the ruling coalition at the Centre?" the CM asked Sukhbir.
