For five and a half years he managed to remain largely unknown, said Evan Horetsky last week at a Tesla press meeting on the construction site for the Gigafactory in Grünheide near Berlin. But that's over now: at the insistence of the journalists present, the man who, according to his own statement, has already been responsible for four Tesla factories in China and the USA, allowed his name to be mentioned, contrary to general house policy. Like teslamag.de, colleagues were also happy to make use of the friendly approval - and Horetsky is now increasingly becoming one of the few well-known Tesla personalities alongside CEO Elon Musk.

The fact that Tesla does not publicly name any names other than the CEO himself is a fixed rule in its public relations work, which repeatedly causes head-shaking among first-time participants at meetings. From Tesla's AI chief Andrei Karpathy occasionally appearances at trade conferences reported, at events for investors also usually finance board Zachary Kirk Horn, technical director Andrew Baglino, and automotive President Jerome Guillen and are known. Otherwise, however, Tesla managers should remain as nameless as possible, no matter how high-ranking and important they are.

From now on, however, the name Evan Horetsky should also be read and heard more often in connection with Tesla. According to his LinkedIn profile, the mechanical engineering graduate of the Virginia Polytechnic Institute is currently “Head of Engineering, Procurement, Construction Gigafactory Berlin at Tesla”, so you could actually call him Mister Gigafactory, as read in an article about the appointment in Grünheide was.

Brandenburg's Minister of Economic Affairs, Jörg Steinbach, later spoke up about this: He would have liked to have invented this nickname himself, wrote the minister on Twitter on Sunday, and published a picture of himself and Horetsky on the Gigafactory near Berlin. In any case, the name Mister Gigafactory is fully deserved for the Tesla expert.

HC stays construction at Udaipur Khelgaon

UDAIPUR: A division bench of the Rajasthan high court at its principal seat in Jodhpur has stayed construction at the Khelgaon premises in Chitrakoot Nagar here.
The division bench in its order dated September 10 has issued notices to the chief secretary, Udaipur collector, UIT, chairman Raj State Sports Board, CBSE Ajmer, Maharana Pratap Khelgaon Society and Ms S P Enterprise. A public interest litigation (PIL) in the matter has alleged illegal use of the public property, i.e., the convention centre, for commercial purposes and further sublet of the centre to run a private school there. On behalf of petitioner Manoj Agarwal, a resident of Udaipur, advocate Sajjan Singh Rathore told the court that the convention centre at Udaipur was developed on the land belonging to the sports board and the same was allotted by the UIT. Therefore, at the first instance, any development on it becomes the property of the sports board.
That it being a public land was allotted for sports activities only but if at all a convention centre was developed, then the same should be used for public and not for commercial activities for giving profit to any individuals.

    Noida to move SC over 8% interest order

    Greater Noida: Staring at losses of nearly Rs 10,000 crore this fiscal, the Noida and Greater Noida authorities have decided to move the Supreme Court for a review of its decision to bring down the interest rate for land that builders pay to 8% per annum in line with SBI’s marginal cost of funds based lending rate (MCLR).
    The authorities, at present, charge 12% interest per annum from private developers over the land allotment cost. In case of default, the interest rate is increased to 15% and compounded every six months. And with the total dues of builders in the two cities currently being over Rs 26,000 crore, the SC’s order could result in a dent of up to 40% to the authorities’ coffers, officials said.
    A Noida Authority official said, “We have estimated the restructured payment plan with 8% interest rate. We would suffer losses to the tune of 30% to 40%.”
    However, real estate experts and developers say that apart from incomplete projects, scores of ready buildings in the twin cities stand to benefit from the SC’s decision. Over dues, the authorities have held back the process of issuing completion certificates to these projects. The case is expected to be taken up on September 21.
    “About 1.50 lakh units currently remain stuck in the pending real estate projects in Noida and Greater Noida. The SC’s decision is aimed at resolving the mess between private developers and the authorities. Because of extremely steep interest rates, the pending amount kept growing over the years,” said Pankaj Kapoor, the managing director of Liases Foras, a real estate data analytics company.
    Noida Authority has given out 116 plots to private builders, out of which only 43 projects have been completed. Similarly, in Greater Noida, of 114 real estate projects, 67 projects remain stuck.
    Due to mounting dues, a lot of these projects became financially unviable and developers left them midway after taking money from homebuyers.

      Lucknow: Army veteran shines in virtual Boston marathon

      Col (retd) Bajrang B Singh ran the marathon in Lucknow and clocked 3 hours 38 minutes and three seconds
      LUCKNOW: Brimming with the energy of youth, 60-year-old army veteran Col (retd) Bajrang B Singh, the only and first from Uttar Pradesh, finished first in the above 60 age-group among Indian participants in 2020 Boston Marathon Virtual Experience.
      Singh made the cut for the prestigious Boston marathon scheduled in April, but was deferred and converted to a virtual experience due to the pandemic. To realise his dreams on the American turf, he will be running the 2021 Boston Marathon in April next year.
      On Monday, Singh ran the marathon in Lucknow and clocked 3 hours 38 minutes and three seconds — his best so far. “As I crossed the finishing line, I realised that I smashed my earlier record by more than two minutes,” Singh told TOI.
      Unaware of Covid curbs, Singh touched down in the US on March 4 to practise on the tortuous tracks of Heartbreak Hill on Boston marathon route, only to suffer a heartbreak after the marathon was put on hold.
      Singh returned to Lucknow on August 28, and quarantined himself for 14 days and this gave him hardly two days for the virtual run. Apart from the time, the hot and humid weather posed a challenge.
      “While in America, I could practise anytime of the day as almost all roads had sidewalks and weather was cool. In Lucknow, the weather is dreadful. High temperature and extreme humidity made running difficult. It slowed me down, sapped my energy. And absence of sidewalks didn’t allow practice on any time of the day,” Singh said.
      The most difficult aspect was the route and time selection, he said. An out-and-back route was what he preferred. He kicked off his race as early as 3.30 am to limit exposure to sun and remain fit.
      Tackling the blinding darkness to avoid stumbling, Singh decided to do loops, which is a to-and-fro journey on a route, which was a 7km stretch near a point at Kalindi Park in Vrindavan Yojana on Rae Bareli Road. He ran this loop three times and a little more.
      Another challenge, Singh said was to remain hydrated and avoid exhaustion. At this point, he sought help from his wife and friends who made water available every 3.5km. “Till about 28km, I felt strong, and then I began slowing down. The heat and humidity took its toll but I just couldn’t give up on my dream. I kept moving my legs,” Singh narrated.
      An ex-serviceman, Singh discovered his passion for running after retirement. He ran his first race in 2016 in Pune, when he was 56 years old. It was a 10km run. What started as a small step ended up becoming the beginning of a long journey, recalls Singh. He later ran his first full marathon in Goa, followed by a half-marathon in Pune again. Four years later, he has 70 competitive races with 30 half-marathons (21.1 km), 15 full marathons (42.2 km) under his belt. His best timing in a full marathon is 3 hours 40 minutes at a Hyderabad event.
      Born in Parwarbhar village in Sultanpur district, Singh did his schooling from a government-aided school and engineering from Kanpur’s Harcourt Butler Technological Institute (HBTI), followed by an MTech from IIT-Roorkee. While pursuing graduation, he was selected in the Army and joined the engineer corps. Serving in combat role, he was part of anti-insurgency operations between 1996 and 1997.

        Chandigarh: GST collection falls by 29% in 5 months

        CHANDIGARH: The coronavirus pandemic has hit goods and services tax (GST) collection of the UT administration, bringing it down by 29.5% in five months from April to August as compared to the same period last year, according to data released by the finance ministry.
        The ministry told Parliament GST collection had dipped up to 44% in various states/UTs. In response to a question, the minister of state for finance, Anurag Singh Thakur, submitted the figures. For Chandigarh, the GST collection dropped to Rs 578 crore against Rs 821 crore in the corresponding period of the last fiscal year.

        In August, the GST collection stood at Rs 138.52 crore. The revenue for August was nearly down by 13% of the GST collected in the same month last year. In August 2019, Rs 160 crore was collected from GST.
        Of the gross collection of Rs 138.52 crore in August, central goods and services tax (CGST) was of Rs 26.34 crore, state goods and services tax (SGST) of Rs 36.61 crore, integrated goods and services tax (IGST) of Rs 74.88 crore and cess of Rs 0.69 crore.
        The imposition of lockdown in April and May was the key reason behind the drop. “The lockdown the relaxation given by the government to taxpayers with turnover less than Rs 5 crore in filing of returns till September are the reasons behind low collection of GST in the first five months,” said a senior UT official. However, with selective opening of business establishments in Unlock 1, the revenue collection has started going up.
        The official said tax collection would further improve with the opening of bars in hotels and restaurants. The UT has already collected around Rs 5 crore as licensing fee from bar owners, which will further increase as all bar owners deposit the fee in the coming days.

          Pay property tax or water supply will be cut: MCG

          GURUGRAM: In order to make owners to clear property tax dues, MCG has decided to cut the water and sewage connections of the defaulters’ property. MCG commissioner said that the properties of defaulters will be sealed first and the water and sewage connections will be cut. The property will be then auctioned.
          MCG officials said that the huge amount of pending property tax dues (Rs 300 crore) is the reason behind the civic body’s decision.
          “We have sent around 1,600 notices to the tax defaulters in all four zones, approximately 400 in each zone. Water and sewage connections of the properties of tax defaulters will be cut starting from next week. Moreover, our sealing drive is also going on,” said Dinesh Kumar, zonal taxation officer-2.
          In July, MCG recovered Rs 105 crore of property tax — highest in recent years— after the state government decided to give 10% rebate to the property owners who clear their dues for the 2020-21 assessment year by July 31. However, this deadline has been extended till October 31. The civic body collected Rs 6.65 crore of property tax in August and more than Rs 4 crore till Tuesday in this month.
          MCG officials said that sealing drive is going on in all zones of the city. On Tuesday too, a property located on Sohna road with a pending property tax due of Rs 20 lakh was sealed.
          The Haryana government on August 18 had notified fresh deadlines to clear the property tax dues. A one-time rebate of 25% will be given to owners, who have dues since financial year 2010-11, if they clear the dues till financial year 2019-20 by October 31. The 25% rebate will be given only for the period from 2010 to 2017. Earlier this deadline was August 31.
          Meanwhile, property tax survey has resumed in city, after a gap of five months. The civic body had issued a public notice, requesting people to cooperate with the surveyors and provide information about their properties. The deadline to complete the survey is October 2020.

            Woman raped on pretext of job, no FIR yet

            Greater Noida: A 20-year-old woman has accused a Greater Noida resident of raping her since May this year on the pretext of giving her job. She also alleged that despite filing a complaint in the case 14 days ago, the police have not lodged an FIR yet.
            The woman is a native of Bijnor district in Uttar Pradesh and lives in a paying guest accommodation in the city's Sector Alpha 1 area. The law graduate told TOI that after finishing her studies from a city-based college she had been giving private tuitions to locality’s children.
            In her complaint, she stated that in May this year, the accused befriended her on social media after introducing himself as the managing director of an IT firm and offered her a job for which he called her for an interview in a highrise flat in Sector 134.
            However, she said when she reached there, she found there was nobody present in the house except the accused. “I realised it was his house and he told me that he lives alone there. He said he would give me a job as per my qualifications in his company and asked me to trust him. Later, he had physical relations with me after luring me and making similar promises,” she said, adding that he secretly shot a video which he used to further blackmail and sexually harass her.
            She said he never showed her the video but always threatened to post it on the internet. “On June 2, he picked me up from my PG in his car and punched me in the head after I resisted his sexual activities,” she said. “He punched me six-seven times due to which I started feeling dizzy. He later dropped me home but threatened to kill me if I tried to inform the police,” said the woman.
            In the following months, the woman claimed she slipped into a state of depression due to continuously threatening calls and messages that the accused was sending her. With the help of her brother’s support, she finally gathered the courage to file a complaint against him on September 1 at Sector Beta 2 police station, but the cops did not register an FIR.
            On Monday, she again tweeted her complaint to chief minister Yogi Adityanath seeking action in her case.
            “I have several pieces of evidence, including call recordings and chats which I have already given to the police. They can also check the CCTV cameras of my society’s gate and the places he took me, but instead of doing all this, the police are only troubling me,” she said.
            Meanwhile, Brij Nangar Rai, the ACP of zone 3 said they have recorded the statement of the woman. “The investigation is taking time since the complaint was filed months after the incident. An FIR will soon be lodged and arrests will also be made if allegations are proved to be true,” he said.
