'We will not be viable': WA university leaders call for state borders to reopen

West Australian university leaders are calling for the borders to be reopened to ensure the state doesn’t lose its hard-fought market share in the global international student sector.

With the majority of WA’s five universities relying on international students to remain viable, Edith Cowan University vice chancellor Professor Steve Chapman said the state’s hard border needed to be lifted by the second semester of 2021.

From April to July this year, fewer than 10 people arrived in WA on an international student visa, compared to almost 17,000 for the same time period in 2019, Australian Bureau of Statistic numbers show.

“We have to have mass numbers of students back, and we have to have them back by July, next year,” Professor Chapman said at a Committee for Economic Development Australia panel in Perth on Tuesday.

“The real worry is that other states open up before WA and start to take our market share from markets that we've spent decades building. This is really serious.

“I can't emphasise this more strongly, the borders for international students have to be open July next year.”

Murdoch University vice chancellor Professor Eeva Leinonen said as a collective the universities needed to think about their position in a globally competitive context, with borders now opening in the UK, USA, Canada, European countries and New Zealand.

“There was an international student survey done recently, globally, and New Zealand and Australia were the most-wanted destinations for international students,” she said.

“We really have a window of opportunity now, it's now that we just cannot lose. We need to take some really serious steps to make that plan. Now we need to act and we need to have a plan for 2021.”

That plan, University of WA vice chancellor Professor Amit Chakma said, needed to be a united one and a “pitch for Perth”, rather than individual universities.

“The first thing that matters to international students and their parents is country; the first choice they make is, ‘where do I want to be’,” he said.

“So Australia, of course, is top on the list. The next criteria, by and large, is the city destination. Universities come third.”

Professor Chakma, who moved from Canada about three months ago, said the changes to how universities typically recruited international students were integral.

"Imagine if we didn't have any international students, our five universities, in my humble opinion, will not be viable," he said.

"We just do not have sufficient numbers of students within WA to keep five universities afloat. We need international students for our survivability."

Panel moderator, Pawsey Supercomputing Centre executive director Mark Stickells, said the impact of COVID-19 had been severe and the higher education sector, which employs more than 15,000 staff and is one of the largest employers collectively, was unable to save itself in this crisis in which institutions were facing revenue cuts.

This month, at least three WA universities have announced cost-cutting measures, with hundreds of jobs on the line in a bid to save millions of dollars.

With up to 200 jobs at stake at Murdoch as it tries to slash a further $25 million in salary costs from 2021, on top of $30 million savings flagged this year, Professor Leinonen said international education was completely overlooked in the state government’s $5.5 billion WA Recovery Plan.

“It doesn't even get a mention,” she said. “I'm hoping that this is just an evolving context; in other words that COVID and recovering from that is evolving and international education will get its rightful place in that plan.”

Professor Chakma said in Canada it was inconceivable that any major investment program by governments would evolve without universities.

“A really striking difference is that we are just absent, universities are absent in the minds of our government as we're looking at economic recovery,” he said.

Curtin vice chancellor Professor John Cordery said universities played a central role in economic and social prosperity after a pandemic.

“In terms of recovery you can't underestimate the contribution that international students in the sector actually make to a recovery in the state,” he said.

“International students contribute around $2 billion annually to the state's economy and international education across the country supports around 250,000 Australian jobs, and in recent times around $40 billion to our economy.”

Notre Dame vice chancellor Professor Selma Alliex said a lesson universities learnt from COVID was that operations needed to be curtailed to a point where they “don't go bankrupt”.

“They’re difficult times for all universities, they’re painful times for all universities, ” she said, with Notre Dame having to also recently announce a need to save a further $15 million in staff costs.

“At some level, our staff recognise there is a need to become more efficient with our systems and processes.”

लखनऊ:  प्रदेश के मुख्यमंत्री योगी आदित्यनाथ के निर्देश पर पुलिस ने बाहुबली विधायक मुख्तार अंसारी और उसके दोनों बेटों पर शिकंजा कस दिया है। मुख्तार अंसारी का वारंट बी तैयार कराने के साथ ही उसके दोनों बेटों अब्बास व उमर पर 25-25 हजार का इनाम घोषित किया गया है। लखनऊ के पुलिस कमिश्नर सुजीत पांडेय की ओर से इनामी राशि की घोषणा की गई है। यह कार्रवाई राजधानी लखनऊ के डालीबाग इलाके में सरकारी जमीन पर अवैध निर्माण करने के मामले में की गई है।

अवैध निर्माण के मामले में कार्रवाई

पुलिस कमिश्नर सुजीत पांडे ने बताया कि हजरतगंज क्षेत्र के डालीबाग इलाके में निष्क्रांत जमीन पर कब्जा करके दो टावरों का निर्माण कराने के मामले में मुख्तार और उसके बड़े बेटे अब्बास और छोटे बेटे उमर के खिलाफ एफआईआर दर्ज है। इस मामले में एलडीए की ओर से 27 अगस्त को कार्रवाई की गई थी और दोनों टावरों को ढ़हा दिया गया था।

जियामऊ इलाके के लेखपाल सुरजन पाल की ओर से इस मामले में मुख्तार अंसारी और उसके बेटों समाज के खिलाफ हजरतगंज कोतवाली में मुकदमा दर्ज कराया गया था। इस मामले में तीनों के खिलाफ साजिश रचने, जालसाजी और जमीन पर अवैध कब्जा करने का आरोप लगाया गया है।

फर्जी दस्तावेजों से हुआ था निर्माण

इस एफआईआर में सुरजन पाल ने आरोप लगाया है की जिस जमीन पर मुख्तार के बेटों ने टावर बनवाए थे, वह मोहम्मद वसीम की थी। वसीम के 1952 में पाकिस्तान चले जाने के बाद यह संपत्ति निष्क्रांत के रूप में दर्ज की गई थी मगर मुख्तार के बेटों में जमीन का फर्जी दस्तावेज तैयार कराकर दो टावरों का निर्माण करा लिया। उन्होंने जमीन पर एक मस्जिद भी बना ली थी। इस बाबत हजरतगंज पुलिस का कहना है कि मुख्तार कआ दी वारंट बी तैयार है और कोर्ट के आदेश पर आगे की कार्रवाई होगी।

 

मुख्तार की बीवी व सालों पर लगा गैंगस्टर

पुलिस की ओर से इन दिनों मुख्तार अंसारी और उसके गिरोह के सदस्यों के खिलाफ कड़ी कार्रवाई का सिलसिला जारी है। मुख्तार अंसारी की पत्नी आफसा अंसारी उसके सालों शरजील रजा और अनवर शहजाद पर गैंगस्टर की कार्रवाई की गई है। इन सभी के खिलाफ गाजीपुर कोतवाली में मुकदमा दर्ज किया गया है। इन पर मुख्तार के साथ मिलकर संगठित आपराधिक गिरोह के रूप में काम करने का आरोप लगाया गया है।

सालाना 48 करोड़ की कमाई बंद

हाल के दिनों में योगी सरकार ने प्रदेश में माफिया गिरोहों का फंदा कस दिया है। इसी सिलसिले में बाहुबली विधायक मुख्तार अंसारी और उसके गिरोह के आर्थिक साम्राज्य पर भी चोट की गई है। पुलिस सूत्रों से मिली जानकारी के अनुसार अब तक मुख्तार गिरोह की सालाना 48 करोड़ रुपए की कमाई बंद की जा चुकी है। मुख्तार गिरोह के खिलाफ पुलिस की कार्रवाई अभी जारी है और पूर्वांचल में पुलिस ने मुख्तार के गुर्गों पर शिकंजा कस दिया है।

इन अवैध धंधों में लगा हुआ है गिरोह

पुलिस ने वाराणसी जोन के अंतर्गत आने वाले विभिन्न जिलों में मुख्तार गिरोह के खिलाफ कड़ी कार्रवाई की है। पुलिस की ओर से की गई कार्रवाई में गिरोह बनाकर वसूली, प्रतिबंधित मछली कारोबार, कोयला कारोबार, बूचड़खाना और स्टोरेज सहित अन्य अवैध धंधों पर पूरी तरह रोक लगा दी गई है।

पुलिस सूत्रों के मुताबिक मछली कारोबार से ही मुख्तार गिरोह साल भर में करीब 33 करोड़ रुपए की कमाई कर रहा था। बाकी कमाई अन्य धंधों से की जा रही थी। मुख्तार का पूरा गिरोह इन अवैध धंधों के संचालन में लगा हुआ था।

अवैध कब्जे से मुक्त हुई 120 करोड़ की जमीन

पुलिस के मुताबिक गाजीपुर, आजमगढ़ और मऊ जिले में मुख्तार गिरोह के कब्जे से काफी जमीन मुक्त कराई गई है। सूत्रों के मुताबिक करीब 120 करोड़ रुपए की संपत्ति गिरोह के अवैध कब्जे से मुक्त कराई जा चुकी है।

पूर्वांचल के विभिन्न जिलों में गिरोह का अवैध धंधा संभालने वालों के खिलाफ शिकंजा कस दिया गया है। अभी तक ऐसे 100 लोगों की गिरफ्तारी की जा चुकी है और इनमें से 78 के खिलाफ गैंगस्टर एक्ट के तहत मुकदमा दर्ज कराया गया है।

गिरोह के 81 असलहों के लाइसेंस रद्द

मुख्तार गिरोह के पास मौजूद असलहों को लेकर भी कार्रवाई शुरू कर दी गई है और अभी तक 81 असलहों के लाइसेंस रद्द कराए गए हैं। इस मामले में दोषियों के खिलाफ मुकदमा भी दर्ज किया गया है। मुख्तार के कई करीबियों ने अपने खिलाफ दर्ज मुकदमों को छिपाकर असलहों का लाइसेंस हासिल कर रखा था।

Sussanne Khan, who owns interior designing label The Charcoal Project, returned to work a couple of months ago and on Tuesday, she posted a picture from her work diaries, which got an adorable comment from her ex-husband, actor Hrithik Roshan. Sussanne and Hrithik were living together during the lockdown to co-parent their kids - Hridhaan and Hrehaan. In her latest post, Sussanne can be seen sporting a jacket, trousers and sitting in a chair while posing for the camera. "If you leave, I won't cry... I won't waste a single day," she captioned the photo. Reacting to her post, Hrithik Roshan, who often leaves adorable comments on his ex-wife's post, wrote: "Super pic."

Sussanne Khan and Hrithik Roshan got married in 2000 but later divorced in 2014. Earlier, during the nationwide lockdown, Sussanne moved in with Hrithik on a temporary basis so that their kids could be with both of them. After Sussanne shifted to Hrithik's house, he shared a photo of her and wrote: "This is a picture of dear Sussanne (my ex-wife), who has graciously volunteered to temporarily move out of her home so that our children are not disconnected indefinitely from either one of us. The state's agitating farmers on Tuesday warned that any Punjab MP who supports the farm bills in parliament will not be allowed to enter the villages as they blocked roads at many places as part of their state-wide protest.

The protesting farmers squatted on highways and other key roads for two hours at several places across the state against the three bills calling them "anti-farmer". Commuters faced inconvenience because of road blockades while the authorities diverted traffic.

The Centre introduced the bills on food and agriculture reform in the Lok Sabha on Monday. The proposed legislations seek to provide barrier-free trade for farmers' produce outside notified farm mandis, and empower farmers to enter into farming agreements with private players prior to production for sale of agri-produce.

Intensifying their agitation, the farmers said they were forced to take to streets because of the apathetic attitude of the central government over their demand for the withdrawal of the bills.

Different farmers' outfits had given a call for road blocks in Punjab to protest against the bills.

"MPs who support these farm bills in parliament will not be allowed to enter villages and we will teach him a lesson," warned Bhartiya Kisan Union (Lakhowal) general secretary Harinder Singh Lakhowal.

Calling the bills "worse than coronavirus", he said they would negatively affect farmers, arthiyas (commission agents) and farm labourers, if implemented.

Lakhowal, who was holding an agitation along with other farmers at Neelon bridge in Ludhiana, said that they needed the support of each MP as the central government was "hell bent" on bringing the bills which are against the interest of the farming community.

Lakhowal said his outfit, along with 11 other farmers' organisations blocked roads, mainly national highways, at 25 places in the state.

"We will go to any extent to force the government to rollback the bills," he said, adding that a group of farmers would also hold a protest in Delhi.

Meanwhile, in Moga, a few of the agitating farmers wore black robes while some of them tied a noose around their necks.

Farmers under the banner of BKU (Ekta Ugrahan) held protests in Badal village in Muktsar and in Patiala while in Phagwara, they blocked National Highway 1 for two hours between Phagwara-Hoshiarpur sugar mill crossing and Phagwara-Nakodar road crossing.

As a result, traffic between Jalandhar-Phagwara-Ludhiana, Phagwara-Nakodar and Phagwara-Nawanshahr-Chandigarh was blocked, causing inconvenience to commuters.

Farmers also held a rally at a lock grain market in Phagwara.

Led by BKU (Doaba) president Manjit Singh Rai, farmers raised slogans against the government and demanded the withdrawal of the bills. The protest was also joined by commission agents and mandi workers.

In Hoshiarpur, farmers under the banner of Kisan Mazdoor Sangharsh Committee staged a protest dharna and blocked vehicular traffic at Bhangla on Jalandhar-Pathankot G T Road.

Meanwhile, Tanda Police on Tuesday registered a case against members of Kisan Mazdoor Sangharsh Committee for blocking the road at Beas river bridge, village Rara, on Tanda-Sri Hargobindpur road.

The Farmers' Produce Trade And Commerce (Promotion And Facilitation) Bill, The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill and The Essential Commodities (Amendment) Bill were introduced in parliament on Monday.

Farmers have expressed apprehension that these would pave the way for dismantling of the minimum support price (MSP) system and they would be at the "mercy" of big corporates.

The Congress-led government in Punjab described the bills as a "blatant attack" on the federal structure. On August 28, the Punjab Assembly had passed a resolution, rejecting the farm bills.
