Panel bats for abolishing LTCG on start-up investments

A Parliamentary panel has “strongly recommended” abo­lition of long-term capital gains (LTCG) tax for investment in start-ups, besides other tax inc­entives, to drive a sharp post-pandemic revival.

This should apply to investments made through collective investment vehicles such as angel funds, alternate investment funds and investment LLPs, it said.

 

The Parliamentary Standi­ng Committee on Finance, headed by former minister of state for finance Jayant Sinha, said a strong start-up ecosystem can propel investment, jobs, and demand creation, and for that, substantial growth capital is required.

It also pitched for self-reliance in capital funding of unicorns to cut dependence on funding from China and US.

The committee also suggested that companies and LLPs should be allowed to invest in start-ups without being classified as non-banking financial companies by the Reserve Bank of India (RBI) to expand capital sources for start-ups.

“The Committee would like to strongly recommend that tax on LTCG be abolished for all investments in start-up firms (as designated by DPIIT) which are made through collective investment vehicles (CIVs) such as angel funds, AIFs, and investment LLPs,” said the report titled Financing the startup ecosystem.

This was submitted to the Lok Sabha Speaker last week.

At a minimum, this should be done for at least the next two years to encourage investments during the pandemic period.

After this two-year period, the Securities Tra­nsaction Tax (STT) may be ap­plied to CIVs to maintain revenue neutrality.

Since, inve­stments by CIVs are transparent and at fair market value, it is easy to calculate STT associated with these investments.

Thus, it can be done in lieu of imposing LTCG on these CIVs, it noted.

It also recommended that the exemption for income on investments made before March 31, 2024, subject to the investment being held for a period of at least 36 months as incentivised in the Finance Act, 2020, should be provided to long-term capital invested across all sectors.

“With adequate risk capital backing them, start-ups can provide innovative new services which can have a multiplier effect on the economy,” said the panel.

It pressed for adopting a more pragmatic approach on applying fair market value principles in transactions between independent parties as businesses are stressed for liquidity in the current environment and valuations of businesses have softened.

The pricing guidelines prescribed under the various laws should be made more consistent to provide a simple framework for facilitating large-scale investments, it said.

The panel also batted for self-reliance in capital funding for unicorns, which now mainly comes from US and China.

It said that the Small Industries Development Bank of India Fund-of-Funds vehicle should be expanded and fully operationalised or utilised to play an anchor investment role.

The term unicorn is used to describe a privately held start-up company with a value of over $1 billion.

“Unicorns initially require seed capital of hundreds of crores, and then as they grow they need thousands of crores to build global scale businesses.

"The Committee note in this regard thatcapital going into India’s unicorns comes mainly from foreign sources such as US and China.

"The Committee believe that this dependence be reduced so thatIndia becomes self-reliant by having several large domestic growth Funds powered by domestic capital to support India’s unicorns,” it said.

CALANGUTE: At a time when there’s a hue and cry over non-functioning of CCTV cameras in major towns like Margao and Vasco, Calangute panchayat says the CCTV surveillance system it installed last year continues to work round-the-clock, maintaining constant vigil in the tourism hub.
The CCTV camera surveillance system was inaugurated in June 2019 by minister for ports and Calangute MLA Michael Lobo. The project was undertaken at a cost of Rs 90 lakh under the central government’s ‘Swadesh Darshan’ scheme.
“Except for around five cameras, the other 40-odd cameras are fully functional. The fibre-optic cable has been damaged in one area, due to which we are not receiving the footage from a few cameras,” pancha Shawn Martins said.
The surveillance system was installed as, during season time, a large number of petty criminals descend on the tourism hub. Numerous incidents of pick-pocketing, bag-snatching and robbing of belongings kept in parked cars are reported during peak season.
Footage from the CCTV feed is also shared with the Calangute police. “Whenever there are any crime incidents, CCTV footage from that particular area is shared with the Calangute police which often helps in tracing culprits,” Martins said.

    Pune cantonment board to double oxygen cylinders at its hospital

    PUNE: The Pune Cantonment Board (PCB) has decided to double the number of jumbo oxygen cylinders from the existing 100-200 units at its Sardar Vallabhbhai Patel general hospital in the wake of the rise in the number of critical Covid-19 patients at the facility.
    At the moment, the hospital has 52 patients on oxygen support and 10 others on ventilator support.
    PCB chief executive officer Amit Kumar on Tuesday said, “We (the board) have decided to augment the number of oxygen cylinders from various sources. Two more agencies, in addition to the existing one, are being hired on contract to supply oxygen cylinders. Each cylinder will have a capacity of 7,000 litre.”
    Kumar told TOI, “We had a tough time arranging for oxygen cylinders in the past three weeks, as our current supplier was unable to meet our demand. We had to rush to the Yashwantrao Chavan Memorial Hospital in Pimpri and other health hubs to get the oxygen cylinders. We have told the Khadki and Dehu Road Cantonment authorities to work in coordination and share oxygen cylinders as and when needed.”
    PCB resident medical officer V D Gaikwad said, “We also get critical patients from the Pune Municipal Corporation (PMC) limits. But we can’t accommodate them, as our facilities are fully occupied. A critical patient needs at least 10 jumbo cylinders in 24 hours.”
    He said, “We are yet to administer high flow oxygen to patients. But if we have to do that, then we would require 60 litre of oxygen per minute. Considering all these possibilities, we have to acquire more oxygen cylinders. The PCB is set to add 10 ICU and 20-30 oxygenated beds soon.”

      Shahid Kapoor misses being on the sets of a film, so much that he shared a BTS video from the sets of his film Jersey. Shahid Kapoor,  who plays the role of a cricketer in the film, shared a video, in which he can be seen practicing on the field, dressed in a white jersey. Sharing the video on the photo sharing application, the actor wrote in his caption, "Can't wait to get back. Missing my boys." Shahid's mother and veteran actress Neelima Azeem wrote in the comments section: "shot," adding a few clap emojis. Jersey also stars Shahid's father Pankaj Kapur in the role of his mentor.

      During the shooting of the film in Chandigarh, Shahid Kapoor suffered an injury on the lower lip. In January, the actor thanked his fans and well-wishers for their love and concern.       Jersey is based on a cricketer, who returns to play cricket in his 30s, by joining the Indian cricket team. It is a remake of a 2019 Telugu film of the same name. Directed by Gowtam Tinnanuri (who also helmed the original), the film was slated for an August 28 release. However, it was shifted due to the coronavirus pandemic. The revised release date hasn't been announced yet.
