UNITED NATIONS: UN Security Council's membership and its working methods must reflect the realities of the 21st century and reform of the 15-nation body is very important for the United Nations, according to the new President of the 75th session of the General Assembly.

Volkan Bozkir, who assumed charge as General Assembly President on Tuesday, told reporters that the Security Council reform is very important, not only for the member states but also to the United Nations as a whole.

"Of course, it is a complex challenge that is closely linked to one of the main pillars of the organisation - peace and security.

"There is no doubt that the membership of the Security Council as well as its working methods must reflect the realities of the 21st century. This process is an intergovernmental one and thereby member states-driven," the Turkish diplomat and politician said.

India will sit in the UN Security Council as an elected non-permanent member for a two-year term beginning January 1, 2021.

Earlier this month, India asserted that the Inter-Governmental Negotiations (IGN) on Security Council reform were being "held hostage" and used as a "convenient smokescreen" by countries that do not wish to see any reform of the top UN organ.

Underscoring its "abiding commitment" to reformed multilateralism, India has said it will "continue to voice its strong support for tangible action towards an expanded and reformed Security Council that reflects today's world and realities. We will also take steps to see how we can realise these goals in the 75th session of the UNGA."

India had also expressed disappointment that the IGN roll-over text had fallen "well short" of capturing the progress in the two IGN meetings held this year, particularly in the areas of the growing support for the Common African Position and other important issues.

New Delhi has been at the forefront of the years-long efforts to reform the Security Council, saying it rightly deserves a place as a permanent member of the Council, which in its current form does not represent the geo-political realities of the 21st century.

Bozkir, in response to a question on the long-pending Security Council reform, said that the 75th UNGA session will build on the meetings held during the previous sessions.

"I hope that through active engagement of member states and pragmatic approaches, we will be able to make meaningful progress on this difficult issue," he said, voicing his commitment to support the reform process in an impartial, objective and open-minded manner.

He said that he will soon consult member states on appointing co-facilitators for the IGN.

Addressing the opening of the 75th session of the General Assembly, Bozkir said that confronting the effects of the coronavirus in all their dimensions will be an "overarching priority" for his presidency.

Outlining his other priorities, he said that the 75th year of the UN should also be a time to revitalise the spirit of cooperation that laid the foundation of this organisation.

"In recent years, the trust deficit between nations has impeded the work of the United Nations. Member states fail to compromise. And when there is compromise, it is based on the lowest common denominator.

"At times, this has been the case for the General Assembly, and it has been the case for the Security Council," Bozkir said, adding that as the President of the General Assembly, which is the most representative and most democratic organ of the United Nations, he will endeavor to build trust between member states.

"I will do my best to build consensus around the important and timely issues on our agenda from arms control, to human rights, to climate and sustainable development," he said.

Bozkir emphasised that during the 75th session, the General Assembly should reflect on its work and embrace reforms in order to be effective and relevant.

"We need to enhance coherence by addressing gaps, overlaps and duplication where they exist. The pandemic-related restrictions could be an opportunity to streamline our agenda without compromising on substance," he said.

He also noted that in order to improve the delivery of UN mandates, the world organisation needs to hear from the people it serves.

"I see this hall as the parliament of humanity. And I intend to use this platform to amplify the voices of the most vulnerable people in the world. Here in the chief deliberative, policy-making and representative organ, we must consider the concerns of all people in need or under oppression," he said.

Bozkir voiced his commitment to work with member states to ensure they have a voice and to use good offices to highlight the importance of impartial and unhindered delivery of humanitarian aid and full respect for international humanitarian law in conflicts and crises.

As the world enters the 'Decade of Action' to implement the Sustainable Development Goals, Bozkir said it is clear "that we are not on track" and throughout his term he will promote the use of emerging technologies, strengthened data, and result-oriented action to ensure that no one is left behind.

He said that he will also champion gender equality across the agenda of the 75th session in this seminal year for women's empowerment, as the world commemorates the 25th anniversary of the Fourth World Conference on Women, held in Beijing in 1995.

India's Oil and Natural Gas Corp (ONGC) has exited from Sudan oilfields after the African nation refused to pay for oil it lifted from the fields.

ONGC Videsh Ltd (OVL), the overseas investment arm of the state-owned firm, as also its Chinese partner CNPC and Malaysia's Petronas have withdrawn from the block, a top company official said.

OVL had a 25 per cent stake in Block 2A&4 in Sudan while CNCP had 40 per cent and Petronet 30 per cent. Sudan''s Sudapet had 5 per cent interest.

Sudan had since 2011 not paid OVL and partners for oil it bought from the block. Sudan''s dues towards OVL totalled USD 430.69 million, the official said.

The company initiated arbitration proceedings against the Government of Sudan to recover the dues and has terminated the Exploration and Production Sharing Agreement (EPSA), he said.

OVL had also not been paid about USD 99 million for the 741-km-long pipeline it built from Khartoum to Port Sudan.

The project cost and rental of USD 254 million was to be paid by Sudan in 18 half-yearly equated instalments of USD 14.135 million each starting from December 30, 2005. The company got a total of 11 instalments (USD 155.48 million) till December 2010 and the balance seven instalments amounting to USD 98.94 million remained outstanding.

The official said falling to get the balance payment even after using diplomatic channels, OVL has initiated a separate arbitration to recover the outstanding dues.

OVL had entered Sudan in 2003 by acquiring a 25 per cent interest in the Greater Nile Oil Project.

GNOP consisted of the upstream assets of on-land Blocks 1, 2 and 4 spread over 49,500 sq km in the Muglad Basin, located about 780 km South-West of the capital city of Khartoum in Sudan.

Upon the secession of South Sudan from Sudan in July 2011, the contract areas of Blocks 1, 2 and 4 which straddle between Sudan and South Sudan were split with a major share of production and reserves are now situated in South Sudan.

Post-secession, as the government of Sudan''s share of total production from Sudan was not sufficient to meet the requirements of local refineries, foreign firms were asked to sell their share of crude oil to it.

However, the payment of dues on account of crude oil purchased by the government of Sudan was not received, the official said.

Sudan had denied ONGC and partners an extension of licence to operate block 2B after the initial contract expired in November 2016.

OVL had, along with state-owned Oil India Ltd, constructed and financed a 741-km multi-product pipeline from Khartoum refinery to Port Sudan for USD 194 million.

OVL''s share of the project cost was 90 per cent, while the rest was borne by OIL.

The pipeline was handed over to the government of Sudan in October 2005. The lump-sum price, together with lease rent was required to be paid to OVL in 18 equal half-yearly instalments effective from December 2005.

This amount totalled USD 254 million.

OVL has participating interest in 37 oil and gas projects in 17 countries spanning from Venezuela to Vietnam.

The official said oil production at Block 1, 2 & 4 in South Sudan was shut in December 2013 due to security reasons and production is now being resumed.

Karnataka Home Minister Basavaraj Bommai tweeted today that he has got COVID-19.

Two more Karnataka Ministers - Basavaraj Bommai and K Gopalaiah - in Chief Minister BS Yediyurappa's cabinet have tested positive for coronavirus.

Karnataka Home Minister Basavaraj Bommai tweeted today that he has contracted the virus.

"Our domestic help at home was found infected by the coronavirus yesterday. So, I too underwent a test and found positive for the virus," he said.

Mr Bommai said he was asymptomatic and healthy but as a precautionary measure he has isolated himself at home.

Earlier on Tuesday, Food and Civil Supplies Minister K Gopalaiah, in a tweet said, "As I have tested positive for coronavirus, I am getting admitted to the hospital on the advice of a doctor, though I have no symptoms of the disease."

Both have appealed to those who came in contact with them to get examined and take necessary precautionary measures.

Other ministers who were infected with the pathogen, include Forest Minister Anand Singh, Tourism Minister CT Ravi and Agriculture Minister BC Patil.

As on Tuesday evening, 4.75 lakh people were found to be infected with the virus. Whereas 7,481 people have succumbed to the infection since the outbreak of the disease.
