The Serum Institute of India was asked to pause recruitment for the drug trials on 11 September after AstraZeneca paused its trials due to a UK participant fell ill during the study.

New Delhi: Drugs Controller General of India (DCGI) Dr V G Somani on Tuesday gave permission to Serum Institute of India to resume clinical trial of the Oxford COVID-19 vaccine candidate in the country while revoking its earlier order of suspending any new recruitment for phase two and three trial.

The DCGI, however, put certain conditions like taking extra care during screening, providing additional information in informed consent and close monitoring for adverse events during follow-up of the study which have to be “scrupulously” followed by Serum Institute of India (SII).

SII has also been asked to submit to the DCGI’s office details of medication used in accordance with the protocol for management of adverse events.

The DCGI had on September 11 directed Serum Institute of India to suspend any new recruitment in the phase two and three clinical trial of the Oxford COVID-19 vaccine candidate till further orders in the backdrop of pharma giant AstraZeneca pausing the clinical trials in other countries because of ”an unexplained illness” in a participant in the study.

On Saturday, British-Swedish biopharmaceutical giant AstraZeneca and the University of Oxford said clinical trials for their coronavirus vaccine have resumed in the UK after the Medicines Health Regulatory Authority’s (MHRA) confirmed that the trials were safe.

SII, which has partnered with AstraZeneca for manufacturing the vaccine candidate for COVID-19, on Tuesday submitted the recommendations of the Data and Safety Monitoring Board (DSMB), UK and DSMB, India, and requested for permission to restart enrolment in the clinical trial.

According to Tuesday’s order issued by DCGI, the DSMB, UK, recommended that the investigators recommence all immunization in their clinical trials subject to certain conditions.

DSMB, India, also has recommended to continue the study and enroll the remaining participants in the clinical trial as per protocol subject to certain conditions.

According to the order, SII has submitted revised participant information sheet, revised informed consent form and additional safety monitoring plan for the evolved participants.

The Pune-based firm has also submitted a summary of safety follow up of seven days post first vaccination, stating that no serious adverse events were experienced by any of the subjects till the date of the reporting, and the reported adverse events were stated to be mild, resolved on their own and did not have any sequale.

“In view of the above, I Dr V G Somani, Drugs Controller General of India, Central Licensing Authority, after careful examination of your reply and the recommendations of the DSMB in India and in UK revoke herewith the order dated September 11 issued under Rule 30 of the New Drugs and Clinical Trials Rules, 2019.

“You may recommence the clinical trial as recommended by DSMB, India, as per already approved protocol and the provisions laid down under the New Drugs and Clinical Trial Rules, 2019, subject to the conditions mentioned,” the order said.

भारत ने मंगलवार को पाकिस्तान (Pakistan) को ''आतंकवाद का केंद्र'' बताते हुए कहा कि इस्लामाबाद किसी को अकारण मानवाधिकार (Human Rights) पर व्याख्यान न दे क्योंकि उसने लगातार जातीय और हिंदुओं, सिखों और इसाईयों समेत अन्य धार्मिक अल्पसंख्यकों को प्रताड़ित किया है.

Of all the touching tributes to Jaimi Kenny in the wake of her tragic death, one of the most poignant came from her mother's biggest swimming rival whose daughter also died too young.

Lisa Curry and Tracey Wickham were Australia's golden girls of the pool during the 1980s, winning more than 20 international swimming gold medals between them.

But while celebrated by the nation and cheered on in unison in the pool, the pair were far from friends.

Famously in the lead up to the 1982 Commonwealth Games in Brisbane, Lisa belittled her rival by slow clapping her as she walked out on to the pool deck. 

Yet when Lisa and her fellow sporting champion ex-husband Grant Kenny released a statement about Jaimi's death at just 33, Wickham was among the first to pay tribute.

Having lost her own daughter Hannah to cancer at just 19 in 2007, Wickham told her grieving one-time swimming rival: 'I can't believe we both have lost our beloved daughters'.

Hannah Ciobo was just a teenager when she was diagnosed with synovial cancer in 2004 and bravely battled the rare disease for three years.

Just hours before her death she married 'soulmate' Tom O'Driscoll from her hospital bed.

The pair had met in hospital where he too was fighting cancer. 

At Hannah's funeral her mother - the former world record holder in the 400m, 800m and 1500m swimming events - described her daughter as her 'rock'. 

'When I first laid eyes on my newborn baby girl, the love for Hannah was overwhelming,' Wickham said.

'A full head of dark, curly hair - an absolute stunner from day one. 

'She was my teacher and she was my rock.

'She knew how to light up the room, she only had to smile to do that.'

Wickham previously told how when she was 19 - the same age her daughter died at - she and Curry were involved in a poolside spat.

At the Queensland state titles ahead of the 1982 Commonwealth Games in Brisbane, she took on Curry at her opponent's pet distance having rested from all other events.

'Lisa says: "Oh we've decided to swim have we?",' Wickham recalled to The Brisbane Times, telling how Lisa gave her a slow clap as she walked up the starting block. 

'I was so angry.

'It was like Steve Moneghetti racing Michael Johnson over 100m but I thought I have to win this to prove a point.'

And win she did, just edging ahead of her bitter rival to win by less than a stroke. 

Jaimi Kenny passed away at Sunshine Coast University Hospital on Monday morning surrounded by her family, including both her Olympian mother and Ironman father.

For years she had been supported by her parents and siblings through many years of treatment at private clinic End ED, on the Sunshine Coast in Queensland.

Shattered staff at the clinic said they could not discuss Jaimi's struggle, but told how she became part of the 'family' over the years.

Despite her struggles with weight, friends of Jaimi told how she always brought 'light and laughter' to the lives of those she around her.

Lisa described her family's pain at losing her 'beautiful daughter' as 'unbearable'.

'Our hearts are completely broken. Our beautiful daughter Jaimi has lost her battle with a long-term illness and passed away peacefully in hospital yesterday morning with her loving family by her side,' Lisa wrote. 

'So loved. So beautiful. So kind to everyone... So painful. I can barely breathe.  

'Jaimi will forever be remembered as a caring, bright and loving soul who always put others before herself. Her love of flowers, cooking, art, decorating, photography, babies, the beach, and helping others will always be remembered.

'Our hearts are broken and the pain is unbearable but we cherish every wonderful moment we got to share with our treasured and so loved first child.'

Lisa's ex-husband Grant broke the news of their daughter's death on Monday with a public statement.

Jaimi was the couple's eldest child, and a sibling to sister Morgan and son Jett. 

Lisa and Grant married in 1986 and were one of Australia's most famous couples with both enjoying individual sporting success on the world stage.

But after their separation in 2019, Grant has since welcomed a fourth child with radio presenter Fifi Box, while Lisa married Elvis impersonator Mark Tabone in 2018.

Jaimi continued a close friendship with Fifi even after she separated from her father.

Her model brother Jett paid tribute to his sister on Tuesday, admitting that while he 'may not have been the best brother' they 'loved one another unconditionally'.

'I may not have been the best brother to you all the time, I know you thought you weren’t being the big sister I needed all the time, but I do know we loved one another unconditionally all the time,' he wrote.

'I will love you forever. Rest In Peace my beautiful big sister, the world lost one of its treasures yesterday but heaven gained one. You will be dearly missed by all whose lives you touched.'  

Jaimi had just turned 33 in June, with her mother taking to social media at the time to wish her a happy birthday. 

'Our first born. Really... where have all those years gone! Have a lovely day bubba. We all love you so much,' Lisa wrote.

Asian shares were set for a mixed open on Wednesday as investors awaited the Federal Reserve's view on the economy at the end of its policy meeting.

At 7:30 am, the Nifty futures were trading lower by 0.1 per cent on Singapore Stock Exchange.

The domestic stock markets are likely to open flat, albeit with a negative bias, following mixed Asian cues. Trends on SGX Nifty indicate a flat opening for the index in India, with a 19 points loss. At 7:30 am, the Nifty futures were trading at 11,512, lower by 19 points or 0.1 per cent on the Singapore Stock Exchange.

Asian shares were set for a mixed open on Wednesday as investors awaited the Federal Reserve's view on the economy at the end of its policy meeting, although upbeat Chinese and U.S. economic data is likely to give sentiment a tailwind.

Australian S&P/ASX 200 futures rose 0.75 per cent in early trading. Japan's Nikkei 225 futures slid 0.13 per cent. Hong Kong's Hang Seng index futures rose 0.33 per cent.

Overnight, U.S. stocks rose as investors hoped the Federal Reserve would stick with its supportive policy stance as the central bank's two-day meeting got under way.

The Dow Jones rose 0.01 per cent, the S&P 500 gained 0.52 per cent and Nasdaq Composite added 1.21 per cent,.

Meanwhile, oil prices rose on Wednesday, extending gains from the previous session, as a hurricane disrupted U.S. offshore oil and gas production and an industry report showed a big drop in U.S. crude stockpiles.

Brent crude was trading up 15 cents, or 0.4 per cent, at $40.68 a barrel by 0055 GMT, while U.S. crude gained 18 cents, or 0.5 per cent, to $38.46 a barrel. Both contracts rose by more than 2 per cent on Tuesday.

The benchmark indices ended higher in trade on Tuesday, led by gains in HDFC Bank, ICICI Bank, Reliance Industries, HDFC, Kotak Mahindra Bank, Infosys and Axis Bank. The Sensex ended 0.74 per cent or 288 points higher at 39,044 and Nifty 50 index climbed 82 points or 0.71 per cent to close at 11,522.

'It still doesn't feel real that you are not here,' began Morgan.

'I am so grateful for the time that I had you as my big sister. I am grateful that Flynn [Morgan's son] got two and a half years with his aunty.

'I am grateful for you doing my hair and letting me borrow your clothes. I am grateful for you. There is no one like you.

'I love you so much and will forever miss you. Rest now beautiful sister. You will never be forgotten.'

Morgan accompanied her touching post with a throwback photo of herself and Jaimi in happier times. 

The picture showed the sisters posing at a garden party in cocktail dresses while turning to smile at one another.

Morgan is married to her high school sweetheart, Ryan Gruell, and the couple share a two-year-old son, Flynn.

The Curry-Kenny family confirmed Jaimi's death in a statement on Monday afternoon.

'It is with a very heavy heart that Lisa and I confirm our beautiful daughter Jaimi has lost her battle with a long-term illness and passed away peacefully in hospital this morning in the company of loving family,' read the statement by Jaimi's father, Grant.

'Jaimi will forever be remembered as a caring, bright and loving soul who always put others before herself,' it continued.

'Our hearts are broken and the pain is immense but we must move forward cherishing every wonderful moment we got to share with our treasured first child.

The daughter of Australian sporting greats Lisa Curry and Grant Kenny had long battled an eating disorder, with her family supporting her through years of treatment at a private clinic.

Jaimi Kenny passed away at Sunshine Coast University Hospital on Monday morning surrounded by her family, including both her Olympian mother and Ironman father.

The 33-year-old had been supported by her parents and siblings through many years of treatment at private clinic End ED, on the Sunshine Coast in Queensland.

Shattered staff at the clinic said they could not discuss Jaimi's struggle, but told how she became part of the 'family' over the years.

Despite her struggles with weight, friends of Jaimi told how she always brought 'light and laughter' to the lives of those she around her. 

Lisa Curry marked her daughter's death with a tragic statement.

'Our hearts are completely broken. Our beautiful daughter Jaimi has lost her battle with a long-term illness and passed away peacefully in hospital yesterday morning with her loving family by her side,' Lisa wrote.

'So loved. So beautiful. So kind to everyone... So painful. I can barely breathe.'

Joe Biden holds lead over Trump among Indian American voters: Survey

SAN FRANCISCO/WASHINGTON: Sixty-six percent of Indian Americans currently favour Democratic presidential candidate Joe Biden for the 2020 presidential election as compared to only 28 per cent who prefer President Donald Trump, according to a survey released Tuesday.
Indiaspora, a nonprofit member organisation of global Indian diaspora leaders, and Asian American Pacific Islanders (AAPI) Data on Tuesday released their joint report on Indian American voters' attitudes in the upcoming 2020 US presidential election.
"66 percent of Indian Americans currently favour Vice President Biden, 28 percent favour President Donald Trump, and 6 percent were undecided. In the 2016 presidential election, 77 per cent voted for Secretary Hillary Clinton, and 16 percent voted for President Trump. If the remaining undecided voters broke in the same pattern as those who have madeup their mind, Biden would secure 70 percent of the vote, when compared to 30 percent for Trump," the report read.
Election experts project that Democrats should be worried about Indian American voters attrition considering the overall percentage number may have dropped down for the Democrats from the 84 percent that supported Obama in 2012 and the 77 percent who supported Hillary Clinton 2016 as compared to the 66 percent supporting former Vice President Joe Biden. Meanwhile, President Trump's vote share has gone up from 16 percent in 2016 to 28 percent.
"I think Democrats absolutely should be concerned about making sure that they conduct sufficient outreach to Indian Americans that they conduct sufficient outreach to the different groups that comprise bases and Indian Americans because every vote is going to count especially in those battleground states," said Raja Krishnamoorthi, a Democrat congressman.
An Indian American himself and a representative from the state of Illinois, Krishnamoorthi further said that the states of Pennsylvania, Michigan, Florida and North Carolina could be a part of the tipping factor this election. "And because of that I think the Biden campaign has to be especially attentive," Krishnamoorthi further asserted.
The survey report also documents the strengthening political power of the Indian American electorate in the US due to factors such as their rapidly growing population and increased political participation.
"With increased attention being paid to the Indian American vote given our growing numbers, increasing political contributions and overall political engagement, we wanted to shine a spotlight on the issues that really matter to Indian American voters," said MR Rangaswami, founder of Indiaspora.
The report, which has survey results of 260 Asian Indian registered voters, regardless of party affiliation, found that some of the issues at the top of the list for Indian Americans in this election included education, jobs and economy, health care, and the environment.
The report also chronicles the rise of the Indian American electorate as one of the fastest-growing minority groups in the US, with significant numbers in "battleground" states.
"Indian Americans are positioned to make a difference in several swing states that may be close in this election, such as Florida (87,000), Pennsylvania (61,000), Georgia (57,000), Michigan (45,000), and North Carolina (36,000), and perhaps even Texas, which has 160,000 Indian-American voters," said Dr. Karthick Ramakrishnan, professor of public policy and political science at UC Riverside, and founder of AAPI Data. "Given Senator Kamala Harris's historic vice presidential nomination, as well as highly publicized rallies that President Trump and Prime Minister Modi held together, high turnout could make a huge difference in this election."
Currently, there are 1.8 million Indian Americans in the US who are eligible voters. About 310,000 Indian green cardholders remain in a backlog for citizenship as of 2019, and another 310,000 Indian residents in the US are in a backlog to obtain their green cards.
In addition, Indian American political engagement extended to several areas, with a fifth of Indian American registered voters saying they contacted their representative or government official in the US this year, 74 per cent had discussed politics with family and friends, and a quarter of those surveyed had donated to a candidate, political party or campaign this year. By the end of June 2020, Indian Americans had donated at least $3 million to 2020 presidential campaigns.
Both Democratic and Republican parties have conducted outreach to Indian Americans in this election, with 56 percent of Indian American registered voters surveyed saying they had been contacted by the Democratic party in the past year, and 48 percent saying they had been contacted by the Republican party. This is a marked increase from 2016, when only 31 percent of Indian Americans said they had been contacted by a political party, compared to 44 percent of White voters and 42 percent of Black voters.
In addition, several hundred Indian American candidates also are running for office in record numbers at federal, state and local levels.
"Given the Indian diaspora's increasing political importance in the US, it's no surprise they are being courted by both sides of the aisle," said MR Rangaswami, Founder of Indiaspora. "It's great that both major political parties have begun to realize just how critical it is to reach out to Indian Americans - our impact is only going to increase over time."

    Parliament Monsoon Session Updates: The monsoon session of the Parliament began on September 14.

    On the third day of the ongoing Monsoon Session of Parliament, Congress Rajya Sabha MP Anand Sharma has given a short duration discussion notice in Rajya Sabha over ''the incursion of the Chinese army across the Line of Actual Control (LAC) and military standoff between the armies of the two countries on the LAC''.

    Defence Minister Rajnath Singh will give a statement in Rajya Sabha on today over the developments along the Line of Actual Control (LAC).

    A day earlier, he gave the statement in Lok Sabha over the same subject.

    The Opposition has been demanding a discussion on the issue. Congress also walked out from Lok Sabha over the matter.

    In his statement, Singh said India has conveyed to China that its attempt to unilaterally alter the status quo along the Line of Actual Control (LAC) was unacceptable and noted that the Chinese actions reflect a "disregard" of various bilateral agreements between the two countries.

    The two countries have been engaged in a standoff since April-May and China has refused to vacate locations in the Finger area and other friction points in the Eastern Ladakh area.

    Multiple rounds of talks have also failed to yield any significant result in defusing the tensions and now the Indian side has prepared itself for long-term deployment in the high mountainous region.

    Meanwhile, various parties have given Zero Hour notice in the Rajya Sabha on several issues.

    Jammu and Kashmir Peoples Democratic Party (PDP) MP Nazeer Ahmad Laway on Wednesday gave a Zero Hour notice in the Rajya Sabha over the issue of MPLADS funds and the poor condition of the national highway from Jammu to Srinagar.

    Earlier this year, the Union Cabinet had approved the temporary suspension of MPLADS (Members of Parliament Local Area Development Scheme) Funds of MPs for 2020-21 and 2021-22. These funds will be used to strengthen the Government's efforts in managing the challenges and adverse impact of COVID19 in the country.

    Shiv Sena MP Sanjay Raut has also given a Zero Hour notice in the Rajya Sabha over the proposed privatisation of the Jawaharlal Nehru Port Trust (JNPT), Maharashtra and concerns over national security.

    Rashtriya Janata Dal (RJD) MP Manoj Jha has given zero hour notice in Rajya Sabha over ''COVID-19 and its impacts on the migrant workforce''.

    While Bahujan Samaj Party (BSP) MP Veer Singh has given zero hour notice in the Rajya Sabha over ''increase in unemployment due to lockdown and COVID-19 pandemic''.

    The monsoon session of the Parliament began on September 14, under the shadow of the ongoing COVID-19 pandemic.
