20 Delhi Police officials suspended

Twenty Delhi Police officials, who were under training at Police Training Centre in Jharoda Kalan, have been placed under suspension for allegedly organising a party inside the premises.

A senior police officer said that the 20 officials included 19 Constables and one driver. The officer said that no official is allowed outside school premises after training is complete and the said officials planned a party where alcohol was also consumed. Senior officers were informed of the development. An enquiry was conducted and the decision to suspend was taken, he said.

The officer said that 10 officials had earlier tested positive for Covid-19 in the PTC who have been quarantined.

Covid gets more ‘active’ in Rajkot

Rajkot: Saurashtra’s commercial hub, Rajkot, has pipped the once hotspot Surat and Vadoadara in the number of active Covid-19 cases as the viral infection continues to spike menacingly in the city and district.
According to the official figures up to Tuesday morning, there were 1,650 active cases in Rajkot Municipal Corporation (RMC) areas while the same in Surat and Vadodara were 1,545 and 716.
Active cases are those positive patients who are still under Covid-19 treatment — be it in home isolation, in hospitals or in the Covid community centres.
The Covid situation in Rajkot spiralled out of bounds since early September following which RMC stepped up house-to-house surveillance and testing too.
However, RMC data shows light at the end of the tunnel. The positivity rate and mortality is seen reducing over the last few days after which officilas are hopeful things will be under control in the next eight to 10 days.
hile that is still to be seen, the present picture shows Rajkot far ahead of Gujarat’s figures in cases per million as on Tuesday. Total 6,848 positive cases have been registered in Rajkot district till Tuesday among a total population of 31 lakh.
RMC data shows the compounded daily growth rate (CDGR) shows positive cases have reduced to 2.37 on Tuesday from September 8 when it peaked to 2.76.
RMC commissioner Udit Agrawal said “We have deployed more then 50 Dhanvantri Raths for door-to door surveillance and one vehicle covers 250-285 persons per day. The positive cases rate is reducing and we hope that in the next eight to ten days the cases will be in control.”

    GENEVA/BRUSSELS: The World Trade Organization found on Tuesday that the United States breached global trading rules by imposing multibillion-dollar tariffs in President Donald Trump’s trade war with China, a ruling that drew anger from Washington.

    The Trump administration says its tariffs imposed two years ago on more than $200 billion in Chinese goods were justified because China was stealing intellectual property and forcing U.S. companies to transfer technology for access to China’s markets.

    But the WTO’s three-member panel said the U.S. duties broke trading rules because they applied only to China and were above maximum rates agreed to by the United States. Washington had not then adequately explained why its measures were a justified exception, the panel concluded.

    “This panel report confirms what the Trump administration has been saying for four years: the WTO is completely inadequate to stop China’s harmful technology practices,” U.S. Trade Representative Robert Lighthizer said in response.

    China’s Commerce Ministry said Beijing supported the multilateral trading system and respected WTO rules and rulings, and hoped Washington would do the same.

    The decision will have little immediate effect on the U.S. tariffs and is just the start of a legal process that could take years to play out, ultimately leading to the WTO approving retaliatory measures if it is upheld – moves that China has already taken on its own.

    The United States is likely to appeal Tuesday’s ruling. That would put the case into a legal void, however, because Washington has already blocked the appointment of judges to the WTO’s appellate body, preventing it from convening the minimum number required to hear cases.

    The WTO panel was aware it was stepping into hot water. It noted that it had looked only into the U.S. measures and not China’s retaliation, which Washington has not challenged at the WTO.

    “The panel is very much aware of the wider context in which the WTO system currently operates, which is one reflecting a range of unprecedented global trade tensions,” the 66-page report concluded.

    ‘TAKE STOCK’

    The panel recommended the United States bring its measures “into conformity with its obligations”, but also encouraged the two sides to work to resolve the overall dispute.

    “Time is available for the parties to take stock as proceedings evolve and further consider opportunities for mutually agreed and satisfactory solutions,” it said.

    During a two-year trade war with Beijing, Trump threatened tariffs on nearly all Chinese imports – more than $500 billion – before the two countries signed a “Phase 1” trade deal in January. Extra tariffs are still in place on some $370 billion worth of Chinese goods, and $62.16 billion in duties have been collected since July 2018, U.S. Customs data https://www.cbp.gov/newsroom/stats/trade show.

    Trump has described the WTO as “horrible” and biased towards China, often threatening to quit.

    As he left the White House for a campaign rally, Trump said he would “have to do something about the WTO because they’ve let China get away with murder.”

    He said he needed to take a closer look at the ruling, but added: “I’m not a big fan of the WTO – that I can tell you right now. Maybe they did us a big favor.”

    The decision could help fuel a Trump decision to leave the WTO or underpin U.S. arguments for reforming the 25-year-old trade body, said Margaret Cekuta, a former USTR official who helped write a crucial report on China’s intellectual property abuses that preceded Trump’s tariffs.

    “It gives the administration ammo to say the WTO is out of date. If they can’t rule on intellectual property rights, then what is their position in the broader economy going forward?” said Cekuta, now a principal with the Capitol Counsel lobbying firm.

    Trump, critical of multilateral institutions, has already quit the U.N. cultural organisation UNESCO and plans to leave the World Health Organization.

    Rajkot: A 25-year-old paedophile was arrested by Rajkot police on Tuesday. The man from Uttar Pradesh is accused of molesting three children living in his neighbourhood.
    Accused Satyen Bhaiya, a casual labourer, was nabbed after the mother of two children approached the police accusing the man of luring the two siblings – six-year-old boy and his seven-year-old sister – along with another six-year-old girl to his home on Sadhu Vaswani Road and touching them inappropriately.
    According to the police, Bhaiya would take the kids to his home on the pretext of playing and then molest them. Police said that in last fortnight he took the trio to his home thrice.
    However, a neighbour caught him red-handed while trying to sodomize the boy a few days ago and informed the parents of the children. After it created an uproar in the neighbourhood, the mother of two kids approached the Mahila police with a complaint.
    “We have booked him for molestation and violation of Protection of Children from Sexual Offences (POCSO) Act based on the complaint and arrested him on Tuesday,” said sub-inspector K J Jhalani.

      NEW YORK: FedEx’s profit jumped 67% in its latest quarter, as online shopping soared among customers avoiding stores and shipments between businesses improved.

      The delivery giant reported Tuesday that it earned $1.25 billion during the three months that ended Aug. 31, FedEx’s fiscal first quarter. That was up from $745 million a year earlier.

      Its revenue rose to $19.32 billion, up 13% from $17.05 billion in last year’s quarter.

      The growth that we expected to see over a period of three to five years happened in a period of three to five months, said Raj Subramaniam, president and chief operating officer at FedEx, in a conference call with investors.

      Delivery of large packages, furniture and high-value electronics to homes increased, said Brie Carere, executive vice president and chief marketing and communications officer. Shoppers who are over 65 years old finally moved to online, and from an e-commerce perspective I do not anticipate that these buying behaviors will revert back after the pandemic, she said.

      FedEx’s earnings amounted to an adjusted $4.87 a share. That was well ahead of the $2.70 per share expected on average by Wall Street analysts polled by FactSet.

      FedEx’s stock jumped 8% in after-hours trading.

      Many people are shopping online during the pandemic, which is helping some delivery companies despite widespread economic pain.

      Not all facets of the economy are great right now, far from the case, but when you think about the rising tide that is e-commerce, its definitely a powerful thing for a company like FedEx to harness, given the delivery network they have thats ready to go, said Matt Arnold, industrials analyst for Edward Jones.

      But delivery to homes is less profitable than those between businesses, and business deliveries slowed as the pandemic dragged on and some establishments remained shuttered. FedEx also saw some expenses increase as it purchased personal protective equipment and enhanced cleaning routines to keep its workers safe.

      The Memphis-based company did not provide an outlook for the full 2021 fiscal year.

      While business demand improved in the first quarter, continued uncertainties cloud our ability to forecast full-year earnings, said Alan B. Graf, Jr., FedEx’s chief financial officer.

      Revenue in its core Express segment grew to $9.65 billion in the quarter, up from $8.95 billion at the same time last year. Its Ground service grew to $7.04 billion in revenue, up from $5.18 billion at the same time last year.

      FedEx is raising its shipping rates by 4.9% for its Express, Ground and Home Delivery services and 4.9% to 5.9% for Freight, beginning in January.

      Were going into the so-called peak delivery season for the holiday, and were seeing e-commerce growth that looks like the holidays, so its giving them confidence that they can raise their prices, Arnold said.

      FedEx also has said it plans to hire up to 70,000 seasonal workers to handle extra holiday deliveries, a jump from 55,000 last year.

      Delhi Police chief SN Shrivastava Tuesday said the force is serving its oath and the Constitution with conviction and integrity, asserting its investigations in criminal cases are guided by facts and evidence not by reputations and personalities.

      Responding to former IPS officer Julio Ribeiro's recent letter in which he had questioned the police's investigation in the Delhi riots, Mr Shrivastava said there are several entities who have their reasons to weave a "web of deception" and push a "false narrative of bias and insensitivity" on the part of the police.

      "The Delhi Police is serving the oath and the Constitution with conviction, integrity and sensitivity, without fear of any self-proclaimed 'true patriots' or favour towards any class, creed or community," Mr Shrivastava said in an e-mail reply to Mr Riberio.

      The Delhi Police Commissioner said the force has so far arrested 1,571 people in connection with the riots without differentiating on the basis of caste or religion, and they are almost equally distributed among both the communities.

      The police investigations in criminal cases are guided by facts and evidence, not by reputations and personalities, he said.

      Mr Shrivastava said Ribeiro in his letter has correctly mentioned registration of 751 FIRs into the northeast riots, adding the very fact of registering of such a large number of FIRs signals the Delhi Police's intention of a fair dealing.

      "While we do not differentiate a complainant on the basis of caste or religion, it may be mentioned solely for the purpose of clearing any doubt in the minds of people questioning our probe, that more than 410 FIRs were registered on the complaints of minority community," Mr Shrivastava said.

      The other community accounted for over 190 FIRs, he said, adding the remaining were registered on the basis of Daily Diary entries.

      "It is best that the criminal justice system, with its inherent checks and balances may be allowed to work, lest lending one's name inadvertently imparts a false aura of credibility and authenticity to these concocted and motivated stories," he said.

      Also, anybody aggrieved with the investigation can always seek judicial remedies, he said.

      The Delhi Police has examined a large majority of persons who either have a role in the northeast Delhi riots or have information that will help arrive at the truth, Mr Shrivastava said, adding the police have questioned persons without regard to their religion and party affiliation.

      "It has collected documentary evidence, including scientific evidence, to support its case. The specific details, understandably, cannot be shared at this stage," he said.

      "Chargesheets in many cases have been filed while investigation is continuing in many others. The above details have been given to dispel any impression that one may harbour," he said.

      Ribeiro, a former Mumbai Police chief, has been among a select group of eminent citizens who have been raising various issues concerning law and justice.

      "As a career police officer who has held numerous responsible positions, you (Ribeiro) are aware of the false perceptions that are often created by interested groups," Mr Shrivastava added.

      On Monday, Mr Shrivastava had said a charge sheet will be filed by Thursday in connection with a conspiracy case in the northeast Delhi riots as the force is approaching towards the final league of investigation.

      Deputy Commissioner of Police (Special Cell) Pramod Singh Kushwaha had also said the riots were result of a "planned conspiracy" because during the investigation, the police found a common pattern the anti-CAA protesters followed: block the road traffic.

      "It was the first indicator that there was a conspiracy due to which it all started," he had said.

      The Police chief had also said the some people with "good social media presence" were trying to "take away the sheen from the investigation".

      "As we are approaching towards the final end of investigation, Umar Khalid (former JNU student) has also been arrested. So, there is more and more sort of a cry, especially in the social media and also on the TV channels. (They) are trying to take away the sheen from the investigation.

      "You know that people whom we are investigating, many (of them) have a very good social media presence," the Commissioner had said.

      Ludhiana: Faced with financial crunch due to drop in sales, exporters are demanding expeditious release of incentive under the Merchandise Exports from India Scheme (MEIS). According to exporters, their claims worth thousands of crores under the MEIS scheme are pending with the departments concerned.
      Moreover, with processing of IGST refunds taking time, exporters are facing huge financial problems. A few exporters are of the view that the Centre should consider introducing a relief package for exporters.
      Rahul Ahuja, convenor, Punjab State Committee of Federation of Indian Export Organisations (FIEO) said, “According to our estimates, MEIS benefits of over Rs 10,000 crore have been pending from April 1 all over India. In addition to this, IGST refunds of exporters from micro, small and medium enterprises (MSME) sector are also pending. Due to this, huge funds of exporters are stuck with the departments concerned. The fund crunch could not have come at a worse time as exporters have started receiving orders from abroad after almost six months of record losses.”
      Exporters added that since they don’t have any alternative source of funding except for their money stuck in form of MEIS and IGST, the government should support them. They said both the MEIS and IGST claims of exporters should be processed in a time-bound manner so that exporters do not face any problems.
      According to Harish Dua, president of Knitwear and Apparel Exporters Organisation, “MEIS scheme for apparel sector was withdrawn some time back but for the engineering sector, extension of a few months was given. However, it is unfortunate that in spite of the extension, claims of MEIS for the engineering sector have not been processed due to which exporters are now facing financial crunch. In addition to this, long delays in processing IGST refunds has made matters worse for exporters from all sectors.”
      Dua said the garment industry is not an exception. “Already, huge stock of our summer collection could not be exported due to lockdown in India and other countries. Now, when lockdown has been lifted, the season has changed and we will only get orders for winter clothing. But since our money was blocked in the summer production, we are unable to execute fresh orders. So every sector has its own set of problems and then there are common problems too. Exporters are dying a slow death and we can be saved only if the government, besides refunding our money, introduces some relief package for us,” he said.
      According to Narinder Mittal, general secretary, Ludhiana business forums, “Several members of our association are reporting non-receipt of their MEIS claims from the government even after filing the application. This is slowly becoming a major issue and its high time the Centre takes some corrective measures to resolve the issue as it is causing huge liquidity.”

        India’s Covid cases cross 5 million, last million came in 11 days

        NEW DELHI: India has become the second country in the world after the US to record 5 million Covid-19 cases, with the last 1 million coming in a world-record time of 11 days. The grim milestone was reached on Tuesday, when over 90,000 fresh infections were reported while deaths rose by 1,275, the highest single-day toll recorded so far.
        While it took 167 days for cases in India to reach the first 1 million — the slowest among the worst-hit countries, with a strict lockdown in place — infections in the country have been racing ever since. The next 4 million cases have come in 61 days, the fastest rise in the world. Only the US, with 6.7 million infections, has more recorded cases.
        Active cases in the country also crossed the 1-million mark on Tuesday. As with the total infection count, India’s active cases are also the second highest in the world after the US, where the tally is 2.5 million.

        With 90,789 new infections on Tuesday, India’s caseload has risen to 50,14,395, as per TOI’s data collated from state governments. More than 1.3 million cases, 27% of the total, have been recorded so far in September alone.
        Meanwhile, India recorded its highest single-day death toll, mainly on account of a big surge in fatalities in Maharashtra, which alone reported a record 515 deaths. Deaths also surged in Uttar Pradesh, which reported 113 fatalities, Karnataka (97), Punjab (90), Andhra Pradesh (69), Tamil Nadu (68) and Bengal (59).
        The daily count of cases was over 90,000 again after dropping to 80,663 on Monday, as per TOI’s data. Cases rose in most of the worst-hit states (except Karnataka, where lower testing led to cases decreasing by around 1,500). Bengal, with 3,227 fresh cases, and Rajasthan with 1,760, recorded their highest single-day jump in infections.
        With the addition of 515 deaths on Tuesday, the highest reported for any day, Maharashtra’s total death count crossed the 30,000 mark and stood at 30,409, accounting for 37% of Covid-19 deaths in India. Covid mortalities in the state have doubled from a daily average of 202 in the first week of July to 409.
        Earlier, the highest deaths reported in a day were 495, on September 10. Tuesday was the first time in over six months since Covid-19 struck Maharashtra that the state reported 500 deaths. The state’s fatality rate stands at 2.7%.
        A record 113 Covid-related deaths were reported in Uttar Pradesh in the past 24 hours. This is the maximum number of deaths reported in a single day so far. With this, the total number of Covid-19 casualties in the state reached 4,604 on Tuesday.
        As per an official Covid-19 bulletin, Lucknow accounted for maximum 15 deaths, taking the total number of deaths in the capital city to 539.
        Meanwhile, the Odisha government asked the district administrations to avoid referring patients to Cuttack and Bhubaneswar where the intensive care units (ICUs) are almost full.

Referring to the comment of Sri Ram Janmabhoomi Tirtha Kshetra Trust general secretary Champat Rai on saints banning the entry of Maharashtra CM Uddhav Thackeray in Ayodhya, Giri said the remark was arrogant.“The statement made by Rai shows that he has developed arrogance, he is an old leader of Vishwa Hindu Parishad (VHP) and should remember his stature. If a saint (Raju Das) made a statement, Rai should not have contradicted it in the way he did,” said Giri. An arrogant, egoistic person does not last long, he added.
          “What Sant Raju Das of Hanumangarhi had said against Maharashtra CM was just a symbolic protest. The seer community is angry over callousness of the Maharashtra government in punishing those lynched two seers of Juna Akhara and their diver in Palghar,” Giri said.
          No one’s entry is prohibited, but Rai should have refrained from making such an arrogant remark. He further said that no saint should issue such statements as no one has the right to stop any person of Sanatan Dharma from visiting a holy city or temple.

            टोयोटा मोटर्स (Toyota Motors) की भारतीय इकाई ने अधिक टैक्स लगाए जाने के कारण देश में कंपनी का विस्तार रोकने का इरादा बदल दिया है. सरकार ने भी इसे बड़ी ऑटो कंपनी को लेकर कुछ इसी तरह की बात कही है. केंद्रीय मंत्री प्रकाश जावड़ेकर (Prakash Javadekar) ने मंगलवार को ट्वीट किया कि टोयोटा अगले साल देश में 2000 करोड़ रुपये से अधिक का निवेश करेगी. इसकी पुष्टि टोयोटा किर्लोस्कर मोटर के उपाध्यक्ष विक्रम किर्लोस्कर (Vikram Kirloskar) ने भी की है. उन्होंने कहा कि कंपनी "भारत के भविष्य के लिए प्रतिबद्ध" है.

            केंद्रीय भारी उद्योग मंत्री प्रकाश जावड़ेकर ने ट्वीट किया है कि, ''टोयोटा कंपनी के भारत में निवेश बंद करने की बात गलत है. विक्रम किर्लोस्कर ने साफ कया है कि अगले 12 महीनों में टोयोटा 2000 करोड़ से अधिक का निवेश करेगी." 

            मंगलवार को ही इससे पहले एक इंटरव्यू में टोयोटा की स्थानीय इकाई, टोयोटा किर्लोस्कर मोटर के वाइस चेयरमैन शेखर विश्वनाथन ने कहा कि देश में अधिक टैक्स लगने से कारें अधिकांश उपभोक्ताओं की पहुंच के बाहर हो गई हैं. इसका मतलब है कि कारखानों में काम नहीं हैं और नौकरियां पैदा नहीं हो रही हैं.

            विश्वनाथन ने कहा कि "हमें जो संदेश मिला उसके बाद हम यहां आए हैं और निवेश किया है, क्या हम आपको नहीं चाहते हैं." उन्होंने कहा कि किसी भी सुधार के अभाव में "हम भारत से बाहर नहीं जाएंगे, लेकिन हम काम बड़े पैमाने पर नहीं करेंगे."

            बाद में शाम को काफी ध्यान से लिखे गए एक बयान में टोयोटा ने कहा कि उसे देश में पैदा होने वाली नौकरियों की रक्षा करने की जरूरत है और वह मौजूदा परिचालन को मजबूत करने की दिशा में काम करना पसंद करेगी.

            बयान में कहा गया है कि "भारत में अपने दो दशकों के ऑपरेशंस के दौरान, हमने एक मजबूत प्रतिस्पर्धी स्थानीय आपूर्तिकर्ता इको-सिस्टम का निर्माण करने और सक्षम मानव संसाधन को विकसित करने के लिए अथक परिश्रम किया है. हमारा पहला कदम यह है कि हमने जो भी बनाया है उसकी पूरी क्षमता का उपयोग सुनिश्चित किया जाए, और इसमें समय लगेगा."

            इस बयान में देश में उच्च कर व्यवस्था की ओर भी इशारा किया गया है. कहा गया है कि अर्थव्यवस्था में कोरोना वायरस के चलते मंदी के कारण ऑटो उद्योग सरकार से व्यवहारिक कर ढांचे के माध्यम से इसको बनाए रखने के लिए समर्थन देने का अनुरोध कर रहा है. 

            बयान में कहा गया है कि "हम सरकार द्वारा अर्थव्यवस्था के विभिन्न क्षेत्रों का समर्थन करने के लिए किए जा रहे मजबूत सक्रिय प्रयासों को जानते हैं और इस तथ्य की सराहना करते हैं कि मौजूदा चुनौतीपूर्ण राजस्व स्थिति के बावजूद इस मुद्दे पर परीक्षण के लिए रास्ता खुला है."

            कोरोना वायरस महामारी शुरू होने से पहले ही आर्थिक मंदी का असर ऑटो उद्योग पर दिखने लगा था. हालांकि अब एक प्रमुख ऑटो-निर्माता के अपना विस्तार रोकने के निर्णय से सरकार के उद्योगों को समर्थन के प्रयास नाकाफी साबित होने की संभावना बन गई है.

            पिछले कुछ महीनों से प्रधानमंत्री नरेंद्र मोदी बार-बार मेक इन इंडिया के तहत निवेशकों को बेहतर कारोबारी माहौल देने के सरकार के प्रयासों का जिक्र करते हुए विदेशी निवेश बढ़ाने की कोशिश कर रहे हैं. सरकार के प्रयासों की ओर इशारा करते हुए टोयोटा ने बयान में कहा है कि, साझा प्रौद्योगिकी और बेस्ट प्रेक्टिस पर भारत में सुजुकी के साथ हमारी हालिया साझेदारी मेक इन इंडिया की पहल और भारत सरकार की नीति के समर्थन में है. इसमें दोनों कंपनियों का प्रतिस्पर्धा को बढ़ाने का लक्ष्य है.
