20 domestic, global firms participate in pre-bid meeting for New Delhi Railway Station redevelopment

Companies such as SNCF, Arabian Construction Company, GMR, Adani participated in the meeting; total cost of project, to be completed in around four years, is estimated at Rs 6,500 crore.

As many as 20 national and international firms, including The Société Nationale des chemin de fer français (SCNF), Arabian Construction Company, Anchorage Infrastructure, Adani, GMR, I Squared Capital, JKB Infra among others, participated in the pre-bid meeting organised by Rail Land Development Authority (RLDA) for the redevelopment of New Delhi Railway Station on September 15, RLDA officials said.

The total cost of the project is estimated at Rs 6500 crore and is expected to be completed in around four years.

The objective of the project is to position the New Delhi Railway Station as a multi-model hub by upgrading infrastructure and provisioning for amenities such as an elevated concourse, multi-level car parking among others.

Private players will redevelop an area of 5 lakh square metres at the New Delhi station and another 2.6 lakh square metres surrounding it for commercial purposes.

    The project would be developed on a Design-Build Finance Operate Transfer (DBFOT) model for a concession period of 60 years.

    “The redevelopment of New Delhi Railway Station has attracted interest from leading global firms. The project aims to transform New Delhi Railway Station into a world-class and a one-stop destination for retail, commercial and hospitality. It will also boost real estate and ensure a cascading development of New Delhi and surrounding regions,” said Ved Parkash Dudeja, vice chairman, RLDA.

    The concessionaire will earn revenues from several components including passenger handling fees collected from passengers via ticket sales, revenues from passenger facilities within the station such as retail areas, lounges, parking, advertisement spaces, F&B and income from the development and lease of the commercial components.

    The developer is expected to give an annual concession fee (ACF) to the authority along with a fixed upfront premium, officials said.

    Some of the salient features of the planned redevelopment include an elevated concourse with segregation of arriving and departing passengers, refurbished platforms with easy access from the concourse level, mezzanine level exclusively for passenger facilities such as lounges, food courts and restrooms, an elevated road network with multiple entry and exit points, a multi-level car parking facility and Green Building provisions such as optimum use of natural ventilation and lighting.

    The project would also include a significant commercial component entailing a mix of retail, office, and hospitality developments such as 5-star hotels, budget hotels and serviced apartments on approximately 30 acres of land.

    It also envisages a business district to be located on the outer circle of Connaught Place and near Bhavbhuti Marg, close to Civic Centre. The station will be integrated with DMRC yellow line, airport express line and with the Connaught Place outer circle through a pedestrian boulevard.

    The other components of the RFQ include all permissible commercial developments like retail, hotels, offices and service apartments at designated locations

    New Delhi Railway Station is the largest and second busiest railway station in the country and handles approximately 4.5 lakh passengers daily. The station handles around 400 trains per day which are expected to increase due to higher operational efficiencies resulting from the redevelopment and better yard utilisation.

    RLDA is a statutory body under the Ministry of Railways for the development of vacant railway land for commercial use in line with the objective to generate revenue by non-tariff measures.

    Currently, Indian Railways has approximately 43,000 hectares of vacant land across India. RLDA has over 79 sites across India for leasing and the eligible developers for each will be selected through an open and transparent bid process.

    Milk, not eggs, will be served to children in their mid-day meals at primary education centres from September 17, Madhya Pradesh Chief Minister Shivaj Singh Chouhan announced on Tuesday, in a snub to the state Women and Child Development Minister Imarti Devi - a Jyotiraditya Scindia loyalist - who had been promising to provide eggs since her Congress days.

    "Along with other nutritious food, milk will be distributed at all the Anganwadi centres in the state. Milk, and not eggs, will be served to combat malnutrition from September 17 during Seva Saptah, which is being observed on the 70th birthday of Prime Minister Narendra Modi," Mr Chouhan said at an event at the state BJP headquarters on Tuesday.

    The minister, who was among the 22 Congress MLAs whose open revolt led to the collapse of the Kamal Nath government earlier this year, promised last week that she will provide eggs to those children who eat the highly nutritious food.

    "As a minister during previous Congress government, I had announced to serve eggs to children in anganwadis. I am firm on my decision and now again I say that those who eat eggs will be given eggs and those who do not will be given fruits like banana or apple," she had said.

    Imarti Devi had the same cabinet portfolio in the previous Congress government. When she had made the proposal of providing eggs, the then Leader of Opposition Gopal Bhargava - now PWD minister - had said children might turn into cannibals later in their lives if they were fed eggs since their childhood.

    Her "eggs" remark had caused rumblings within the state BJP.

    All the BJP leaders who had switched sides are expected to be fielded as candidates in the upcoming assembly bypolls.

    According to government data, 54 per cent of children in Madhya Pradesh in 1-4 years age group are anemic and 13 per cent are pre-diabetic. 43 per cent children below the age of five are underweight.

          NEW DELHI: India on Tuesday walked out of a meeting of the national security advisors of Shanghai Cooperation Organisation (SCO) member countries in protest after the Pakistani representative used a "fictitious" map showing Indian territories as part of Pakistan.
          "This was in blatant disregard to the advisory by the host against it and in violation of the norms of the meeting. After consultation with the host, the Indian side left the meeting in protest at that juncture," external affairs ministry spokesperson Anurag Srivastava said.
          The virtual meeting was chaired by Russia.
          "As was to be expected, Pakistan then went on to present a misleading view of this meeting," Srivastava said responding to a query on the issue.
          Government sources said the Pakistani action was "blatant violation" of the SCO charter and against all its established norms of safeguarding the sovereignty and territorial integrity of SCO member states.
          They said the Indian side issued its strong objection to the use of the illegal map by Pakistan and even the Russian side tried very hard to persuade the Pakistani representative not to do so.
          Pakistan was represented at the meet by Moeed W Yusuf, Special Assistant to the prime minister on national security.
          Nikolai Patrushev, the Secretary of the National Security Council of Russia, conveyed that he was personally very grateful to Indian NSA Ajit Doval for attending the meet, the sources said.
          They said Russia does not support what Pakistan has done and hopes that Pakistan's "provocative" act will not affect India's participation in SCO and not cast any shadow on Patrushev's warm personal relationship with the Indian NSA for whom he said he has the "highest regard".
          Both India and Pakistan are members of the SCO, an influential regional grouping.
          The SCO, seen as a counterweight to NATO, has emerged as one of the largest trans-regional international organisations which accounts for almost 44 per cent of the world population stretching from the Arctic Ocean to the Indian Ocean and from the Pacific Ocean to the Baltic Sea.

            GENEVA/BRUSSELS: The World Trade Organization ruled on Tuesday that tariffs imposed by the United States on more than $200 billion of Chinese products in 2018 were inconsistent with global trading rules.

            A three-person panel ruled that Washington had not shown why the tariffs, imposed after an investigation into forced transfer of technology and intellectual property, were a justifiable exception to Washington’s obligations.

            The panel found that the duties were inconsistent with trading rules because they applied only to China and were above the maximum rates to which the United States had committed.

            It also found that the United States had not adequately explained the choice of products hit by the tariffs, or why the measures were necessary based on what Washington saw as Chinese companies’ misappropriation and unfair competition.

            “…The Panel recommends that the United States bring its measures into conformity with its obligations…,” the report said.

            The panel added that it had only looked into the U.S. measures and not China’s retaliation, which Washington has not challenged at the WTO. Noting “unprecedented global trade tensions”, the three-person panel encouraged the two sides to work to resolve the overall dispute.

            The United States could appeal against Tuesday’s ruling. The case could then enter a legal void because Washington has blocked the appointment of judges to the appellate body, preventing it from convening the minimum number required to hear cases.
