No one under such detention in Union Territory, Centre tells Lok Sabha

The Centre told the Lok Sabha on Tuesday that 223 people are under detention in Jammu and Kashmir and no one is under house arrest.

Union Minister of State for Home G. Kishan Reddy said the government of Jammu and Kashmir has reported that in view of the constitutional changes effected by Parliament regarding the erstwhile State of Jammu and Kashmir in August, 2019, various measures were taken to maintain public order which included preventive detention of certain persons. “As on 11.09.2020, 223 persons are under detention. No person is under house arrest in the UT of Jammu and Kashmir,” Mr. Reddy told the Lok Sabha in a written reply.

Responding to the claims, People’s Democratic Party (PDP) leader Waheed ur Rehman Para said the Centre was lying and he continues to be under house arrest.

“It is unfortunate that after a year of detention they are telling us you were never detained. I still continue to remain under house arrest and the irony of the situation is that now the onus is on me to prove that I am not under house arrest. Peddling lies in the temple of democracy has shamed the entire country. From a cop deployed at my house to the MoS in Parliament all are lying. Who do we complain to?” Mr. Para told The Hindu. He said 11 political workers of the PDP were also under house arrest.

Parliament proceedings Sept. 15 updates

Former J&K Chief Minister Mehbooba Mufti continues to be detained under the Public Safety Act.

Sajad Lone, president, Peoples Conference tweeted, “What a sad state of affairs. Y do they have to do this. If someone is under house arrest. Just say it. Either the state administration is lying to the Union govt or it is the Union govt’s own initiative. We live here. We r telling u. People r under house arrest.”

Congress leader Salman Anees Soz, son of former Union Minister Saifuddin ,Soz said the “government lies to Parliament blatantly”.

Mr. Reddy also said the number of terrorist incidents has reduced significantly after the bifurcation of the erstwhile state on August 5 last year.

From June 29, 2018 to August 4, 2019 (402 days), there were 455 terror incidents and from August 5, 2019 to September 9 (402 days), 211 such incidents took place in the newly created Union Territory.

VW brand gets Porsche veteran as sales chief

Klaus Zellmer has led Porsche to increasing volumes in the key U.S. market by 4.4 percent annually. He must now revive VW brand sales.

FRANKFURT -- Volkswagen Group named Porsche veteran Klaus Zellmer as the new head of sales and marketing at the automaker's namesake brand.

Zellmer succeeds Jürgen Stackmann, who is leaving the company, VW said in a statement on Tuesday. Zellmer, 53, moves to the new post from his role as head of Porsche North America.

Kjell Gruner, 53, will take over as CEO of Porsche Cars North America. Gruner is Porsche's chief marketing officer and global vice president of marketing.

Zellmer's appointment is the latest in a number of changes at VW in recent months.

Company veteran Ralf Brandstätter was promoted to VW brand CEO in July from chief operating officer after VW Group CEO Herbert Diess was forced to relinquish control over the core brand's day-to-day operations following a clash with the automaker's supervisory board.

Since March, VW has had a new finance chief, Alexander Seitz; a new purchasing boss, Murat Aksel; and a new head of production, Christian Vollmer.

Zellmer has been with Porsche for 23 years. He rose through the sales ranks in France and Germany. He was appointed CEO of Porsche's North American business in 2015 and since then has boosted sales in the key U.S. market by 4.4 percent annually.

In the statement, Brandstätter said Zellmer possessed a "deep understanding" of the international auto industry.

"Together with him, we will systematically continue to pursue the course set by New Volkswagen," Brandstätter said in a statement, referring to the new push into electric vehicles with models such as the ID3 hatchback and the upcoming ID4 crossover.

Stackmann's departure was leaked to the media in July amid disappointing sales of the new Golf, which had its European launch right at the start of the coronavirus pandemic.

Unlike in previous generations, the new Golf did not immediately surpass rival compact hatchbacks in European sales and German newspaper Handelsblatt reported that Stackmann had been criticized for insufficient marketing.

Stackmann has gone on "temporary business mute."

Stackmann was also among the top-level VW brand executives who had to apologize in June for a racist video.

Company sources told Automotive News Europe that the pending expiration of his contract after five years as sales and marketing chief was seen as a good time to part ways.

VW brand's global deliveries fell 27 percent in the first half to 2.2 million vehicles.

A former Ford of Europe manager, Stackmann, 59, held various positions at VW during his 10 years at the group, including a period as CEO at Spanish subsidiary Seat, where he restructured the chronic money loser and launched the Ateca SUV that symbolized the brand’s new focus on sleek crossovers.

Stackmann took over as VW brand sales and marketing chief in November 2015 when the brand was in the midst of a collapse in sales following the automaker's diesel emissions scandal uncovered six weeks prior to his start.

Most recently he gave the VW brand a new look and overhauled dealer contracts in Europe in preparation for the launch of the ID family of electric cars.

Stackmann also was a driving force behind the new entry subbrand Jetta in China.

"I'm now going on temporary business mute. Let's see where life's endeavors will take us and where we reconnect," he told his followers on Twitter. "And continue to love Volkswagen."

Portugal World Rallycross round cancelled

The Portuguese round of the revised World Rallycross Championship calendar has been cancelled.

The Vila Real event at the town of Montalegre was due to take place on October 10-11 in the revised 2020 schedule.

With the Belgian round at Spa getting moved to the end of November last month, Portugal would have been the next calling point following the Latvian double-header this weekend.

The Municipality of Montalegre, organiser of the Portuguese event, had announced last month that its World RX round would run behind closed doors, but due to an increasing number or coronavirus cases in Portugal, it has now been cancelled.

"In light of continued global health concerns regarding COVID-19, the current evolution of the pandemic in Portugal, the new State of Contingency enforced by the Portuguese authorities starting September 15, which brings new freedom of travel limitations and stricter public gathering rules, the World Rallycross of Portugal 2020 will unfortunately not take place this year," said an event statement.

"The health and safety of everyone involved remains the priority as we navigate these unprecedented circumstances."

While the event was announced last October as returning to World RX on a one-year deal, following a year's hiatus from the series, the statement concluded by saying: "We very much look forward to welcoming the drivers, teams and fans to the Montalegre International Circuit for this world-class event in 2021."

The Spanish round of the series at the Circuit de Barcelona-Catalunya a week later (October 17-18) will now become a double-header weekend for rounds seven and eight, much like the opening three weekends of World RX in Sweden, Finland and Latvia.

Following the Latvian and Spanish rounds, the World RX season is currently set to conclude with Belgian round at Spa in late November (21-22), the same weekend as the World Rally Championship's Ypres round, which will also visit the Formula 1 venue, with the final World RX event set to take place at the Nurburgring in mid-December, the first time the series will have visited the German circuit.

Ahead of the fifth and sixth rounds of the series this weekend, former double-champion Johan Kristoffersson leads the standings.
