Tata Technologies, Hitachi JV first on block under Tata Motors’ deleverage plan

2 min read . Updated: 11 Sep 2020, 06:24 PM IST Amit Panday

MUMBAI : Tata Technologies Ltd and Tata Hitachi Construction Machinery Company Pvt Ltd are first group businesses being put on the block for stake sale under Tata Motors’ deleverage plan, which aims to make the company debt free in 3 years, three people aware of the plans told Mint.

“Tata Motors has resumed talks with multiple stakeholders for potential equity stake sale in its software arm and in the Hitachi joint venture. The intent is to monetize non-core assets and the exercise has begun with these two companies," said the first person, requesting anonymity.

Tata Motors (TML) was in talks with Warburg Pincus almost 3 years ago for a potential equity stake sale in Tata Technologies, which was founded as a business unit of TML in 1989. However, the deal was called off later.

“While TML has now called out these two companies first off the block, more non-core businesses would be opened up for stake sale soon. The company is also open to equity infusion by promoters towards reducing its debt," said the second person.

The company’s deleverage plan is critical for reducing its soaring net consolidated debt, which rose from 48,000 crore as of 31 March to 68,000 crore as of 31 July on account of extensive cash burn due to covid-19 led disruptions.

“There is nothing fresh to share beyond what was said in the AGM," a Tata Motors spokesperson said, declining to comment on the matter.

Tata Motors Group’s global vehicle wholesales for the June quarter, including volumes from its British subsidiary Jaguar Land Rover Plc (JLR), declined 64% year-on-year to 91,594 units. Low vehicle sales resulted in a sharp decline of 48% in consolidated revenue, which was at 31,983 crore, and a PBT loss of 6,184 crore for the June quarter.

Addressing the shareholders in the annual general meeting last month, N Chandrasekaran, chairman, Tata Motors said that while the management plans to make the company debt free in 3 years, it is already taking action to generate free cash flows (FCF) across its India and JLR businesses.

“The TML Group will also look to unlock non-core investments," Chandra had said, adding that the overall investments of the group are reduced by 50% for the ongoing fiscal.

Tata Motors has been implementing aggressive measures to control costs and save cash to generate FCF while shoring up liquidity to sail through the crisis.

The company’s cost and cash saving plans look to achieve cumulative savings of GBP 6 billion at JLR and 6,000 crore of cash savings in its India business by end FY2021. These include roll back of capex investments to GBP 2.5 billion (from GBP 4 billion earlier) at JLR and to 1500 crore (from 4500 crore) at its domestic business this fiscal.

The management looks to make TML India business FCF positive by FY21, JLR by FY22 and passenger car business by FY23. While the latter is hived off to create a separate legal entity, Tata Motors has been in talks for strategic partnership as part of its deleverage plan.

Residential real estate holds promise: Sector must now evolve to reap benefits post-COVID

September 11, 2020 4:43 PM

Even as the economy is reeling under the impact of this unprecedented health crisis, the sector has been quick to adapt and align to the altered demand, despite challenges.

In step with the changing dynamics, businesses, the world over are realigning strategies to adjust to
the new normal. The real estate sector is no exception. Even as the economy is reeling under the impact of this unprecedented health crisis, the sector has been quick to adapt and align to the altered demand, despite challenges. The result is emergence of a few interesting trends that has refreshed interest in the sector.

Emerging trends in office market space

One such visible trend is the industrial and warehousing segment, that is clearly leading the action for the sector. The Indian warehousing segment that outshone conventional real estate asset classes and attracted global investors over the past two years, was to rethink strategy with a significant spike in e-commerce as consumers were relegated to their homes. With every percentage of rise in online buying, demand for warehousing is witnessing a veritable rise.

However, with single consolidated regional warehouses unable to cater the burgeoning demand for expedited delivery (given the lockdown restrictions) supply chain managers were quick to adapt to the idea “neighbourhood warehouses” or multiple warehouses at various locations in proximity to residential clusters in lieu of single regional warehouse. Post COVID, we envisage an increased requirement for flex spaces amongst retail and e-commerce operators with operators looking for 6-12 months leases.

Transformation is also underway in the office leasing market with Bangalore- the most sought-after office leasing market in India. Office space Bangalore typically contributes to the highest IT leasing across the country powered by strong availability of top talent, good quality commercial assets and mature developer partners backed by institutional investors. Office real estate market witnessed remarkable pace of growth in 2019.

While 2020 began on a good note for the office real estate market in Bangalore with aggressive requirements, the scenario changed by mid-March 2020, bringing business activity across sectors to a grinding halt.

A gruelling H1-2020 thus ensued where there was a 50% drop in absorption, with leasing activity coming to a naught over a two-month long lockdown, that was prolonged further in the various parts of the country including Bangalore.

The city, however, is expected to recover some of its lost steam in H2-2020. Capital Markets, a select group of Global Funds and other fund backed developers are back and are presently evaluating opportunities across Bangalore.

There is now and increased willingness among funds to assess and evaluate partnership models in key locations, albeit at higher margins as compared to the pre-pandemic phase. Further, a number of Global in-house centres (GICs) continue to look at Bangalore favourably as the city offers large arbitrage on talent and real estate cost when compared to the rest of the world. Captive units or the GIC’s continue to augment strong growth plans with many transacting new offices companies.

With India positioned favourably in terms of cost, currency-devaluation, and talent availability, many GICs sending out request for proposals (RFPs). Corporations making enquiries include a global search giant & MNC Tech company, a large e-commerce corporation, a European engineering firm, a global
semiconductor giant and 2-3 healthcare/ pharma companies that are requesting information for over 5.5 mn sft of brand-new office space.

While there was negative absorption of approximately 2 million sft during the lockdown period with occupiers surrendering signed spaces before the expiry of the lease term, the positive is that Bangalore has some good quality space available. As a result, some of these above-mentioned companies can now explore opportunities for immediate growth with pre-furnished options and attractive yields.

The changing nature of the lender

Lenders are increasingly looking at Brownfield projects to reduce their tenure of financing to 2-3 years, with only high investment grade greenfield projects are getting construction finance. Last mile financing at high coupon rates with the existing lender conceding primary charge of the project and taking secondary charge is another trend that is being seen.

A majority of non-banking financing companies (NBFCs) continue to sell down their existing wholesale real estate investments to other real estate funds or active NBFC’s. This trend is likely to continue till the end of the FY21. A few category II Alternate Investment Funds (AIF’s) are trying to partially fill the NBFC lending vacuum albeit at at high coupon rates in the range of 17-19%. Another emerging trend is the rise in lease rent discount (LRD) by banks for new leases of blue chip corporates at very competitive rates (8%) to developers.

Residential real estate shows promise

Winds of change are visible in the residential markets too where there is a veritable rise in closures. As is the case with every slowdown, consolidation in the real estate segment seems inevitable. Over the past two months, there has been a clear rise in the buyers’ abilities with reduced home loan rates and softening of prices or good value for money being offered by developers.

Reduction in interest rates and therefore the EMIs has narrowed the gap rental values (net of income tax rebate) and home loan EMIs, thus encouraging genuine buyers to make faster decisions on the purchase of residential units.

Further with direct discounts, attractive offers and flexible payment options being offered by developers, residential segment may witness a turnaround in H2-2020. Presently, there is a clear preference for completed projects and good traction on luxury segment projects as well, with buyers preferring to invest in larger, spacious developments with lower density dwellings.

The post pandemic world will bring about a multitude of changes across sectors, real estate included. Evolution as a result of the pandemic is gruelling and painful. However, as the economy limps back on track, we can look forward to many positive changes in real estate segment as all stakeholders realign their expectations and collaborate for mutual benefits and betterment of the sector as a whole.

Meghan Markle and Prince Harry's video calls are interrupted by their son Archie who 'climbs in front of the web camera and makes little impromptu cameos', their biographer has claimed.

The Duke, 35, and Duchess of Sussex, 39, have continued to work with their favourite charities and initiatives throughout the global pandemic, regularly joining Zoom calls from their new $14million mansion in Santa Barbara.

But the working parents' Zoom calls sometimes feature an unexpected guest appearance from their one-year-old son, Archie, according to Finding Freedom author Omid Scobie.

Speaking on his podcast Heirpod, the royal commentator explained that Archie is 'no stranger' to creating the adorable interruptions.

'I loved discovering their daily Zoom calls with the various initiatives and people that they work with. And how Archie is no stranger to climbing in front of the web camera and making little impromptu cameos,' Omid said.

Archie's cousin Prince Louis can relate, with the Duke and Duchess of Cambridge admitting that their 2-year-old son can't resist ending his parents' calls.

'For some reason, he sees the red button and he always wants to press the red button', Prince William, 38, told the BBC in April.

Archie's already experienced in front of a camera, with the youngster appearing on a video with his mother Meghan for his first birthday.

In May, the duchess was captured reading one of her son's favourite books, Duck! Rabbit!, to him in support of Save The Children UK.

It comes following claims from a royal expert that the monarchy has been 'left looking over its shoulder' at Prince Harry and Meghan following their Netflix megadeal.

The couple have signed a new deal with the streaming service which could be worth as much as $150million, and say they want to provide 'hope and inspiration' with their upcoming projects.

Prince Harry and Meghan failed to tell the Queen, 94, about their Netflix deal before announcing it to the world, with aides telling her about the couple's new venture - which involves a yet-to-be-named production company set on making documentaries, feature films and children's programming.

Writing in Town and Country, royal expert Victoria Murphy said the monarchy had been left 'looking over its shoulder', saying: 'Family members will be hoping that Harry and Meghan stick to the pledge that they made to “uphold the values of Her Majesty” in “everything they do.”'

Abe Plan For Land-attack Counterpunch Could Mark Major Military Shift For Japan

Months before he announced his resignation, Prime Minister Shinzo Abe set in motion a policy change that could for the first time allow Japan's military to plan for strikes on land targets in China and other parts of Asia.

  • Last Updated: September 11, 2020, 1:03 PM IST

TOKYO: Months before he announced his resignation, Prime Minister Shinzo Abe set in motion a policy change that could for the first time allow Japan’s military to plan for strikes on land targets in China and other parts of Asia.

Japan’s Self Defence Forces are geared toward stopping attackers in the air and the sea. The policy change would direct the military to create a doctrine for targeting enemy sites on land – a mission that would require the purchase of long-range weapons such as cruise missiles.

If adopted by the next government, the policy would mark one of the most significant shifts in Japan’s military stance since the end of World War Two. It reflects Abe’s longstanding push for a more robust military and Tokyo’s deepening concern about Chinese influence in the region.

The Japanese government is worried by China’s increased military activity around disputed East China Sea islets.

“The main reason for our action is China. We haven’t really emphasised that too much, but the security choices we make are because of China,” Masahisa Sato, a lawmaker from Abe’s ruling Liberal Democratic Party who has served as a deputy defence minister and a deputy foreign minister, said in an interview.

Japan renounced its right to wage war after World War Two, making the issue of striking targets on land – which would entail attacks on foreign soil – contentious for its Asian neighbours, particularly China.

Abe said last month he was stepping down because of worsening health. Chief Cabinet Secretary Yoshihide Suga, who is seen as less hawkish than Abe but is closely aligned with him, is expected to win the race to replace him as party leader and become premier.

GOVERNMENT POLICY

Abe instructed senior defence policymakers in June to come up with LDP proposals for the military that included a land-attack, or strike, doctrine.

That proposal will become government policy if it is included in a revised national defence strategy, which appears likely, according to two insiders, including LDP acting Secretary General Tomomi Inada.

“I don’t think there is much opposition to it in the LDP,” Inada told Reuters. “That direction doesn’t change even with a new prime minister.”

The military can already use long-range missiles to strike ships. It considers such plans justified because it needs to be able to destroy weapons threatening Japan. The land-attack proposal is framed using the same reasoning, according to former defence minister Itsunori Onodera.

Therefore, proponents say, Japan’s laws will not need to change. During his eight years in office, Abe pushed for but failed to achieve his goal of revising the post-war constitution’s pacifist Article 9.

Japan’s National Security Council, which Abe leads and includes key cabinet officials, including Suga, will meet Friday to discuss defence strategy.

U.S.-made BGM-109 Tomahawk cruise missiles would be an option for land-attack weapons, said Katsutoshi Kawano, who until last year was Japan’s most senior military officer, the Chairman of Self Defense Forces Chief of Staffs.

Tomahawks can hit targets 2,500 kilometres (1,553 miles) away. That would put most of China and much of the Russian Far East within range.

“Japan could probably have strike capability within five years,” Kawano said. “A full strike package including targeting satellites and electronic warfare components would, however, be far more expensive and take more than 10 years to acquire.”

In the meantime, Japan would have to rely on the United States for intelligence and surveillance.

POLITICS

To move the proposal forward, the next government will need to complete a revised defence strategy and midterm procurement plan by the end of December, before the defence ministry submits its annual budget request.

That could meet resistance from the LDP’s coalition partner, the Buddhist-backed Komeito, which worries such a move would antagonise China and threaten Japan’s war-renouncing constitution.

“It could spark an arms race and raise tension. It would be technically difficult and would require huge investment,” Komeito leader Natsuo Yamaguchi said in an interview. “This is something that has to be thought seriously about under the new Prime Minister.”

Even some LDP’s security hawks, including one of Suga’s leadership rivals, former defence minister Shigeru Ishiba, see a potential downside to acquiring long-range cruise missiles.

“What happens if the United States asks Japan to fire them, and we don’t want to?” he asked.

Verdict

Head to head, the Unite 2 is a better option than the Moto E, but there are certain issues which make you think twice about this smarpthone. The build and design quality is quite good and even the performance capability is worthy of the price. For the price, the Unite 2 is a recommended smartphone if you dont want to invest in something like the Moto E.

Micromax Unite 2 A106 detailed review

Micromax announced the Unite 2 just a few days after the launch of Motorola’s most affordable handset, the Moto E. The Unite 2 has been launched to give the Moto E a tough competition and if we compare the two, the winner is quite obvious. But how well does the Unite 2 perform in the real world? Check out the review…

SPECIFICATIONS

  • Display: 4.7 inches IPS LCD panel with 800x480 resolution (199ppi)
  • Battery: 2000mAh
  • Storage: 4GB, expandable via microSD card
  • Camera:  5MP rear with autofocus and flash, 2MP front
  • SoC: Mediatek MT6582
  • CPU: 1.3GHz quad-core
  • GPU: Mali-400MP2
  • RAM: 1GB
  • Operating system: Android 4.4.2
  • Connectivity: 3G, Wi-Fi, Bluetooth, Dual-SIM

BUILD AND DESIGN

The Unite 2 has a surprisingly smart looking design with a rubberized plastic back and a full glass finish on the front. Under the protective glass, we have a 4.7-inch display with an 800x480 pixel resolution below which the three Android navigation touch keys sit. Above the display, we have the usual bunch of sensors, a notification LED, the earpiece and the front-facing 2MP camera. The volume and power/lock keys are on the right edge while the microUSB port and headphone jack is on the top.

The display is an IPS panel, but the protective glass over the display gathers a lot of fingerprints and smudges which leaves you cleaning the display after every hour or so.  Viewing angles are pretty average, with slight wash in colors when viewed from the sides. A 720p resolution would have been perfect, or maybe we are just being over-ambitious.

The back houses the 5MP camera with and LED flash, a shiny Micromax logo and the loudspeaker. The back panel is removable which reveals the battery, two SIM card slots (one regular one micro) and a microSD card slot.

The size of the device fits perfectly well in the hand although it feels slightly heavy. The rubberized back gives a nice grip and one hand operations are easy.. If we compare the quality of design with the Moto E, the Unite 2 is not shabby at all. Micromax has done well in the overall design and quality of the smartphone.

OS AND PERFORMANCE

The Unite 2 runs on Android 4.4.2 KitKat and has a stock UI with some customized colorful icons. The handset comes preloaded with apps like Kingsoft Office, few games, Micromax’s very own games and apps store, and the MAD app which allows you to earn recharge credit by just watching adverts. The handset also supports 20 regional languages which makes it quite useful for the ones who like chatting in their region specific language. It also comes loaded with all the Google based apps and of course Google Now.

The UI is light, thus everything seems quite smooth and scrolling through the menus and even multitasking was lag-free. Although we weren’t fully satisfied with the UI as we think it needs to be a bit more refined.

We carried out our standard benchmark tests which include installing and running the tests like 3DMark, Antutu X, Smartbench 2012 and Quadrant Standard. Here is a comparison of the benchmark results of the Micromax Unite 2.

  Moto E Nokia X Xolo Q1100 Micromax Unite 2
Quadrant Standard 5108 2962 9583 8738
Antutu 12158 7007 19680 17769
Smartbench 2012 (Productivity) 3458 1948 6077 4353
3D Mark Ice Storm 3960 Crashed 5631 3261

In the battery test, we found that the MediaTek processor, as usual, requires a lot of power. We ran a full HD video for one hour after charging the battery to 100%. There was a loss of 22% which translates to about 4.5 hours of battery backup when playing the video continuously. This means that the battery backup isn’t all that good.

CAMERA

The 5MP camera isn’t the best that we have tested, but it doesn’t perform all that bad. The auto-focus is fairly fast and accurate. In well-lit conditions the pictures come out well and colours are vivid. As we move indoors the color saturation dips although pictures still have a good amount of detail. The addition of a flash is also a plus point as it helps in low light conditions. When shooting in low-light without flash, pictures produced are soft and lack a lot details.

In the video department, the camera can shoot upto 1080p videos which are fairly decent. Colours aren’t all that punchy although focusing is good and tapping on the screen quickly shifts your focus. Audio recording in videos is just average and audio is not very crisp.

Overall, the camera is a decent shooter and comparatively better than the Moto E.

CONCLUSION

For the price it is offered, the Unite 2 is a noble offering from Micromax. We were quite surprised with the design as it felt much more refined than previous Micromax smartphones. Performance levels on the smartphone are better than most in the same price bracket, although the battery backup isn’t very satisfying.

We can’t say the Unite 2 is better than the Moto E, but we can surely tell you that Micromax hasn’t been a slouch when designing this smartphone.

GST Council Meeting Postponed to October 5

Sources said the 42nd meeting of the Council has been postponed since Parliament would be in session.

  • Last Updated: September 11, 2020, 8:41 PM IST

The GST Council meeting slated for September 19 has been postponed to October 5, sources said on Friday. The 42nd meeting of the Council has been postponed since Parliament would be in session, they added.

The Centre had last month decided that the 41st and 42nd meeting of the Council would be held on August 27 and September 19. However, then the dates for the monsoon session of Parliament was not decided. The October 5 meeting assumes significance as the Centre and states are at loggerheads over the issue of funding Rs 2.35 lakh crore GST collection shortfall.

Of this, as per Centre's calculation, about Rs 97,000 crore is on account of GST implementation and rest Rs 1.38 lakh crore is the impact of COVID-19 on states' revenues. The Centre late last month gave two options to the states to borrow either Rs 97,000 crore from a special window facilitated by the Reserve Bank of India (RBI) or Rs 2.35 lakh crore from market and has also proposed extending the compensation cess levied on luxury, demerit and sin goods beyond 2022 to repay the borrowing.

Chief ministers of 6 non-BJP ruled states — West Bengal, Kerala, Delhi, Telangana, Chhattisgarh and Tamil Nadu — have written to the Centre opposing the options which require states to borrow to meet the shortfall. Sources said till September 8, as many as 7 states have conveyed to the Centre about their choice of the options.

While Gujarat, Bihar, Madhya Pradesh, Karnataka and Tripura opted for borrowing Rs 97,000 crore, Sikkim and Manipur opted for the second option to borrow Rs 2.35 lakh crore. The Centre on its part argued that the revenue accruing from GST compensation cess goes to the states and hence the Centre cannot borrow on the security of a tax it does not own.

For April-July, the GST compensation due to states stands at Rs 1.50 lakh crore.

A look at whats happening around the majors today:

A look at whats happening around the majors today:

___

NOT JUSTIN, SHANE

It hasnt taken Shane Bieber long to become Clevelands ace and maybe the best pitcher in baseball this season. The right-hander looks to stay unbeaten as the Indians open a three-game series in Minnesota. Bieber, who is 7-0 with a 1.25 ERA and leads the majors in numerous categories, is already 2-0 against the Twins this year. Bieber began last season as Clevelands No. 5 starter, but his ascension and the trades of Trevor Bauer, Corey Kluber and Mike Clevinger have solidified him as the Indians No. 1 starter.

DODGER (BLACK AND) BLUE

A couple of starting pitchers are dinged up for the major league-leading Dodgers. Walker Buehler went on the 10-day injured list Thursday because of a lingering blister on the index finger of his right hand. A little bit later, Dustin May was pulled after just one inning with a bruised left foot after he was hit by a sharp grounder against Arizona. I think tomorrow when we get back home well do a CT scan, manager Dave Roberts said. We should know more then.

SO LONG, FAREWELL

A pair of NL West teams said goodbye Thursday to familiar faces and former All-Stars at third base. San Francisco released Pablo Sandoval, parting ways for a second time with the fan favorite and 2012 World Series MVP. Arizona kept up its roster overhaul when Jake Lamb was designated for assignment after he struggled for the majority of three straight seasons.

HELP ON THE WAY?

Atlanta’s beleaguered rotation took another hit when left-hander Tommy Milone was placed on the 10-day injured list Thursday with elbow inflammation. Milone hasnt been the Band-Aid the Braves hoped they were getting when they acquired him in a trade with Baltimore, pitching to a 14.90 ERA in three starts for Atlanta. The Braves are playing without their entire projected rotation but still lead the NL East, largely because of an offense that trailed only San Diego for the major league lead in runs entering Thursday. Atlanta could get some help next week from veteran Cole Hamels, who has yet to pitch this season because of triceps tendinitis. Hamels threw Thursday at the alternate training site.

MOOKIE MOVES TO SECOND

Mookie Betts is already one of the best players in the big leagues and a front-runner for NL MVP at seasons end. Now hes also a Dodgers second baseman. The 27-year-old made his first start at the position since 2014 on Thursday night against the Diamondbacks. Betts isnt a total stranger to second, playing there in the minors and starting 14 games at the position during his rookie season with the Red Sox. Los Angeles manager Dave Roberts said he wants to make sure the roster is as flexible as possible for the postseason and that Betts was excited about the opportunity.

FIRST PLACE AND FIRED UP

Oakland right-hander Mike Fiers (4-2, 4.93 ERA) starts for the AL West leaders when they begin a series at Texas. Fiers has gone 3-1 with a 3.22 ERA over his last four starts and the As are 6-2 in his outings. Oakland took a 6-game lead on second-place Houston after beating the Astros in four of five at the Coliseum.

Suryanamaskar and Chandranamaskar

If you are familiar with the various asanas of yoga or have ever tried it, you must have certainly heard about Suryanamaskar or Sun salutation and its health benefits. Just like Sun Salutation, there is another series of asana, which many might not be familiar with, called Chandranmaskar.

Where Suryanamaskar helps you channelise solar energy, Chandranamaskar is all about welcoming the lunar energy into your life. Here is the basic difference between the two and steps to perform them.

WASHINGTON — President Donald Trump trails Joe Biden nationally and in most swing states. He trails on questions of character and most policy issues, like the coronavirus, health care and even crime.

Except one — and it's a big one: Americans in battleground states still trust Trump over Biden on the economy, which often tops the list of decisive issues for voters.

The president's edge on the economy has begun to worry some allies of Biden, who say he needs to do more to neutralize it or Trump could use it to nail down swing voters as Election Day nears. His lead persists even with 8.4 percent unemployment and during a recession that Democrats say has been fueled by Trump's mishandling of the pandemic.

"I do think there's work to do here in connecting the dots," said Hari Sevugan, a Democratic campaign veteran who worked for Pete Buttigieg's 2020 campaign and for Barack Obama in 2008. "We need to do a better job of showing that a failure to deal with the pandemic was a failure to look out for the economy."

Many voters don't see the issues as connected: Trump enjoys a net approval rating of 3.5 points on his stewardship of the economy in the RealClearPolitics average while getting a net disapproval score of 15 points on his handling of the coronavirus.

While Trump's economic edge has narrowed in national polls, it remains significant in key states likely to decide the election.

In Wisconsin, Trump enjoys a net approval of 8 points on his handling of the economy in a new poll by Marquette Law School. In Florida, Trump leads Biden by 13 points on which candidate is better on the economy, and in Pennsylvania he leads Biden by 10 points on the same question in a pair of NBC/Marist surveys released this week.

"We've done a really good job saying Trump is incompetent at handling just about every other issue," Sevugan said. "The only thing that is his escape hatch is his handling of the economy. Closing off that lane for Trump does a lot of the work of the election."

Biden steps up his economic message

Biden has delivered two speeches in the last week aimed at diminishing Trump's advantage on the economy. In Wilmington, Delaware, on Sept. 4, he said working Americans continued to suffer because Trump has "mismanaged the COVID crisis." On Wednesday in Warren, Michigan, he assailed the president for failing to keep his promise to bring jobs back to the United States.

A Biden adviser said the campaign has cut into Trump's margin on the economy and plans to keep chipping away at it by conveying to voters that when it comes to economic suffering, "all roads lead back to COVID."

The adviser, who discussed strategy on condition of anonymity, said Biden doesn't necessarily need to win the argument on the economy given his myriad other advantages. The adviser said breaking even or neutralizing the margin would sufficiently weaken the "last pillar" that is "propping" Trump up.

Robert Wolf, a Biden donor who founded the holding company 32 Advisors, said the recovery has been "K-shaped," diverging for "haves and have-nots," as opposed to the "Super-V-shaped" recovery claimed by Trump administration officials.

"Right now, people are focused a little more on COVID and school reopenings and the recent shootings, but I would agree that the overarching theme is going to be about who is best for the economy," he said. "And I am just hopeful that Joe's messaging breaks through."

Trump has touted the 1.4 million U.S. jobs added in August as evidence that the economy is on the rebound. It is an unprecedented scenario — the fastest economic collapse followed by one of the sharpest job recoveries in U.S. history, all in an election year.

"You have a situation where we built the greatest economy in the history of the world. We were forced to close it because of the China plague that came in," Trump said Tuesday in Winston-Salem, North Carolina. "Next year is going to be one of the greatest years in the history of a country economically, unless the wrong person gets in."

The argument — focus on the past and the future, not the present — highlights the reality that as voters begin to cast ballots, the economy is both Trump's most powerful weapon and his most exposed target.

A big part of his task is to convince the small set of persuadable voters in key states that his record before the crisis shows he'll be better for their pocketbooks than Biden. That requires skipping over six months of shareholder joy and Main Street pain.

    'Smoke and mirrors'

But voters can hold complicated sets of views. Biden leads on most substantive issues, and a clear majority of voters think he's more empathetic, honest and trustworthy than Trump. And while most Americans disapprove of Trump's handling of the pandemic, they don't blame him for the economic fallout.

"For Democrats to contest it, to break even on the economy, is a total win," said Anna Greenberg, a Democratic pollster and strategist, who said the issue typically favors the GOP.

Trump's other message — that Biden is controlled by anarchists who are inciting violence and crime in major cities — has fallen flat in polls.

Download the NBC News app for breaking news and politics

Liam Donovan, a lobbyist and former GOP operative, said Trump's "appeals to law and order definitely resonate with his base" but probably won't move undecided voters. A positive economic message, however, could be a better closing argument.

"If President Trump is going to win four more years, it is because voters are hopeful about the future, not fearful. After a bumpy 2020, people are looking for some semblance of normalcy or at least hope," he said. "The recent jobs numbers and anticipated GDP data could easily be worked into the argument that things are under control and moving in that direction."

Rick Tyler, a longtime Republican strategist and outspoken Trump critic, said the president's advantage on the economy exists "because Trump has told his story and has repeated that story ad nauseam" that he built the greatest economy in history.

Tyler said Trump inherited a growing economy from the Obama-Biden administration and stole credit for the continued pace of growth. And he said Biden needs to stay focused on puncturing Trump's economic narrative and not get "sucked into" his distractions.

"It's all smoke and mirrors," Tyler said. "It is a false story, but, nevertheless, when there are no facts [being offered] to refute it, it becomes a truth."

    FULL STORY

Insect pollination is as important to Arctic plants as it is to plants further south. When flowers abound, the plants have to compete for pollinators. Researchers at the University of Helsinki reveal that higher temperatures cause the flowering periods of different plant species to pile up in time. As a consequence, climate change may affect the competitive relationships of plants.

The most attractive plant species steal the majority of pollinators, making other plants flowering at the same time suffer from poorer pollination.

"Most flowering plants are dependent on the pollination services provided by insects. Thus, plants need to time their flowering to periods of maximal pollinator abundances. On the other hand, plant species compete with each other for pollination. Thus, plant species flowering at the same time can affect each other's pollination success. Temperature is one of the most important environmental determinants of the onset of flowering. As the climate warms, plant species change their flowering periods, thereby changing their competition for pollinators," explains Mikko Tiusanen, researcher at the Faculty of Agriculture and Forestry, University of Helsinki, and lead scientist behind the study.

Avens is popular with pollinators -- and competition is fierce

"We have been studying the relationship between plants and pollinators in North East Greenland, where the climate is warming twice as fast as the global average. The most common flowering plant in this region is Avens, a widespread and abundant flowering species. The shape of an Avens' flower is an open, white cup of nectar, irresistibly attractive to any pollinators around. In our comparisons, Avens was found to attract many more visitors than other plant species. When in bloom, it thus monopolizes insect pollination services at the expense of other plants in flower," says Tiusanen.

By studying the timing of flowering of different plant species under different environmental conditions, the researchers found that higher temperatures caused the flowering periods of different plant species to contract. In particular, the flowering of the Moss Campion advanced relative to the flowering of Avens. This affects the competition between the two species, since the flowering of Avens is directly reflected in how many insects carry Campion pollen: with more Avens in bloom, fewer insects carried the pollen of the Campion.

Global warming may thus affect competition between plant species for pollination services, thereby changing interactions between species. For example, overlap in flowering between a plant species and a more attractive competitor reduces pollination and may impair the species' chances of survival in the long run. This is likely to be a particular threat to rare plant species, as well as to flower species less attractive to insects, scientists speculate.

"To me, the Arctic represents a planetary research laboratory for studies of climate change," says Tomas Roslin, director of the research group spanning the University of Helsinki and the Swedish University of Agricultural Sciences (SLU). "The climate of this region is now changing twice as fast as the global average. What this means is that what happens in the Arctic today may later occur in the rest of the world. At the same time, relatively low species richness in the Arctic allows us to resolve their interactions in great detail. But scientific reasons are only half the arctic appeal. Northeast Greenland is one of the most beautiful areas in the world, and at the same time one of the largest uninhabited areas in the world. When studying insects here, you may even run into a polar bear. Such a combination keeps the researchers alert and awake."

Physical hearings may be completely done away with in various appellate tribunals such as NCLAT, TDSAT and IPAB, a parliamentary panel recommended on Friday.

The committee, headed by BJP MP Bhupender Yadav, said that virtual court proceedings can become a permanent feature for several quasi-judicial tribunals since physical presence of litigants or lawyers is not required for adjudication of disputes.

“The Committee is also of the opinion that Virtual Courts can be extended permanently to various Appellate Tribunals like TDSAT, IPAB, NCLAT etc., located across the country which do not require personal appearances of the parties/advocates. Permanent Virtual Courts can also be established for hearing matters relating to Administrative and other Tribunals at the time of final hearing,” read the report.

It pointed out that such a step will cut down the cost and increase the efficiency in disposal of the cases without being unnecessarily adjourned.

“The expenditure involved in the establishment of a large number of Tribunals/Courts can be cut down sizeably. This will also reduce the crowd in the court and cut down other litigation costs and overheads,” added the 103rd report of the parliamentary panel on virtual courts.

The report has also recommended that virtual courts should continue even after the pandemic is over and integration of virtual courts into the legal ecosystem should be a lasting mission.

The parliamentary committee said that transfer of certain categories of cases from regular court establishments to virtual courts will reduce the pendency of cases which has been clogging the wheels of justice for decades.

It favoured having a permanent system of virtual courts as a parallel to the physical courts. “The Committee is of the opinion that introduction of Virtual Courts would result in an improvement over traditional courts as they are more affordable, citizen-friendly and offer greater access to justice. They yield substantial savings in costs for both individual litigants and Courts. Traditional courts, by and large, are accessible to very few people and even then only at disproportionate expense and effort, virtual courts can help overcome these injustices.”

It recommended that all such matters where personal presence may be dispensed with, can be transferred from regular court establishments to virtual courts.

In opposition to virtual courts by lawyers’ bodies for want of technological knowledge and access to computer devices, the panel said that the lawyers will have to keep up with the changing times and use technological skills in combination with their specialized legal knowledge. It suggested that the Bar Council of India may introduce computer courses as one of the subjects in three year/five year courses to enable the students to get trained in handling computers.

As it emphasized on better digital connectivity and broadband access to all courts across the country, the panel expressed unhappiness that e-Courts Integrated Mission mode project is progressing at a “tortoise’s pace” and noted that virtual hearing of cases is an impossible proposition without proper infrastructure in place.

It asked the Department of Justice to identify the bottlenecks and take necessary remedial measures to ensure that the targets are achieved more ambitiously in the prescribed time frame.

The committee also recommended necessary amendments may be brought in laws to legalise virtual courts while pointing out that the Supreme Court began this facility by way of a judicial order issued under Article 142 of the Constitution.

    COVID-19 impact | Moody's sees India's real GDP contracting by 11.5% in FY21

The rating agency said the country's credit profile is increasingly constrained by low growth, high debt burden and a weak financial system.

Rating agency Moody's on September 11 projected India's real gross domestic product (GDP) to contract by 11.5 percent in FY21, CNBC-TV18 reported. This comes after the Indian economy shrank 23.9 percent during the April-June quarter, amid COVID-19-induced disruptions.

It said the country's credit profile is increasingly constrained by low growth, high debt burden and a weak financial system. It added that India's policy-making institutions have struggled to mitigate and contain the risks exacerbated by the COVID-19 pandemic.

However, it expects India's economic growth to rebound to 10.6 percent in FY22 on the back of a strong base effect.

Global rating agencies and research companies have slashed their GDP growth estimates for India in FY21. While Fitch Ratings expects the country’s GDP to contract by 10.5 percent this fiscal versus its earlier estimate of a 5 percent contraction, India Ratings expects an 11.8 percent contraction now versus a 5.3 percent contraction forecasted earlier.

    COVID-19 Vaccine

    Frequently Asked Questions

    How does a vaccine work?

A vaccine works by mimicking a natural infection. A vaccine not only induces immune response to protect people from any future COVID-19 infection, but also helps quickly build herd immunity to put an end to the pandemic. Herd immunity occurs when a sufficient percentage of a population becomes immune to a disease, making the spread of disease from person to person unlikely. The good news is that SARS-CoV-2 virus has been fairly stable, which increases the viability of a vaccine.

How many types of vaccines are there?

There are broadly four types of vaccine — one, a vaccine based on the whole virus (this could be either inactivated, or an attenuated [weakened] virus vaccine); two, a non-replicating viral vector vaccine that uses a benign virus as vector that carries the antigen of SARS-CoV; three, nucleic-acid vaccines that have genetic material like DNA and RNA of antigens like spike protein given to a person, helping human cells decode genetic material and produce the vaccine; and four, protein subunit vaccine wherein the recombinant proteins of SARS-COV-2 along with an adjuvant (booster) is given as a vaccine.

What does it take to develop a vaccine of this kind?

Vaccine development is a long, complex process. Unlike drugs that are given to people with a diseased, vaccines are given to healthy people and also vulnerable sections such as children, pregnant women and the elderly. So rigorous tests are compulsory. History says that the fastest time it took to develop a vaccine is five years, but it usually takes double or sometimes triple that time.

Goldman Sachs has forecasted a sharper contraction at 14.8 percent in FY21, revised downwards from-11.8 percent it expected earlier. This is so far the deepest cut estimated for India's FY21 GDP.

India's Q1FY21 GDP numbers released by the government on August 31, revealed that the economy has suffered its worst contraction due to the debilitating impact of the coronavirus outbreak. One of the strictest lockdowns in the world was imposed in India from March 25 onwards, which brought all economic activities to a grinding halt. However, the Centre started unlocking the country in a phased manner beginning June 1.

Man Gets Beaten Up By Angry Swan While Rescuing Swanling

A man rescues a baby swan stuck in a wire fence.

A video that has resurfaced on the Internet and gone viral all over again shows a wildlife rescuer putting up with an angry father swan - all to rescue his cygnet. The rescue took place in the UK in 2014, when Simon of Wildlife Aid responded to reports of a baby swan stuck in a wire fence.

"Swans are very protective parents. The male swan, called the 'cob', can be very aggressive in order to protect his young," Wildlife Aid, a UK-based wildlife rescue organisation, wrote on YouTube at the time. "Earlier this year, Simon went out to rescue a cygnet that was stuck in a fence, near the River Thames. He had to face a very angry cob that wouldn't let anybody near his poor baby," the organisation added, sharing a video titled "Cygnet rescue - Simon beaten up by an angry swan."

The video shared by the animal welfare organisation has now resurfaced on Twitter six years later. It shows the angry father swan flapping his wings furiously at the rescuer who, remarkably enough, kept his cool and continued working until the baby swan was rescued.

Since being shared on the popular Twitter account "Buitengebieden" on Thursday, the rescue op has been viewed over 7.8 lakh times.

"Man reprimanding a swan for being silly may be the most British thing I've seen," wrote one person in the comments section.

"I bet that little swan got a big lecture from momma after that!!" another remarked.
