Who can collect Covid-19 fine in Tamil Nadu?

CHENNAI: The Tamil Nadu government on Tuesday directed district collectors to authorise officials not below the rank of health inspector, sanitary inspector, sub-inspector and revenue inspector as appropriate authorities to collect fine for the Covid-19 offences.
The government last week promulgated an ordinance declaring the violation of quarantine measures, non-wearing of masks, spitting in public places and social distancing norms as compoundable offences.
In a letter to all district collectors, director general of police, commissioner of police, Chennai, director of public health and preventive medicine, health secretary J Radhakrishnan said the joint director of public health and preventive medicine (epidemics) would be the state nodal officer to monitor the effective implementation and reconciling authority to collect fine. Deputy director of health services will be nodal officer at the district level.
At the field level, the public health department, including rural local bodies will have to authorise officials not below the rank of health inspector, while municipalities, corporations and other urban local bodies not below the rank of sanitary inspector. The police department has to authorise officials not below the rank of sub-inspector and revenue department not below the rank of revenue inspector.
“The designated authorities at each level shall enforce the provision of act from the violators of the rule, after issuing a proper receipt. The bill book shall be monitored and maintained at the state and district level by the department of public health and preventive medicine,” the secretary said.
As per the amendments to the Tamil Nadu Public Health Act, the state government is empowered to impose a fine of Rs 500 for non-adherence of the Covid guidelines in containment zones, while Rs 5,000 in respect of vehicles or commercial establishments. A fine of Rs 500 will be imposed for violation of quarantine measures, Rs 200 for non-wearing of masks, Rs 500 for spitting in public places and Rs 500 for violation of social distancing norms.
