Man who told police he was breaking Melbourne's COVID-19 laws to 'drop off RICE for his kids' is fined after cops find 'drugs and $11,990 cash in his car'

A Melbourne man who was pulled over for breaking lockdown told police officers he was on his way to 'drop off rice to his kids'.

The motorist was intercepted by police in Broadmeadows having travelled 15km from Sunshine North in the city's west.

But when officers searched the man's vehicle they allegedly discovered drugs and $11,990 in cash.

He was slapped with a $1,652 fine for breaching public health orders.

Victoria Police issued a total of 129 fines to individuals for breaching the Chief Health Officer's directions in the past 24-hours.

Stay-at-home orders remain in place across the coronavirus-hit state with mandatory face coverings required in public and a 5am to 8pm curfew also being enforced.

There were 18 residents fined for not wearing face masks, 64 curfew breach notices handed out and 10 infringements were issued at vehicle checkpoint for motorists travelling more than 5km from their home. 

Victoria's COVID-19 cases continued to decline on Wednesday with just 90 new cases and six deaths.

Despite the downward trajectory compared to previous weeks, Victoria's State of Emergency powers have been extended for another six months following Premier Daniel Andrews' contentious bill which passed in parliament by just one vote.

The latest figures come after police arrested a man, 62, for allegedly spitting on two women at a supermarket in Melbourne's east.

'It is alleged the man spat on a woman at a Malvern East shopping centre on 20 March before spitting on another woman at a Doncaster shopping centre on 22 July,' police said.

'The man was interviewed and charged with two counts of common law assault, unlawful assault and offensive behaviour in a public place.'

Police said members of the local community and the media were pivotal in identifying the alleged spitter.

The man was granted bail and will appear before Ringwood Magistrates' Court on December 17.
